MOBILITY ELEMENT UPDATE IS UNDERWAY!

Join us throughout the process to develop goals and policies for a citywide mobility plan. The Mobility Element is a section of the City’s General Plan that identifies a multimodal transportation network to serve the community’s needs. Construction is on schedule for Phase 1 of Leucadia Streetscape on North Coast Highway 101 between Marcheta Street and Basil Street to be complete this spring!

New raised medians along the 101 containing irrigation, trees, shrubs, and mulch have been completed. The storm drain work on the 101 between Encinitas Boulevard and Marcheta Street has also been completed as well as the new pavement and striping with dedicated bike lane on the northbound lanes. New decorative sidewalks have been placed on the west side of the 101 between Marcheta Street and El Portal Street. Numerous streetlights have also been energized on the east side of the 101 within the new parking pods.

On the west side of the 101 between El Portal Street and Basil Steet, new curb and gutter has been installed and more pavement will be placed on the southbound lanes in February. Toward the end of the month and into March, work will begin to replace the rest of the remaining sidewalks.

After the sidewalk work is complete on the west side of the 101 between El Portal Street and Basil Steet, we will begin planting new trees and shrubs and install new streetlights as well as new street furniture such as benches, chairs, tables, bike racks and trash receptacles.

The fi nal stage of work will be the El Portal roundabout and tying into the El Portal undercrossing to provide a connection to Vulcan Avenue. The Leucadia Streetscape and El Portal Undercrossing projects will be completed in late Spring 2022.

The Leucadia Streetscape team continues to engage local businesses to provide information about upcoming work and help address their concerns.
