INTRODUCTION

The retirement o r decommissioning of t h e MSRE involves s e v e r a l phases. Phase I i s t h e period between t h e end of power operation and t h e postoperation examinations, which is Phase 11. Phase I11 i s t h e i n t e r i m period between t h e completion o f t h e examinations and t h e f i n a l d i s p o s a l which

i s Phase I V . During Phase 111, some of t h e information given i n t h e MSRE Design and Operations Reports (Refs. 1 through 9 ) and t h e f a c i l i t y drawings w i l l s t i l l b e applicable.

Much of t h e equipment w i l l not b e i n s e r v i c e , however,

and most o f t h e procedures which were followed during operation w i l l no longer b e applicable.

This report describes t h e systems which w i l l be

used and s p e c i f i e s t h e normal conditions and s u r v e i l l a n c e required during Phase 111. It a l s o lists t h e more probable abnormal s i t u a t i o n s which could develop and prescribes remedial actions.

The system of access c o n t r o l ,

approvals required f o r maintenance and changes, and r e s p o n s i b i l i t i e s are delineated.

This document supersedes a l l previous operating procedures

f o r t h e MSRE.

These openings were sealed i n various ways and were shown

not t o leak excessively a t 5 psig.

Since some of t h e heat exchanger tubes

were cut o u t , t h e main coolant s a l t l i n e s (200 and 201) communicate with t h e f u e l system and were therefore welded shut j u s t outside t h e r e a c t o r cell.

The system i s at ambient temperature and pressure.

The helium

supply l i n e s (516, 592, 593, 596, 589, 599, and 600) a r e capped.

The

main vent l i n e (522) i s closed by HV-522A and t h e upper offgas l i n e (524) i s capped i n t h e Special Equipment Room.

SURVEILLANCE

Surveillance of t h e MSRE s h a l l be adequate t o prevent t h e development of any condition t h a t would threaten personnel s a f e t y o r t h e continuity of other ORNL a c t i v i t i e s . Radioactive and f i s s i l e materials are s o contained and s i t u a t e d t h a t c r i t i c a l i t y i s prevented and t h e p r o b a b i l i t y of any s i g n i f i c a n t r e l e a s e t o

9 t h e environment i s extremely small.

The p o t e n t i a l s f o r increasing tempera-

t u r e and pressure i n t h e containment o r t h e development of o t h e r potentia l l y damaging conditions a r e l i m i t e d s o t h a t such conditions can arise only slowly, i f at a l l .

Thus t h e continuous presence of personnel at t h e reac-

t o r s i t e i s not required.

Surveillance t h e r e f o r e c o n s i s t s of scheduled

visits f o r data-logging and checking plus t h e continuous monitoring at t h e ORNL Central Waste Monitoring F a c i l i t y of key s i g n a l s f r o m t h e MSRE i n s t r u mentation. Each day a member of t h e ORNL Central Waste Monitoring Group s h a l l e n t e r t h e r e a c t o r b u i l d i n g t o make observations as required on a Daily Log Form.

During t h e l a s t week o f each month a q u a l i f i e d member of t h e Reactor

Division s h a l l make an inspection of t h e r e a c t o r b u i l d i n g , record d a t a , and make checks as required on a Monthly Log Form.

Equipment and instrumenta-

t i o n s h a l l be maintained on a r e g u l a r schedule and as required by personnel of the ORNL Plant and Equipment Division and Instruments and Controls D i v i sion.

When any of a s e l e c t e d l i s t of v a r i a b l e s goes out of limits (prescribed i n Table B-1) alarms occur both i n t h e r e a c t o r b u i l d i n g and at t h e ORNL Central Waste Monitoring F a c i l i t y i n Building 3105.

When an alarm occurs,

one person from t h e group on duty at t h e CWMF s h a l l go t o t h e MSRE s i t e , e n t e r t h e main c o n t r o l room and take appropriate action t o r e s t o r e normal conditions. Corrective actions f o r foreseeable abnormal s i t u a t i o n s a r e prescribed i n Section E of t h e s e Procedures.

I n a d d i t i o n , experienced former members

of t h e MSRE operations s t a f f s h a l l b e designated and a v a i l a b l e on c a l l f o r a s s i s t a n c e i n meeting needs t h a t may a r i s e .

MAINTENANCE AND REPAIRS

Operating equipment which f a i l s should be repaired as soon as possible.

The urgency depends upon t h e consequences.

of t h e possible process r e p a i r s and d e l i n e a t e s t h e importance of each. Repairs w i l l be done only with t h e approval o f t h e ORNL Central Waste Monitoring Group, t h e MSRE Mdntenance Supervisor, o r t h e MSRE Supervisor ( o r h i s representative).

The person i n i t i a t i n g t h e request f o r r e p a i r s

w i l l be responsible f o r t h e s a f e t y o f personnel and t h e f a c i l i t y . During regular working hours a Punch L i s t form (FORM H-1) w i l l b e

f i l l e a out and given t o t h e Maintenance Supervisor (Fig. K-1) who w i l l expedite t h e r e p a i r s . Any deviation from t h e punch l i s t should be approved by t h e requestor.

When t h e work i s complete, t h e punch l i s t w i l l be re-

turned t o t h e Maintenance Supervisor who w i l l b e responsible f o r e n t e r i n g all d e t a i l s i n t h e console l o g and f i l i n g t h e completed punch l i s t i n

Room 17, Building 7509. On other s h i f t s , t h e ORNL s h i f t supervisor s h a l l arrange t o have t h e r e p a i r s made and s h a l l be responsible f o r g e t t i n g t h e d e t a i l s recorded i n t h e console log. Most of t h e programmed maintenance w i l l b e done during t h e l a s t week of each month when t h e monthly log i s being taken.

Permission m u s t be

obtained f r o m t h e Maintenance Supervisor, t h e MSRE Supervisor, o r h i s r e p r e s e n t a t i v e before doing these.

N o modification w i l l be made t o t h e f a c i l i t y without t h e approval of t h e MSRE Supervisor o r h i s supervisors.
