Safety Officer at Stubb Creek In recent years, the Nigerian government has liberalised and, in many cases, privatised the process of power provision in the West African country, paving the way for increased investment in gas infrastructure. Ultimately, the end-users, comprising both domestic and industrial consumers, will be the ones to see a real improvement in the supply of energy, an achievement of which Seven Energy’s Nigerian-born Chief Executive Officer (CEO) Phillip Ihenacho is exceptionally proud. “We’re a special case in Nigeria
because we not only invest in extracting oil and gas, but in the infrastructure you need in order to deliver gas to the consumers,” he said. Seven Energy has already made extensive progress towards achieving its ambitious goals in Nigeria. Having secured significant interests in the undeveloped Uquo and Stubb Creek fields in the south east Niger Delta, the company is now forging ahead with bringing the fields into production. Alongside this development, the company has recently put the finishing touches on its 200 million-cubic-feet-of-gasper-day gas processing facility near the Uquo field. The projects to provide gas to the Ibom Power station (near Ikot Abasi) and the Calabar NIPP power station (near Calabar) will generate over 750 MW of electricity, equivalent to more than 10 percent of Nigeria’s 110

total installed power generation, and will position Seven Energy as a key player in the Nigerian gas market. Major provider Seven Energy has gone through a rapid transformative process since it was established as an arm of US oil services giant Weatherford in 2004, when it was operating mainly in the US and Canada. In its early days, Seven Energy’s operation was centred on developing discovered oil and gas fields that were not reaching their potential and bringing them up to international standards. The idea to pursue opportunities in the Nigeria market followed, and after a management buy-out led by Ihenacho in 2007, followed by a merger with the local Exoro Energy Corporation, Seven Energy was able to develop a sound, long-term investment Phillip Ihenacho, CEO 112

were no longer developing or were attributing less value to.” Seven Energy’s approach is to focus on the gas reserves and resources in these marginal fields and to develop its own gas processing units and pipeline network to transport the gas to end users. Although this would have been nigh-on impossible several years ago, the Nigerian government’s move towards commercialisation of the energy market has allowed the company’s approach to flourish. “There are a number of things that have happened in Nigeria 116

recently that make our operation possible,” said Ihenacho. “Most significantly, the power sector has been commercialised and the government is in the process of privatising generation and distribution companies in the sector,” he said. Commercial understanding Until now, the power sector has been primarily government owned, meaning that power plants have never been committed to paying commercially viable prices for gas. “With the liberalisation of the power sector in Nigeria, we are starting to see an industry framework that is more realistic

and so suddenly you have got a key component for stimulating gas supply to the power sector, that over time will become much more private sector led and much more powerful with the overall result being the improvement of the service for the consumer,” said Ihenacho. The regulatory changes and liberalisation of the power sector has meant that the company now has a key customer base that over time is expected to further broaden and diversify. This recent change in policy has been coupled with the Nigerian government’s ongoing Gas Master Plan. The plan is a proactive attempt by the government to establish basic policies around the gas market, including the principle of willing buyer/willing seller. It’s been a positive move for Seven Energy, which has welcomed the liberalisation of the market laying the foundation for private investment in infrastructure that will only come when investment is made attractive to business. The company has entered the Nigerian energy market in a considered and measured manner. After Ihenacho, who read law at both Harvard and Yale, and his investment team had rigorously researched oil and gas capabilities 118

typically producing and supplying gas on 15-25 year contracts, so we’re going to be interacting with the communities and customers in the long run,” he said. Although Seven Energy’s approach to Nigeria may be a break from many of the Supermajors’ operations in the country, the logic of the longevity of the company’s planned operation in Nigeria is unquestionable. The chronic power shortage in Nigeria is an issue both for domestic and industrial consumers in a country with the largest population and one of the fastest growing economies in Africa. Both domestic and industrial consumers rely mainly on privately owned diesel generators - and only 40-50 percent of the population has access to electricity from the grid. Diesel is around 10 times the price of Seven Energy’s current average gas sales price ($2.50 per thousand cubic feet of gas compared to $23.09 for the equivalent amount of diesel). Since the issue of power has become increasingly highlighted on the political stage in Nigeria, more has been done to attract private sector investors of Seven Energy’s standing to ensure that the infrastructure and 128

For some time, the government in Nigeria has attempted to encourage investment (mostly from Supermajors) into the development of the gas industry for domestic market supply. Looking forward, the government’s current path has led it to making investment more commercially viable, which is why the situation is now improving rapidly with new key players such as Seven Energy which are dedicated to the Nigerian energy market and will continue to be so.
Community partner Seven Energy’s record speaks for itself. With the company recently ticking over 7,500,000 hours with no time lost in incidents, it is rightly proud of its enviable health and safety and environmental record. The oil and gas industry – especially in emerging markets – operates on a rigorous environmental standards procedure. However, the company sees its exceptional record in this field as a minimum, and strives to go further with its operational certifications, as well as its community relations. “With the types of projects that we are involved in, we interact very closely with a host of communities,” said Ihenacho. “We build pipelines 130
