The iconic Sydney Fish Market has undergone a flooring facelift.
Sika delivers flooring upgrade at Sydney Fish Market Sika has provided a complete flooring refurbishment solution for the iconic Sydney Fish Market. Installed during a live trading period, the eight-stage project delivered a new food-grade standard floor that withstands heavy traffic and excess water. The Sydney Fish Market is the largest working fish market in the southern hemisphere, trading 50 tonnes of seafood each day. It is also home to six seafood retailers, a bottle shop, grocer, restaurants, gift shop and deli. As part of a large facility upgrade, Sika and Danlaid Contracting Sydney were appointed to refurbish the fish market’s deteriorating floor. The project required the new floor to meet foodgrade standards, withstand heavy foot and forklift traffic, and tolerate excess water on its surface. As an added challenge, the floor had to be demolished, prepared, regarded and laid in stages while the market continued to trade. “Despite several previous upgrades,

the existing floor was in a poor state which was impacting trading conditions. To remedy this, the floor was hydro demolished to depths of up to 50 millimetres to provide a sound substrate on which to rebuild. The floor was then regarded to create positive falls for water displacement. An epoxy sub-fill mortar was used to recreate the levels,” said Anthony Lewis, market field manager— flooring at Sika. Sikafloor® 22 PurCem®, a low-VOC water-based polyurethane screed, was selected to finish the floor. Certified for the food industry, it is slip resistant, heat resistant, and is easy to maintain and clean. It is particularly suited to food and beverage processing plants, wet or dry process areas, freezers, coolers and thermal shock area. The job faced a host of unique challenges. “This was our most difficult project ever. Upgrading the floor during a live trading period meant effective project management was critical. It was
also important to use a flooring solution that minimised disruptions to trading operations,” said Matthew Dall of Danlaid Contracting Sydney, the contractor appointed to the project. To allow trading to continue, the existing floor was cordoned off in sections and the upgrade was completed in eight stages. As a fast application solution, Sikafloor® 22 PurCem® allowed each section to be re-commissioned quickly and efficiently, reducing down time. “Each completed section was quickly reopened for trading, which meant the floors were constantly wet as seafood was moved around the market. Sikafloor® 22 PurCem® is able to tolerate high levels of moisture in the concrete, making it ideal for this project. We also had to consider how the upgrade could impact customer experience. As a low-odour product, Sikafloor® 22 PurCem® didn’t taint the fish, and customers didn’t experience smells that could impact sales.”

New Building Code released The Government has announced the new Building and Construction Industry (Fair and Lawful Building Sites) Code 2014, which will come into effect when the Building and Construction Industry (Improving Productivity) Bill 2014 commences as an Act. Minister for Employment, Senator Eric Abetz, said the new code sets out the standard of workplace relations conduct expected from those contractors that want to perform work funded by the Commonwealth Government. “Fair, productive and lawful building sites are critical to Australia’s competitiveness, and job creation potential,” Senator Abetz said. “It is important that contractors that want to work on projects funded by the taxpayer have the ability to operate efficiently and flexibly to ensure projects are delivered on time and on budget. “For too long, the building and construction sector has provided the worst
examples of industrial relations lawlessness. The code emphasises the importance of compliance with the law and freedom of association on building sites.” Under the Fair and Lawful Building Sites Code 2014, contractors that choose to be eligible for Commonwealthfunded building work will need to comply with the new code. If contractors do not comply, they won’t be able to work on Commonwealth-funded projects. The new code also recognises the right of entry provisions as a privilege given to officials of registered organisations and, accordingly, requires strict compliance with the right of entry laws by all industry participants. Contractors will be covered, prospectively, from the first time they tender for Commonwealth-funded building work after the new code commences. Once a contractor is covered, it will be required to act consistently with it, including any future privately funded work.
When in effect, the provisions of the code will apply in respect of enterprise agreements made after 24 April 2014. This means that from commencement of the code, contractors covered by agreements that were made after 24 April 2014 that do not comply with the code’s content requirements for enterprise agreements will not be eligible to tender for and be awarded Commonwealthfunded building work. The Productivity Commission’s recently released draft inquiry report into Public Infrastructure concluded that Government procurement codes such as that which is in place in Victoria were “powerful” and “influential” instruments in the sector. “We have worked with state governments who have put in place their own codes to ensure a broad consistency in approach,” Senator Abetz said. More information is available at: www. employment.gov.au/BuildingCode.

BIS Shrapnel says NSW set for boom times Construction industry analyst and economic forecaster BIS Shrapnel has delivered a gloomy forecast for engineering and mining construction, but has also pegged NSW as the boom state for construction as the mining states falter. According to its new civil construction report, Engineering Construction in Australia 2013/14–2027/28, total engineering construction work is set to fall to 25 per cent below its peak last year as state and federal governments pulled back on infrastructure projects. “While public investment is falling sharply now, the prospects for telecommunications, roads and railways work look better after the middle of the decade, but a lot depends on how state and federal governments can work together to deliver needed productivity-enhancing infrastructure, particularly in our capital cities,” said Adrian Hart, senior manager for BIS Shrapnel’s Infrastructure and Mining Unit. There are two sides to

every coin, however, and while a downturn is expected in resource-rich states like Queensland and Western Australia, New South Wales
is heading into a period of sustained growth, following a significant decline in work in 2013/14 as major projects started to wind down.
Overall, New South Wales is expected to see around $82 billion in non-resources civil construction work done over the next five years.
Mates in construction fundraiser The inaugural Mates In Construction (MIC) Kokoda Trek is a joint venture by Construction Skills Queensland (CSQ), Mates in Construction (MIC), Cribhut and Aurora Adventures to both support and raise awareness for suicide prevention within the construction industry. Construction workers are six times more likely to die by suicide than through a workplace accident and apprentices in construction are two-and-a-half times more

likely to suicide than other young men their age. The unique solution developed by MIC is to train a number of construction workers (known as connectors) to recognise potentially suicidal behaviour and to give them the simple skills needed to intervene and to keep that person safe until they can gain professional help. The MIC service is provided at no cost to workers or construction companies, is a registered charity and
relies on industry, government and personal donations for funding, field staff employment and the cost of the 24/7 Helpline and counseling support. Before the end of September, CSQ aims to raise a total of $100,000. This will mean MIC can put on another support officer for Queensland. Between 5-14 September, the MIC Kokoda Trek for Tradies Challenge will take place. The trek will coincide
with International Suicide Prevention Day on 10 September, when a ceremony commemorating this day, as well as those who fought and lost their lives on the Kokoda Track, will be held at Brigade Hill. To participate in the trek, the investment is $5000 per person. As this is a fundraising trek, Aurora Adventures has kindly lowered the price for all our participants. For more information on the trek, visit www.csq.org.au.

o matter what your personal belief about climate change is, no-one is debating the fact that electricity prices are rising. And if you’re in a power-hungry business like manufacturing structural steel, you would be watching your margins steadily eroded by those inexorably rising costs. That’s why Malcom and Bryce Fleming of Caneland Engineering decided to do something about it— and install one of the largest privately owned solar grid connect installations in regional Queensland. Caneland Engineering started out in 1966. “My father started out in the cane industry, building cane bins and cane trailers for the sugar cane industry,” says co-owner Malcolm Fleming. “And then when the sugar industry started getting a little bit quiet, we diversified into structural steel for commercial and industrial buildings. So it’s not little garden sheds—it’s big mine jobs, and structural steel jobs. And that’s where we’re situated at the moment. Our company produces approximately 2000 tonnes of structural steel throughout Queensland every year, and employs more than 50 people from draftsmen, estimators, boilermakers, welders, painters, abrasive blast operators, dogmen, riggers, crane drivers and truck drivers.” The company has stayed in family hands, with Malcolm and his brother Bryce taking over the reins after being in the family business from a young age. “We do the drafting in-house for

the buildings, and the fabrication is done in our Bundaberg based factory. The job is then abrasive blasted before been painted in-house. Using our own transport, the job is trucked to site, for our own crews to construct.” Fleming explains. The energy requirements to do such projects are massive. “There were two reasons we decided to install solar panels, the first was the fact that the energy costs were obviously going up and up,” he continues. “Every time you look at your quarterly bill, it’s gone up another four to five per cent, and the predict-

ed outcome of the energy scenario isn’t going to be good in the next couple of years. We’re talking about doubling in that cost. We’re using an average $30,000-$40,000 a quarter in electricity in our premises at the moment so we wanted to get that cost down. The other appeal was the environmental side. A lot more companies now are pushing that side of it, so we wanted to keep up to date with minimising our carbon foot print and protecting our environment.”
One of the priorities for Caneland was employing a local business to help them out. “We try to support local businesses where we can,” says Fleming. “That’s why we commisioned Scott Burke Electrical to install the panels, because he’s a local guy. That’s also why we use The Bolt Place Bundaberg to supply consumable products in other aspects of our building. The Bolt Place Bundaberg (which is a CSS member) supplied fixings for Scott for this job,

and we need a fair few bolts for our jobs ourselves. We give them a fair bit of business and they look after us pretty well, so it’s a good relationship.” Julie West from The Bolt Place adds, “Caneland are like that. They are very, very loyal to locals, and try to deal with people within the town. So we’ve built up a great trusting relationship with them.” For his part, Scott Burke of Scott Burke Electrical saw the job as a solid
professional challenge. “We’ve done solar now for four to five years, from mums- and dads-sized systems right through to the commercial ones,” he says. “But in the last couple of years, we’ve found that the commercial market is becoming larger and is going be more prominent in the solar market.” With a brief to design and install a solar grid connect system to offset Caneland’s electricity usage during the working week (Monday-Friday), Scott
and his team logged their site usage and designed a 99kW system. This consisted of 396 x 250W Suntech poly crystalline panels, and 6 x SMA 15kW 3-phase inverters. Panels have been placed in North East and North Western aspects to give a broad coverage of daily generation to offset as much electricity as possible. “The reason we had the 99kW system installed is because once we get up to 100 kilowatts, you are classed Construction Supply Specialists

as a power generator. So therefore the power company won’t give you credit back in a bulk amount at the start. You’ve got to apply for that every quarter. I think there’s a fair bit involved in that, so that’s why we decided to go this other way and we get a rebate back straight away in a bulk amount.” says Fleming. Ergon Energy stipulated the solar system to be ‘zero export’ (inverters ramp down when energy is not needed on site). This was implemented by a specially designed ‘zero export’ device manufactured by GNT Engineering. The device sends signals to the inverters to ramp up and down depending on the sites electricity demand. The system is also monitored by ‘Solar Analytics’ which emails performance based reports to the customer, and also will raise an alert if there happens to be a fault. The impact of that, Fleming says, is “whatever we generate, we have to use. On the weekend if we generate power,
Caneland’s expertise in structural steel demands a large amount of energy

and we’re not working, it just goes to waste. We have to change a few things around to try and utilise the solar, so we’re trying to change our hours. We’re family orientated, and believe people should have weekends to themselves, so we try to do most of our work during the weekdays. We have been working 6.30 starts and in winter we’re going to change that to 7.30 to utilise the daylight. The plant runs five days a week and the basic hours are eight hours a day, but 60 to 70 per cent of the year depending on workload, we do overtime. There’s going to be times where we have to work in the dark, especially in the winter hours when you only get eight or so hours of daylight. So, it’s just a fact of life that we can’t generate everything that we need.” Nonetheless, the sheer size of the project was impressive. Julie West from The Bolt Place says that isn’t something the people at Caneland would make a fuss about. She didn’t realise the size
“In the last couple of years, we’ve found that the commercial market is becoming larger.” Scott Burke of Scott Burke Electrical
of the project itself until they began purchasing hardware for the plant which is part of the system. “They’re one of two large engineering companies within Bundaberg, and they’re really loyal customers of ours,” she explains. “So, they came to us a few weeks ago because they were building a cooled plant room. So, of course I said, ‘What’s all this about?’ And they told me that they were installing some solar panels on the roof of their sheds to run their own power. I said, ‘Gosh! Well, that must be pretty big.’ And they agreed, ‘Yes, it should be around about 396 panels.’ I said, ‘Who is doing that for you?’ They mentioned Scott Burke Electrical, who is also a customer of ours. So, we started chat-
ting and then I exclaimed, ‘396 panels! That’s going to be absolutely huge.’ They agreed saying they believe it to be one of the biggest in S.E Queensland, if not all of Queensland. The system covers the main workshop, which is roughly 60 metres long by 20 metres wide. One side of the paneling is flat on the roof, to benefit from the Western setting sun in the afternoon, and the other side is up on an angle to benefit from the morning sun. The system will generate and offset over 110,000kW of electricity per annum, saving over $36,000 in electricity costs and over $1 million dollars over the life of the system. It also offsets 100 tonnes of CO2 per year. Says Scott Burke, “From what I know, it’s one of the largest privately owned solar grid connect systems in regional Queensland. And you’ll see more and more of this in the coming years as the prices of electricity rise to a situation where solar power becomes very viable.”

Tax time
Tax time tips for tradies The end of the financial year is almost here and with proposed changes to what you can claim, there’s no better time to consider strategies to trim your tax bill and maximise your deductions
A
s a tradie, just about every tool you own helps you make a living. That means when completing your tax return, you’re entitled to claim deductions for your Senco cordless nail gun, or your Peerless compressor—even your Pro Choice safety workwear could be claimed as a tax deduction. As long as the expense directly relates to earning your income you can subtract these allowable deductions from your total income to arrive at your taxable income. Fortunately, you only pay tax on your taxable income. Just remember the tool or equipment can not be a private, domestic or a capital expense. According to the Australia Taxation Office, if the expense is both work-related, private or domestic, you can only claim a deduction for the work-related portion. For example if the Milwaukee power tool you bought is used for home renovations 50 percent of the time, you can only claim 50 percent of the cost. Tools and equipment that cost $300 or less, can be written off¬—meaning you can claim an immediate deduction for the full purchase price. Keep receipts for everything—from the Sterling steel closed reel tape to the Bosch angle grinder. The ATO states this is the case as long as each tool or piece
22

of equipment is used for your work as an employee, or is not one of a number of identical, or part of a set of tools you purchased that year—don’t try to claim six individual $50 Sidchrome adjustable wrenches you bought throughout last year. You will have to claim the total amount 6 x$50 = $300. You can also claim the work-related cost of repairing and insuring your tools and equipment, as well as any interest on money you borrowed to purchase these items. Just upgraded to a Kincrome upright truck box for your ute? If the tool or piece of equipment costs more than $300, you cannot claim an immediate deduction for the full purchase price, but you can claim a deduction for its decline in value (depreciation). Your claim for depreciation applies to the whole amount—not just the amount over $300. A better option might be to salarysacrifice big-ticket items, if your employer allows it. That way you are, in effect, paying for the item from pre-tax salary and reducing your income tax bill. “Employees can salary sacrifice tools and this may be a good way for them to build up their tools of trade slowly over a period of time. Salary sacrifice means your salary is reduced accordingly, so you pay less tax,”
Get to know which tools you can write off straight away and which tools depreciate over time.

“Employees can salary sacrifice tools—this may be a good way for them to build up their tools of trade over a period of time,” says John Papaspiros.
explains John Papaspiros, chartered accountant and head of Bourke Business Consultants in Sydney. “You do not claim the expense personally—effectively your employer has claimed.” Working for yourself? Different rules apply if you are self-employed or run a small business, and there are proposed changes to tax law you need to know. As part of its 2013 Federal election commitments, the Government announced changes to the instant asset write-off provisions for small business. The changes havent come through yet but there may be updates on June 30. So, what’s changed? For the 2012–13 income year, small businesses had been able to write off depreciating assets—tools and equipment—costing less than $6500 in the income year purchased, or had it installed ready for use. They could also depreciate most other assets in the general small business pool at a rate of 15 per cent in the first year and 30 per cent thereafter.

Tax advice
If the proposed changes are enacted, the threshold will change and only assets costing less than $1000 (acquired and installed ready for use after 31 December 2013) will be eligible for immediate write-off. Assets costing $1000 or more will need to be depreciated in the general small business pool. The bill was introduced into parliament on 13 November 2013, but at time of writing, the law has still not been passed. It might be tempting to run out and spend large in the hope the law isn’t passed until after this financial year. However, you may want to reconsider because the changes could be back-dated, meaning you will only be able to write off tools $1000 and under. Don’t wait until 1 July—there has been no better time than the present to discuss your individual tax strategies with your accountant.
There’s no better time than now to discuss your tax strategies with your accountant.

FIRESOUND FIRE RATED ACOUSTIC SEALANT
WHEN PLANNING ANY TYPE OF BUILDING, IT IS IMPORTANT TO CONSIDER BOTH FIRE AND SOUND PROTECTION. Firesound™ provides a fire and sound barrier for gaps and expansion joints. Firesound™ will seal exterior and interior construction joints that are subject to movement in pre-cast concrete panels, blockwork and brickwork, as well as gaps and cavities around cables, metal pipes, conduits, busways and ducts that penetrate walls, floors and ceilings. If joint movement is not required, Firesound™ can be used as a putty for filling holes in fire rated substances. It is suitable for a variety of substrates including metal, concrete, plasterboard and cable coverings. Firesound™ has up to a 4 hour fire rating, having been tested according to AS1530.4 -1990 / AS4072.1 1992 and BS476: Part20; 1987. In addition, Firesound™ has been tested to perform as an effective acoustic sealant (up to STC 65/ RW 65).

What a
belter! In a market flooded with cheap imports, Buckaroo Leather Works in North Wollongong, NSW validates why being Australian-made and a high-end product has propelled them to become global leaders. By Nic Hogan
W
hen Ken Van Der Water began manufacturing leather apparel back in 1971, his business model was to make the best quality leather products on the market. “My dad never compromised on quality, and making premium-grade leather products is still our mission to this day,” says Buckaroo Leather Works owner Tanya Van Der Water. What began as a leather apparel business has evolved into a market leader in the tool belt market. “We entered the tool belt market purely and simply because we make products based on items people require. So our background is in design more than anything and coming up with solutions that meet our customer’s needs,” explains Tanya. “In fact it started because we were approached by tradies who wanted a better process belt—something that was comfortable. At the time, there was no offering for a tool belt that could be used across the trades, there was only your basic all-in-one carpenter’s belt. “My dad was approached by not only carpenters, but also steel fixers and scaffolders and other tradies. He saw there was a need to be able to create an individual belt—to make up your own belt going by your specific trade. So our offering to the market is providing a belt that allows you to modify your belt with all the tool holders relevant to your trade. We don’t dictate what items you should be carrying. In fact, we sell the belts and the tool holders completely separate from one another, so you can pick and choose what you want to be carrying depending on your trade.” This was a revolution in the tool belt market. “A
32
Construction Supply Specialists
build-your-own belt concept was very unheard of at the time, and actually, still to this day, it’s pretty rare,” says Tanya. Because of the uniqueness of the product, one of the challenges Tanya faces is educating the market. “We’re still having to educate people on the concept, so even over 15 years later, we’re trying to teach people the benefits. Even though, we’re well-known in Australia, (we’re the market leader here,) for new stores coming onboard and reselling our products, we have to start from scratch with them as if they’ve never come across this concept before. And we’re still surprised that people don’t know this type of belt exists—they’re so stuck on the traditional tool belt and can’t see outside of that.” Often what appears to be a simple solution essentially has many layers. “It appears to be a simple solution, the challenging part of it though, is to do it in a very high quality way. That’s where we are very different from the other offerings in the market because, for us quality is paramount.” Constant evolution Core to Buckaroo’s business model is ongoing research and development. “We’ve done a great deal of experimentation over the years with the materials we use. Although we specialise in leather products, we’ve also incorporated other high performance materials in with leather. And that’s what

makes our products last even longer. Traditionally leather is very strong, yet for some conditions our products are exposed to, leather just doesn’t last. So we’ve had to look outside the square and couple leather with other high performance materials. Our products are still 100 per cent Australian made. We make everything here ourselves, which obviously gives us that quality control, but has also allowed us to do a lot of testing of materials over the years. We’ve replaced what was traditionally leather with materials that aren’t necessarily used in this industry,” says Tanya. Innovation is constant at Buckaroo and Tanya is always on the look out for new ways of doing things. “Loads of ideas happen by accident, or by going out to the field and seeing what’s available and seeing if it can be incorporated into the type of product we make. For example, a lot of our materials are used in completely different industries, such as those associated with foods. We use food-grade materials because they are very safe, very hygienic and very strong. We’ve investigated all different industries—we’ve looked at the equestrian industry, which has always traditionally been very focused on leather. They’ve had huge changes in the last 10-15 years, and now there is very little leather used in that industry. So in some instances we follow trends like that.” Having said that,
Tanya Van Der Waters (top) is proud that Buckaroo Leather Works is renowned for its high quality products.
Tanya confirms leather will always be the main component of their business. “Always, because not only is that where our expertise lies, but that’s where our passion lies as well. We want our products to be the best quality that they can possibly be. If that means replacing some of the leather with better performing materials, then we will. We are not going to stick to leather just because traditionally that’s all we know. At the end of the day, we want to be putting the best possible products to market.” And while they may have called it by another name, constant evolution is a daily occurrence. materials as they become available, making our products safer for the user and always adding to our range. We are constantly designing new products— something that is our point of difference as well.”
Buckaroo Leather Works combine traditional and groundbreaking technologies.
“We’ve never really seen it as research and development, but we’ve always just innovated in that way. We’ve always seen it as bettering ourselves. We always wanted to create better products and longer lasting products.
We never look at taking shortcuts ever. So for us, R&D is a natural part of what we do. We see ourselves as always competing with ourselves. We try to make sure that year-on-year we are bettering our products—using better
Facing challenges Recent media coverage alerts to the fact of a global leather shortage. “Working with leather can be difficult in that it is obviously a by-product of the meat industry, but it’s also a product that’s in very high demand in industries that aren’t necessarily linked to ours—in the automotive industries for example, even in aviation. They’re moving away from vinyl seating and going back to leather now. Things like that put a lot of pressure on small-to-medium businesses like ours because we are then, unfortunately left behind. looking at more efficient ways of being able to manufacture so we can absorb all of these cost increases.” Tanya is investing $500,000 in upgrading their current manufacturing equipment to keep up with demand for Buckaroo Leather Works merchandise. “We are looking at upgrading our facilities to be able to increase our scale of production. We will manufacture the same level of quality but at a cheaper cost. That does involve having to design our own new machinery, but definitely not to replace manual labour—we will never replace manual labour with machines. It’s all about making everybody’s job easier.” Staying true to family traditions is the only way forward for Tanya. “We’re very much committed to continuing to do it in the way we have over the last 40 years. We don’t see any reason we can’t manufacture our products in Australia now and in the future. We wouldn’t have it any other way because at the end of the day, it’s by working the way we do that we can create premium high-quality products.”
Buckaroo Leather Works factory will be upgraded to meet with global demand.
Passing the increasing production costs onto customers is not on Tanya’s agenda. “We don’t want to be passing these costs on to the consumer because one, it’s not good business practice and two, it’s not fair on the consumers

Burning issues When it comes to fire protection, a little knowledge (and a few test reports) can save you a lot of money, time and pain
T
he temptation to shop for value when it comes to fire protection equipment for buildings is high—there are many products on the market that seem to do complimentary, or even the same, job. But getting it wrong can be costly. In a worst-case scenario, the result can be loss of life. But even getting it wrong pre-certification can be time consuming and financially costly for everyone involved. “When a contractor uses a fire-rated product on a job, they’re required to provide the correct paperwork to the builder or to the building certifier to verify that that product will satisfy a fourhour fire rating in the joint configuration it was used in,” explains Steve Halpin, group product manager with Bostik. “The problem a lot of contractors run into is if they use a cheaper product on the project. Then on completion when the building certifier requests suitable test references, they’re quite often unable to supply it because the company hasn’t gone to the great lengths to get all the testing done for that product.”

“The market understands you need to use fire-rated sealants, but they don’t quite know how to select which fire-rated product for what application.” Steve Halpin, Product Manager, Bostik
Ownership of certification appears to be a problem whether you’re talking about fire-rated sealants or fire collars, says Richard Cooke, general manager of Snap Fire Systems. “The issue at the moment is that there are products that aren’t comprehensively tested,” he explains. “They suggest that it is properly tested because they’ve tested it on a 100 ml pipe, but then you use a different type or size of pipe or even a fitting in the collar and there may not have been a test done. So the onus is on the contractor to ensure that any product he buys is properly tested and the only way he can do that is by getting that
To prevent fire like this, contractors need to ensure that any product purchased is properly tested.
Fire safety
“People aren’t up on the standards applying or using the products in ways that maybe don’t meet the standards.” Denis Gray, Sika test report before buying the collar. “A test report has to be done by a NATA-approved laboratory, and it has to be written up in a special way that’s all contained in the standards AS1530.4 and AS4072.1. We’re finding people don’t realise this, or they fall victim to the trust that a big brand name has in the market. They assume that if the product is from a big company, and they say it’s okay, then it must be, but of
42
Construction Supply Specialists
course that’s not necessarily the case”. The issue of correct testing and correct use of products appears to be a key sticking point in the building industry, with everyone we spoke to citing a general ignorance in the market as a real problem. “There’s not a lot of understanding about which product you can use in which application,” says Bostik’s Steve Halpin. “The market understands you need to use fire-rated
sealants, but they don’t quite know how to select which fire-rated product for what application. And again, you’ll find polyurethane is used internally when they could get away with an acrylic and you’ll find the opposite—acrylics being used externally at great risk when the correct product should be the polyurethane.” But according to Richard Cooke, the first hurdle remains the issue around test reports, especially when it comes to fire collars. “Whenever you penetrate a wall or floor with a service you have to make sure that the FRL (Fire Resistance Level) of the wall or the floor is not compromised,” he explains. “So you do that by testing an ‘identical’ prototype of ‘the system’. This includes the fixing of the collar and the support to the service. So to ensure the fire collar has been properly tested, you need to be able to supply a test report to a certifier, and that’s the thing that people are skirting around. Compliance with the Building Code can only be achieved, he says, through a Deemed-to-Satisfy Provision (DtS), an Alternative Solution (AS) or a combination of the two. The former is a test report, which should be available on the supplier’s website, or by some other means. The latter is expensive, site-specific and time-consuming (but sometimes unfortunately necessary). “The bottom line is that before you use any products from anyone, get a full test report,” says Cooke. “Don’t be fobbed off with certificates. And be careful with assessments. Some assessments do not qualify as Deemed-to-satisfy solutions, and are only useful in an alternative solution application. Certificates are not acceptable to show compliance to certifiers. They’re only for general information. This is stated in the standards. You must get a test report and install the fire collars exactly like it says in the test report. Examine the drawings, photos and descriptions in the test report and make sure that what you see there is what you do. If you do that, you will comply with the BCA.” Cooke adds as a final point that if you are not knowledgeable on the standards the best advice is get some from someone who is. By accepting assessments you can fall into a trap. To be accept-

able as deemed to satisfy, assessments have to conform to the standards, which state they are only for minor variations to a tested specimen and other listed and specific scenarios. They must be based on at least one test and they often do not include the test report. The same is true when it comes to fire sealants, says Steve Halpin from Bostik. “The market is directed into two streams: the acrylic fire-rated products and the polyurethane fire-rated products. The predominant difference between the two is longevity and performance. The polyurethane has greater movement capability, and does not rely on having a coating put over the top to make it durable when used externally. For instance, our acrylic fire-rated Firecaulk has a plus or minus 12.5 per cent movement capability whereas the polyurethane has plus or minus 25 per cent movement capability.” “Where problems arise”, says Denis Gray from Sika, is when “people aren’t up on the application standards or they are using the products in ways that maybe don’t meet the standards. That’s always of some concern. Generally, in construction, fire joints are engineered or designed into the building, so there should be an actual specification as to the criteria of the different sealing method or mechanism, so it should be quite easy to follow.” However, he says, sometimes a lack of understanding at a crucial early stage of the project leads to problems later on. “Sometimes it’s to do with a lack of specification, or just maybe a lack of understanding of what is required. People see ‘fire seal’ and assume that because the normal sealant they use is fire rated it would probably be fine, but obviously they’re not necessarily correct—it depends on where and how you’re using them.” Beyond that, he says, a perennial problem is end-users who won’t always understand why a particular product is priced as it is—which is often a reflection of the cost involved in making sure it is of the highest quality. “The credible companies that distribute those products go to great lengths and invest quite a bit of money to have their sealants tested within systems in accordance

“For example, a water fire extinguisher can be used on wood, paper, and plastic, but you would certainly not use a water fire extinguisher where there’s cooking tracks or oils or electrical equipment. Derek Woods , Megafire.
with the Australian standard, at a considerable cost. But that’s important,” he says, because “when a contractor uses a fire-rated product on a job, they’re required to provide the correct paperwork to the builder or to the building certifier to verify that that product will satisfy a four-hour fire rating in the joint configuration it was used in”. Fire safety responsibilities don’t end
at the construction stage—and once again, market education seems to be a key issue for suppliers of fire extinguishers and blankets. “I think the majority of the inquiries we get back from the industry is understanding the difference between the fire extinguishers, what fires they can fight and where they can be used,” says Derek Woods from CSS supplier Megafire. “For example, if you have a water fire extinguisher, you can use it on wood, paper, and plastic, but you certainly wouldn’t use it where there’s cooking tracks or oils or even electrical equipment. Other questions we get also relate to how many fire extinguishers for the size of the warehouse and what type, so we have to ensure that the information that we give is correct and the purchase that they make on the fire extinguisher is the right article for the installation.” It is frequently a problem for smaller jobs, he adds. “When we’re talking about a large construction, there are obviously a set of plans and drawings, and the specifiers or the design engineers will actually state quite clearly the type of fire extinguisher that has to be installed. Where we tend to get those calls requiring assistance, is usually when people are having to fend for themselves. They may be doing a little job somewhere, a small warehouse or a little office, and they know they have to install a fire extinguisher, but they’re not too sure what type or size they should put in. So that’s generally where we provide the assistance.” He adds that if you’re feeling lost, the Fire Protection Association of Australia has an excellent and detailed website where you can find out more information (at http://www.fpaa.com.au/).

project have studied international experiences—many of which are theme parks—and created their own design using the most successful and popular solutions for similar interactive attractions. A house that stands on its roof can also be found in the Polish village of Szymbark, at the foot of Mount Wiezyca, the highest mountain in the Kaszubian Province. Polish architects created another signature upside-down house in the small western Austrian village of Terfens. Upside-down houses can also be seen in Kiev; a house in the seaside resort in Trassenheide in Germany; and one in the Japanese city of Matsumoto, just to name a few. There’s also a series of upside-down White Houses in the US: in Orlando, Florida and Tennessee, as well as the so-called Top Secret, the biggest upside-down White House, in Wisconsin.

At a recent show at the All-Russian Exhibition Centre in Moscow, Russian architects and builders created an homage to the power of fasteners and adhesives by building this entirely upside-down house. Opened in January this year for public viewing, the house is an otherwise unremarkable suburban home except for the fact that everything in it is upside down. Familiar household items and items of furniture hang overhead, the ceiling is under your feet, while the entire house stands at an angle. It claims to be the first hands-on interactive attraction with an upside-down kitchen, garage, bedroom and even a bathroom and a car outside. Some websites are reporting that walking inside an upside-down house is something akin to riding a roller coaster. The architects behind the Moscow upside-down house
