The bride-elect graduated from A Beka Academy in 2016 and from Crown College of the Bible in 2020. She has an ASL Certificate. Mr. Hutchison is the son of Garth Hutchison of Muskegon and Jennifer Hutchison of Muskegon. He graduated from a homeschool program in 2016 and from Crown College of the Bible in 2020. The SBA reopened the Economic Injury Disaster Loans (EIDL) and Advance Program. Additionally, the SBA implemented revisions for the Paycheck Protection Program (PPP) to reflect changes made in the PPP Flexibility Act of 2020. The EIDL program portal has been reopened to all eligible applicants experiencing economic impacts due to COVID-19. SBA’s EIDL program offers long-term, low-interest assistance for small businesses and nonprofit organizations. These loans can provide vital economic support to help alleviate temporary loss of revenue. EIDL assistance can be used to cover payroll and inventory, pay debts, or fund other expenses. EIDL Advance will provide up to $10,000 or $1,000 per employee of emergency economic relief to businesses that are currently experiencing temporary difficulties, and these emergency grants do not have to be repaid. Libraries Begin Reopening
Changes have also been made for PPP funding. The revisions have resulted in a more borrower-friendly loan forgiveness application for businesses that have already received PPP funding. In addition to revising the full forgiveness application, SBA also published a new EZ version of the forgiveness application that applies to borrowers who are self-employed and have no employees, did not reduce the salaries or wages of their employees by more than 25% and did not reduce the number of hours of their employees, or experienced reductions in business activity as a result of health directives related to COVID-19 and did not reduce the salaries or wages of their employees by more than 25%. York County Libraries opened for curbside pickup of library materials on June 15. Members must reserve books in advance at www.yorklibraries.org and are then notified when the items are ready for pickup at the library. Members may also return checked out materials to library book drops. The decision to offer curbside service is in alignment with the direction and recommendations of the Office of Commonwealth Libraries, Gov. Tom Wolf, Pennsylvania’s Department of Health, and the CDC. York County libraries will gradually reintroduce the breadth of library services while working to provide a safe library environment for employees and members. Staff have received training on recommended cleaning and disinfection procedures and will follow safe handling and quarantine protocols for returned library materials. Protective barriers have been put in place, and staff
will wear masks and other protective gear for personal and public safety. York County Libraries locations are asking that members wear masks or face coverings when utilizing the curbside pickup services. At several library locations, pickup of materials will be in the lobby. Only one member or family will be allowed inside at a time. These measures are required for everyone’s health and safety. All physical library materials currently checked out through York County Libraries have been renewed until Wednesday, July 1, and no fines are being assessed on these items. Services at the Salem Square, Manchester Township, and Springettsbury Township libraries will not be offered during this initial phase of reopening. Northern Central Railway, 2 W. Main St., New Freedom, has announced plans for its 2020 season. The railway will reopen on Friday, July 3, for two excursions to Seitzland and back to New Freedom at 11 a.m. and 1 p.m. Participants are invited to celebrate the inaugural voyage of its new EMD GP9 diesel locomotive and enjoy views along the York County Heritage Rail Trail. The railway will be closed for Independence Day on Saturday, July 4, and will return to the tracks on Sunday, July 5, at which point it will run two trains each day to Seitzland on Fridays, Saturdays, and Sundays. As railway staff gain experience with the new guidelines and assess demand over the
summer months, they will determine when to offer an expanded excursion schedule. Regular trains will run without entertainers for the time being. Seating will be limited to 50% capacity per coach to facilitate social distancing. Weather permitting, all windows in each coach will be open during runs to allow fresh air to flow. The railway will schedule one hour between each train to allow time for deep cleaning. Staff, volunteers, and passengers will be required to wear a face mask or covering in compliance with Department of Health and CDC guidelines. RLASD Again Receives Honor The Red Lion Area School District (RLASD) has been honored with the Best Communities for Music Education designation from The NAMM Foundation for its outstanding commitment to music education for the ninth consecutive year. Now in its 21st year, the Best Communities for Music Education designation is awarded to districts that demonstrate outstanding achievement in efforts to provide music access and education to all students. To qualify for the Best Communities designation, the Red Lion Area School District answered detailed questions about funding, graduation requirements, music class participation, instruction time, facilities, and support for the music programs. Responses were verified with school officials and reviewed by The Music Research Institute at
the University of Kansas. This award recognizes the RLASD is leading the way with learning opportunities as outlined in the Every Student Succeeds Act (ESSA). The legislation guides implementation in the U.S. and replaces the No Child Left Behind Act (NCLB). New Trail Towns Program Posted In recent weeks, Americans have turned to parks, trails, streams, and open space in historic numbers, as a respite from the chaos of the ongoing public health and economic crisis. In York County, the 21-mile York Heritage Rail Trail has become a magnet for county residents seeking fresh air, healthy recreation, and mental relaxation in a setting that lends itself to social distancing. As a result, the York County Economic Alliance (YCEA) announced the launch of the York County Trail Towns program in five communities along the York Heritage Rail Trail. These communities are York, Seven Valleys, Glen Rock, Railroad, and New Freedom. The goal of the Trail Towns program is to use the Heritage Rail Trail as a platform for economic development by encouraging hundreds of thousands of annual trail users to venture off the trail and into the towns to
patronize local businesses. The ability to launch this program is made possible through the Commonwealth of Pennsylvania. State Sen. Kristin PhillipsHill helped secure a $300,000 grant from the Pennsylvania Department of Community and Economic Development, allowing the YCEA to provide funding directly to projects that support the program, such as wayfinding, promotional materials, educational workshops for businesses, physical improvements, and other projects identified by each community. During the past several months, the YCEA - working in partnership with York County Parks, York County Rail Trail Authority, and Explore York conducted dozens of interviews, surveyed the trail-related services and assets in each community, and sketched out a process that will lead to each community officially becoming a York County Trail Town. This summer, resi-
dents will be engaged in conducting inventories of their towns intended to gather feedback on their community from the perspective of a trail user. York County celebrated new sections of the Heritage Rail Trail in 2019 and anticipates the entire trail completion in 2021. YCEA’s Trail Towns program is part of an overall strategy to boost the economies of the small, historic communities throughout York County. Although the first phase is limited to five communities, future phases of the Trail Towns program could support communities along the Hanover Trolley Trail, such as Hanover and Spring Grove, and communities like Wrightsville, which is emerging as a recreational hub at the crossroads of the Susquehanna River, Northwest River Trail, and Mason-Dixon Trail. York County Economic Alliance (YCEA) released “Understanding Pennsylvania’s Opportunity Zones,” a report analyzing findings from a statewide survey of Opportunity Zone practitioners. YCEA commissioned York College’s Arthur Glatfelter Institute for Public Policy to conduct the survey and produce the report. Federal Opportunity Zones were created by the 2017 Tax Cuts and Jobs Act, and since then have been viewed by some as a way to catalyze billions of dollars of transformational investment in census tracts that have experienced decades of poverty and disinvestment. The survey was intended to take stock of the impact of Pennsylvania’s 300 Opportunity Zones from the municipal officials and economic development professionals directly involved with them. The results were analyzed in the first quarter of 2020, before COVID-19 placed restrictions on development. Key report findings indicated that all
respondents identified barriers to fully leveraging Opportunity Zones, including lack of capacity for promoting and coordinating the zones, lack of investors with capital gains, and lack of applicable projects that could provide a return to investors. Despite the barriers, many respondents said they are currently promoting Opportunity Zones within their jurisdictions. The majority of census tracts have received no investment. Less than 25% of respondents were aware of Opportunity Zones investment in their census tracts. Most projects within Opportunity Zones would have occurred without the additional incentive. Of those respondents who were aware of projects, only 13% said their projects were made possible by Opportunity Zone investment. This represents approximately 11 projects statewide. York Catholic High School’s Miles Cox has committed to continue his education and swim in the Patriot League for Lehigh University in Bethlehem. Cox competes in the 100 and 200 butterfly, 200 and 400 individual medley, and the 100 and 200 backstroke. He was named a USA Swimming Academic AllAmerican in 2019 and 2020. Miles also runs cross-country and plays golf. Cox is a member of the National Honor Society and has been listed on the honor roll every quarter during high school. He has been a YMCA Senior Swim Mentor for four years and has participated in the American Heart Association’s Swim for Life Relay. He also volunteers in the community. First Responders Receive Funding Fire and EMS companies in York County received $788,177 through the Fire Company Grant and Emergency Medical Service Grant programs during fiscal year 2019-20. The funding will aid fire and EMS companies as they experience the impacts of the COVID-19 pandemic, which caused many of the companies to sideline fundraising efforts. The grants may be used for construction or renovation of a unit’s station, the purchase or repair of equipment, training, or debt reduction. The program is funded solely from state gaming proceeds. Local first responders can apply
for additional funding after the House of Representatives approved legislation to allocate $50 million in federal Coronavirus Aid, Relief and Economic Security (CARES) Act dollars. The grant funding will be used to help fire and EMS companies with added costs they have encountered due to COVID-19, as well as the loss of fundraising opportunities due to the stay-athome orders and other mitigation efforts. The funds would be distributed in the same manner as the annual Fire Company Grant Program and Emergency Medical Services Grant Program, respectively.
