JustinRule wants Columbia to be a destination for visitors to learn about the town’s rich history and embrace its unique charm.

To help achieve that goal, Justin and his wife, Whitney, recently opened Freedom Home, an Airbnb located in a house built in 1876.

“I want this home to be a chance to bring people to Columbia to see the beautiful, historic town we have,” said Justin, who lives in the town, owns a business downtown and serves on the board of the Columbia

Economic Development Corporation. “Come fall in love with Columbia.”

The Locust Street home was built by Civil War veteran William Hougentogler. Other previous residents of the building include Dr. Gardiner P. Taylor, who operated his medical practice from the home and for whom local schools are named, as well as a Columbia postmaster and phone secretary and a state senator. Most recently, the building housed the Jonal Gallery.

“At one point, this building was converted to a duplex,” Justin shared. “Then there was a big renovation in

the late 1980s that brought it back to a single home.”

When Justin learned the home was for sale, he was intrigued but cautious. “I said, ‘What would I do with it?’” But he and Whitney decided to take a leap of faith and purchase the building through Discover Columbia, a business Justin started in 2020 to promote the town, with the hope that the borough would allow them to operate an Airbnb. He got approval, and things began to fall into place. CVS, located near the home, provided five parking spaces to lease, and the couple got

to work preparing the house to open. “It was two weeks of insane painting, decorating and running all new electric,” Justin recalled.

They kept the home’s original floors, the slate fireplace in the front room, original light fixtures throughout the first floor and an elaborate Roman labyrinth pattern in the dining room floor, created by the previous owners. Art on the walls includes a framed original map of Columbia as it was in 1894. The home features more than 3,300 square feet on three floors with 12 rooms and accommodations for 10.

Since 2020, the Columbia Animal Shelter has been hosting a Summer Concert Series, featuring live music performances in the grassy field next to the shelter. Now the organization is expanding its entertainment offerings into the colder months with the new Winter Concert Series. The concerts will be held in the warehouse across the street from the shelter, located at 265 S. 10th St., Columbia, from 6 to 9 p.m. on the second Saturday of the month from January through March.

“This is a new addition to our event lineup for 2023,” said Tammy Jalbert, executive director of the shelter. “The Summer Concert Series is growing so much in popularity that people were saying they wished we could do this in the winter, too. So, we are giving people what they asked for.”

Opens In York

WeeConnect Early Learning Center, which offers child care designed for children of all abilities, has opened its doors in York County. The pilot program seeks to provide high-quality, specialized and consistent care to neurodiverse and disabled children whose parents have been unable to consistently show up for work or obtain employment due to child care challenges.

For those parents whose children have developmental differences, disabilities and behavior challenges, the task of securing adequate care can be that much more challenging. WeeConnect not only aims to be a safe, supportive place for all children to learn and play regardless of social, emotional or physical ability, but it strives to provide parents with the consistency and assurance that their children will receive the specialized care that they need and

deserve. Parents who have reliable and fully inclusive child care will be better equipped to show up to work, which in turn will have a direct, positive impact on local businesses and the economy.

WeeConnect opened in fall 2022 and is owned and operated by Liz Jones, occupational therapist, and Rande Fregm, developmental specialist. WeeConnect currently serves as a model site and has goals to expand in the future to serve more families and communities experiencing child care inconsistencies due to a lack of specialized programming for neurodiverse and disabled children.

The Winter Concert Series will kick off on Saturday, Jan. 14, with a performance by Matches Funk on Fire. The Columbia-based 10-piece band performs party and funk music. On Saturday, Feb. 11, rock cover band The Werx will entertain. The series will wrap up on Saturday, March 11, with a performance by Blue Voodoo.

The concerts help support the mission of the Columbia Animal Shelter, which is dedicated to rescuing and rehoming at-risk cats and dogs while also providing healthcare services for animals. Food and beverages will be for sale at the shows, with proceeds benefiting the shelter. Although there will be some tables and chairs for seating at the concerts,

attendees are encouraged to bring their own chairs. There is also a suggested donation for admission to the concerts, but it is not required, Jalbert said.

She encourages everyone to check out the concerts, noting that each show will offer a fun night out. “(We are) supporting local area bands and providing folks a place to gather and listen to awesome music in the winter,” she stated. “Throw in some good food and beverages all to benefit Columbia Animal Shelter, and it will be an awesome night all around.”

ARPA Funds To Address Housing

Lancaster City Council recently approved a $7.4 million allocation of American Rescue Plan Act (ARPA) funds to create and preserve affordable housing in Lancaster city. In total, the investment in eight organizations will create 85 new affordable housing units and preserve 443 affordable housing units through renovation.

The allocations are as follows: Chestnut Housing Corporation, $550,000 for the construction of eight new units and the restoration and remodeling of 607-609 Rockland Ave.; Community Basics Inc., $500,000 for the construction of nine new units and to build transitional housing with supportive

services at 759 Manor St. for homeless young adults and those aging out of foster care; Lancaster City Housing Authority, $1.05 million for the rehabilitation of 270 units and renovations, including a roof replacement and new HVAC; Lancaster/Lebanon Habitat for Humanity, $450,000 supporting seven new units, to support land development for owner-occupied housing at 913 Wheatland Ave., and to rehab properties on Fremont, Poplar, and St. Joseph streets; and Partners with Purpose, $500,000 for the rehabilitation of 97 units and renovation of scattered site units.

tion, $850,000 for the rehabilitation of 30 units and the renovation of housing at the General Cigar Place property at 453 S. Lime St.; SDL DEVCO LLC, $2 million for the construction of 45 new units, incorporating 45 affordable units to the Stockyards project; Tenfold, $1 million for the rehabilitation of 46 units and the renovation of the Transitional Living Center, 105 E. King St.; and YWCA Lancaster, $500,000 for the construction of 16 new units and for renovations to add transitional living units at YWCA’s North Lime Street headquarters.

Christmas Tree Recycling Set

The York County Solid Waste Authority (YCSWA) will hold a free Christmas Tree Recycling Program for all York County residents. Residents may bring their tree to the parking lot directly across the street from the York County Resource Recovery Center, 2651 Blackbridge Road, York. The program will run through Tuesday, Jan. 31.

Residents must remove any ornaments, lights, tinsel, and protective bags prior to dropping their tree off. H & H General Excavating will recycle the trees into mulch. This program provides a way for residents to easily dispose of their Christmas tree while reducing waste.

Many municipalities now offer curbside Christmas tree collection for their residents, as well. Residents should call their municipal office to see if their municipality offers a curbside collection program.

A program in Susquehanna NHA’s Second Wednesday Lecture Series will take place at the Zimmerman Center, 1706 Long Level Road, Wrightsville, on Wednesday, Jan. 11, at 6:30 p.m. Zimmerman Center director Paul Nevin, an authority on the river’s rock art created by Native Americans, will share his research, experiences and insights gathered over the more than 40 years he has studied and visited these cultural treasures. There is a cost. Seating is limit.

Campfire Hikes will take place on Saturdays, Jan. 14 and

20, Feb. 11 and 25, and March 11, starting from the Outdoor Nature Space at the Zimmerman Center for Heritage. Hikes will begin at 1 p.m. with a Susquehanna NHA guide leading participants at a leisurely pace through Native Lands County Park. These walks are rated moderate to easy and are appropriate for both adults and children. Participants should dress for walking through a winter wonderland for an hour or more. Themes will vary depending on the guide, group interests, and weather. Hikes will conclude with hot chocolate and a campfire. There is a fee for adults, and participants age 16 and under may attend for free. If there is a sufficient layer of snow cover, snowshoes will be available for a snowshoe

hike through Native Lands County Park.

In addition, the Pennsylvania Department of Conservation and Natural Resources (DCNR) recently announced the River of the Year candidates. The Conestoga River has been selected for River of the Year voting. The Conestoga joins the Schuylkill River, Susquehanna River North Branch, and Perkiomen Creek on the ballot.

Members of the public are encouraged to vote for the Conestoga as River of the Year. Kinsley Construction Tree Wins Contest

The tree decorated by Kinsley Construction that depicted the Grinch’s theft of Christmas won this year’s Spruce’d Up competition presented by Traditions Bank. The win has earned Kinsley’s selected nonprofit, the York County Food Bank, a $3,000 donation from event sponsor Traditions Bank. More than 1,300 votes were cast by visitors to Spruce’d Up between Dec. 2 and 17 at the home of the York Revolution.

Second place and a donation of $1,500 went to Greater York Dance and the Cultural Alliance of York County for the “Nutcracker” ballet-inspired tree sponsored by the Cultural Alliance.

The third-place tree was themed around holiday sweets and sponsored by Bennet Williams Commercial Real Estate, which earned a $500 donation for its benefiting nonprofit, House of Hope York, PA.

The organization has two new exhibits on display. The annual “100 Under $100” exhibit may be viewed in the Kerlin Gallery. This show features more than 100 small pieces of artwork created by local and regional artists. All artwork on display is for sale. In The Art Lab, Creative York is showcasing “Dinosaur Art for Everyone: Creating My Future by Recreating the Past.” Curated by Johnny Yankovich, this exhibit features a variety of dinosaur-themed art.

This exhibit is offered in cooperation with Penn-Mar Human Services, an organization dedicated to supporting and uplifting people with intellectual and developmental disabilities.

Both “100 Under $100” and “Dinosaur Art for Everyone” will be on display at Creative York until Saturday, Jan. 14.

Creative York will offer new art classes for children, families, and adults this winter. Class options range from Introduction to Wheel Throwing to Watercolor Painting to Arts Together Storybook Art.

The annual Writer’s Eye Literary Competition invites individuals to view the “One Earth” exhibit online and write a poem or short story in

response. The competition is open to individuals in fourth grade and above, including adults. Entries will be judged in age categories. All poem and short story submissions must be received by Friday, Jan. 13, at midnight.

Due to inclement weather, the Holiday Artist Gathering and Art Swap has been rescheduled to Thursday, Jan. 5, from 5:30 to 7:30 p.m. During this event, artists and community members are invited to network and celebrate the holidays. Artists interested in participating in the art swap are asked to bring a small piece of their own artwork wrapped like a present for a white elephant gift exchange.

Creative York and The Hanover Arts Guild will

host Live Art Palooza at The Hanover Arts Guild, 32 Carlisile St., Hanover, on Saturday, Feb. 11, from 3 to 5:30 p.m. During this event, artists are encouraged to participate in a one-hour live art-making session. Members of the public will have the opportunity to watch artists create in real time and then bid on their pieces.

The event is free and open to the public. Artists interested in participating in this event can sign up for one art-making round from 3 to 4 p.m. or 4:15 to 5:15 p.m.

Litter Prevention Program Set At Welcome Centers

America Recycles Day, a program of Keep America Beautiful, is observed on and around Nov. 15 to educate residents of the commonwealth and encourage them to be mindful of what they consume, learn where and how to properly recycle, and pledge to recycle correctly and more often in their everyday lives.

In celebration of America Recycles Day, Keep Pennsylvania Beautiful highlighted the Cigarette Litter Prevention Program (CLPP). Keep Pennsylvania Beautiful is partnering with the Pennsylvania Department of Transportation to implement the CLPP at 14 state welcome centers in 2022 and 2023. The program aims to raise travelers’ awareness of the issue of proper cigarette butt disposal using messaging and marketing campaigns and placing ash receptacles at entrances to rest stop buildings. The effectiveness of the program will be measured by comparing pre- and post-program scans or physical counts of cigarette butts and other tobacco products.

Keep Pennsylvania Beautiful has a partnership with Terracylce to expand the program to include recycling and composting the cigarette butt waste. Cigarettes collected through CLPP are shipped to Terracycle where the vari-

ous materials that make up a cigarette are separated and processed. The filters are melted into hard plastic that can be remolded to make new recycled industrial products, such as plastic pallets. The residual tobacco and paper are composted in a specialized process.

Cigarette butts that are thrown on the ground can contaminate soil and ground water with chemicals and heavy metals and fatally impact birds, animals and marine life, which often mistake them for food. Aditionally, the filters, made of cellulose acetate, never fully disappear from the environment.

In support of America Recycles Day, all Pennsylvanians are encouraged to take the #BeRecycled pledge and promise to recycle at home, work and school, and on the go; buy products made with recycled content; and educate friends, family members, and neighbors, and encourage them to take the #BeRecycled pledge. Justin is calling the home Freedom Home to reflect the history of the river town, including its role in the Underground Railroad. Rooms in the home also honor the town’s past, with names including the Burning Bridge Suite, the Wright’s Ferry Room and the Bethel Room, which overlooks historic Mount Bethel Cemetery. “I want people to appreciate where they are when they stay here,” Justin said.

Freedom Home welcomed its first guests in July 2022, and so far, it has hosted people from Ohio, Virginia, New York and Maryland - and as far away as England. When guests arrive at the home, Justin personally greets them to give them a tour of the house and recommend things to do in Columbia. “I

want this place to be a blessing to the community,” he shared. “It will benefit the town and all of the small businesses located here.”

Artists Sought To Exhibit At Train Station

The City of Lancaster’s Office of Public Art invites artists to create site-specific work to be exhibited in two glass-enclosed cases located on the south side of the Lancaster Amtrak Train Station concourse in 2023. The deadline to submit a proposal is Monday, Jan. 9, 2023, at 5 p.m.

The Lancaster Amtrak Station is the second-busiest Amtrak station in Pennsylvania, boasting an annual ridership of nearly 600,000 in the last fiscal year. The station’s display cases have historically served as a mode for

celebrating local artists and arts organizations through an annually scheduled rotation of exhibitions.

Finalists will be chosen from the pool of submissions by a selection committee using a set of standardized criteria. Selected finalists will be required to present their project to the Public Art Advisory Board (PAAB). Three artists will ultimately be selected, with each exhibiting for three months.

On Dec. 2, Dayspring Christian Academy, 120 College Ave., Mountville, combined forces with the Mountville Lions Club to organize a food drive in support of the Columbia Food Bank. This is the second year that the school has held a drive with the Lions Club, and the drive acquired more than 1,700 donations.

The food drive began when Jeff Weinman, a member of the Mountville Lions Club, contacted the school to pitch the idea last year. The Dayspring student government assisted with the drive for the first year, but when its members were unable to help organize it this year, the students in NHS stepped in to lend a hand.

“It worked out beautifully,” said Donna Hurley, director of curriculum and instruction at Dayspring and an adviser of its NHS chapter. “We had one year behind us, so we had some clues as to what goals to

set and what strategies to use.” The students at Dayspring were given a special incentive to reach a certain number of donations. If a class met the donation goal, it would earn a special dress day

when its students could shirk their regular uniforms and wear other clothes to school.

Students at Dayspring banded together to prepare for the drive by holding class competitions, handing out flyers and contacting churches and businesses in the area to elicit support. Each member of Dayspring’s NHS chapter was assigned a different task, such as writing thank you notes, coordinating where boxes were collected, acquiring enough boxes for the donations and acquiring permissions from school leadership. “It was incredible to see (the students) coordinate all of the little logistical pieces of running a food drive,” Hurley said. When the day of the drive arrived, the Lions Club parked a moving truck across from the school, and students filed out of their classrooms to proudly carry

DMVA Announces Grant Opportunities

The Pennsylvania Department of Military and Veterans Affairs (DMVA) has announced that the 2022-23 Veterans’ Trust Fund (VTF) is accepting grant applications for programs and services benefiting Pennsylvania veterans.

The DMVA will award VTF grants to nonprofit organizations, veteran service organizations, and county directors of veterans affairs across the state. Grant applications must be received no later than 2 p.m. on Thursday, Jan. 19.

Grant funding is available for new, innovative or expanded programs or services operated by the county directors of veterans affairs or the Pennsylvania Association of County Directors of Veterans Affairs. The areas of emphasis for appli-

cants in this category are veterans outreach, transportation services, and homelessness.

Grant funding is also available to veteran service organizations with 501(c)(19) status and nonprofit organizations that have a mission of serving Pennsylvania veterans and have been granted 501(c)(3) status under the Internal Revenue Code. Funding priorities for applicants in this category are transportation services, behavioral health initiatives, homelessness, and employment and education.

Since the grant program began in 2013, 254 grants totaling $6,591,860 have been awarded to organizations providing services to veterans in Pennsylvania.

The VTF is funded by Penn-

sylvanians who voluntarily donate when applying for or renewing driver’s licenses, photo IDs, or motor vehicle registrations; purchase Honoring Our Veterans standard and motorcycle license plates; purchase Honoring our Women Veterans standard license plates; or make private donations.

The DMVA is authorized to solicit and accept donations to the VTF on behalf of the commonwealth. Tax-deductible donations can be made at www.donate.dmva.pa.gov; information about donating by mail is also available on this website.

Rough Riders 4-H Club Plans Meeting

The Rough Riders 4-H Horse and Pony Club will hold an in-person organizational meeting on Thursday, Jan. 5, at Refton Brethren in Christ Church, 110 Church St. The meeting will start at 6:30 p.m. and is open to new members and returning members who are ages 8 to 18 as of Jan. 1. Attendance by parents of first-time members is strongly recommended.

Owning a horse is not required to be a 4-H Horse Club member. 4-H Horse Clubs provide animal science educational opportunities but do not provide horses or riding lessons. Meetings are held from January through November on the first Thursday of each month at

6:30 p.m. and offer a variety of activities and community service throughout the year. Additionally, online registration in the Pennsylvania 4-H enrollment system, zSuite, is required for all 4-H members. Virtual Railroad Programs Posted

Children are invited to join in the Railroad Museum of Pennsylvania’s virtual programs scheduled in January. Both programs will run from 10 to 10:30 a.m. and are designed for children in kindergarten through grade six.

Virtual Workin’ on the Railroad will be offered on Tuesday, Jan. 17. Participants will experience railroad objects live with museum staff members. Using artifacts, interactive activities, and photographs, kids will learn about the jobs of the conductor, station agent, and engineer. There will be time for questions at the end of the program.

Virtual Train Tour: The GP30 will take place on Tuesday, Jan. 31. Children will investigate the inside of the historic GP30 locomotive No. 2233. Guided by a museum educator, participants will visit the cab, where the workers control the train, and explore some behindthe-scenes places like the catwalk and maintenance areas. There will be time for questions at the end of the program.

County Bird Club To Meet

The Lancaster County Bird Club (LCBC) will meet on Thursday, Jan. 12, at 7 p.m. in the auditorium of the Farm and Home Center, 1383 Arcadia Road, Lancaster. George Armistead, author and found of Hillstar Nature, will present “Bird Families of the World: A Quick and Dirty Primer.” A short business meeting will precede the program.

Armistead will give a closer look at a bird’s family, which provides better context and a

deeper understanding of a bird’s distinctiveness and uniqueness. In this quick glance around the globe, the program will take a look at bird families, exploring the biggest and showiest, as well as the unique birds which stand alone as a single species.
