Chester County 9-1-1 telecommunicator receives scholarship
BY FRANCINE FULTONKate Speidel graduated in 2018 from West Chester University with a degree in psychology, but she was unsure of what job she would be interested in pursuing after school.
Kate Speidel graduated in 2018 from West Chester University with a degree in psychology, but she was unsure of what job she would be interested in pursuing after school.
TheTwin Valley High School (TVHS) Class of 2023 held its graduation on June 4 during commencement ceremonies held at the Santander Arena in Reading.
The valedictorian was Benjamin Meister of Birdsboro, the son of Todd Meister and Missi Cooper. The co-salutatorians were Anthony Engle of Birdsboro, the son of Nathan Engle and Sylvia Engle, and Rebecca Goldman of Honey Brook, the daughter of Joel and Lisa Goldman.
Anthony offered opening remarks and welcomed those in attendance. He also spoke of how the students succeeded despite the pandemic. “Not only did we find a new mental toughness, but the pandemic taught us to never take normalcy for granted,” he stated. “It deepened our relationships with
our friends and family, and we found a new appreciation for our everyday freedoms.”
In her speech, Rebecca spoke about the students fulfilling their own stories. “A good story is one filled with adventure, challenges and hard decisions. As long as you keep moving forward, one step after the next, you’ll have (a story) to tell,” she stated. “So be sure when you step, step with care and great tact and remember that life’s a great balancing act. As Dr. Seuss suggested, you have been writing a story of ‘all the places you’ll go.’”
TVHS principal Bill Clements listed the accomplishments of the Class of 2023, including honors and awards at state and national competitions in FFA and the Technology Student Association. He also acknowledged TVHS student musicians, student artists and
members of the theater arts club.
He added that the seniors planned spirit weeks, a powderpuff game, a junior-senior prom and homecoming. They collected items for food banks, provided holiday gifts for children and raised funds for local charities. “In a remarkable campaign, the Mini-THON (members) shattered their goal and their previous records by collecting over $53,000 for the kids, supporting families and funding research in the fight against pediatric cancer,” Clements reported.
Benjamin provided the final remarks to the graduates. “Remember that success is not measured solely by material wealth or professional achievements. True success lies in making a difference in the lives of others, finding joy and leaving a lasting legacy of compassion and kindness,” he said. “Today we
stand here looking out in the world, brimming with endless possibility. Let’s embrace the future with open hearts and open minds, armed with the knowledge and experience we have gained. Congratulations, Class of 2023. May your journey be filled with purpose, fulfillment and an unwavering commitment to make the world a better place.”
Other student speakers were class president Josh Phillips, vice president Paige Borkowski, treasurer Jaden Brighter, secretary Makayla Biddle and class speaker Emma McBride. Superintendent Patrick Winters and school district board president Gary McEwen also offered remarks.

As it turned out, Speidel has found a rewarding career as a 9-1-1 telecommunicator with the Chester County Department of Emergency Services (DES) and was recently named a recipient of the Gold Line Telecommunicator Scholarship by the National Emergency Number Association (NENA). The scholarship is awarded to 9-1-1 professionals across the country for their exceptional “hard work, commitment and dedication to public service.”
The scholarship provided for Speidel’s attendance at, plus a $1,000 travel stipend to, NENA 2023, the group’s annual conference and expo held in June in Grapevine, Texas.
Speidel began working as a 9-1-1 telecommunicator as her first job out of college. “I was getting a broad major and seeing where life took me,” said Speidel when describing her decision to apply for her position with the DES. “I use (my major) every day. I am working and talking with people on the radio and the phone who are dealing with crisis.”

To celebrate Independence Day, the Historic Preservation Trust of Berks County in cooperation with Amity Township, the Friends of Hopewell Furnace and the Society of Pennsylvania Archaeology John Shrader Chapter 21 will host a reading of the Declaration of Independence accompanied by traditional patriotic songs and other music. The program will be staged on the porch of the 18th-century White Horse Inn at 2 p.m. on Sunday, July 2. Admission to the event is free. People are encouraged to bring a blanket or lawn chair for seating.
The nation’s independence from Great Britain was officially first declared in Philadelphia on July 2, 1776, when the Continental Congress approved a resolution submitted by delegate Richard Henry Lee. The reading at the White Horse Inn will mark the date of America’s 247th birthday.
The program will feature Berks Opera Company’s Francine Black and Isabelle Stetka providing patriotic songs. Christine Emmert, who will read from the Declaration, is a writer, actress, director and educator. Her work has been read and performed throughout the United States, as well as in Canada and the United Kingdog. She recently launched her novella “Dreaming of Storms” a year after the release of her film of the onewoman play about women of Hopewell through the Friends of Hopewell Furnace. Her prose has been available on Amazon over the last 10 years. This summer, she will perform with her husband, Richard, in “Love Letters” at the Helena Avenue Theater in Montana.
Edie Shean-Hammond, who will provide interpretive comments, launched a reading of the Declaration at Hopewell Furnace while superintendent in 2011. According to SheanHammond, the first public reading of the Declaration of Independence in Berks County was on July 8, 1776. The document was read publicly in villages throughout the area.
The WHite Horse Inn is located in historic Morlatton Village, 31 Old Philadelphia Pike, Douglassville.

After obtaining the position, Speidel took part in a DES training program, which included three months of classroom training and then being on the floor with another professional. “They don’t throw you out there. They have your back until you are ready to be on your own,” she said.
As a telecommunicator, Speidel speaks with the person who has dialed 9-1-1, and the dispatcher coordinates emergency personnel in the field, including police, firefighters, rescue workers and ambulance workers. “We have instructions that we read out for medical calls. It helps (callers) help themselves until EMS can arrive,” said Speidel, adding, “There are certain calls or days that are more stressful than others.”
Speidel noted that 9-1-1 call
takers do not know for certain the outcome of the emergency. “Once they get to the hospital, we don’t know what goes on with them. We just have to be confident that we got help to them as soon as possible,” she shared. “There is a balance between being able to be empathic and resonate with people and also be able to distance yourself from it. It’s their worst day, and you need to help them get through it.”
“Kate is an excellent example of who people expect to get when they call 9-1-1 in an emergency - someone reassuring, knowledgeable and dependable,” said BJ Meadowcroft, Chester County DES deputy director for 9-1-1 operations. “Everyone on the DES team admires Kate’s professionalism and cheery demeanor.”
Both Speidel and Meadowcroft said that workers at the 9-1-1 center
are a tight-knit group, working side by side through times of major emergencies and on holidays. “We consider our workplace professional, but there is a family-like atmosphere,” said Meadowcroft. “Our employees bond over their experiences helping people. It gives you a sense of belonging.”
“We check in on each other after difficult days and difficult calls,” Speidel added. “There is a family atmosphere.”
State Rep. Mark M. Gillen (driving) participated in the annual Armed Forces Day Parade in Berks County. Seated in the 1940sera jeep with him were World War II veteran Richard DeVerter and his wife, Maria.
