This handbook also includes important policies, standards, and regulations that ensure the smooth functioning of the ENMU-Ruidoso community.

We encourage all students to familiarize themselves with the rules and regulations contained here, as they provide the framework for both your responsibilities and your rights within our community. Understanding these guidelines will help you navigate the demands of campus life and recognize opportunities to contribute positively to our college community.

ENMU-Ruidoso is proud to be recognized as a Hispanic Serving Institution (HSI) and holds NASNTI (Native American-Serving Nontribal Institutions) accreditation, reflecting our commitment to serving a diverse student body.

In addition to these distinctions, specific programs within the college hold accreditations by the following: the American-Speech-Language-Hearing Association, the National Council for Accreditation of Teacher Education, and the Association of Collegiate Business Schools and Programs. Eastern New Mexico University is an accredited institutional member of the National Association of Schools of Music. The chemistry program is approved by the American Chemical Society, meeting the Society’s stringent program criteria. Eastern’s geology program is recognized by the American Institute of Professional Geologists as meeting or exceeding guidelines for undergraduate programs in geology. The Bachelor of Science in Nursing Completion Program is accredited by the National League of Nursing.

STUDENT TESTIMONIAL

One Step Towards the Stars

Nothing will mean more to me than the day I stepped foot inside Eastern New Mexico University-Ruidoso campus. It was the day I registered for classes, and I felt a surge of power overwhelm me. I had the door to higher education open to me, and it felt unbelievable. I was one step toward the stars.

I was seven years old when my father told me that I could do what I chose with my life, he told me “Reach for the stars, one of them is bound to be for you”. At seven I had no idea this was hypothetical, so every day I dreamed of owning a star. As I got older I knew what my father meant and I discovered all the endless possibilities for the outcome of my life.

Instead of dreaming of owning a star, I began to dream of owning a Master’s Degree in Physical Therapy; that was my star.

I have had many obstacles come my way and higher education seemed to be out of the question for some time in my life. At the end of my first semester in high school I believed that my dream had come to a pause. With the economy at such crisis I felt that I needed to keep working to help my family withstand the tide.

Then my father changed my mentality. Our economic standing changed completely, once he decided to be an entrepreneur. He lifted our household up with the tips of his fingers and he gave me the opportunity to a higher education.

The day I stepped foot inside this college I knew that my life was going to see change. The first in my family to attend a higher education institution and I am more than proud of myself. I am content with who I am and the direction in which I have chosen to take.

Eastern New Mexico University-Ruidoso has given me the opportunity to be more than I had ever imagined. Now that I am here I will not give up, as I know that one of those stars is bound to be mine.

EXTRACURRICULAR ACTIVITIES

At ENMU-Ruidoso, we are dedicated to offering a comprehensive college experience. We believe that extracurricular activities and active campus involvement significantly enhance the educational journey. By participating in these activities, students gain opportunities for leadership development, social interaction, and community service, enriching their overall experience and preparing them for future endeavors.

ENMU-Ruidoso students have the opportunity to join various clubs and organizations that cater to diverse interests and provide valuable leadership and community involvement experiences. Here’s a brief description of each:

• Phi Theta Kappa (PTK): This is the international honor society of two-year colleges and academic programs, particularly community colleges and junior colleges. It recognizes and encourages scholarship among two-year college students. PTK provides opportunities for the development of leadership and service, an intellectual climate for exchange of ideas and ideals, lively fellowship for scholars, and stimulation of interest in continuing academic excellence.

• The National Society of Leadership and Success (NSLS): This organization provides a step-by-step program for members to build their leadership skills through participation in networking team meetings, attending leadership broadcasts, and serving as leaders within the chapter. Membership is offered to students who demonstrate academic accomplishment and leadership potential.

• Educators Rising (Ed Rising): This club is for students interested in entering the field of education. It offers students a platform to connect with others who have similar career aspirations, gain exposure to the teaching profession through hands-on experiences, and engage in activities that prepare them for future roles as educational leaders.

• President’s Ambassadors Club: This prestigious group consists of students selected to represent the university at special events, both on and off-campus. Members serve as ambassadors of good will and university representatives. They work closely with the college’s administration and play a crucial role in public relations and student recruitment initiatives.

• Ridgeline Review: Literary & Fine Arts Magazine: Published every spring by ENMU-Ruidoso, the Ridgeline Review is a vibrant Literary & Fine Arts Magazine that showcases the creative talents of students, faculty, staff, and community members. The publication includes a diverse range of submissions such as poetry, short stories, photographs, and artwork. We are currently seeking student editors

to help select pieces for publication, communicate with contributors, manage the layout of the magazine, and edit photographs and artwork. This is an excellent opportunity to learn essential skills in InDesign and Photoshop, and gain hands-on experience in publication printing, marketing, and managing social media.

• Ruidoso Hispanic Student Association (RHSA): The Ruidoso Hispanic Student Association is dedicated to fostering teamwork, leadership, and cultural identity. Its vision is to support members in achieving their academic goals while promoting educational and cultural awareness of the significant contributions of Hispanic cultures. RHSA strives to enhance opportunities and services for all students, providing a supportive community that values cultural heritage and academic success.

• SkillsUSA at ENMU-Ruidoso: SkillsUSA’s mission is to empower students to become proficient professionals, career-ready leaders, and responsible members of the community. This program is open to students enrolled in Dual Credit career-training courses at ENMU-Ruidoso. SkillsUSA offers competitions in various fields, including Culinary Arts, Cyber/Computers, Construction (Wiring, HVAC), Welding, Healthcare, and more. Participating in SkillsUSA is an excellent way for students to develop their skills in specific trades and prepare for successful careers.

CAMPUS NAVIGATION

STUDENT IDs

Each of these organizations offers unique opportunities for personal growth, leadership development, and community engagement, making them valuable components of the student experience at ENMU-Ruidoso.

ENMU-Ruidoso provides ID cards to all enrolled students, which are available at the Learning Commons. It is required that students carry their ID cards with them at all times while on campus. These IDs are essential for various campus activities, including checking out college equipment, accessing student labs, and printing services. Additionally, your official ENMU-Ruidoso ID card can also secure you fantastic discounts at various local businesses. LEARNING COMMONS

The ENMU-Ruidoso Learning Commons, your central hub for academic resources and support services designed to enhance your learning experience. Located conveniently on campus, the Learning Commons offers a dynamic and supportive environment where you can access a wide range of tools and services. From technology checkouts

like laptops and tablets to specialized study areas and research assistance, everything you need to succeed in your studies is right here. Whether you’re working on a group project, needing help with research, or seeking one-on-one support for digital platforms like Canvas, the Learning Commons is equipped to meet your needs. MEDIA PRODUCTION LAB:

The Media Production Lab (MPL) is available for current students needing a dedicated space for media projects, including audio, video, animation, or graphic design. The MPL is equipped with all necessary equipment and technology. While walk-ins are welcome, appointments are preferred to ensure availability.

TEXTBOOKS AND SUPPLIES

The All Access Book Program at ENMU-Ruidoso, facilitated in partnership with the Texas Book Company, offers a streamlined and cost-effective way for students to obtain their textbooks and course materials. This program ensures that all students have immediate access to the required texts by the first day of class, enhancing their educational experience and alleviating the stress of securing course materials individually.

Here’s how the program works:

Automatic Enrollment and Access: Upon registration, students are automatically enrolled in the All Access Book Program. Required course materials are conveniently loaded into each student’s Canvas course, ensuring they are ready to go from day one.

Cost Efficiency: The program offers competitive pricing, typically lower than market rates for textbooks. The cost is added directly to students’ tuition and fees, simplifying payment and potentially allowing it to be covered by financial aid.

Convenience: In addition to digital access through Canvas, students can pick up physical textbooks at the campus or arrange for home delivery, ensuring they have all necessary materials, no matter where they are studying.

Flexibility at Semester’s End: At the end of the semester, students have the option to return their textbooks or purchase them. This flexibility supports various student needs and preferences, whether they prefer to keep books for future reference or return them to manage costs.

The All Access Book Program through the Texas Book Company is an essential component of ENMU-Ruidoso’s commitment to making education accessible and affordable, ensuring every student has the tools they need to succeed without the burden of high textbook costs.

COMPUTER USE POLICY

ENMU-Ruidoso provides computing services to faculty, staff, students, and other affiliated groups, emphasizing the importance of responsible and ethical usage. Upon acceptance, students are required to activate their college email accounts, which will be used for all official communications from the ENMU system.

The Information Technology Department, along with other campus units, ensures access to computing resources. Users are expected to abide by local and federal laws, including Title 18 of the United States Code, United States Copyright Law, and the Computer Crimes section of New Mexico’s laws (Chapter 30, Article 45). Additional specific rules and regulations are posted in computer labs and must be followed to maintain access.

All members of the college community are encouraged to use computing resources effectively, efficiently, and ethically. The college fosters an environment of respect and civility in electronic communications and debates. Misuse of resources, such as using them for commercial purposes, can result in disciplinary actions, including the termination of student email accounts.

In the case of resource shortages or irresponsible use, ENMU-Ruidoso reserves the right to limit or terminate access to computing facilities. Cooperation with operators, consultants, and supervisors is required, and failure to comply with university practices may lead to disciplinary and/or legal action.

Student email accounts and access to computing services are provided at the college’s discretion and may be revoked if used inappropriately.

STUDENT SERVICES & SUPPORT

ENMU-Ruidoso is committed to providing a comprehensive program of student services that align with our institutional goals and available resources. These services facilitate the enrollment process and continue to support students throughout their time at the institution.

STUDENT SUCCESS CENTER

All first-time degree-seeking students are required to meet with a student advisor before registration. Advisors assist students in achieving their educational goals by explaining academic requirements, answering questions about classes and programs, reviewing coursework, and assisting with educational planning and academic challenges. Appointments with advisors can be scheduled by calling the college at 315-1120 or toll-free at 800-934-ENMU, and walk-ins are also welcome.

REGISTRATION PROCEDURES

On-campus Registration: Students can register either online via the MyENMURuidoso portal or in person at the campus during regular office hours, Monday through Friday. After registering, students should verify their schedules in the portal and make any necessary adjustments there. Payment arrangements should be made promptly to secure enrollment.

Online Registration: Continuing students can register online at ruidoso.enmu.edu. Students with academic holds or those on probation need to resolve these issues by consulting with an advisor at the Student Success Center. Sophomores (30+ hours) require clearance from their advisor before registration. Once cleared, students can manage their registration online, including adding or dropping classes.

PAYMENT OPTIONS

Payments can be made in person at the Cashier’s Office or by mail to Cashier, ENMURuidoso, 709 Mechem Dr., Ruidoso, NM 88345. Credit card payments are accepted over the phone at 575-315-1198 or 800-834-ENMU (3668), and online through the MyENMU-Ruidoso portal. Payment plans are available and can be arranged through the cashier’s office.

STUDENT EMPLOYMENT

Students interested in work-study must submit a FAFSA to determine eligibility and an ENMU employment application, available at ruidoso.enmu.edu. These resources and procedures are designed to support the academic and professional success of all students at ENMU-Ruidoso.

Planning Your Work Schedule

Once hired, you and your supervisor should collaborate to devise a work schedule that accommodates your class timetable and the maximum number of hours you can work per week, which should not exceed 20 hours. Research indicates that students who work part-time tend to achieve better grades, enhance their time management skills, stay committed to graduating, and potentially reduce the amount they need to borrow for college expenses.

STUDENT FINANCIAL AID

Students can apply for federal and state financial aid programs through a single application: the Free Application for Federal Student Aid (FAFSA), available at studentaid.gov. Both the U.S. Department of Education and the State of New Mexico offer grants, loans, and work-study options to eligible students to help cover educational expenses such as tuition, fees, room and board, books, supplies, and transportation. Further information can be found at www.studentaid.gov and www. hed.state.nm.us. Additional details are also available in the ENMU-Ruidoso catalog online at ruidoso.enmu.edu.

ENMU-RUIDOSO FOUNDATION SCHOLARSHIPS

We invite you to apply for scholarships through the ENMU-Ruidoso Foundation. These scholarships are designed to recognize, encourage, and support students in their academic pursuits and leadership development.

Each scholarship has a unique purpose and origin, often established through gifts, endowments or trusts by generous benefactors. They are awarded based on specific criteria set by the donors, and the scholarship amounts vary yearly, depending on the interest earned from the initial donation.

Most Foundation-sponsored scholarships are granted for the academic year and are typically split between the fall and spring semesters. If a student graduates in December, they will receive only the allocation for the fall semester. Many of our scholarships are renewable, but it is necessary to reapply each year to qualify for continued funding.

To receive an ENMU-Ruidoso Foundation scholarship, recipients are required to:

• Submit a thank-you letter to the donors, provided to and distributed by the Foundation Director.

• Attend the annual awards assembly and/or donor reception.

• Volunteer in at least one sponsored Foundation event each semester.

• Submit complete applications prior to the established deadline.

Non-compliance with these requirements may result in forfeiture of the scholarship.

While scholarships are a significant aid, they are not the only financial support available. ENMU-Ruidoso offers various other funding options, including student loans and grants. For more information on these Foundation-sponsored scholarship options, please contact the Foundation office at 575-315-1216.

STUDENT HEALTH SERVICES

ENMU-Ruidoso does not cover medical expenses incurred due to injuries or illnesses. Students are advised to secure their own health insurance and always carry their insurance card. While the college does not recommend specific insurers, it provides information on various healthcare options to assist students in making informed decisions.

Student Counseling Services

ENMU-Ruidoso offers short, solution-focused individual and group counseling tailored to the needs and availability of students. Session durations range from brief 15-minute check-ins to more extensive 30- to 50-minute appointments, and these services are available in-person or via telehealth. All counseling provided at ENMURuidoso is free for currently enrolled students, though any referrals to external services may incur costs unless covered by your insurance.

Confidentiality is a cornerstone of the services provided by the ENMU-Ruidoso Counseling Center. All aspects of your interaction with the Counseling Center, including scheduling and attendance at appointments, the contents of your sessions, progress in counseling, and your records, are confidential in accordance with federal and state laws and professional ethical standards. Importantly, no counseling records are included in academic, educational, or job placement files. If necessary, you may authorize in writing the release of specific information to designated individuals. The boundaries of confidentiality are clearly outlined in the Consent for Treatment Form, which must be read and signed before beginning counseling.

CAREER RESOURCE CENTER

The New Mexico Workforce Connection at ENMU-Ruidoso offers free services to help individuals with job training, unemployment assistance, educational programs, and career counseling. Located at 709 Mechem Dr, Ruidoso, NM 88345, the center aims to deliver efficient services. It operates Monday through Friday from 8 a.m. to 5 p.m. Services provided include:

• Strategies for job searching

• Access to current job postings

• Guidance on crafting effective resumes

• Career exploration tailored to individual skills and interests

• Information on in-demand jobs and potential earnings

• Job referral and placement services

COLLEGE AND CAREER TRANSFER CENTER

The ENMU-Ruidoso College and Career Transfer Center is an essential resource for students navigating their academic paths and future careers. This center offers comprehensive support for students seeking advice on career options, internships, job opportunities, and the process of transferring to other educational institutions.

Staffed by knowledgeable advisors, the center provides a variety of services including resume and cover letter assistance, mock interviews, job search strategies, and networking advice. The center organizes workshops and seminars to help students develop key skills such as effective communication, digital literacy, and professional etiquette.

PROCEDURES FOR APPEALING VIOLATIONS OF RIGHTS

1. The student should first address the issue directly with the involved faculty/staff member to attempt an immediate resolution.

2. If the issue remains unresolved, the student should submit a written appeal to the Student Success Center Coordinator, clearly outlining their concerns and the reasons for the appeal. The coordinator will then forward the appeal to the relevant faculty/staff member for a response.

3. Should the issue continue to persist, especially if it involves disciplinary action, the student has the option to escalate the matter by submitting their appeal to the Vice President. The student should include any additional information or evidence that supports their claim and details the rights they believe were violated.

4. If the appeal is not satisfactorily resolved at the Vice President level, the student may make a final appeal to the President of the college. This step should include a comprehensive presentation of the case,

including any new evidence or information that underscores the student’s concerns and rights.

FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA)

FERPA provides students with several rights regarding their educational records:

1. The right to inspect and review records in their files.

2. The right to request amendments to records if errors are found.

3. The right to confidentiality of records, except under specific circumstances such as:

a. Access by institutional officers on a need-to-know basis.

b. Authorization by the student for release of records.

c. Access by approved researchers, provided that data cannot be identified with specific students.

d. The following have been designated as directory information and may be released publicly: student names, addresses, telephone numbers, dates and places of birth, major field of study, class standing, participation in officially recognized activities and sports, athletes’ weight and height, attendance dates, degrees and awards received, and the most recent educational institution attended.

e. Directory information may be disclosed to government authorities providing student aid or services, and to educational institutions where students have applied for admission. Academic disciplinary actions such as probation, suspension, and dismissals may also be disclosed to other institutions.

f. Information may be released to government authorities as required under the Solomon Act.

g. Information may be disclosed if the student has completed and submitted a release of information form authorizing specific individuals to access their records.

4. Students may choose to withhold directory information by completing the appropriate form.

5. Requests to withhold directory information must be filed at the Student Success Center for each enrollment period—fall, spring, interim, summer—within the first two weeks of the fall or spring semesters and the first week of an interim or summer session.

6. ENMU-Ruidoso does not release records it holds from other institutions, such as transcripts or test scores.

Definition of Student under FERPA

: For interpreting FERPA regulations, ENMURuidoso defines a “student” as anyone who has been fully accepted to the College, is registered for classes, and has committed to payment for that registration.

ACADEMIC STANDARDS

Academic standards are established to maintain an orderly system within the college and to foster a framework for interaction among students, faculty, and administration.

ACADEMIC INTEGRITY

Students are expected to meet academic and course objectives honestly as outlined by their instructors. Misrepresentation of knowledge can adversely affect a course grade or the determination of satisfactory completion of academic requirements. The following actions compromise the integrity of the academic community and are subject to disciplinary measures:

Plagiarism: This includes, but is not limited to, the presentation of another’s work as one’s own, failing to properly acknowledge sources, and not giving credit for quotes or substantially identical material taken from various sources.

Cheating Behavior: This encompasses dishonesty on exams, unauthorized possession of exams, using unauthorized materials during tests, obtaining or providing unauthorized help, altering grades, and any unauthorized access to faculty offices or academic records.

AI and Academic Integrity: Faculty members may set specific policies regarding the use of artificial intelligence tools in their syllabus to preserve the integrity of assignments and evaluations.

PENALTIES FOR ACADEMIC DISHONESTY

Instructors are responsible for defining what constitutes academic dishonesty in their courses and identifying occurrences. Penalties for academic dishonesty may include, but are not limited to, receiving zero credit on assignments, mandatory proctored assessments for online courses, signing a non-dishonesty agreement, removal from the course with a failing grade, or administrative withdrawal from all courses for the semester. Repeat offenses may lead to suspension, as determined by the Academic Integrity Committee.

APPEALING ACADEMIC DISHONESTY PENALTIES

Students may appeal academic dishonesty penalties to the Academic Integrity Committee by submitting a written letter describing the events, their role, and reasons for contesting the penalties within 5 school days of their application. The Council will review the appeal within 12 working days, may request additional information from the faculty, and could require a meeting with the student. Appeals of Committee rulings are directed to the Vice President of Student Learning & Success and the President.

The Academic Integrity Committee is appointed by the Academic Council and consists of one full-time faculty member, one adjunct faculty member, one college employee, and one student. If the faculty member involved in the appeal is part of the committee,

a replacement will be appointed by the Vice President. To ensure impartiality, all student identification will be anonymized during the review process

FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA)

FERPA gives students the right to inspect their records, request amendments, and ensures their privacy, except under certain circumstances such as institutional needs, authorized student consent, and approved research where data is not personally identifiable.

CREDIT HOURS AND COURSE LOAD

All courses are measured in academic credit hours. Typically, one credit hour corresponds to a 50-minute class per week over a 16-week period. Courses with laboratory components may require additional lab hours each week. The calculation of credit hours for online courses or those involving field experiences is not solely based on class meetings.

Student Enrollment

Full-time Students: Those enrolled in 12 or more credit hours per semester are considered full-time. Normally, full-time students take between 12 to 18 credit hours, although some programs may require more for full-time students is 12 to 18 credit hours; however, some programs require more.

Part-time Students: Those enrolled in fewer than 12 credit hours per semester are considered part-time.

Classification of Students: Students with fewer than 29 credit hours are classified as freshmen, while those with 30 or more credit hours are classified as sophomores.

Course Load Limits

Regular Semester: Full-time students typically enroll in 12 to 18 credit hours.

Enrolling in more than 18 credit hours requires approval from the Vice President for Student Learning & Success.

Summer Session: During an eight-week summer session, students may take 6 to 10 credit hours. More than 10 hours also requires vice-presidential approval.

Financial Aid Considerations: For financial aid purposes, 12 credit hours constitute full-time enrollment fall and spring, 6 credit hours in the summer.

CLASS ATTENDANCE

Enrollment at the college presupposes a commitment to attend classes regularly.

Academic Programs: Attendance is crucial as students are responsible for all material presented in class. Absences should be communicated to the instructor as soon as possible, with makeup work arranged per the course syllabus.

Career and Technical Programs: Attendance is treated similarly to job attendance, reflecting on students’ job habits and technical skill acquisition.

Distance Education: Online courses demand as much time as in-person classes, with immediate participation crucial. Inactivity in the first week will be reported.

State and Federal Attendance Regulations

All faculty are required to monitor attendance. Improper withdrawal from courses may lead to the forfeiture of state and federal financial aid based on the last date of attendance.

Veterans’ Attendance Compliance

Veteran Affairs regulations mandate faculty to track attendance, with potential benefit repayment obligations for non-compliant withdrawals.

COURSE OR COLLEGE WITHDRAWAL

Students may withdraw from courses or the college any time before the deadline listed in the Academic Calendar.

Withdrawal Process

When a student officially enrolled decides to stop attending any or all courses, they must initiate the withdrawal process through the Student Success Center. Simply stopping class attendance does not equate to officially dropping or withdrawing from a course. To formalize the withdrawal, students must obtain and submit a Withdrawal Notice Form available at the Student Success Center.

The withdrawal process is ideally completed in person. However, if the student cannot appear in person, they have several alternative options. They may submit a signed written request via fax to 575-993-5092 or email their request using their official ENMU email address to ruidoso.admissions@enmu.edu. Withdrawals submitted via email or fax become effective on the date the email is sent or the fax is postmarked. Please note, telephone requests for withdrawals are not accepted, and a third party, unless a designated official of the college, cannot request a withdrawal without the student’s explicit written authorization.

In cases of emergency where a student must leave the college without the ability to officially withdraw, they should write to the Vice President of Student Learning & Success to request an administrative withdrawal.

SEMESTER REFUND SCHEDULE

The refund policy activates on the official first day of the semester, not the first day of class. Tuition and fees for more than 18 credit hours in a regular semester and more than 9 in a summer session are non-refundable.

GPA is calculated using a 4-point system where each grade is assigned the following points per credit hour:

“A” = 4 points

“B” = 3 points

“C” = 2 points

“D” = 1 point

“F” = 0 points

Grades of “W” (Withdrawal) and “I” (Incomplete) are not included in the GPA computation.

Example of GPA Calculation:

In this example, the student attempted 14 semester hours and earned 33 grade points, resulting in a GPA of 2.35 (33 divided by 14).

ACADEMIC STANDING

Good Standing: Students must maintain an institutional GPA of 2.00 or higher.

Probation and Suspension: Students failing to meet GPA requirements are subject to probation or suspension, with specific conditions outlined for reinstatement.

The initial suspension for academic misconduct will result in the student being suspended for one regular semester (fall or spring). A second instance of academic misconduct will lead to a suspension lasting two regular semesters. A third occurrence will result in permanent suspension from the college, prohibiting reenrollment at ENMU-Ruidoso for a minimum of five years, pending approval from the Vice President of Student Learning & Success.

After completing the required suspension period, students seeking reinstatement must visit the Student Success Center to initiate the reinstatement process, adhering to any enrollment restrictions set by that office. As part of this process, students may need to develop and follow an Action Plan for Success and submit a reinstatement letter to the Success Center Coordinator. It may be necessary for students to enroll part-time initially to demonstrate their ability to successfully complete courses. Students may also request a waiver of the standard suspension period due to extenuating circumstances by submitting a written appeal to the Vice President of

Student Learning & Success. If granted a suspension waiver, students will be subject to specific conditions of enrollment, which could include achieving a specified GPA, repeating certain courses, or fulfilling other pertinent requirements. Failure to meet these conditions may result in disenrollment, additional suspension, or denial of readmission to the college.

CLEMENCY POLICY

The academic clemency policy allows for the potential redemption of a student’s academic record under certain conditions, facilitating a fresh start for those resuming their education after a significant break.

Philosophy of Academic Clemency

Students who previously attempted college coursework but were unsuccessful, and are now seeking to resume their studies but are impeded by their past academic records, may have the opportunity to apply for academic clemency. This policy allows for the exclusion of previous poor academic performance from their current record under specific conditions.

Criteria for Academic Clemency

To qualify for academic clemency, a student must have:

• Not attended ENMU-Ruidoso for five or more years.

• Been readmitted through standard admission procedures.

• Completed a minimum of 12 credit hours since returning, achieving at least a 2.0 GPA in these courses

Procedure for Applying for Clemency

Eligible students may request academic clemency by submitting a written application to the Vice President of Student Learning & Success. If the clemency is granted, courses taken prior to the hiatus with grades of “C” or better will be considered for credit towards degree requirements, though these grades will not be factored into the ENMU-Ruidoso GPA calculation.

Important Notes Regarding Clemency

1. Academic clemency applies solely to the calculation of GPA for degree progression and does not affect GPA calculations used for professional certification or licensing.

2. This policy may only be utilized once and is irrevocable.

3. Grades earned before the application of clemency will remain on the academic record, and a note will be added to explain the clemency action.

4. Students who have already graduated from ENMU-Ruidoso are not eligible to apply for clemency.

GRADUATION PROTOCOL

Students aiming to complete any degree or certificate must formally apply for graduation by the deadlines:

Fall Graduation – October 1

Spring Graduation – April 10

Summer Graduation – July 1

Students should submit their graduation application before the end of the semester preceding their expected completion date. They will be notified in writing of any outstanding requirements needed to complete their program of study.

Following the evaluation of final grades, diplomas will be ordered and are typically mailed to graduates 6-8 weeks after semester completion. Degree conferment is simultaneous with diploma ordering. Participation in the commencement ceremony is encouraged, though it does not equate to the completion of degree requirements; official completion is confirmed once all grades are posted and requirements verified

COLLEGE STANDARDS

At ENMU-Ruidoso, students are expected to demonstrate a sincere interest in their social and intellectual growth. They should address challenges intelligently, thoughtfully, and with regard for others’ rights, advocating for desired changes through mature, peaceful methods. As students value their own freedoms, they must equally respect the freedoms of others.

BEHAVIORAL EXPECTATIONS

Students must adhere to the legal codes of the United States, the State of New Mexico, the Village of Ruidoso, and ENMU-Ruidoso’s regulations. The following are examples of unacceptable behaviors that conflict with the institution’s educational goals and could lead to disciplinary action:

• Forging, altering, or misusing college documents, records, or identification.

• Obstructing or disrupting educational, administrative, or authorized activities.

• Physically or verbally abusing anyone on college property or at college events.

• Stealing or damaging property belonging to the college, its community, or visitors.

• Unauthorized access to or use of college facilities.

• Illegal use or possession of drugs and alcohol on college property.

• Disorderly, indecent, or obscene behavior on college premises.

• Possessing weapons on college property.

• Non-payment of college-related financial obligations.

Disciplinary measures for violations will be determined by the Student Success Coordinator, in collaboration with other authorities, and may include admonitions, warnings, probation, restitution, or suspension from the college.

Students may appeal disciplinary decisions to the Vice President of Student Learning and Success. Appeals must be written and submitted within five school days following the decision notification.

DRUG-FREE CAMPUS POLICY

ENMU-Ruidoso maintains a drug-free environment to ensure the health and safety of its faculty, staff, and students. The presence of drugs and alcohol can impair academic performance, compromise safety, and conflict with our mission to create a conducive educational atmosphere.

Prohibited Activities:

The production, distribution, possession, or use of drugs and alcohol deemed illegal by federal law on any part of the campus—including buildings, grounds, facilities, and vehicles—is strictly prohibited. Compliance with this drug-free policy is a required condition for enrollment at this institution.

Legal Consequences:

Violations of this policy can lead to severe legal consequences consistent with state, federal and local laws. These may include expulsion, termination of employment, and possible legal prosecution.

Educational Commitment:

In alignment with the Drug-Free Schools Act of 1990, ENMU-Ruidoso has established educational programs to prevent the illicit use of drugs and alcohol. These initiatives reinforce the college’s commitment to the well-being of its community, holding students and employees accountable for their choices.

State and Federal Regulations:

Our policy is designed to comply with both state and federal regulations, prohibiting the unlawful possession, distribution, and abuse of controlled substances and alcohol.

Campus Regulations:

Consumption or possession of alcoholic beverages is not allowed in any area where college activities occur. Violations of these regulations, as well as state laws, will result in disciplinary actions under ENMU-Ruidoso’s policies, in addition to any criminal penalties.

Student Obligations:

All students, particularly those receiving federal or state financial aid, must formally acknowledge their understanding of and agree to adhere to the Drug-Free Campus Policy as part of their enrollment conditions.

SMOKE-FREE CAMPUS

ENMU-Ruidoso is committed to maintaining a tobacco-free environment; hence, the use of any form of tobacco is strictly prohibited within all campus buildings.

Policy and Procedures:

1. The university aims to provide a safe, healthy, and low-risk environment for both employees and students.

2. This policy prohibits the use of smoking and tobacco products on university property, including cigarettes, cigars, pipes, smokeless tobacco, hookahs, electronic cigarettes, clove cigarettes, and vaping devices. Smoking and vaping are permitted only in designated outdoor areas.

3. The policy is supported by the New Mexico Clean Indoor Air Act (NMSA 1978, §§ 24-13-1 through 24-16-11, amended in 2007 by the Dee Johnson Clean Indoor Air Act) and reinforced by the Legislature of New Mexico Senate Memorial 63 (2013).

Enforcement:

Violations of this policy by students will be addressed through the college’s disciplinary procedures, ensuring a consistent enforcement of the smoke-free environment.

COMMUNICABLE DISEASES POLICY

ENMU-Ruidoso acknowledges that students and employees with communicable diseases may wish to continue their usual activities, such as attending classes and working, as much as their health permits. Communicable diseases may include, but are not limited to, SARS-CoV-2 (COVID-19), HIV, hepatitis A, B, or C, measles, and other blood-borne illnesses.

Policy Guidelines

1. Students and employees who are able to meet acceptable performance standards and for whom medical evidence supports that their condition is not a risk to themselves or others, are encouraged to continue their education. The college is committed to treating all individuals fairly and equitably while maintaining sensitivity to their conditions.

2. While supporting the participation of these individuals, ENMU-Ruidoso is also committed to ensuring a safe environment for all students. Those diagnosed with a communicable disease must report their condition to their supervisor or the Vice President of Student Learning, as appropriate. Failure to report a communicable disease, which could pose a health or safety threat to others, may result in disciplinary actions, including potential dismissal.

3. The presence of a communicable disease does not exempt students from meeting the established performance standards. The college will take all necessary measures to protect the confidentiality and rights of the affected individuals, consistent with the need to protect public health.

This policy reflects ENMU-Ruidoso’s commitment to balancing the health and privacy concerns of individuals with communicable diseases against the need to protect the welfare and safety of the college community.

TITLE IX POLICY: ADDRESSING SEXUAL MISCONDUCT

Eastern New Mexico University-Ruidoso maintains a zero-tolerance policy for offenses related to dating violence, domestic violence, sexual assault, and sexual misconduct, adhering strictly to Title IX regulations and the Violence Against Women Act. We comply with all federal and state laws concerning sexual assault against individuals of any gender, in addition to our university policies.

This policy covers a broad range of sexual violence acts as defined by New Mexico statutes, including criminal sexual penetration, criminal sexual contact, various forms of assault and battery, harassment, stalking, kidnapping, and more. Acts of violence within domestic settings, property damage, and interference with personal liberty are also expressly prohibited.

Preventive Measures and Resources:

The college is committed to providing training and resources to educate the campus community on preventing sexual misconduct and enhancing safety through risk prevention strategies.

Reporting and Confidentiality:

ENMU-Ruidoso offers options for anonymous and confidential reporting of assaults, accessible to victims or witnesses. Retaliation against those who file reports or participate in investigative processes is strictly prohibited.

Victims’ Bill of Rights:

Victims are afforded specific rights, including but not limited to:

• Modifications to academic, living, and work situations as needed.

• Referrals to counseling, victim advocacy, and other support resources.

• Assistance in notifying law enforcement.

• The right to have others present during disciplinary proceedings.

• Notification of the outcomes of hearings, sanctions, and terms.

• The choice to speak or not speak about the incident or its outcome.

• Confidentiality, as far as allowed by law and university policies.
