CHAIRMAN's REPORT Rod McKelvey

The 2014/15 financial year has been the most monumental in ETC’s 26 years of operation. Our largest contract, Job Services Australia (JSA) was winding up and after years of planning and preparation we put into motion our plans to expand the company’s delivery of employment services beyond our heartland of the Mid North Coast to ensure the future viability of the company. The ETC management team set about developing a new service delivery model that featured strategies for getting the unemployed into jobs and meeting the needs of employers. The model had to not only meet, but exceed, the Federal Government’s objectives as part of the Employment Services 2015-20 tender. The company engaged numerous industry experts to advise and guide us, surveyed our clients to gain their valuable input, researched different models of service delivery and financial modelling and explored ways we could embrace technology and innovation in our service delivery. The tender team then set about 8

drafting what I am extremely proud to say was a very successful winning bid - securing Employment Services contracts in each of the regions we tendered - Mid North Coast, North Coast and Gold Coast. But that was just the beginning! The ETC management team then had just 12 weeks to source 26 new premises, including 8 outreach locations. They also had to recruit, train and induct about 100 new staff, develop a new organisation structure, rollout organisation wide re-branding and have offices up and running by 1 July 2015 for the commencement of the new jobactive contract. This required a mammoth effort by an already exhausted team, but in typical ETC style, the team pulled together, bunkered down and made it happen. Other significant milestones during the year included ETC securing our first Disability Employment Services contract in the Hastings; funding to deliver the Australian Small Business Advisory Service Program throughout the Mid North Coast and

the development of innovative new training programs by our RTO. As you can see, it’s been a massive year for ETC! On that note, I would like to acknowledge the Executive Management team consisting of our steadfast CEO Jenny Barnett, Diane Swift, Lisa Weber, Karen Busby, Jackie Parkinson, Kylie Murgatroyd and Sally Petersen. You have all shown incredible leadership over the past 12 months and on behalf of the Board of Directors I thank you for your commitment to ETC and for your genuine desire to bring about positive change in the local communities in which we operate. I would also like to thank the ETC Board of Directors for their valuable contribution over the past 12 months.

CEO's REPORT Jenny Barnett

It sure has been a colossal year for ETC. Securing the jobactive contract in the Mid North Coast, North Coast and Gold Coast in March 2015 has positioned us to help and positively influence a far greater number of unemployed people looking for work. It has also enabled us to expand our number of offices along the NSW East Coast from 12 to 29 sites and employ an additional 100 staff. The sheer volume of work that went into bringing this about in such a short timeframe was remarkable for our relatively small team, particularly our support departments of HR, IT and marketing who all went above and beyond to have our new offices up and running by 1 July 2015. I would also like to acknowledge our entire Employment Services team for their consistently high performance and commitment to quality assurance throughout the Job Services Australia (JSA) contract, which put us in a strong position when tendering for the jobactive contract. The appointment of our CFO Lisa Weber in February 2015 and our General Manager of Employment 10

Services Damon Munt in April 2015 injected new energy, enthusiasm and expertise into the company and I was thrilled to see how quickly they fitted into the ETC family. Our expansion resulted in the need to implement an organisation-wide restructure, including the merger of our training and business services teams into one business unit. It was also timely to update the organisation’s constitution and put into motion our application for Public Benevolent Institution (PBI) status. Our Registered Training Organisation underwent major changes as a result of the reform of the NSW Vocational Education and Training system. This led to our RTO developing a range of new innovative training programs to further align with industry and provide an increased learning experience for our clients. I was very excited to begin delivery of our first Disability Employment Services contract in the Hastings region in March 2015 and proud to be the only new entrant in the market nationwide. We are very keen to grow this area of the business to further support people with

disability find meaningful and sustainable employment. Another highlight for the year was launching our Reconciliation Action Plan which details strategies we plan to implement to help end the disparity between Indigenous and nonIndigenous Australians, particularly in the training and employment sectors. We were also pleased to be able to expand upon our service to start-up and existing small business owners on the NSW Mid North Coast through the delivery of the Australian Small Business Advisory Service. I would like to acknowledge and thank ETC’s Chairman Rod McKelvey and the Board of Directors for their tremendous commitment to the organisation.

Helping others through

EMPLOYMENT SERVICES HIGHLIGHTS Leading Employment Services provider ETC was the leading JSA provider on the Mid North Coast (Kempsey to Woolgoolga). All providers receive quarterly JSA star ratings from the Department of Employment that recognise the time it takes for a person to find work, the number of people placed in jobs and whether they sustained their employment. ETC maintained a 4 star rating (out of 5) for its employment contracts for all 4 quarters. In addition, ETC was ranked 2nd out of 81 providers nationally based on weighted average star percentage. In 2014/15, ETC assisted 1699 unemployed people placed into work and referred 1189 to training, ranging from accredited training (Certificate I to Diploma) to non-accredited short courses. client’s situation is addressed with a personalised program that aims to build confidence and independence. ETC continued to work with employers to gain a thorough understanding of their workforce needs and effectively trains job seekers to meet skill shortages on the NSW Mid North Coast. Through our recruitment services to employers, ETC filled 572 vacancies and continued to support both the job seeker and employer through our post placement support service.

Developing skills through

TRAINING SERVICES New “Work-IT” Training Model ETC’s Training Services business unit developed a new range of training programs called “WorkIT”. These programs focus on students learning as a small group directly in industry whilst under the supervised guidance of their trainer/ coach. These programs have provided students with the opportunity to “learn by doing” whilst developing strong relations with customers and other staff. Industry, students and our trainers have all embraced this new model and have recognised the quality outcomes that it has provided in terms of students acquiring the skills that employers are looking for thereby increasing their chance of securing a job. Some of the employers ETC has partnered with to deliver Work-IT training programs include: Coffs Nursing Centre and Bethany Aged Care.

Attracting new contracts NSW - ETC were successful in winning a new contract under the NSW Government’s Smart & Skilled program, covering the Mid North Coast and North Coast regions. Coramba farmer Sam Mihellfy-Hughes credits the opening of her new store ‘Your Healthy Living and Lifestyle’ to the training and support she received through the program.

“This program really helped to put things into perspective for me. I’m proud of the fact that I hung in there and I’ve pursued my business. It all got really difficult at one stage and I could have just thrown in the towel – but with the support from ETC’s Women in Trades program and the women around me, it helped me to soldier on.” - Sam Mihellfy-Hughes

SOCIAL AND COMMUNITY ACTIVITIES ETC Community Support Fund As a not-for-profit, community-orientated organisation, ETC has for 26 years given back to the communities in which it operates its training, employment and business advisory services.

In 2014/15, ETC committed a total of $100,000 to 15 extremely worthwhile organisations. We were heartened to hear stories from the successful recipients about the positive difference the funding will make in terms of enabling them to deliver their programs and initiatives – the majority of which are geared towards improving the lives of people in our communities. Port Macquarie Youth Hub Manager Michael Gilmour said there had been positive outcomes for some of the local disengaged and Indigenous youth since receiving a $5,000 grant from ETC to purchase outdoor exercise equipment for their Healthy Lifestyles Program.

The Warrina Women & Children’s Refuge was able to provide women in the Coffs Coast with a Friendship Garden thanks to a $3,500 grant from ETC. Refuge Counsellor Lou Blackie said the garden was aimed at reaching the needs of a marginalised group of culturally and linguistically diverse women in the local community. Sixteen young people from local schools have developed their vocational and employability skills since participating in Access Community Group’s program ‘Next Gen Wollongong’. The program funded by ETC provided mentoring and employment for Year 10 and 11 high school students to undertake routine tasks for small and micro businesses in the Wollongong LGA.
