LETTER FROM THE CEO Thank you for making possible another successful year for Equality Illinois. Our shared accomplishments demonstrated a profound understanding that changing laws is just the foundation for securing a lived equality. After the national spotlight moved on to other causes all of us - together - went to work on securing equal treatment for LGBT Illinoisans in every corner of the state. We’ve trained TSA agents on processing of trans passengers, organized sensitivity seminars for law enforcement cadets, helped employers large and small develop inclusive workplace practices, and worked with houses of worship to create safe spaces for our youth -- all while fighting along with our coalition partners for a fair budget. Indeed, as part of our statewide commitment, we are opening our central illinois office to bring this critical work in every corner of the state. Our LGBT Equality Institutes in Springfield and Chicago brought together over 300 activists to focus on the future of our community. There are still laws to pass. In fact, this year we passed three milestone laws, protecting youth from harmful conversion therapy, granting transgender individuals the right to designate gender identity in binding funeral instructions. and defending LGBT centers from institutional violence. And we are ready for another active year. You don’t need me to tell you that opponents of LGBT equality are not giving in, packing their bags and moving to other causes. They are fewer, but their voices are amplified by well-funded nationwide efforts. And just as we’ve gotten this far, it’s going to take all of us working together to defend our progress and keep moving forward. Thank you for all that you do. Yours,

Our Annual Lobby Day focused on advancing our legislative agenda which included a ban of conversion therapy and passing a responsible and moral budget. Fifty advocates joined us and lobbied over 30 legislators.

We hosted the second annual LGBT Equality Institute in Chicago with over 150 advocates in attendance, as well as community-based trainings on topics like filing taxes and adoption
Staff and volunteers participated in several community events in Springfield this year, including the Illinois State Fair and Springfield PrideFest. Our community partnership with the Phoenix Center is the first of its kind, and we expect to partner with many more community groups throughout the state this coming year!
Community meetings in Carbondale inspired us to create a guide for medical professionals to be culturally competent with LGBT patients. We once again joined the LGBTQ Pride Picnic at the Church of the Good Shepherd in Carbondale. 4

SENATE BILL 43 Requires Illinois government agencies to publicize the national human trafficking hotline. Homeless LGBT youth face a significant chance of becoming victims of human trafficking.

HOUSE BILL 1004 Amends the AIDS Confidentiality Act, making it easier for health care providers to conduct routine HIV screening. Designates appropriately knowledgeable individuals to provide pre-test information and answer questions. Extends African American HIV/AIDS Act Fund to 2026.

SENATE BILL 100 Reforms school disciplinary mechanisms in the School Code. Prohibits all disciplinary fines and fees; limits suspensions and expulsions; prohibits zero-tolerance policies.

SECURING RIGHTS ACROSS THE STATE AND ACROSS THE COUNTRY. STUDENT NON-DISCRIMINATION ACT Equality Illinois led the way for Illinois congressional delegation support by securing US Senator Mark Kirk as a co-sponsor. The law would ensure federal anti-bullying protections for LGBT students. BLOOD DONATION BANS & RESTRICTIONS In the spring, the FDA changed its policy on blood donations by men who have sex with men from a lifetime ban to a one-year abstinence requirement, Equality Illinois continues to oppose these irrational bans and restrictions that are not rooted in science. PREGNANT WORKERS FAIRNESS ACT Equality Illinois led the way for Illinois congressional delegation support by securing US Senator Mark Kirk as a co-sponsor. The law would provide non-discrimination protections for pregnant workers.

THE TOP LEGISLATIVE PRIORITY of Equality Illinois during the General Assembly’s spring session in 2015 was protecting youth in Illinois from discredited and dangerous conversion therapy through legislation sponsored by Rep. Kelly Cassidy and Sen. Daniel Biss (HB 217). Thanks to the advocacy of our supporters, the work of our bipartisan team of lobbyists, the leadership of conversion therapy survivors , the tenacity of the legislative sponsors, and our coalition work, HB 217 passed the General Assembly on May 29 with bipartisan support and was approved by Governor Rauner on August 20. Illinois joins California, New Jersey, Washington, D.C., and Oregon in protecting LGBT youth from conversion therapy. HB 217 will protect LGBT youth by prohibiting licensed mental health providers from engaging in conversion therapy with anyone under the age of 18. Further, No person or entity may offer “conversion therapy services” in a manner that represents homosexuality as a mental disease, disorder, or illness. The bill was supported by the major mental health organizations in Illinois, including the Illinois Psychiatric Association, Illinois Chapter of the National Association of Social Workers, and Lurie Children’s Hospital of Chicago through a strong statement of support, drafted and circulated by Equality Illinois.

During this year, Equality Illinois has built a robust faith resource group that discusses the issues of faith and equality that are important to communities all over the state. Inspired by the panel conversation on this topic during the 2nd annual LGBT Equality Institute in Chicago, dedicated members of the resource group have committed to work with Equality Illinois on a series of faith-based initiatives. One of the most impactful efforts was a letter from signed by over 40 faith leaders and sent to

Our state government is accountable to every single resident, and it cannot balance this budget on the backs of the most underserved Illinoisans. Instead,
our budget needs to give these individuals the tools they need to lift themselves out of their need and build better lives. As people of faith, we recognize that human family is strongest when we invest in the potential, healing, and betterment of one another.
Gov. Rauner, imploring him to support a budget that speaks to the moral core of our state. In the coming year, we hope to grow the faith resource group and host a faith and equality summit focused on the intersections of social justice and religion.

PHOENIX CENTER PARTNERSHIP
To better serve the needs and priorities of lesbian, gay, bisexual, and transgender Illinoisans, Equality Illinois focuses on the needs of the entire state. Our expanded statewide strategy will allow us to more comprehensively serve LGBT Illinoisans in those parts of the state where stronger connections to policy, education, advocacy and support services are needed to ensure full equality. The expansion also provides more opportunities for Equality Illinois to engage with our allies throughout the state, and create community partnerships. Equality Illinois’ first strategic community partner is the Phoenix Center, Springfield’s LGBT community center. Founded in 2001, the Phoenix Center provides a range of services, including: transitional housing for homeless men and women who are HIV positive, free testing for sexually transmitted infections, outreach services for the most vulnerable members of the community, educational programming, and a support group for LGBT youth. As a community partner, the Phoenix Center will advise Equality Illinois on priorities and needs in the area and coordinate on outreach, educational, and other programming.

Passing laws is only the beginning. December 2014 As tax season approached, we hosted a training in conjunction with the Center for Economic Progress geared at what our supporters needed to know about filing their taxes for that years or amending past returns.

We partnered with The Cradle Adoption Agency and Rosemary Mulryan, renowned family and adoption lawyer, for an LGBT-focused adoption seminar at Hinshaw and Culbertson LLP in downtown Chicago where over 60 attendees joined us to learn and ask questions.
The Office of Civil Rights & Liberties invited Equality Illinois to conduct a series of trainings at the TSA administrative offices outside of Chicago O’Hare International Airport, for over 200 TSA officers from across the Midwest. These trainings discussed strategies to improve interactions during the security process for transgender flyers.
We built a relationship with Cook County Sheriffs Training Institute to provide LGBT cultural competency training and ally development to new classes of corrections cadets and officers. Each session is hosted at Moraine Valley Community College where up to 50 cadets are trained during each session.

HATE CRIMES BILL PROFILE
SEN. DANIEL BISS Equality Illinois authored and advocated for House Bill 3930, major legislation to add gender identity to Illinois hate crimes protections. The new law also extends hate crimes protections to community centers that may be targeted because of sexual orientation or gender identity status. The existing hate crimes law, signed in 1990 by Gov. James Thompson, included sexual orientation as a protected category. However, the law did not explicitly protect transgender Illinoisans from hate crimes or LGBT community centers from institutional vandalism. HB 3930 ensures those protections.

HB 3930 was sponsored by Rep. Sam Yingling, Rep. Kelly Cassidy, and Sen. Daniel Biss. The Anti-Defamation League partnered with Equality Illinois to advocate for the measure. HB 3930 unanimously passed the General Assembly and was approved by Governor Rauner on July 20, 2015. The law becomes effective on January 1, 2016.

THE ROAD AHEAD Grow a strong and diverse statewide network that empower LGBT Illinoisans to live equal in every aspect of their daily lives and activates the population at large through educational events, networking meetings, and cultivating leadership.
Work with Illinois-based businesses to create and maintain inclusive and welcoming works practices, as well as inviting spaces for LGBT clients.
Engage faith leaders from welcoming and inclusive communities of faith on issues of social justice for the LGBT community, and seek out clergy persons who are looking to create safe spaces for the community in their faith tradition.
Convene the third annual LGBT Equality Institute in Chicago and second annual LGBT Equality Institute in Springfield, both to educate and empower a total of 400 supporters, thought leaders, and stakeholders statewide.
Ensure existing laws are properly implemented throughout the state.
Protect, defend, and expand LGBT rights under the law by defeating all anti-LGBT l egislative or ballot efforts, as well as advancing federal and state priorities.
Host forums and trainings across the state to inform members of the LGBT community of about their rights, how to take advantage of these rights, and how to seek remedies when their legal rights are impaired.
In pursuing every state and federal priority, ensure full inclusion of the transgender community protections.
Expand collaborations with youth advocacy organizations, labor unions, non-LGBT community members and organizations, LGBT-supportive small businesses, and racial, immigrant, and economic justice organizations.

ELECTION 2016: YEAR OF EQUALITY
One of our most important tools to achieve LGBT equality is the ballot box. The Equality Illinois Political Action Committee engages in state and local elections to ensure Illinois remains a pro-equality state. In 2014, thanks to the support of the Equality Illinois PAC and our volunteers, no state legislator lost their re-election as a result of their vote in favor of marriage equality in 2013. We endorsed. We contributed. We contacted voters. In 2016, we will re-elect pro-equality legislators. In fact, 23 Illinois Senators are facing their first election since supporting marriage equality. We will support candidates vying for state and local offices across the state, from county boards to the Office of State Comptroller.

WE WILL... 4 Identify incumbents and candidates committed to the equal protection and human rights of LGBT Illinoisans; 4 Establish a pipeline of pro-equality officeholders from the town halls to the State House; 4 Train and educate incumbents, candidates, and voters about issues and the next steps for LGBT equality; and 4 Endorse and support stellar incumbents and candidates. In Spring and early Summer 2015, Equality Illinois encouraged our supporters and friends to show pride for their identity in a public way. MIDWEST LEADERSHIP SUMMIT

As the largest LGBT equality organization in the region, Equality Illinois annually hosts and convenes the Midwest Leadership Summit. Held over two days in the Fall at the Godfrey Hotel, the Summit brought together over 50 LGBT leaders and activists from ten area statewide equality groups. With so many victories for equality happen-

EXPANDED STATEWIDE STRATEGY This year, Equality Illinois announced and began to implement an expanded statewide strategy.
In order to better serve the needs and priorities of all LGBT Illinoisans, this strategy includes opening a new office in Central Illinois. The expanded statewide strategy is being made possible in part by the support of the Abe and Ida Cooper Foundation. Equality Illinois’ first strategic community partner in this expanded strategy is the Phoenix Center, Springfield’s LGBT community center. The Equality Illinois Central Illinois field office will be in Springfield and will open the fall of 2015. The office will be staffed initially by a field fellow, who will build relationships with groups and individuals, train and motivate activists, and facilitate educational, outreach programming throughout Central and Southern Illinois.
