Wantagh’s lacrosse standouts
Jones Beach pipe to ocean is complete by Laura Schofer What began as an nine-year odyssey of protest by a group of community activists to update the 1950s-style sewage treatment process at the Jones Beach sewage treatment plant has come to an end. The long-awaited construction project linking the Jones Beach Sewage Treatment Plant outfall pipe to the Cedar Creek Water Pollution Control Plant outfall pipe is now completed. The project began in August 2010 at a cost of $2 million, paid for by the state. The project went online in July. Now, treated sewage from Jones Beach will be discharged, via the Cedar Creek outfall pipe, into the ocean. Previously treated sewage from Jones Beach was discharged into the Sloop Channel in the Western Bays. The new outflow pipe will help to protect Zachs Bay and the western bays, say environmentalists, including Rob Weltner, president of S.P.L.A.S.H. (Stop Polluting,
Littering and Save Harbors). Bill Fonda, spokesman for the state Department of Environmental Conservation, said, “We have inspected the force main [the main conduit pipe from the plant along Ocean Parkway to Cedar Creek outflow pipe] and connections, and have approved the start up of the force main. “We also have certification from the professional engineering firm of Lockwood, Kessler and Bartlett out of Syosset that the design and construction of the effluent pump station and force main have been completed to state standards. This certification was made on June 27.” Mr. Fonda added that the “Jones Beach outfall pipe to Sloop Channel has been sealed permanently.”
WANTAGH STUDENTS EXCEL AT LACROSSE NATIONALS: Wantagh rising sophomores Joe McGuigan and Jack Fowler and Wantagh rising freshman Kaitlyn Cerasi recently traveled with their teams to Florida to participate in the 2012 US Lacrosse U15 National Championships. Hosted at the ESPN Wide World of Sports Complex, the event featured more than 1,200 outstanding young lacrosse players from 18 states. Fifty-one U15 boy and girl teams made their way to Orlando to compete for the national championships over a three day period. Joe and Jack played for the first-place Long Island Express, where Joe, their goalie, was named to Lacrosse Magazine’s All-Tournament team. Kaitlyn, playing for the Long Island Top Guns, came in third place, losing by one goal to the eventual champion from Maryland. Congratulations to all three Wantagh lacrosse players on a job well done!

Governor signs Right to Know law New York Governor Andrew Cuomo signed the Sewage Right to Know Act on Thursday, August 9. The new law, which goes into effect May 1, 2013, requires that publicly run sewage treatment plants provide the public notice after raw or partially treated sewage spills into the water. The law will allow the public to avoid unnecessary exposure to sewage pollution. The law was co-sponsored by Senator Charles Fuschillo (R-Merrick) and Assemblymen Harvey Weisenberg (DLong Beach) and Dave McDonough (RMerrick). The Citizen reported in July that the legislation had passed both chambers of the Legislature and was sent to the governor on the final day of the legislative session. Similar public notification laws exist in more than a dozen states including Connecticut, which passed a notification law earlier this year. New York’s Sewage Pollution Right to Know law will require public notification within four hours of a sewage discharge. Notification will happen via local news outlets and on the website of the state Department of Environmental Conservation. In addition, the DEC will produce a
statewide Sewage Discharge Report each year that will report annual discharges and remedial responses taken, said Adrienne Esposito, executive director of the Citizens Campaign for the Environment. “Sewage will no longer be out of sight and out of mind, but rather it will be in public discussion,” she said. For more than a year many local residents urged both the state and the county to support the passage of a sewage right to know act. Ms. Esposito said that “21,500 letters were sent to elected officials and 50,000 signatures were collected in support of the public’s right to know.” The county passed its own version of a right to know spill bill last October. It provides information about sewage spills to residents if they sign up for an email alert. “I applaud the signing of the Sewage Right to Know law,” said Assemblyman McDonough. “Long Island waterways are an integral part of our community and heritage, and I am pleased that we’ve taken another step to ensure their continued beauty.” New York is the only state with ocean, estuarine and Great Lakes coastlines.

The bays contain the greatest concentration of salt marsh islands. They are home to many species of marine and bird life, including hard shell clams, flounder, snowy egrets and blue herons. The sewage plant can process up to 44 million gallons of sewage a year, although during the winter months, it processes virtually nothing.
Studies are underway that are evaluating the water quality, fish populations and currents within these embayments. At a hearing held in summer 2011, scientists from Stony Brook University said their study indicated that there is too much discharge from sewage plants entering the system which was not able to be flushed out properly to the ocean, as previously thought. Jones Beach pipe to ocean is complete
Despite an austerity budget in Seaford during the 2011-2012 school year, Seaford’s turf fields are ready for use. Seaford High School opened its turf field for use in September 2009 . According to Andrew Ward, director of building and facilities for the district, it “went into an austerity budget from July 1, 2011, to June 30 of this year.” However, he does not see a direct correlation between the implementation of the fields and the austerity budget. The fields, he said, were paid for using a bond referendum. Before implementation of the field, between $5-6,000 was allotted for field maintenance. Although an exact amount is not available, Mr. Ward does acknowledge the district has saved money in field maintenance with the new synthetic turf installed. He also notes that the turf fields are easier to maintain. The Seaford School District said it has generated modest income from outside leagues renting out the field because of the synthetic turf. Athletic fields in Bellmore and Merrick Meanwhile, maintenance to the Calhoun, Mepham and Kennedy High School fields was held up over the summer, admitted John Scalisi, director of school facilities and operations of the BellmoreMerrick Central High School District. “We haven’t had time to put a lot of effort into the fields this summer,” he said, such as cutting, reseeding and fertilizing, “because we haven’t had access to the fields as we would have liked.” In so important an issue as grass field main-
tenance in a time of continued calls for synthetic fields, what would hold up grass field maintenance, and could their lack of maintenance affect team play come the fall football schedule once more, where divots and other anomalies have injured players or caused flooding in the past, this newspaper wished to know. “We had track work done over the summer on all three high school fields,” Mr. Scalisi explained, “and we were told by the construction company that worked on them that we couldn’t cross over the tracks to work on the fields until they had completed their work.” However, Mr. Scalisi spoke this time with an air of confidence, and not as someone who was simply trying the latest fandangled trick to see if it would stick. Middle-of-the-field fences used last year to keep neighborhood athletes from venturing on them to play football were also minimized. “We didn’t need the fences much this year,” he continued. Mr. Scalisi instead explained that the district embarked on a solid plan to grow grass that would be more plentiful come fall, would be sturdier and would be able to withstand the limited traffic the district would allow on it. He told this newspaper that, after district crews had cut, aerated (put small holes into the field using an aeration tool to reach deep into the roots) thoroughly fertilized the fields using organic fertilizer – and using no pesticides, and thoroughly watered the fields, the district put covers, or tarpaulins, on the each of the fields over the winter season that were designed to promote growth by trapping moisture and heat and let it seep into the fertilized roots, which were
exposed by aeration. “When we took the covers off in spring for the lacrosse season, the grass was as green as spring right down the middle of the field,” he said. “I was very pleased with what I saw,” he remarked. In peeling back the tarp the middle of the fields appeared just as strong as the edges. Allowing only girls and boys junior varsity and varsity lacrosse teams on the field — and no other groups such as parents for graduation, after the lacrosse season ended the district again set about cutting, aerating, reseeding and organically fertilizing the fields, but this time allowing a heavy watering while allowing them to breath in the warm season air. New synthetic field in Freeport While the Baldwin School District and Bellmore-Merrick’s Central High School District have stayed the traditional route of learning new maintenance techniques to keep their grass growing – while saying it saves the district money, the George Emma Jr. Field at Freeport High School is closed until September 15 for the construction of a
new synthetic turf field with markings for multiple sports, as well as new lighting fixtures. Freeport voters approved the capital improvement project last September. Money for the installation of the synthetic field will come from the school district’s capital reserve fund. New York State, through a program called the Qualified School Construction Program, will assist the Freeport School District by absorbing the district’s interest costs. The new field was designed by BJLJ Architects & Engineers, P.C. of Mineola. The contract for construction and electrical work was awarded to the LandTek Group of Amityville, a company that specializes in athletic field construction and renovation. The LandTek Group is the local installer for FieldTurf synthetic turf system. Construction for the synthetic turf and the lighting fixtures cost about $1.9 million, and the carpeting is expected to last eight to 10 years, according to James Robinson, the district’s executive director of business. – Danielle Sopchak contributed to this article

Who are the eco-heroes? Sometimes technology brings overuse of natural resources. Our ancestors in countries such as Israel or Italy, where water was a limited resource, used roof cisterns to collect drinking water and dams to gather rain runoff for irrigation. Tourists are always amazed at how cleverly they met their needs. Today, here on Long Island, we draw on water tables deep beneath the ground water for both our drinking needs and for landscaping, cleaning and industry – all as if this resource was inexhaustible. What will we do if we run out of drinking water – turn to desalization? They say just as wars today are fought over oil, tomorrow’s wars will be over water. Enter the eco-heroes, companies such as Hilton that use water from runoff to water their lawns. As individual homeowners we can also do our part. The nation’s largest township, our own Town of Hempstead, under the leadership of Supervisor Kate Murray, is showing the way. Last week at its showcase Levy Park and Preserve in Merrick, the town kicked off its new Eco-Heroes program. Over 2,000 residents have already signed up to purchase either rain collection barrels or composting units from the Town at half-price retail. The rain barrels are designed to integrate with standard gutters and leaders. The water collected is not drinkable but can be used to water gardens and lawns. A typical roof can provide hundreds of gallons of water, according to town experts. Collecting it for use saves homeowners money on their water bills and also helps prevent runoff into bays and waterways. Call 378-4210 to register to receive a barrel for $45. Composting helps reduce expenses for lawn and garden fertilizers and also helps reduce the garbage flow. The town can provide instructions on how to compost correctly and avoid odors. In addition, Nassau County also offers two types of School Tax Relief (STAR) property tax exemptions: Basic STAR (for residents who own and live in their own home, condominium or cooperative apartment with an annual household income of $500,000 or less) and Enhanced

The summer has been an optimal time for English as a second language (ESL) students to improve their read-
ing and writing skills during the Levittown School District’s ESL Summer Program. For three weeks,
these students entering grades K-6 have met with teachers for one-and-ahalf hours each weekday to improve their reading comprehension and writing skills in preparation for the fall semester. Curriculum Associate for Foreign Language and ESL Michele Ortiz explained that the program is funded through a Title III grant, which pays for supplies and salaries. The program’s focus is to prevent the regression of literacy skills over the summer in the district’s ESL students. “Not only do participants strengthen their skills, they gain confidence in their abilities for the upcoming school year,” Ms. Ortiz stated. In addition to learning letters, con-
sonant and vowel sounds and journaling techniques, the kindergarten students practiced writing their names, addresses and phone numbers, and using scissors. First and second-grade students reviewed information covered in the previous school year and focused on homophones, writing skills and currency. The program also included a number of pre-kindergarten students, who experienced their first time in a school setting. Older students practiced many of the same skills focused on by the younger students, but also increased their knowledge of the English language through playing cards, checkers and other board games with their teachers and peers.

Arrested again Mr. Tretola was arrested again in 2011, this time in a county sting operation, and charged with selling illegal “assault weapons” along with his son and other gun store owners. “That charge against Mr. Tretola was dismissed by the Grand Jury in late April, early May,” Nassau County District Attorney spokesman Chris Munzing told this newspaper. The charges against his son and the others were also dropped, said Mr. Harfenist. “Mr. Tretola lost countless sales of guns because his inventory was placed in his other store in New Hyde Park,” Mr. Harfenist continued. “When someone comes in to a purchase an item and you don’t have it,” that is a loss of income, he said. He lost sales of some 900 guns, Mr. Harfenist said. He said the jury’s decision proved to be a good day for the county, because it showed that “police officers can’t just go around abusing people, the way Mr. Faltings did with Mr. Tretola.” A police department spokesperson said that Mr. Faltings is still at the county pistol range and “still working in good standing.” Without responding directly to the

Martin Tretola, owner of T&T Gunnery on Merrick Road in Seaford, won a $5 million civil lawsuit against the Nassau County Police Department after a federal jury determined that a county police officer violated Mr. Tretola’s civil rights by falsely accusing him of reckless endangerment – a felony, causing a loss of business and financial harm. Attorney Steven Jay Harfenist of Friedman Harfenist Kraut & Perlstein in Lake Success told this newspaper that Officer Eric Faltings had Mr. Tretola arrested in 2007 after Mr. Tretola, in 2006, would not release a gun – owned by a friend of Mr. Faltings – to Mr. Faltings unless or until he could produce paperwork for the gun. “Mr. Tretola would not release the gun to Mr. Faltings without proper documentation,” Mr. Harfenist said, “because Mr. Tretola wanted a paper trail for the gun,” and without the documents there would be no paper trail. “He was acting legally,” Mr. Harfenist said. After the altercation Mr. Faltings allegedly had Mr. Tretola, who lives in Bellmore, arrested on June 1, 2007, for reckless endangerment, saying Mr. Tretola was operating a “makeshift gun range” in which guns were being repaired and tested near an active gas heater, Mr. Harfenist stated. “The police department never tested that gas heater before they made the arrest because, had they, they would have learned it hadn’t been operating for years,” Mr. Harfenist remarked.
The reckless endangerment charge was dropped in 2008 by the Nassau County district attorney’s office. “There was no true bill,” Mr. Harfenist said, “they found no culpability.” The same year Mr. Tretola filed a multi-million dollar lawsuit in federal court against the county for violations of his civil rights.
