Dear reader We are happy to present you our annual report for the year 2010. In this report you will find lots of information on ERYICA and what we have been working on throughout the past year. 2010 was another exciting year for ERYICA with many successful activities: We have published the Youth Information Starter Kit (read more on page 13), launched our brand-new YIntro training with a Training to Trainers activity in Prague (page 20) and put together a new recommendation on Youth Information to mention just some of the highlights. In 2010 we have put major emphasis on better understanding the potential that Youth Information plays in our complex information society: Youth Information is taking on an ever-increasing role when it comes to enabling young people to make informed decisions. ERYICA is taking seriously the role that Youth Information plays in the growing-up of young people; hence our goal is to support our youngsters in the best possible manner to be prepared for their lives, especially in the digital world. As a first step we have created the “Webbies workshop” (read more on page 16), a training course that gives young people space to learn in a fun and informal environment about the do’s and don’ts online.

ERYICA takes pride in the fact that it supports a grassroot level approach with many tools, guidelines, values, trainings and good ideas resulting from it. As ERYICA is not only a network for Youth Information workers, but even more importantly, made by Youth Information workers we invite you to take part in creating new projects, working methods and content together with young people. Check back on SHERYICA (www.sheryica.org), the favourite digital hangout of many Youth Information workers and get in touch with them to exchange your ideas directly. In this sense we are looking into a future of fruitful collaboration with our partners and stakeholders, working to support those who are active in Youth Information and do our best to ensure and constantly improve the quality of our work.

About ERYICA WHO WE ARE We are an international non-governmental, non-profitmaking association, based in Luxembourg. Our network currently consists of 26 member organisations along with 5 affiliated and 4 cooperating organisations. We operate in 31 countries, in more than 8.000 Youth Information centres. ERYICA has been established on 17 April 1986 in Madrid. OUR STRUCTURE ERYICA has two decision-making organs: the General Assembly and the Governing Board. As the principal organ of the Agency, the General Assembly is convened each year and examines a report on the activities of the past year, as well as the financial accounts. It also discusses and adopts the work programme and budget for the next year, takes decisions on major policy issues and (every three years) elects the Governing Board.

The Governing Board is the organ responsible for the implementation of the objectives of the Agency. In particular, the Governing Board has the following functions: 1. preparing the sessions of the General Assembly, and implementing its decisions; 2. implementing and supervising the programmes of the Agency; 3. organising the services provided by the Agency; 4. establishing Working Groups and special commissions, defining their objectives, appointing their Coordinator(s) and supervising their activities; 5. developing and coordinating the European Network of Youth Information and counselling structures; 6. managing the financial and administrative affairs of the Agency; 7. admitting new Members and Affiliated Organisations; 8. delegating authority concerning the representation of the Agency and the signature of legal contracts.

THE GOVERNING BOARD ERYICA’s Governing Board is composed of eight members: a president, two vice-presidents, a treasurer and four members. ERYICA’S MISSION

ERYICA’S AIMS

ERYICA is an independent European organisation, composed of national Youth Information coordination bodies and networks. We work to intensify European co-operation in the field of Youth Information work and services. Our aims are to develop, support and promote quality generalist Youth Information policy and practice at all levels, in order to meet the information needs of young people in Europe and to apply the principles of the European Youth Information Charter.

As stated in the Agency’s Constitution, ERYICA has three aims: 1. to promote respect for the principles of the European Youth Information Charter and to work for their implementation; 2. to ensure European coordination and representation in the field of Youth Information and counselling; 3. to promote the establishment of a European arena in this field, especially by developing a European Network of Youth Information and counselling structures. In order to achieve these aims, the Agency seeks in the field of Youth Information and counselling: • • •

to bring together at the European level coordinating bodies in this field; to monitor at the European level the current situation of this sector and its evolution; to facilitate European cooperation among bodies working in this field, especially through professional exchanges; to promote research and innovation in this field and the development of services which meet the needs of young people; to cooperate with European institutions (such as the Council of Europe, the European Union, etc.) in this field; to undertake other initiatives in the sense of the Agency’s aims which are deemed useful by its Members or its competent organs.

ERYICA Framework ERYICA’s core framework documents are the European Youth Information Charter, adopted by the ERYICA General Assembly in 2004 and the Principles for Online Youth Information, adopted by the ERYICA General Assembly in 2009.

The ERYICA Office Since June 2007, the ERYICA office, which is housing the ERYICA secretariat, is based in Luxembourg. Partnership with the Council of Europe Since 1997 ERYICA has been developing activities together with the Council of Europe within the framework of a Partnership Agreement. The Joint Coordinating Committee (JCC) has led the undertaken activities. Marc Boes, Alexandra Cangelosi and Davide Capecchi represent ERYICA in the JCC. In 2010 the JCC held a meeting in: Strasbourg, France (June 21 – 23, 2010): 20th JCC Meeting This JCC meeting has brought about two major results: the draft programme of the Budapest Colloquy “Bridging the Gap” and the list of invited participants and the evaluation of the dissemination of the “Youth Information Starter Kit”.

NEW RECOMMENDATION ON YOUTH INFORMATION In June 2010 the Council of Europe has issued a new recommendation on Youth Information. The Recommendation was drafted in the framework of the cooperation between the Council of Europe and ERYICA. Adopted by the Committee of Ministers on June 16th 2010, the recommendation CM/Rec(2010)8 serves as an update of Recommendation 90(7), a core reference for Youth Information in Europe. The document takes into account new information needs of young people, who require more guidance than in the past for coping with the increasing amount of information and the urge to be able to assess it and evaluate its quality. The text, elaborated in cooperation with experts also from the ERYICA network, recommends: •

To support and develop youth information and counselling structures as support means for addressing these new needs; To foster by all extents the development of those structures inasmuch as they can address the new information needs of young people; To develop the acquisition by young people of those competencies needed (and further elaborate them); To raise young people’s awareness of risks and dangers, along with opportunities, regarding new communication means; To make online information accessible for young people with fewer opportunities. THE YOUTH INFORMATION STARTER KIT

CDEJ SUMMER UNIVERSITY

In June 2010 the Youth Information Starter Kit has been officially launched at the 21st ERYICA General Assembly in Helsinki, Finland.

This year’s CDEJ Summer University was held on September 5 - 10, 2010 in the city of Zrenjanin, Serbia and revolved around the theme „Youth in the digital age“. ERYICA was represented in this event by ERYICA board member Saša Dupor and by Daniel Poli from IJAB, ERYICA’s member in Germany.

Background of the Starter Kit: During JCC meetings in February 2008 and in June 2009 the decision to develop a “Youth Information Starter Kit” has been taken. It has been agreed that the aim of the kit will be mainly to develop and elaborate a systematic multilingual package of documents on how to create and develop a Youth Information centre. In May/June 2010, the Council of Europe has produced the kit and has supplied ERYICA with approximately 500 copies, which have been disseminated throughout the members network and at internal and external events. The Starter Kit can be ordered from the Council of Europe Directorate of Youth and Sport or by contacting the ERYICA team. REPRESENTATION OF ERYICA IN THE CDEJ Since 2008, ERYICA has been an observer of the CDEJ – European Steering Committee for Youth, which is one of the statutory bodies of the Council of Europe, responsible for managing the activities in the field of Youth and Sport. In 2010, ERYICA participated in the 44th and the 45th Meeting of the CDEJ in Strasbourg, France (8-9/3/2010) and in Budapest, Hungary (18-20/10/2010) respectively. ERYICA’s director, Davide Capecchi, represented ERYICA as an observer in these events.

During the five days of the event 30 participants from a wide range of European backgrounds had the chance to learn more about the Council of Europe and its aims particularly in the youth field and the composition of the CDEJ. The seminar looked at trends and challenges for youth in the digital age facilitated by several workshops dealing with four themes: security, digital divide, offline and online participation and formal/non-formal education. Daniel Poli held a presentation on ERYICA and new ways of providing youth information in the so-called “digital age”, including good practice on how to foster new ways of youth participation. The CDEJ Summer University aims to provide members of the CDEJ and the Advisory Council (notably new members) with a learning experience, which is likely to improve their motivation and capacity to actively participate in the work of the Council of Europe youth sector, notably in its comanagement structures.

ERYICA projects 2010 A BETTER YOUTH INFORMATION FOR NEW TIMES

In 2010 ERYICA’s “A Better Youth Information for New Times” (ABYINT) project has been finalised. The project was launched in January 2009 and ran over a period of 18 months until its expiration at the end of June 2010. The project had three concrete outcomes:

SHERYICA is the online platform for Youth Information workers throughout Europe. It has been established as one of the pillars of the “A Better Youth Information for New Times” project.

Elaboration of YIntro, a new training course and related training materials; Establishment of an online platform for Youth Information workers – SHERYICA (launched in 2009); Production of a “Good practice” booklet and its dissemination.

SHERYICA also promotes the posted content through Facebook, Twitter and LinkedIn. By the end of 2010, over 250 Youth Information workers from 24 European countries have been using SHERYICA. GOOD PRACTICE BOOKLET The “Good Practice” booklet was finalised in June 2010 and distributed subsequently throughout the ERYICA network. The publication is a collection of examples of good practice in Youth Information work with focus on three thematic areas: Youth participation Peer-to-Peer and Reaching out

SAFETY AND QUALITY IN ONLINE YOUTH INFORMATION The Safety and Quality in Online Youth Information (SQOYI) has been ERYICA’s flagship project for 2010, with support through the Youth in Action programme of the European Union. The project has been established to create and disseminate knowledge for Youth Information workers to empower young people to make good use of information available online. The project aimed at producing three main deliverables:

Included are contributions featuring projects realised between 2005 and 2009 representing a wide scope of European countries: Austria, Croatia, Finland, France, Germany, Montenegro, The Russian Federation, Scotland, Serbia, Slovenia and Spain.

A TOOL KIT for Youth Information workers with information on the most important issues on safety and quality on the Internet and how to provide guidance for young people in this context. A training programme for Youth Information workers. Two international workshops (Webbies workshop) involving 50 young European people.

The project was running over a period of 17 months from December 2009 until April 2011.

THE WEBBIES WORKSHOP

The Webbies workshop has been at the core of the Safety and Quality in Online Youth Information project, directly involving the feedback and experience of young European people. The first edition of the workshop was organised in Ankara, Turkey on dates November 11 -14, 2010 with support of GSM – Youth Services Centre, ERYICA cooperating organisation in Turkey.

25 participants from nine European countries participated in the Webbies workshop with the guidance of ERYICA workshop facilitators Marc Boes, Alexandra Cangelosi and Mika Pietilä. During the workshop the young participants were given the opportunity to discuss their online habits, good and bad experiences they had had with online information and to shoot their own movies on do’s and don’ts in the online world.

DIGITAL YINTRO - ADDITIONAL MODULE TO YINTRO Within the framework of the “Safety and Quality in Online Youth Information” project, ERYICA’s Training Task Force has been involved in designing a training module for Youth Information workers. The training deals with topics on safety and quality in online environments, revolving around these five areas: • • • • •

Key terms for online information literacy Quality issues for online Youth Information Producing quality online Youth Information Perception of online risks and opportunities Digital citizenship

A first Training to Trainers on the digital YIntro took place in Bregenz, Austria in March 2011.

STATE OF YOUTH INFORMATION IN EUROPE The project “State of Youth Information in Europe” is a survey project with the aim to identify the status quo of Youth Information practice across Europe. The project was based on an online survey and has been launched in September 2010. The online survey was disseminated among ERYICA members, affiliated and cooperating organisations and gathered information on 40 questions on the following five core areas of Youth Information work. • • • • •

Current state of Youth Information in the member countries User profile of the Youth Information Centres Administrative info about Youth Information Centres Networking of Youth Information Centres (on national and European scale) Quality standards

The results of the survey are expected to be published in the middle of 2011.

ERYICA’s Training Task Force Training of Youth Information workers and the development of new training materials are core business of ERYICA. In order to maintain these trainings related to the practical work conditions of Youth Information workers across Europe and relevant for their needs, ERYICA collaborates with a team of Youth Information professionals, who have long-time experience in Youth Information. The Training Task Force has been established in 2008 and ever since has been responsible for the creation and/or the development of several ERYICA training materials, like the MBTC (Minimum Basic Training Course), YIntro and the “digital” YIntro. Currently the Training Task Force is composed of the following eight members:

ERYICA Services INFOMOBIL Infomobil is an online tool, which enables young people to find a wide range of handy information about youth mobility. It contains information on studying, transport, working, training, accommodation and much more. Originally Infomobil was distributed in form of booklets (“Guides for Young Visitors”) starting in 1987 until 1992. In 1998, the online version of Infomobil has been launched. The data about each country is collected and updated continuously by local editors of each of the respective countries. At present, the Infomobil service covers 20 European countries. In 2010, ERYICA has launched an online survey among Infomobil users in order to collect data on the visual appearance of the page and reader’s satisfaction with the content of the page. www.infomobil.org

TRAINING FOR YOUTH INFORMATION WORKERS ERYICA considers supporting training of staff working in Youth Information centres and services as part of its core mission. Through trainings to trainers and trainings of Youth Information workers, ERYICA seeks to establish a network of ERYICA certified trainers and Youth Information workers. In this way quality standards in Youth Information work shall be secured and continuously enhanced. In 2010 a number of trainings have been organised. YIntro Training to Trainers Prague, Czech Republic (02/03 – 07/03/2010) organised by NIDM, Prague ERYICA invited trainers from the Youth Information field to this “Train to Trainer” event on the ERYICA beginners training course “YIntro - Stepping into Youth Information”. The training was addressed to trainers experienced in Youth Information and gathered 20 participants from 12 European countries (Serbia, Czech Republic, Spain, Turkey, The Netherlands, Slovenia, Croatia, Estonia, Finland, Montenegro, Portugal and France). 1st International YIntro Training in Larnaca, Cyprus (28/04 – 03/05/2010) organised by the Youth Board of Cyprus This event gathered 16 Youth Information workers from 8 countries and was the first international YIntro course that has been organised. It gave the trainers Alexandra Cangelosi, Matjaž Medvešek and Pedro Muñoz the possibility to introduce the YIntro

content to participants while testing it for further developments. 2nd International YIntro Training in Pirovac, Croatia (18/06 – 26/06/2010) organised by PRONI – Centre for Social Education This second edition of the YIntro training gathered 22 participants from Croatia, Slovenia, Turkey and Luxembourg together with ERYICA trainers Irena Mikulic and Matjaž Medvešek. This training has been funded as part of the project “And ... Action!”, with support from the European Commission, through the programme Youth in Action, Sub-Action 4.3 - Training and networking of those active in youth work and youth.

YINTRO – STEPPING INTO YOUTH INFORMATION YIntro is ERYICA’s new course for training beginners in the Youth Information field, designed by the ERYICA Training Task Force. The course covers the basic areas of knowledge and skills needed for Youth Information work and is meant to be an introduction to the field. YIntro is built on four working areas: 1. Background and Principles of Youth Information 2. Youth Information in Practice 3. The Art of Working with Young People in a Youth Information Setting 4. Continuous Development of Youth Information Work YIntro is based on the expertise of ERYICA training experts with national and international training on Youth Information and the experiences gained over the last 8 years with European “Training to Trainers”- Courses and national courses on the MBTC (Minimum Basic Training Course) – Module. A course’s manual, elaborated to provide support to YIntro trainers, is available through the ERYICA office. YIntro is accessible to ERYICA members, cooperating and affiliated organisations.

ERYICA Events 2010 COLLOQUY “BRIDGING THE GAP” BUDAPEST, HUNGARY (21.-24.09.2010) The colloquy “Bridging the Gap” took place on the premises of the European Youth Centre in Budapest during the days September 21 – 24, 2010. It brought together over 30 practitioners from the Youth Information field to discuss the development of Youth Information in recent years and in particular since the adoption of Recommendation (90) 7 in 1990 by the Council of Europe Committee of Ministers on information and counselling for young people in Europe.

3rd EUROPEAN YOUTH INFORMATION DAY On April 17 the founding date of ERYICA, ERYICA celebrated the 3rd European Youth Information Day (EYID) together with lots of Youth Information centres within the network. This special day has given motivated and enthusiastic Youth Information workers the opportunity to promote the importance of Youth Information work and to celebrate together with young people and introduce them to available services in the region.

The participants – both governmental representatives and youth information workers – discussed a broad range of issues, among them the current state of Youth Information, the consequences of new youth cultures on Youth Information services, the possible practical implementation of the new recommendations, and the promotion of the Youth Information Starter Kit. One of the primary aims for the colloquy was the sharing of local and national experiences among the participants and the transfer of knowledge and expertise from countries with well-established Youth Information structures to countries where Youth Information still is at an early stage of development.

“THREEE” NETWORKS CONFERENCE “INNOVATION TOWARDS PARTICIPATIVE SOCIETY” This conference was organised jointly by the three partnering networks of ERYICA, Eurodesk and EYCA and is a result of their reinforced cooperation over the last years. The conference took place in Lyon’s city hall and convened 40 participants representing the three networks. With the objective of creating a forum for the exchange of ideas, a number of innovative and concrete common projects have been discussed. Ways for better marketing and more visibility for joint campaigns have also been identified. At the core of the conference was a roundtable on “Defining new ways of cooperation with the three networks towards participative society” with participants representing the European Commission, the Council of Europe, the Knowledge Centre for Youth Policy and presidents of ERYICA, Eurodesk and EYCA. The conference was hosted by Eurodesk France with support of the French ministry in charge of Youth.

STUDY VISITS In view of monitoring existing competences, realities, resources and challenges in Youth Information around Europe, ERYICA has organised a number of study visits throughout 2010. NICOSIA, CYPRUS (13/01/2010) ERYICA Director Davide Capecchi visited the headquarters of the “Youth Board of Cyprus” in Nicosia. On the agenda was an informal meeting with the executive Secretary of the Youth Board, Thrasos Thrasyvoulou and staff member Eleftheria Christoforou. Topics were the strong and challenging restructuring period during 2009 the organisation had to undergo, as well as its efforts to take up cooperation with ERYICA. Aside from this the Youth Board also reported on their strategy for the Cyprus’ EU Presidency in 2012. KRAKOW, POLAND (11 – 12/02/2010) Davide Capecchi visited the Regional Youth Information Centre in Krakow with the aim of gaining a better understanding of the past and present situation of Youth Information in Poland and supporting its future development. FYROM and KOSOVO (29 – 31/03/2010) Visits of Board member Saša Dupor and Director Davide Capecchi to the cities Skopje with a meeting at the national youth agency, Priština with a meeting of representatives of the Ministry for Culture, Youth and

Sport and Prilep, where ERYICA visited the headquarters of ERYICA cooperating organisation “Coalition of Youth Organisations SEGA” for a preparatory meeting for the opening of the first Youth Information centre in FYROM. CAUCASUS (17 – 23/05/2010) In the framework of the third strategic priority of ERYICA – Leadership – for the triennium 2010-2012, ERYICA’s President and Director met with the vice-minister of the Republic of Armenia in charge of youth policy and sport with the aim to raise awareness of the importance of Youth Information in Armenia also by supporting existing structures and organisations. STOCKHOLM, SWEDEN (11/06/2010) As Sweden is still a white-spot country for ERYICA, efforts have been made to establish a partnership with the Centre for Youth Solna, Stockholm. In this framework, a meeting took place during which means for future cooperation have been discussed.

During 2010, the ERYICA Governing Board held four meetings:

In 2010 the 21st ERYICA General Assembly (GA) took place in Helsinki, Finland with support of the team at the National Coordination and Development Centre of Youth Information and Counselling, Oulu in cooperation with ERYICA member ALLIANSSI. On the agenda this time were: •

an update of ERYICA projects Safety and Quality in Online Youth Information as well as the State of Youth Information in Europe. Two keynote speeches rounded off the content of the programme: •

Presentation by Mr. Tero Huttunen on “Netari.fi – the national multi professional online youth work programme in Finland” and Presentation by Professor Sirkku Kotilainen from the University of Jyväskylä on “Promoting Media Literacy in Youth Information and Counselling”.

ERYICA at a glance September 2010: Official launch of the THREEE network and its website threee.eu and Colloquy “Bridging the Gap” organised with support of the Council of Europe in Budapest, Hungary. June 2010: Launch of Recommendation CM/Rec(2010)8 on Youth Information. December 2009: ERYICA launches SHERYICA, the Interactive Platform for Youth Information workers and adopts the Principles for Online Youth Information. January 2009: Launch of the “A Better Youth Information for New Times” project. December 2008: Launch of ERYICA’s first project Meet the Street. April 2008: ERYICA inaugurates the European Youth Information Day. November 2007: ERYICA together with the Council of Europe organises a colloquy on the Future of Youth Information in Europe in Budapest, Hungary. June 2007: ERYICA office moves to Luxembourg. April 2006: ERYICA celebrates its 20th anniversary and organises a European seminar on Youth Participation together with Eurodesk and EYCA in Vienna. November 2005: Policy statement on “Indicators for a National Youth Information Policy” is adopted in Ljubljana, Slovenia. September 2005: ERYICA organises the European Seminar on “Quality Matters in Information for Young People” together with Eurodesk and EYCA in Paris. November 2004: Updated version of the “European Youth Information Charter” is adopted in Bratislava. December 2001: ERYICA releases the Minimum Basic Training Course (MBTC) module for its training of Youth Information workers. November 2000: First ERYICA Governing Board is established. July 1999: ERYICA publishes its first study on “Generalist Youth Information in Europe in 1997”.

December 1998: ERYICA launches the online version of Infomobil. April 1997: Council of Europe signs a Partnership Agreement with ERYICA. December 1996: 12 organisations in 8 countries constitute ERYICA’s initial partners. April 1995: European Colloquium (Marly-le-Roi, France) recommends the creation of a framework for European cooperation in the field of “generalist” Youth Information and counselling. December 1993: 4th ERYICA General Assembly in Bratislava, Slovakia adopts the European Youth Information Charter. April 1992: ERYICA registers as a non-profit making association in Luxembourg. May 1991: ERYICA publishes the “European Directory of Youth Information Centres”: 471 centres in 18 countries. February 1990: Committee of Ministers (Council of Europe) adopt Recommendation 90/7 on “Information and Counselling to be Provided to Young People in Europe”. May 1988: 1st ERYICA General Assembly (Pomezia, Italy). August 1987: ERYICA registeres as a non-profit-making association in Amsterdam. June 1987: ERYICA launches first “Guides for Young Visitors”, booklets containing practical information about European countries to promote youth mobility. April 1986: Founding of ERYICA in Madrid, Spain as the result of a constitutive Meeting.
