Purpose of the Draft Plan 他 To present the situation in local level (Axios river area) for the possibility to develop plans. 他 Additionally, it will help the certificate body and also the investors to evaluate the possibility to create a SHP in certain positions.

Contents of the proposed Draft Plan 他 The plan should combine: 9 General information for the pilot spatial development in the area. 9 Limitations which arise in the area and how they affect the proposed Plan. 9 Probable locations of SH projects from a technical point of view.

Sources for the plan contents
¾ Public Authorities (RCM, Municipalities, CRES etc.). ¾ Recent Studies for the area. ¾ Acquisition and elaboration of technical data (maps, rivers flow, networks etc). ¾ Site visits. ¾ Feedback from publicity actions.

The Area: Axios River MAIN CHARACTERISTICS: ¾ 380 km2 length - 23.747 km² total extent ¾ 90,2% belongs to the F.Y.R.O.M. and 9,8% to Greece ¾ 701 km2 is the interested area ¾ Width: 50-600 m ¾ Depth: up to 4 m ¾ Anaglyph of the area: smooth LIMITATIONS: ¾ Protected Areas: - Axios Delta (an area of 100 hectares in the river’s mouth) is protected by Ramsar Convention - An area of approximately 60 km to the borders is belong to Natura 2000 sites ¾ Human activities: - Fishery - Agriculture - Stock farming - Extraction (sand, water) Krakow Poland, 19-20/9/2005 www.alphamentor.gr

Annual Water Discharges in the area
Annual average supply: 50.000 m3 per year. However, this supply can drop down to 1 m3/sec. High discharges: Mainly in springtime. Mean annual water discharge: 5x109 m3 per year (1971-1997 data).

What to examine for a possible SHP development Presence of: ¾ Forests, barrens ¾ Reforestation regime ¾ National parks, protected areas ¾ Natural heritage monuments ¾ Controlled Settlement Zone ¾ General City Planning Scheme ¾ Neighboring settlements ¾ Archaeological sites ¾ Important fauna & flora ¾ Existing uses of water Furthermore: ¾ Whether there are issues of national security involved ¾ If there is difficulty of interconnection to the transmission system or the energy distribution network ¾ Difficulty of accessing the site
¾ All these elements will be established in GIS form Krakow Poland, 19-20/9/2005 www.alphamentor.gr
Facts and problems in the case of Axios River
¾ Spatial planning in a Regional level is a concept in its first steps. The existing spatial planning doesn’t include the use of the river for hydro plants. ¾ Lack of management plan for river basins. It exists only for the Ramsar territory. ¾ Lack of interest from the local Authorities. ¾ Lack of hydrologic and hydraulic data. The cost to buy any existing data is very high.
Krakow Poland, 19-20/9/2005 www.alphamentor.gr
Methodology to develop SHP projects 他 The project consists of a G.I.S. based application that holds all the necessary information of the specific area of interest in the form of information layers on a base map.
MULTICRITERIA ANALYSIS
GEOGRAPHIC INFORMATION SYSTEM G.I.S.
他 These layers will clearly designate the state of the specific area as far as terrain model, topography, hydrology, background, habitation, and particular ecosystem are concerned.

Assessment of SHP placement and zoning installation

SUITABLE LOCATIONS The particular two Small Hydro Project sites are located in the west and east main irrigation channels of the Ellis Dam in river Axios. These channels serve the irrigation needs of the surrounding areas. The water supply is possible through a type S (ogee) spillway. The two channels have very similar geometry and the available design flow in both of them is about 1/3 of the total flow of Axios river. Finally, the gross pressure head is estimated to be about 12m.

reduction for the two similar central-grid single-turbine, small hydro projects.
What we will gain from this development? A SHP Station of 5 MW has: DEVELOPMENT PROFITS: ¾ Produce electricity of 30.000.000 KWh per year ¾ Conserves 6500 tn of petroleum and 10500 tn of carbon per year ¾ Occupies 50 people for the construction period and 10 people for its function
ENVIRONMETAL PROFITS: ¾ Set the limits down (due to the function of the regular electricity station) for air pollution ¾ Restrains the possibilities to pollute the forests
