ESHA publishes a brochure on environmental integration of small hydropower plants ESHA has published a Brochure on Environmental Integration of Small Hydropower Plants. This brochure has been developed under the Thematic Network on Small Hydropower (TNSHP) Project. The Thematic Network on Small Hydropower (TNSHP) is a European Commission - DG TREN (Transport & Energy) and Swiss Government funded project in the framework of the EU’s FP5 (Fifth Framework Programme for Research, Technological Development and Demonstration). ESHA in the IHA workshop on the Sustainability Guidelines and Compliance Protocol for Hydropower, Stockholm On the 20th of August, ESHA was represented by its Vice-President, Christer Soderberg, in the IHA workshop on the IHA Sustainability Guidelines and Protocol for Hydropower. The Guidelines provide a framework for good practice for hydropower Schemes, which is in accordance with the core values of The World Commission on Dams (WCD) report, "Dams and Development, a new framework for decision-making". The Protocol was developed as an aid in implementing and complying with the IHA Sustainability Guidelines. The seminar objective was to get a Feedback from external reviews of the IHA Sustainability Guidelines and Compliance Protocol. ESHA will launch a position paper on this issue by the end of the 2005. ESHA becomes a Sustainable Energy Partner in the Commission’s four-year campaign to raise awareness about renewables Following its “Campaign for Take-Off” on renewable energy sources (2000-2003), the European Commission has launched a new four-year campaign on 18 July to promote public awareness of sustainable energy. It aims to give maximum visibility to joint public/private initiatives in the fields of renewable energy sources (such as wind power, solar energy, biomass, geothermal power, hydro-electric power, biogas and other biofuels) and energy efficiency in buildings. Annual events include a conference and Sustainable Energy Awards, as well as an internet website to provide information to decisionmakers, media and the public. ESHA in the International Round Table on Small Hydropower in Moscow On 30th May 2005, the Moscow-based Energy Technology Centre organized an International Round Table on small hydropower development in Russia, which aimed at discussing the current situation of the small hydropower sector in Russia and to propose measures to

overcome barriers for further development. 58 participants - managers, specialists, project designers, experts, businessmen, representatives of mass media, among them representatives from EREC and ESHA (Bernhard Pelikan and Christine Lins) - took part in the Round Table, which was organised at the Delegation of the European Commission in Moscow. The participants came from countries such as Russia, Great Britain, Belgium, Austria, Germany, Greece, and Bosnia and Herzegovina. SPLASH Project- Spatial planning and local Agreements for small hydro comes to the End The SPLASH project is financed by the European Commission under the ALTENER element in the IEE Programme. The project, which started in 2003 and will finish in September 2005, covers 5 countries and includes 8 partners. A final workshop is foreseen on the 20th September in Krakow Poland organised by MAES (Maloposka Energy Agengy). The main outcomes of the project after two years are: -

Local pilot spatial and policy plans for small hydro in France, Ireland, Poland, Portugal and Greece. Guidelines for Micro hydropower development have been elaborated. These are designed to present the main concepts and stages in MHPP development in a comprehensive form with simple language. They provide updates on recent developments in technology and relevant procedures. The text underlines the most frequent difficulties experienced in the development of small and micro hydropower projects, and the methodology described is intended to help developers avoid or overcome these difficulties. Selection and analysis of best practices of Spatial planning for small hydropower development has been also developed.

SHYCA project Seminar on 16 September in Yerevan, Armenia SHYCA project on promotion of Small Hydro Power Retrofitting and Implementation in the Caucasus and Carpathian Region organises a seminar in Yeveran, Armenia on 16 September 2005. SHYCA aims to revive the existing know-how and infrastructure for small-hydro energy generation in NIS. The Caucasus and Carpathian region are ideal starting locations, with a high potential for small hydro and severe electricity shortages. Review of Small Hydropower Workshop in Lausanne, Switzerland ESHA, Mhylab and EPFL-LCH hosted a Small Hydropower Workshop in Lausanne from 30 June to 2 July 2005. This international workshop was a big success. Nearly 100 participants from more than 15 countries gathered to discuss the political, environmental engineering and spatial planning challenges and advancements of the SHP sector. Such an international discussion and information exchange is particularly imperative in the Enlarged Europe in order to meet the European Renewable Energy targets and to cope with the challenges of the Water framework Directive might pose to the Small Hydropower Sector. The workshop has been organised under the framework of two European Funded projects: the Thematic Network on Small Hydropower (TNSHP) funded by the European Commission and the Swiss Government under the 5th Framework Programme for

Research and Development and SPLASH project- Spatial Planning and Local Agreements for Small Hydro project funded under the Alterner programme. The topic of Spatial Planning and territorial approaches to small hydropower development closed the workshop, with a session dedicated to the presentation of the results of SPLASH project. The Spatial Plans developed for SHP in Ireland, Greece, France, Poland and Portugal were presented. Each country has developed its own methodology, identifying the potentialities and constraints for SHP development on a territory. SPLASH showed that good strategic spatial planning is fundamental for the coordination between the RESe directive and the WFD directive. The 5th Thematic Network workshop on Small Hydropower has constituted a bridge platform for the Small Hydropower sector between Hidroenergia 2004 Conference in Falkenberg, Sweden and the next Hidroenergia 2006. ESHA – Participation in Hydro 2005 ESHA will be taking part in the Hydro 2005 Conference held in Villach, Austria from 17-20 October. ESHA will host a workshop “Small Hydropower, a solution for sustainable development”, chaired by the Secretary General Christine Lins on the afternoon of 18 October (17.00-19.30), whilst ESHA President Bernhard Pelikan will chair a session on Small Hydro in Europe on the morning of the 19 October. NEWS FROM EREC REC Hosting a RE-Islands Conference A Renewable Energy Islands Conference with a focus on the benefits of the use of Renewable Energy Sources (RES) and their integration in island communities is taking place on 21 September 2005 at the Scotland House in Brussels. This one-day event is free of charge. EuropeanREislands is a project funded by ALTENER, a Community initiative focusing on the promotion of renewable energy sources. The project’s objective is to increase the commitment of European citizens to the development of energy sustainable communities. A video with examples of best practice from participating islands and a brochure with useful information on RES, both in several European languages, will be distributed free of charge at the Conference. These can be the tools for local policy makers in promoting RES in their area. A website which disseminates information about RES and experiences from all partners is available at www.europeanreislands.net. Beijing International Renewable Energy Conference The Chinese government is hosting the follow-up conference to the renewables2004 conference hosted by the German government in Bonn in June 2004. The Beijing International Renewable Energy Conference 2005 or ‘BIREC’ will take place in The Great Hall of the People, Beijing, China on 7-8 November 2005. The most important issues addressed at the conference will be: global status of the expansion of renewable energies in 2005, options for review mechanisms, and technology transfer (capacity building, overcoming barriers, policy, financing mechanisms). NEWS FROM EUROPEAN INSITUTIONS Commission consults public on action to improve the urban environment in Europe The European Commission is inviting the public and relevant authorities to give their views via the Internet on a new European strategy to improve the urban environment in Europe and also reduce the impact that cities have on the wider environment. The strategy is due to be proposed by the Commission in December 2005. The consultation will run until 21 September 2005. (IP/05/1016)
European Commission launches a four-year Campaign to raise public awareness on sustainable energy Intelligent energy production and consumption will change the European energy landscape forever”. This is the core message of the Sustainable Energy Europe campaign that the European Commission launched on the 18th of July 2005, and which will last until 2008. This action is set to contribute to meeting EU energy policy aims: an increase in the share of renewable energy up to 12% by 2010, together with substantial savings in energy consumption that have been estimated in the recently adopted Green Paper on Energy Efficiency at 20% by 2020. Energy Commissioner Andris Piebalgs on launching the campaign said: “This campaign will promote better living standards, stimulate economic growth, create jobs and enhance the competitive position of European industry on world markets. European Commission sends Reasoned Opinions to 9 Member States for failure to implement European legislation on biofuels On 6 July 2005, the Commission sent Reasoned Opinions and letters of formal notice to Member States that have not fulfilled their responsibilities under the biofuels Directive. “This is particularly unfortunate since biofuels have an important role to play in European transport and energy policy as one of the few options available for replacing oil-based transport fuels”, said Commissioner Piebalgs in charge of energy. “They tackle climate change by avoiding emissions of greenhouse gases; they diversify Europe’s sources of energy and reduce dependence on oil imports; and they offer new markets for European agriculture. Another Small Hydropower project registered for CDM La Esperanza Hydropower Project, Honduras The La Esperanza Hydroelectric Project is a small run-of-river hydroelectric project in the Intibuca region of Honduras that has a contract to sell generated electricity to the National Utility. Its offset 37 032 metric tonnes CO2 equivalent per annum. The International Bank for Reconstruction and Development will be the CERs (certified Emmissions Reductions) for Italy. More info on UNFCCC website: www.unfccc.int EU and India launch new co-operation on energy The 1st meeting of the India - EU Energy Panel took place in Brussels on 29 June. The Panel was opened by François Lamoureux, European Commission Director General for Energy and Transport, and by India Foreign Secretary Shyam Saran. The high level Indian delegation and the representatives of the European Commission had fruitful discussions on energy topics of common interest, including the use of clean coal technologies, renewable energies and energy efficiency. The two sides agreed on future co-operation in the areas of integrated energy markets, gas and oil and on energy forecasts in general. (IP/05/841) 3.5 MW hydro for Scottish Highlands The 3.5 MW Kingairloch Hydro project owned by Scottish & Southern Energy near Fort William has completed its reliability tests and raised its reservoir by 3m to create a 700.000m3 body of water, allowing three day’s power generation at full load with no inflow. Tests have also demonstrated the ‘water to wire’ efficiency to be at 83%, better than initially anticipated. (REW, July - August 2005). Feed-in Tariffs introduced in Turkey Last May, the Turkish Parliament introduced feed-in tariffs for electricity generated from renewable energy sources. This new law will mainly support wind power and brings Turkey’s energy policies closer to the EU legislation, but it is thought that the law is insufficient to attract investment in small hydro, biomass or PV installations. (Renewable Energy World, July-August 2005) Wavegen acquired by Voith Siemens Hydro UK-based Wavegen of Inverness, Scotland has been bought by Voith Siemens Hydro, a leading supplier in the field of hydropower employing over 2200 people and having achieved sales of some €683 million in the last business year. (Renewable Energy World, July-August 2005). Small Hydro Funding to Armenia Germany is to allocate €7.5 million to Armenia for the development of renewable energy sources as part of the Armenian-German interstate agreement on financial cooperation. The majority of these funds will be used to upgrade already existing small hydroelectric power stations. (Renewable Energy World, July-August 2005). Rwanda Power Programme to include Small Hydro The World Bank has approved a US$25 million credit to partially fund Rwanda’s Urgent Electricity Rehabilitation Project. Included in the government’s plan is the development of small hydro-based independent grids to increase electricity production, and the construction and rehabilitation of grid-connected mini- and micro- hydro stations. (HRW, July 2005). Success of Multibloc Pelton Runner A 1.4MW Multibloc Pelton runner has successfully completed its first year in operation at Alcan Primary Metal’s 65MW Lochaber smelter in Scotland. The project represents the first installation at a hydro project of this type of Pelton runner and was supplied by Gilbert Gilkes & Gordon Ltd. The machine features individual buckets which can be replaced as necessary, and the technology of this multibloc runner also cuts manufacturing time by half. (HRW, July 2005). Small Hydro Plants Approved by ANEELThe Brazilian National Electricity Agency (ANEEL) has approved plans for more small hydro, and has extended the commissioning deadline to Central Hidrelectica Salto das Flores Co for its project to launch the 6.7MW Salto das Flores in Santa Catarina. (HRW, July 2005). Small Hydro for Odra River, Poland Mavel a.s. (Czech Republic) was awarded a contract to provide three Kaplan units for the 9MW Malczyce hydro plant on the Odra river in southern Poland. Mavel will thus provide three horizontal pit Kaplan turbines, each with installed capacity of approx. 3MW and a diameter of 3400 mm. The project will also include the installation of a new weir with tilting gates, new locks and a new powerhouse. (Hydropower & Dams, Vol. 12, Issue 3, 2005). Turboinstitut lines up Small Hydro Schemes Due to the Macedonian Parliament amending its law on water use and rights last June which has allowed for the Government to negotiate directly with domestic and foreign investors, the Slovenian hydropower plant developer Turboinstitut wasted no time in signing a concession agreement for the construction of 25 small hydro plants. (Hydropower & Dams, Vol. 12, Issue 3, 2005). Local Energy and Water Development in Borneo A scheme to develop a micro hydro station combined with controlled irrigation is being installed in the village of Terian in Borneo with a view to providing a model for other villages to follow. The

micro hydro plant will be used to provide electricity for lighting, the running of power tools, as well as providing mechanical power to run a rice and flourmill. The main component of the scheme, however, is to use water from the catchment area to develop hydropower and an irrigation system for terraced rice fields. Last but not least, the project should allow the production of a case study handbook for reference for other communities. (Hydropower & Dams, Vol. 12, Issue 3, 2005). SHP and Wind in Argentine Railway Project In Patagonia, the consultant company Karp International SA is considering an innovative project for an electric low power train. Wind generators will be covering different spans, while the battery, or accumulators of energy will be reservoirs filled with seawater by way of an hydraulic pump. Further information can be found on www.inshp.org/news/shownews.asp?id=138 New Hydro in South Africa State-owned Energy development Corporation agreed a deal with Nu Planet, an independent power company, to build a new hydroelectric power plant in South Africa. The project aims at generating 4MW of power to Bethlehem Community in eastern Free State as well as helping to fulfil South Africa’s commitment to use 10.000GWh of renewable energy by 2013 (2002 World Summit). (http://microhydropower.net/news/viewnews.php?ID=51) Pilot Small Hydro Scheme Developed in Ecuador The 1 MW Mira Hydroelectric Project is being developed by Caminosca on the Baboso river as a pilot project to serve rural areas which currently do not possess electricity. In addition, inventories of Ecuador’s water resources and hydroelectric potential have identified small hydro projects between 1 and 5 MW in several provinces that appear attractive from both technical and economic perspectives, and can be developed immediately.
