But existing barriers to face up :

Regulatory framework and environmental constraints more and more strict (cf.WFD for instance) Long administrative procedures needed to get the necessary licences : this means costs (in time and money) and presents a risk to investors. SPLASH Objectives SPLASH is based on the assumption that this is the superposition of individual barriers which result in development difficulties and high costs. Given the small size of individual SHP projects, developers can hardly support these costs and delays. Thus, Splash intends to :

Elaborate a territorial approach of SHP development, reflecting the concerns of all stakeholders in the various constraints (technical, environmental, socio-economical) Improving the economic situation for developers by reducing upfront costs and risks Identify up to date technologies : • • •

to improve SHP integration into the environment to increase energy production to enable a better use of hydro potential in small head sites Splash project presentation, Poland 20th September 2005

SPLASH : Work programme Project duration : 30 months (April 2003 - September 2005)

6 phases :

Phase I: Compilation of information, preparation of work plan and consultations Phase II: For targeted areas evaluation of the resource and the main constraints Phase III: Preparation of local development plans Phase IV: Guideline for SHP development and best practice guide on planning issues Phase V: Feasibility Studies of one to three sites (depending on size) per country in the selected local areas Phase VI: Dissemination

Local plans : introduction

What is the aim of a local plan ? designed to act as an aid to the environmental assessment process support local actors (municipalities, counties,…) in their dissemination and consultation activities help to reduce the unit development costs of a SHP through the distribution of the costs to all the projects that could be developed in the area covered by a plan How have they been carried out ? Each country has developed its own methodology, fitting its national context (see presentations by partners) Carried out on various scales, using various methodologies Only one common point : GIS tool using

Æbased on studies of sites presenting hydro interest. For each site identified, identification of constraints and integration into a database and GIS.
