ESHA Governing Board met in Villach, Austria in the framework of the International Conference Hydro 2005 on the 19th October 2005. Bernhard Pelikan opened the meeting and welcomed everybody to Villach. He specially welcomed Kieron Hanson from the BHA who will substitute Steve Cryer as BHA representative in ESHA, as Steve due to other work commitments, cannot do so anymore. The following points of the agenda were discussed. 1. Review of ESHA activities at HYDRO 2005 Christine reviewed ESHA activities in the Framework of HYDRO 2005 conference. As agreed with Alison Bartle a SHP session will take place in Hydro Conferences the year when we do not have Hidroenergia ones. In HYDRO 05, ESHA has an exhibition stand and co-organised a SHP session chaired by BP and a TNSHP workshop on SHP for developing countries. George Babalis gave an overview of the preparations of HYDRO 2006 that will take place on 25-28 September 2006 in Porto Carras, Greece.

Overview of ongoing activities a) WFD i) Helsinki workshop ii) Prague workshop iii) Next SCG meeting 26-27 October 05
Christine Lins explained that ESHA is a member of the Strategic Coordination Group (SCG) for the Implementation of the WFD set up by DG ENV. From here ESHA has been advocating for the creation of a specific working group on Hydropower, to strengthen the message that depending on how the WFD is implemented it can be in contradiction with the RES-e Directive. From 2006 a working group on hydro-morphology has been set up (dealing with Hydropower and Navigation). ESHA will apply to be in the Steering Group of this working group in order to play a proactive role on how to integrate SHP development under the WFD. BP attended a workshop in Prague on the 17 th October 2005 organised by DG ENV where he presented the ESHA position on the WFD and on HMWB. Bernhard Pelikan reported that NGOs where supportive to ESHA’s position on HMWB, and he saw this workshop as a positive kick-off meeting for the working group on hydro-morphology. b) Lobbying for inclusion of SHP in FP7 Christine explained ESHA activities to lobby for FP7. ESHA via EREC and EUREC Agency is lobbying for a single budget line for RES which under FP6 has a budget line called sustainable energy but this does not only include RES but also carbon sequestration, hydrogen, clean coal etc. Arthourous Zervos, President of EREC, had a meeting in July with the Cabinet of PotoÄ?nik. The feedback was positive in the sense of considering all RES (SHP was forgotten in FP6), but not on the single budget line. A publication on FP7 has been developed by EUREC Agency, where the engineering group of the TNSHP has contributed the SHP section. The engineering group has also developed a strategy for R&D for the SHP sector, ESHA will have a meeting with DG Research on this issue in December. c) ESHA participation in Research conference (Brussels, 21-22 November 05) ESHA will have an exhibition stand for free at this conference, where we will disseminate the Proposals for a Strategy of R&D for SHP sector and Hidronergia leaflets. MHyLab will exhibit a Pelton turbine there that can be used afterwards as SHP display in the new REH. d)
Hidroenergia 2006 i) First Announcement & Call for papers ii) Scientific committee
Kieron Hanson explained how the organisational issues are being developed within BHA. Despite first organisational problems (a contract with Network Events has been initially signed, but BHA has finally decided not to use an official events organiser), the organisation of the conference is ongoing. A first announcement and call for papers has been produced and it is being widely distributed in the UK and at international level. David Williams and Ellan from BHA are working on Hidroenergia.
A scientific committee to evaluate the papers has been formed: members of the GB agree to be in the Scientific Committee. BHA will suggest 2-3 names to complete the list. The proposed list is sent together with the minutes. e) TNSHP Maria Laguna reviewed the activities of the TNSHP. The project is ending in March 2006, so far 6 workshops have been organised, and various publications have been developed: - Updated version of the layman’s guide in EN, SE, DE, FR, - Brochure on environmental integration (EN, DE, IT), - Brochure on SHP developing countries, - Proposal for a European R&D strategy for SHP, - Overview of the SHP situation in the New European Members States and Candidate countries - A Publication on the State of the art of SHP in EU-15 is foreseen for beginning of next year. Maria reminded the Members to complete and send back to her the questionnaire on installed capacities. f)
Communication activities i) New ESHA website www.esha.be ESHA has developed a new Website. After the great work done by Celso with the threelanguage version of ESHA website, the idea was to develop a one language website, managed directly by ESHA’s office. Celso continues to give his input to Maria Laguna, on news on SHP to be put on the web. The website has a members only area to be use only by the Members of ESHA. user name : eshamember password: esha05 In this member only area, the members of ESHA can find: - Requests sent by ESHA to its members on collection of information ( i.e questionnaire on installed capacities, ) - PowerPoint presentation of SHP in each member states (so far only Greece, Italy and Norway have given their input) - GB minutes (so that the members can check what was discussed in previous meetings) - Overview of ESHA staff participation in past and future events ii) New layout of newsletter Maria explained that ESHA has developed a new layout for the newsletter following the image of the new website. She asked the members to use more widely the newsletter to disseminate their information. iii) Press review Since the last GB ESHA has written several SHP articles which were published in different international magazines and reviews. All these articles can be found on ESHA website: - European cooperation on a new planning approach for small hydro. In H&D October 2005 - Small Hydropower has much to offer. In H&D July 2005 An integrated approach to SHP development: from R&D to market deployment, In H&D July 2005 - Sustainable markets for SHP in developing Countries, In H&D July 2005 The ESHA secretariat will try its best to always proofread the articles before edition to avoid problems. g) ESHA Participation in events Christine outlined the events in which ESHA staff has participated since the last GB and where they would participate until the end of the year. This list can be found in ESHA members only area in the new website. BP took the opportunity of a seminar in Bratislava to establish contacts with the Czech and Slovak SHP associations. Both associations expressed their interest in becoming members of ESHA. 3. Sustainability Guidelines & Compliance Protocol for Hydropower BP explained that a student of his university would test the applicability of the IHA guidelines for SHP. He/she will carry on this work next year. Once having the conclusion of this work, ESHA will establish an official position on these guidelines and their applicability for SHP. 4.
Future proposals a) FP6 – deadline 22.12.05 b) IEE – deadline January 31.01.06 ESHA needs for EU-funded projects to carry on its work. ESHA membership fees only support 50% of the financial basis of the Association. Two proposals are foreseen - One under FP6, to follow up the approach of the TNSHP, with scientific and research actors involved. This proposal aims at streamlining R&D carried out in this sector and to strengthen the educational base of SHP. - One under IEE programme, a Promotion Campaign on SHP, with a two-fold approach: a geographical one (strengthen cooperation between EU-15 and EU-10) and Thematic approach (on issues such as RES-e vs WFD, public image, an environmental integration). Christine asked the National Associations to address ESHA if they want to participate in this proposal. Christine outlined that the 50% cofinancing have to come from membership fees. It is important to be very careful with these financing issues, particularly as the EC audits are very strict and occur more often than in the past. 5.
EREC activities a) Strasbourg event 27.9.05 EREC organised a lobby event in the EP. More than 36 MEPs were present in this meeting. According to Claude Turmes, it was the major lobby event ever in the European Parliament. The EP has urged the EC to come up with RES targets by 2020. The EP has voted a report on RES. The report supports an increased deployment of renewable energy sources, calling for an increase of the share of energy from renewables to 20 % by 2020 from a level of 6% in 2001". b)
Amsterdam Forum
The EC has created a new forum on RES for Member States, NGOs and other Stakeholders. EREC has been invited to this forum. Commissioner Piebalgs clearly stated that it is too early for harmonisation of support systems for RES. The EC is about to publish a communication on harmonisation of support systems. The communication follows EREC- ESHA position on this issue. c) BIREC2005 EREC will have a stand on BIREC 2005, the follow up of the Bonn conference. ESHA will have its publications at the EREC stand. d) REH update Works are going ok. MHyLab will give a Pelton turbine for the house. Next GB will be held in the new Renewable Energy House on 3rd February 2006. 6. Alliance for Rural Electrification (ARE) Christine Lins presented EPIA’s initiative on the Alliance for Rural Electrification. ARE wants to be an independent worldwide non-profit entity, which will try to attract and join together all stakeholders that currently work in rural electrification. The Alliance will stimulate sustainable development in non-electrified rural areas of developing countries by promoting accelerated access to electricity services from renewable energies. EUBIA, the European Biomass Industry Association has also joined the Initiative. The GB voted that ESHA should join the ARE as well. 7. Miscellaneous ESHA powerplant: ESHA members discussed the proposal of having a power plant owned by ESHA. Peter Schubert expressed his concerns about if this would be a good activity for ESHA. The board agreed to create a working group on this issue and explore further this possibility but without taking any commitment so far. Geraldo Tiago, Executive Secretary of the National Center of SHP in Brazil, presented an Overview of the SHP situation in Brazil for the GB members.
