SMALL HYDROPOWER IN GREECE
Some Basic Data • There is a small hyropotential of 1,5-2 TWh/year • There are some 40 plants in operation, 9 belonging to the public utility (PPC) of 32.2 MW and some 30 belonging to IPPs totalling 32.8 MW • Total mean annual generation some 155 GWh • Two plants of PPC (12.1 MW, 28 GWh/yr) and over 40 plants of IPPs (85.4 MW) are under construction
Some More Data • There is no National Association of Independent Producers • PPC SA represents Greece in ESHA • Investment Cost is estimated at €1500/Kw • Operation & Maintenance Cost is estimated at 0.7 Eurocent/kWh • Price for sale to the PPC’s Grid: 6.8 Eurocent/KWh • Average Cost for connecting to the Grid: € 2000/Kw (20 Kv line)
The Institutional Framework • Law no. 2773/1999 regulates matters of Independent Electricity Production • Revision of said Law is being drafted • Ministry of Development grants & control licenses for IPP plants, following the advice of the Greek Regulatory Energy Authority (RAE), a financially & administratively independent service operated under the supervision of said Ministry • Law no. 3199/of 9.12.2003 regulates the application of EC Directive no. 2000/60 in Greece reg. the management of the water resources • Installed Capacity Limit for SHP = 10 MW
• The Country’s biggest IPP plant is the Tsivlos municipal plant on Krathis river (2.8 MW) in Achaia of Peloponnese
