Student Speaker

On behalf of the faculty of GW’s Elliott School of International Affairs, I am proud to convey our congratulations to the undergraduate and graduate students who are participating in this celebration of academic achievement. Graduating from the Elliott School is a testament to your abilities, your dedication, and your commitment to academic excellence. You have now achieved a new level of expertise in your chosen fields, and you are about to become alumni of this superb school. Congratulations to one and all! The 2012–13 academic year has been an especially memorable year at the Elliott School. Although international affairs education at GW dates back to the early days of the Columbian College in 1821, this year marks the 115th anniversary of GW’s first school of international affairs—the School of Comparative Jurisprudence and Diplomacy, founded in 1898. In addition, 2013 marks the 25th anniversary of the naming of the school in honor of former GW President Lloyd Elliott and his wife, Evelyn. Over the past quarter-century, the Elliott School has developed a well-deserved reputation as one of the most distinguished and dynamic schools of international affairs in the world. The Elliott School is an extraordinary community of people who are exceptionally committed to

Mandisa P. Mathobela is a candidate for a Master of Arts degree in international trade and investment policy at GW’s Elliott School of International Affairs. She is currently an intern at Delphos International, a financial services firm in Washington, D.C. Mandisa received an undergraduate degree in international relations from the University of the Witwatersrand in Johannesburg, South Africa. She has worked at the Department of Economic Development in South Africa. Mandisa has also been a Fulbright Scholar and a Mellon Mays Fellow.

Keynote Address Maurice “Mickey” A. East was the dean of GW’s School of Public and International Affairs (1985–1987), dean of GW’s School of International Affairs (1987–1988), and dean of GW’s Elliott School of International Affairs (1988–1994). He is now professor emeritus of political science and international affairs. Dean East has served as president of the International Studies Association and was a senior fellow at the Strategic Concepts Development Center of the U.S. Department of Defense. He received two Fulbright Awards to Norway, and spent a year teaching and conducting research in Uganda (1971–1972) and New Zealand (1994–1995). His publications include Diplomacy and Developing Nations, Why Nations Act, and The Analysis of International Politics. Dean East earned a Ph.D. in politics from Princeton University.

working in public service, the private sector, and non-profit organizations in approximately 100 countries around the world. At the Elliott School, we like to say that we are educating the next generation of international leaders. We like to say it because it is true. It has been a privilege to spend these years with you at the Elliott School, and it is a privilege to have you as colleagues in the field of international affairs. I wish you the best.

Edward A. McCord is associate professor of history and international affairs, director of the Sigur Center for Asian Studies, and director of the Taiwan Education and Research Program at GW’s Elliott School of International Affairs. A specialist in Chinese history, he lived and studied for five years in Taiwan and the People’s Republic of China. He is the author of The Power of the Gun: The Emergence of Modern Chinese Warlordism, as well as scholarly articles that have appeared in Modern China, Republican China, and Modern Asian Studies. He is working on a book that examines militia organizations in Republican China (1911–1949). Professor McCord received a Ph.D. in history from the University of Michigan.

2013 E LLIOTT S CHOOL PRIZE AN D AWARD WINNERS

The Distinguished Scholar Award recognizes an undergraduate student for superior academic achievement. Jane Margaret Olmstead-Rumsey is a candidate for a Bachelor of Arts degree in international affairs with a concentration in international development studies, and a second major in economics. She is a consultant with the Independent Evaluation Group of the World Bank and was previously a research fellow at GW’s Institute for International Economic Policy. Following graduation, Jane will begin work as a research assistant in the Emerging Markets section of the Federal Reserve Board. The Charles Sitter Award was established by Mr. Sitter in 1997 to honor an outstanding Elliott School student who has worked 25 or more hours a week throughout their studies while maintaining a cumulative GPA of 3.5 or above. Lindsay Kathryn Plante is a candidate for a Bachelor of Arts degree in international affairs with a concentration in international development studies and a minor in public health. She volunteers with Peer Health Exchange as a health educator in Washington, D.C., high schools and also works in the Public Policy Department of the American Academy of HIV Medicine. Following graduation, Lindsay will continue working in the community health field. The Wilbur J. Carr Memorial Award is awarded to one undergraduate student and one graduate student who demonstrate outstanding ability in the study of international affairs and display the qualities necessary to be good citizens and dedicated public servants. Rachel Erin Krausman is a candidate for a Bachelor of Arts degree in international affairs with a concentration in conflict and security, and a minor in public health. She was the founder and co-president of the GW chapter of Active Minds, a national mental health awareness nonprofit. After graduation, Rachel will be working for the American Red Cross on domestic and international youth disaster preparedness. Grant W. Schneider is a candidate for a Master of Arts degree in international affairs. He currently serves in the Bureau of Arms Control, Verification and Compliance at the U.S. Department of State, where he coordinates the Bureau’s public affairs and public diplomacy efforts. In 2011, Grant was a Nuclear Scholar with the Project on Nuclear Issues at the Center for Strategic and International Studies. He has given presentations at the United States Strategic Command and the United Kingdom’s Atomic Weapons Establishment.

The John Henry Cowles Prize is awarded to the student who combines the highest overall scholastic achievement with leadership potential. Christina Angelica Ravelo is a candidate for a Bachelor of Arts degree in international affairs with a concentration in conflict and security, with a second major in religion. During her experience at GW, she has served as a Colonial cabinet member and a senior interviewer for GW Admissions. Upon graduation she will serve as a Corps Member with Teach for America, an AmeriCorps program. The Walter Roberts Award is awarded to a graduate student in the Global Communication program who has studied public diplomacy at the George Washington University, and who plans to pursue a career in public diplomacy. Kimberly Danielle Morton is a candidate for a Master of Arts degree in global communication. Kimberly has completed internships with Meridian International Center, the United States Olympic Committee, and the National Rehabilitation Hospital. She is currently the media relations coordinator for Hiring Our Heroes, a veteran and military spouse employment program at the U.S. Chamber of Commerce Foundation. The Norman H. Friend Prize is awarded to an undergraduate student who combines overall scholastic achievement with leadership potential. Carly Elisabeth Nuttall is a candidate for a Bachelor of Arts degree in international affairs with a concentration in conflict and security, and a minor in criminal justice. She has been a member for three years of the Eta chapter of Delta Phi Epsilon, a Professional Foreign Service Sorority, and currently serves as its vice president. As a student in the University Honors Program, Carly researched the effects of transnational organized crime on governability in Mexico for her senior thesis with the Elliott School Undergraduate Scholars Program. The Naomi Poling-Warbasse Award is given to a first-year female graduate student in the European and Eurasian Studies (EES) program or concentration. The awardee is recognized at her graduation. Jessica Rena Abenstein is a candidate for a Master of Arts degree in European and Eurasian studies, focusing on political Islam and Central Asia. Before beginning her studies at the Elliott School, Jessica was a Fulbright scholar in Tajikistan, studying the role of the Islamic Renaissance Party in peace-building and Persian language. Following graduation, Jessica hopes to join the Foreign Service.

Karin Jonsson is a candidate for a Master of Arts degree in international development studies, focusing on economic development in Sub-Saharan Africa. She has specialized in monitoring and evaluation, and will complete a project assessment in Laos during Summer 2013. She is currently a consultant for USAID and Just Hope, and formerly interned with International Development Effectiveness Alliance (IDEA) and Partners of the Americas. Daksha Shakya is a candidate for a Master of Arts degree in international development studies. She joined the World Bank’s Transitional Demobilization and Reintegration Program in 2012, where she conducts research and provides operational support to projects in the Great Lakes Region of Africa. After graduation, she will continue her work at the World Bank, focusing on post-conflict issues. The George Washington Alumni Association Prize is an annual prize given to an outstanding graduating student in each school of the university. The award honors future alumni who have shown exceptional commitment to GW and its community. Sarah Jessica Corcoran is a candidate for a Bachelor of Arts degree in international affairs with a concentration in global public health, and an additional focus in pre-medicine. She is the head peer advisor for the Elliott School’s Academic Advising Office and a research assistant at Fort Belvoir Community Hospital, where she is coordinating a study with active-duty military members battling substance abuse and post-traumatic stress disorder.
