MESSAGE FROM THE MAYOR Stony Plain has much to be proud of as we look back and reflect on 2018. The strategic decisions made will guide Stony Plain into the future in the direction of growth, sustainability, and opportunity. The information you will find within these pages demonstrates how, with determination and perseverance, we are successfully emerging from the biggest economic downturn the province has experienced in a generation.

We commit to good governance and partnerships, economic opportunity, supportive infrastructure, community development and environmental sustainability. These goals are an expression of the values necessary to ensuring a high quality of life and a sustainable community.

In 2018, we completed the construction of Veterans Boulevard, finished phase one and began phase two of our Downtown Redevelopment Project; both major improvements to the infrastructure in Stony Plain. We met with residents to discuss the future of our community for the Old Town South area and enlisted their ideas for the Old Town Community Plan. In 2019, we hope to continue this relationship and gather support for a planned Regional Recreation Centre.

We focused on stimulating our economic sector and creating new jobs by attracting new and diverse businesses to our community. The success of this initiative is indicated by the growth of new business aquiring licences; an increase of 13% in 2018 and 26% in 2017. These numbers indicate potential for continued growth during the year to come.

Undoubtedly, the most important commitment we have is to the residents of Stony Plain; their well being and satisfaction is our main priority. With every decision Council makes, we ask ourselves which outcome will be the most beneficial to our citizens and our community, and what steps we must take in order to achieve it.

Our accomplishments are made possible because of partnerships with our neighbouring communities of the City of Spruce Grove and Parkland County, the provincial and federal governments, local groups and organizations, and many dedicated volunteers. Thank you for all of your assistance and support; we celebrate our successes together.

The Town of Stony Plain works to maintain open and clear communication with members of the public and provide as much accurate information with residents as possible through our new website, social media feeds, the local newspaper and the radio station. On behalf of the Town of Stony Plain Council, I encourage you to read this 2018 Annual Report; it speaks to our strengths and achievements as a town, our adaptability as a municipality, and our spirit as a community.

The effective and efficient delivery of services to residents is paramount to our success. We make every effort to provide quality services to the community through the direction of Council and we serve the public with pride. As each year closes, it is imperative we take a moment to reflect on our journey, view the progress made and evaluate the path taken. This ensures we continue to strive for excellence, conduct ourselves with respect for others and act as stewards of our community.

The work we do as an organization continues to prove we are leading the way in Alberta, and for that I am truly proud. Thank you to all who choose to make Stony Plain the amazing community that it is.

According to the Alberta Municipal Government Act, the purpose of local government is: •

To provide good government;

To provide services, facilities, and other things that, in the opinion of the Council, are necessary or desirable for all, or part of, the municipality; and

•

To develop and maintain safe and viable communities.

Municipalities in Alberta are governed by Councils elected by its residents every four years, with the last municipal election taking place in 2017. The Town of Stony Plain is governed by seven members of Council: one mayor and six councillors. During their four-year term, Council is responsible for implementing bylaws and policies, establishing strategic priorities, and passing an annual Corporate Plan.

Governed by the Municipal Government Act of Alberta, Council works to provide programs and services to the public to improve overall quality of life by developing and maintaining a safe and viable community. All decisions made reflect the priorities of their community - efficiently, effectively and with financial prudence. Council’s vision is to have responsible governance, economic opportunity, supportive infrastructure, community development, and environmental responsibility.

Town Council appoints a Town Manager who serves as the Chief Administrative Officer (CAO) of the municipality. The CAO manages nearly 150 staff (full time, part time and casual) who all work to execute the day-to-day duties necessary to fulfill Council’s mandate. Town office is comprised of four departments headed by the Town Manager and three General Managers.

PUBLIC PARTICIPATION POLICY

Council approved the Code of Conduct Bylaw 2583/G/18 which establishes the Code to govern the conduct of Council and Council appointed board, commission, and committee members.

Council approved the Public Participation Policy to recognize the value of public participation and create opportunities for meaningful decisions that directly impact the public.

COUNCIL STRATEGIC PLAN Council adopted the 2018-2021 Council Strategic Plan.

TRI-MUNICIPAL REGION TRANSIT Council accepted the Tri-Municipal Region Transit Report and directed Administration to work with regional partners, Spruce Grove and Parkland County, to form an implementation committee for regional transit in the tri-municipal region.

CANNABIS - LAND USE BYLAW AMENDMENT Council amended the Land Use Bylaw to establish cannabis definitions, determine in what districts (zones) the proposed uses are permitted or discretionary, and establish regulations for the land uses including separation distance for cannabis retail locations.

Regina Lonneberg, Manager of Facilities for the Town of Stony Plain was presented with the 2018 Matthew Claus Award by Mayor William Choy and Town Manager Tom Goulden.

In 2016, the Town of Stony Plain said goodbye to a community member, leader, and friend. Matthew Claus was a resident of Stony Plain and the Town’s Manager of Planning & Infrastructure. Matt passed away in 2016 after a hard battle with melanoma.

He was a passionate and dedicated public servant whose work had a positive impact on the bright future of the community. To honour his contributions and commitment to quality of life in Stony Plain, the Town created an award in his name.

The recipient of the 2018 Matthew Claus Award was presented to Regina Lonneberg, Manager of Facilities for the Town of Stony Plain. Lonneberg has represented the Town of Stony Plain with respect, sincerity and integrity. Providing that extra mile of service to the community in many different ways, Lonneberg has worked diligently to make Stony Plain a better place to live.

community profile With a unique cultural heritage and rich pioneer history, Stony Plain is known as a vibrant, thriving and diverse community. Located just 17 kilometres from Alberta’s capital city of Edmonton, Stony Plain proudly prioritizes and maintains its strong cultural heritage while offering city-sized amenities and a professional business environment.

The community provides an array of housing and transportation options, an excellent school district, and a mix of both locally and nationally owned retail shops, restaurants and professional services. From the development of its first homestead in 1881, Stony Plain is home to over 17,000 residents today. According to the last Federal Census in 2016, 17,189 residents resided within the town’s borders - a 14.2% increase from the 2011 Federal Census. By 2032, Stony Plain’s population is projected to grow to 30,000.

With a commitment to quality of life for all its residents, Stony Plain has developed as a community with places to work, play and live. Due to close proximity to Edmonton and major highway corridors, Stony Plain is a prime location for development in the Capital Region. To accommodate growth, the Town works collaboratively with regional partners, local businesses, community groups and other organizations to ensure appropriate infrastructure, services and programs are in place to support a prosperous community.

Stony Plain is home to three major business parks containing both commercial and light-industrial businesses.

The Town’s engaged business community plays an integral part to its economic strength. Continuously looking for opportunities to expand services and product offerings, Stony Plain is an ideal location for development and entrepreneurial ventures. Stony Plain’s community has the nucleus of a destination region, anchored by a historic downtown, Multicultural Heritage Centre, Pioneer Museum, Heritage Park and Rotary Park.

governance and partners The Town of Stony Plain takes pride in the way this municipality is governed and the partnerships it creates and cultivates to serve its community. Each year the Town undergoes a robust, comprehensive corporate planning process. Combining strategic planning and budgeting, the Town implements programs, services and amenities to residents — effectively, efficiently and in a financially responsible manner.

Good governance and effective partnerships translate to ongoing community engagement. An engaged community is a strong community. Striving for communications excellence, conversations with all community members are two-way, purposeful, ongoing, transparent and supportive of the democratic process.

In 2018, changes made to the Alberta Municipal Government Act mandated the adoption of a Public Participation Policy for the Town of Stony Plain. This policy ensures involvement of members of both public and stakeholders in municipal decision making across the province. Throughout the year, the Town of Stony Plain invited residents to participate and engage in discussions affecting the Town’s ‘Old Town Community Plan’ project and the redevelopment of its new website. Through both these public participation events, residents were given the opportunity to provide preliminary planning input, voice their opinions and concerns, and gather relevant information affecting their community.

Frameworks where Town Administration and residents can come together to collaborate, cooperate, and communicate with transparency are imperative to supporting the Town’s democratic process.

With service to the community a top priority, Stony Plain takes pride in effective governance and the partnerships created to meet the needs of all community members. The Town works closely with neighbouring municipalities, local organizations and regional counterparts to continually improve and evolve its commitment to the community. This is evident through the ongoing Inter-Municipal Collaboration Framework that was developed in 2015.

Collaborative efforts are most noticeable in the ongoing construction of the integrated RCMP Facility for Stony Plain, Spruce Grove and Enoch RCMP detachments. Completion scheduled for 2019 will allow for increased collaboration and use of shared resources between the three regional counterparts.

Supportive infrastructure Robust and resilient communities are built on strong foundations of sustainable infrastructure. The Town of Stony Plain strategically plans to ensure well designed and maintained infrastructure are in place to support the provision of reliable services, enabling the community to evolve and expand.

Throughout 2018, the Town of Stony Plain delivered infrastructure improvements through roadways, rail, downtown redevelopment, amenities and signage.

These improvements, combined with strong strategic planning, are all elements of best practices needed to build dynamic and diverse communities.

Roadway improvements commenced with upgrades to Provincial Highways 779 and 628. Improvements to these roadways included repaving and widening HWY 779, repaving HWY 628, and the installation of traffic signals at their intersection. Widening rehabilitation of HWY 779 from 47 Avenue to HWY 628 will continue through the first half of 2019.

The Town’s Veterans Boulevard project also saw completion with a ceremonial opening of Veterans Boulevard. The ceremony honoured members of the community’s Legion and veteran members of the Canadian Armed Forces.

The Town of Stony Plain recognizes that sustainable infrastructure improves amenity access, supports recreation, social interactions and active utilization of spaces for all ages. Rotary park construction concluded in 2018 with improvements to the park’s trails, playground, gazebo and landscaping.

CN pursued a rail-twinning project through the municipality as part of a capital investment into safety and efficiency. As part of this project, CN and Tree Canada awarded the Town a community tree-planting grant of $25,000. Council matched the grant and funds were used to beautify green spaces affected by the rail-twinning project.

Stony Plain’s Downtown Redevelopment Plan is a multi-year project focusing on updating aging underground infrastructure. Launched in 2017, the project provides critical maintenance investment to the Town’s community core. Most of Phase II of the Downtown Redevelopment Project was completed in 2018. During Phase II, improvements were made to 50 Street between 54 Avenue and 52 Avenue. The entire project, set for completion in 2020, will include upgrades and additions to underground infrastructure, replacing aging infrastructure, improving the pedestrian environment, establishing bicycle route linkages, upgrading paving and sidewalks, developing traffic-calming features, enhancing spaces for cultural events and integrating new public art. Phases III and IV will commence in 2019 and 2020 respectively.

By the end of 2018, Phase I of the Town’s Signage Implementation plan was complete. Two new large welcome signs were designed, constructed and installed at the Town’s major highway corridor entry points: along HWY 16A at Veterans Boulevard and Range Road 12. As part of a larger comprehensive sign strategy plan, four additional welcome signs on boundaries along HWY 779 and HWY 628 were installed, as were two facility identification signs at Rotary Park and the Town’s Golf Course.

community DEVELOPMENT Cultivating a healthy and sustainable community is considered in all daily operations and long-term strategic decision making. The Town of Stony Plain is committed to its residents by providing services and programs contributing to and satisfying high quality of life. Through this commitment, the Town works to ensure all residents have access to diversified housing, transportation, recreational amenities, cultural programs and protective services.

Working with community partners, local organizations, agencies, businesses and neighbouring municipalities, the Town hosts a variety of annual cultural and recreational events throughout the year residents and visitors have come to love. Each year the Town releases its Destination Guide highlighting art, music and outdoor events such as Farmers’ Days Rodeo and Exhibition, Summer Sessions, Canada Day, Children’s Summer Programs, Outdoor Movie, Mini Monster Bash, Christmas Tree Light Up and New Year’s Family Fest.

In 2018, the Town of Stony Plain was once again a feature site for the annual Alberta Culture Days.

This province-wide festival of arts, heritage and culture showcased the Town of Stony Plain’s unique personality and allowed many cultural and creative groups, businesses and organizations to step forward and lead their community in a celebration of heritage and cultural diversity.

Recognizing the growing culture in Stony Plain, the Town created a new award in 2018 — Award of Creative Excellence. The award was founded to recognize creative leaders within the community for their positive contributions toward elevating culture

in Stony Plain. The first recipient of the award was presented to the Blueberry Bluegrass Festival. A signature event in Stony Plain, the festival embodies creative ambassadors in the community and encompasses the values of accessibility, inclusion, public engagement and community collaboration.

In 2018, the Town of Stony Plain continued its Twinning Program with the Town of Shikaoi, Japan - a program that has been part of the Town for more than 30 years. As part of this program, residents in Stony Plain and Shikaoi have the opportunity to participate in exchanges throughout the year. In July, six students and two staff travelled from Stony Plain to Shikaoi for the annual Student Delegation. In exchange, 55 students and eight chaperons from Shikaoi travelled to Stony Plain in September.

During their 12 day visit to Stony Plain, the Shikaoi delegation participated in a variety of fun and engaging activities and events with their host families. Extending beyond students, the Town also coordinates a Long Stay component within its Shikaoi Exchange Program. Entering its third year in 2018, the program accepts residents over the age of 18 and provides them with the opportunity in Shikaoi for a period of 30-90 days. While abroad, residents participate in community activities and events, assist with teaching English, Arts or Culture, and share their Canadian experiences and knowledge. The Town of Stony Plain’s relationship with Shikaoi is a very special one that is unique to our town and will be cherished for years to come.

Stony Plain’s public art and outdoor murals play an integral part to the visual dialogue that makes the community a unique place to live and visit. In 2018, a number of murals were refurbished and reinstalled: Stony Plain’s Community Centre’s ‘Strong Arm of the Law’ mural was rehabilitated while ‘Celebrate Rotary International’ at Rotary Park and ‘Along the Fifth’ at Meridian Mall murals were reinstalled. The Town also added to their art locations by unveiling new art pieces throughout the community: on Grandparents Day, the Meridian Foundation unveiled ‘Comforts Past’ and later in June ‘Aboriginal Pottery Medicine Wheel’ was revealed at Heritage Park.

Facilitated by Parkland Potters’ Guild, each quadrant of this artistic medicine wheel boasts small pieces of pottery made by attendees from the 2016 and 2017 Aboriginal Days.

Lastly, a new sculpture titled ‘Disc Drumming’ was unveiled at Rotary Park. The interactive and engaging aspects of this sculpture allows visitors to create and play, capturing the essence of community development within the Town.

Construction began in 2018 on the Downtown Library Expansion Project. The project will relocate the Town’s existing 9,900 square foot library to a larger 14,800 square foot space downtown. The project — designed to meet the diverse needs of the community for library programming — continues Council’s focus on economic development while improving the downtown core. Looking forward, construction is expected to be completed in the fall of 2019.

Economic Opportunity Stony Plain has a distinct and progressive business district with the opportunity to draw from the broader region, tapping into a much larger market in search of unique items and services. The Town of Stony Plain boasts a business sector that is supportive, vibrant and growing. To ensure its sustainability, the Town developed an Economic Development Strategy. Implemented in 2016, the strategy focuses on attracting new businesses and investors, creating more jobs and encourages growth and diversification of the Town’s progressive economic sector.

The Town continues to promote its Unbridled Possibilities Campaign sharing the message of opportunity and possibility to entrepreneurs by presenting Stony Plain as an ideal place to plant their business roots. The Town’s dynamic business environment can be measured by the 50 new business licences issued in 2018. This was a nearly 6% increase from 2017, continuing a trend of steady growth since 2011. With a mix of locally and nationally owned retail shops, restaurants and professional services, the 902 businesses in Stony Plain make unique impressions on the Town’s economic landscape.

The Town is committed to creating a business environment built with a solid foundation for future development. Stony Plain offers a variety of events to help business owners connect and network.

Ongoing networking initiatives such as CultureFWD explore innovative ventures shaped by knowledge, creative thinking and social skills among local businesses. In 2018, the Town of Stony Plain hosted three CultureFWD events where businesses of all backgrounds amalgamated to learn, inspire and explore opportunities for collaboration.

In the fall of 2018, the Town of Stony Plain was awarded a Marketing Canada Award for their email marketing initiatives - eNewsletter.

Providing the Town with a direct and professional form of communication with clients and business contacts, the eNewsletter has been instrumental to the Town’s focus of supporting its local business community and pursuing investment attraction. Since its inception in 2014, Stony Plain’s eNewsletter has grown from 500 contacts to just under 1,300 contacts.

Stony Plain’s annual Ambassador of Action Business Award recognized another thriving business within the community in 2018. Introduced in 2009, the award is presented to a local business demonstrating growth through improvement and expansion, as well as having made significant contributions to the community by offering employment and new or enhanced products or services to meet the needs of a thriving community.

Meridian Veterinary Clinic was honoured with the Town’s Ninth Annual Ambassador of Action Business Award during the Stony Plain and District of Chamber’s Awards Night.

Community economic development and growth not only involves economic development initiatives that support communities to advance their economies, but also initiatives that allow communities to adjust to changing and challenging economic circumstances.

With the Federal Government’s plan to phase out coal power across the nation, funds have been put in place to support those communities affected by these regulations. In 2018, it was announced that the Town of Stony Plain would receive $250,000 in funding from the Government of Alberta as part of its Coal Community Transition Fund. Working with the Provincial Government, the Town will work to ensure the sustainability of Stony Plain’s economy and that the needs to residents affected by the coal phase out continue to be met.

Environmental Responsibility The Town of Stony Plain is committed to being an environmental leader and ambassador for a healthy, green and responsible way of life. Using an integrated approach between social, environmental and economic goals, the Town reinforces environmental protection and manages its environmental footprint through preserving air quality, decreasing greenhouse gas emissions, reducing waste, and efficiently using land, water and energy.

Building off the success of the Town’s 2017 ‘Don’t Just Trash It!’ communication campaign, efforts continued to educate residents on waste management, provide service and tools for waste reduction, and celebrate achievements of green initiatives. The Town of Stony Plain successfully engaged residents throughout 2018 through initiatives including the Town’s annual Pitch-In-Week, Treasure Hunt and Large Item Pick Up, Arbour Day, Community Shred It, and Christmas Tree Chipping.

The Town of Stony Plain plans all growth and development responsibly with community stewardship and environmental impact at the forefront of all decision making. In 2018, the Town successfully negotiated a new contract to improve its electronics recycling process. By switching service providers from Airdrie to Acheson, the Town reduced its overall environmental impact through reduced travel time and costs with no disruption in its service to residents.

In 2018, the Town revisited a feasibility study for a Tri-Municipal Organics Facility through a joint initiative with Parkland County and the City of Spruce Grove. Although further exploration into the initiative concluded that the project would not be feasible, the Town has committed to explore other promising alternatives. The Town will continue to work on educating and pursuing new and innovative ways to minimize the community’s impact on the environment.

Above all, the Town of Stony Plain wants to play a role in preserving its community for future generations to come.

In 2018, Stony Plain diverted close to 57% of its waste from landfills. Even though this was a slight decline from the previous year, the Town increased its blue bag tonnage. To date, Stony Plain has diverted over 34,000 tonnes of waste from landfills.

Moving forward in 2019, efforts will continue to reach the Town’s goal of 60% waste diversion. Given recent global changes to recycling guidelines, concentrated efforts to informing the public on recycling and waste management strategies will continue through the ‘Don’t Just Trash It!’ communication campaign.

F I NAN C I AL O F F I C ER ’ S REPORT Corporate Services is pleased to present the 2018 Town of Stony Plain Annual Financial Report. The financial statements attached meet the requirement under Section 276 of the Alberta Municipal Government Act which mandates financial reporting for municipalities. The secondary goal of this document is open and transparent reporting to all stakeholders; reporting that includes financial results as well as updates on the results of Council’s strategic direction and interesting statistical information for all readers. We continue to refine to make the report understandable as well as demonstrating evidence of the strong financial condition of the municipality while updating on outcomes of annual operations. By demonstrating this, we hope to increase confidence in the governance decisions of Town Council and the financial management of the Town.

Each year, the Government Finance Officers Association (GFOA) reviews submitted annual reports and subsequently awards successful municipalities with the Canadian Award for Financial Reporting. The Town has been pleased to receive this award for the 2011 - 2017 Annual reports. We believe this report, the Town’s eighth submission, continues to conform to the Canadian Award for Financial Reporting program requirements.

The Town of Stony Plain has enjoyed Town status within the Province of Alberta since 1908. It is a full service municipality, providing its residents with a wide-range of municipal services, such as, but not limited to: protective services, utility services, community programming, facilities, infrastructure and maintenance. In the course of all service provision, legislated administrative and financial records are also maintained.

To effectively conduct service provision, the Town of Stony Plain is engaged in many relationships and partnerships within the Capital Region. The Town’s closest relationships exist with its Tri Municipal Region partners, the City of Spruce Grove and Parkland County. The Town has many joint-service agreements with these municipalities encompassing provision of recreational facilities and community programming.

The Town’s proportionate share of that facility’s operations is consolidated in the financial statements provided in this Report. The Town continues to work closely with these partners including the construction of a joint Royal Canadian Mounted Police detachment with the City of Spruce Grove continuing in 2018.

In the greater region, the Town takes part in the Edmonton Metropolitan Region Board (EMRB), a provincial initiative to join 13 member municipalities for the purpose of collaborative regional planning and the exploration of enhanced future service provision. The Town also participates in two regional commissions for utility service provision; The Capital Region Parkland Water Services Commission ensures the provision of a clean and healthy water supply, and the Alberta Capital Region Wastewater Commission allows for the provision of wastewater treatment services to member municipalities.

Finally, the Town participates as a member of the Capital Region Assessment Services Commission, a commission that looks after assessment and assessment review board services for several member municipalities.

INTERNAL CONTROLS AND FINANCIAL PROCESSES The Town of Stony Plain maintains reliable accounting processes with strong internal controls. These safeguard the community’s assets and ensures the trustworthiness of the financial records. Throughout the year, management monitors, reviews and revises internal controls when necessary. Management also considers and implements internal control recommendations made by the external auditor.

The following points outline the key financial processes of the municipality.

CORPORATE PLAN The Town begins the year with Council approving a multi-year Strategic Plan which provides guidance for the Corporate Plan preparation. In the spring, Corporate Plan preparation begins with all initiatives identified and prioritized within a three-year budget.

Council approves the first year and accepts the following two years in principle. Looking at all three years continues to be a valuable exercise as it necessitates a longer-term focus including future implications of current decisions when viewed through the three-year lens. Council deliberation of the recommended Corporate Plan occurs in early November with the intent of deriving an approved Corporate Plan by the end of November, prior to the onset of the new budget year.

ACCOUNTING

ROLES AND RESPONSIBILITIES Management bears full responsibility for the preparation of the consolidated financial statements and the integrity, relevance and comparability of the data in the statements. The consolidated financial statements are prepared by management in accordance with the Canadian Generally Accepted Accounting Principles (GAAP), established by the Public Sector Accounting Board (PSAB) of the Chartered Professional Accountants of Canada (CPA Canada). The external audit firm of Metrix Group LLP is appointed by Town Council to express an independent audit opinion on the financial statements.

The Town of Stony Plain has a centralized Financial Services business unit within the Corporate Services department. Financial Services oversees the preparation of accounting records for all of the Town’s operations, including the publicly owned golf course.

The Financial Services team reviews and monitors the data entry provided by other departments and is careful to practice proper segregation of duties to minimize the risk of fraud and ensure reliability of data. Financial reporting is provided to management on a monthly basis and to Council on a quarterly basis. The Financial Services business unit works closely with the Town’s auditors to prepare the final annual financial statements of the Town.

AUDIT

Revenue and Taxation – this policy outlines the

Appointed by Town Council, the external auditor carries out its role independent of management.

The audit work is performed in compliance with Canadian Auditing Standards. Town Council receives an Audit Findings Report and a presentation from the Town Auditor allowing them to ask questions and be assured of proper financial management of the Town. Town Council reviews and formally approves the annual financial statements after presentation by the Auditor.

SIGNIFICANT FINANCIAL MANAGEMENT POLICIES The following policies guide the internal controls for the Town:

Cash Management and Investments – this policy

provides guidance for the treatment of cash and investment of funds, in accordance with the Alberta Municipal Government Act (MGA). Chief among these requirements is the safety of the assets of the community and thus investments are limited to highgrade securities. Additionally, the policy encourages optimum return on investments and implements performance measures for the investment program.

Debt Management – this policy outlines the Town’s standards in regard to the use of debt for financing Town projects and initiatives. The policy is used to strategically manage borrowing capacity for future capital assets, maintain flexibility of current operating funds and limit the impact that debt charges will have on future tax and utility rates.

Town’s standards in regard to revenue generation and property taxation. A framework for the development of rates for various programs and facilities to ensure fairness and consistency is included. The policy also formalizes Council’s intent regarding the split of taxation between the residential and non-residential classes.

Corporate and Long-Term Planning – this policy

establishes context and hierarchy of planning documents and sets parameters for the budget and long-term planning processes of the Town.

It formalizes the corporate plan process clearly delineating the roles and responsibilities of Council and Administration.

Appropriated Surplus (Reserves) – this policy establishes standards for the management of existing reserves and the establishment of new reserves. It outlines the purpose of each reserve and provides parameters regarding use. The goals of the policy are to maintain reserves that provide for the emergent needs of the municipality, stabilize the tax and utility rates, set aside funds for the replacement of existing equipment, facilities and future projects and minimize debt financing needs.

Accounting and Financial Reporting – this policy

guides how the organization accounts for financial resources and creates accountability for the communication of financial information. As well as providing guidance to the accounting, reporting and audit processes. The policy establishes Council as the audit committee for the municipality and guides the process of auditor selection.

Procurement and Expenditures – this policy

outlines standards regarding expenditures and the procurement of goods and services. It establishes a framework for purchasing of goods and services undertaken by the Town in accordance with related legislation and agreements. It guides the bidding and tendering processes for the Town and expresses the values to be considered in the purchasing process.

Tangible Capital Assets – this policy outlines

standards for recording and reporting tangible capital assets controlled by the Town including the treatment of additions, amortization and disposal of all tangible capital assets acquired, either through construction, purchase or contribution.

2018 FINANCIAL HIGHLIGHTS The Town of Stony Plain changed from a Net Financial Asset to a Net Financial Debt position of $8,004,224 at December 31, 2018. The Accumulated Surplus of the municipality is $221,039,891 with the Equity in Tangible Capital Assets representing $206,551,580 of this amount. Restricted surplus is made up of $13,143,400 in operating and capital reserves earmarked for specific purposes. Net transfers from reserves of $3,901,028 were used in 2018 to fund priority projects identified in the corporate plan.

Long-term debt held by the municipality is $24,134,577 or 41% of the maximum amount allowable with the last debenture maturing in 2037. The allowable longterm debt under section 276(2) of the Municipal Government Act (MGA) for the Town of Stony Plain is $58,714,599.

Operating results in 2018 show an Annual Deficit before Other Revenue of $3,343,146. This amount includes Amortization of tangible capital assets in the amount of $6,098,349. The current municipal legislation of the Government of Alberta does not require municipalities to fund amortization within the annual budget as it is a non-cash expense.

If amortization were excluded, the results from operations would be a surplus of $2,755,203.

Operating revenues Total consolidated operating revenues increased over 2017 by $2,264,957. The Town experienced increased property taxes through assessment growth and a rate increase of 2.98%. Sales and user charges revenue also increased mainly attributable to an 8.49% increase in utility fees to fund increased commodity and operating costs. Government transfers for operating also contributed to the overall increase in operating revenues.

Operating expenses Total consolidated operating expenses increased over 2017 by $3,535,068. Increased costs were experienced throughout several categories with the largest impacts in Recreation & Culture, which a large portion was from the first time consolidation of the Stony Plain Public Library in 2019, and Protective 1 2

Services due to a full RCMP staffing complement in 2018; as well as all support staff from Spruce Grove becoming Town of Stony Plain employees on July 1, 2018 in preparation for the joint operation.

Annual surplus With Other Revenue included, the Town’s annual surplus was $4,913,708 due in large part to Government Transfers for Capital of $3,735,578 and Contributed Tangible Capital Assets of $5,289,115.

Capital projects The expansion of Veterans Boulevard (formerly Boundary Road), a multi-year project approved for $17.3 million, was started in 2016 by obtaining the right of way for the widening of the road from the current two lanes to four. Construction was substantially complete by the end of 2018 with costs of $16,652,960. Minor landscaping will be completed in early 2019.

The four phase downtown redevelopment project began in 2017 with the paving of back alleys. $4,057,269 has been spent to date and the planned construction will continue through to 2020 with a total project budget of over $15 million.

The RCMP building being built in conjunction with the City of Spruce Grove broke ground during 2017.

Costs to date are $7,362,842 with the Town approved budget of $10.8 million of a total joint building budget of $27 million. The building continues on schedule with an opening in Fall 2019 planned.

LOOKING FORWARD In 2018, the Alberta economy had modest growth in GDP of 2.1%1 due to a number of factors, most prevalently the price of oil although there are still challenges with getting the resource to market. The unemployment rate improved to 6.4%2 in 2018 and is expected to remain flat in 2019. Consumer demand driving retail sales was slow in 2018 and that trend is predicted to continue into 2019. Builder’s intentions are still slow due to the volume of commercial real estate on the market. The Town of Stony Plain is expected to be impacted by the sluggish economy and continued downward trend in residential and nonresidential permits in 2019.

Residential development within Stony Plain showed increased housing starts in 2018 (124) compared to 2017 (55). The stated value of the 124 housing starts was $27,374,782, an increase of 49%. Non-residential starts from commercial and industrial development was $4,922,000 from four permits which is a down 30% from the prior year. Non-residential growth continues to be a priority of Council and the Growth and Commerce Committee and will enhance the balance between ratepayers and will take pressure off the residential class. The residential/non-residential percentage split in 2018 was 83.2/16.8 (2017 84.8/15.2). This places a strong reliance on the residential ratepayers for revenue generation.

With a slow economy and unemployment, receivable levels for utilities and property taxes may be impacted.

Monitoring of these accounts to the end of 2018 does not indicate significant impacts to date.

The Federal government provides funding for capital projects through the Federal Gas Tax fund. The Province of Alberta continues to support capital projects through the Municipal Sustainability Initiative however a long term agreement has not been secured.

Operating funding under the Municipal Sustainability Initiative continued into 2018 but the future of this funding source remains uncertain.

The Town continues to pursue regional collaboration grant funding with regional partners; the City of Spruce Grove and Parkland County. As development in each of the communities moves closer together, co-operative ventures for major service provision and projects become a daily reality. This dimension of governance adds daily workload to many desks within the organization as well as an added responsibility for each elected official. Participation in the Edmonton Metropolitan Region Board (EMRB) also places demands on the Town while providing benefits as well. Future costs stemming from this involvement are unknown.

The Town currently has a land base that will be sufficient for projected growth for many years. At this time, Stony Plain chooses to hold on to “Town” status in spite of its growing population. Taking on “City” status would require the municipality to assume financial responsibility for the three provincial highways within its borders. During 2018 upgrades to HWY 628 were completed and the Town currently awaits the completion of HWY 779 which began in 2018 and is scheduled to be complete by the end of 2019.

The prospect for the future of Stony Plain remains modest growth, assuming continued vigilance regarding decision making. Attention to service level decisions, future reserves and controlled borrowing will enhance the Town’s ability to marshal its financial stability. The location of the municipality within the greater Edmonton region continues to draw residents looking for community, security and affordability.

The reasonableness of the commute distance to the capital center is attractive to many potential residents.

Despite rising taxes in recent years, Stony Plan still enjoys one of the lowest property tax and land price regimes in the Edmonton Region.

Stony Plain’s vibrancy is enhanced by its culture and focus on connectedness in the community. The municipality prides itself on responsive government.

Current and future residents and businesses can be confident that the Town’s financial resources are wellmanaged and planning processes are being refined to provide sustainable quality of life for all. As the community continues to grow, the organization is challenged with maintaining strong strategic direction and resourcing appropriately to ensure delivery of the very best infrastructure and amenities that help the municipality continue to thrive.

1. SIGNIFICANT ACCOUNTING POLICIES These consolidated financial statements of the Town of Stony Plain (the “Town”) are the representations of management prepared in accordance with Canadian public sector accounting standards.

Significant aspects of these accounting policies are as follows: (a) Reporting Entity

The consolidated financial statements reflect the assets, liabilities, revenues and expenses, and changes in accumulated surplus and financial position of the reporting entity which comprises all the organizations accountable for the administration of their financial affairs and resources to the Town and which are owned or controlled by the Town. This includes the following: Stony Plain Public Library TransAlta Tri Leisure Centre

The Town accounts for government partnerships using the proportionate consolidation method. Under this method, the Town’s proportionate share of assets, liabilities, non‑financial assets, revenues, expenses and accumulated surplus are included in the consolidated financial statements. The consolidated financial statements include the Town’s share of the TransAlta Tri Leisure Centre. Condensed financial information is provided in Note 17.

(b) Basis of Accounting

(d) Inventories

Revenues are accounted for in the period in which the transactions or events occurred that gave rise to the revenue.

Inventories are valued at the lower of cost and net realizable value with cost determined by the average cost method.

Funds from external parties and earnings thereon restricted by agreement or legislation are accounted for as deferred revenue until used for the purpose specified.

Land held for resale is recorded at the lower of cost or net realizable value on a specific item basis.

Cost includes costs for land acquisition and improvements required to prepare the land for servicing such as clearing, stripping, and leveling charges.

Government transfers are recognized as revenue in the period in which the events giving rise to the transfer occurred, providing the transfers are authorized, any eligibility criteria have been met by the municipality, and reasonable estimates of the amounts can be made.

Expenses are recognized as they are incurred and measurable as a result of receipt of goods or services and/or the creation of a legal obligation to pay.

(c) Cash and Cash Equivalents Cash and cash equivalents include items that are readily convertible to known amounts of cash, are subject to an insignificant risk of change in value, and have a maturity of one year or less at acquisition.

Related development costs incurred to provide infrastructure such as water and wastewater services, roads, sidewalks, and street lighting are recorded as property and equipment under their respective function.

(e) Investments Investments are recorded at amortized cost. Investment premiums and discounts are amortized over the term of the respective investments. When there has been a loss in value that is other than a temporary decline, the respective investment is written down to recognize the loss. Gains on principal protected notes are recognized as income when sold.

Tangible capital assets are recorded at cost, which includes all amounts that are directly attributable to acquisition, construction, development or betterment of the asset. The cost, less residual value, of the tangible capital assets is amortized on a straight‑line basis over their estimated useful lives as follows:

Tangible capital assets received as contributions are recorded at fair value at the date of receipt and also are recorded as revenue.

No annual amortization is charged in the year of acquisition. A full year of amortization is charged in the year of disposal. Assets under construction are not amortized until the asset is available for productive use.

The Town does not capitalize interest costs associated with the acquisition or construction of a tangible capital asset.

Works of art for display are not recorded as tangible capital assets but are disclosed.

Contaminated sites are defined as the result of contamination being introduced in air, soil,water or sediment of a chemical, organic, or radioactive material or live organism that exceeds an environmental standard.

A liability for remediation on contaminated sites is recognized, net of any recoveries, when an environmental standard exists, contamination exceeds the environmental standard, the Town is directly responsible for or accepts responsibility for the liability, future economic benefits will be given up, and a reasonable estimate of the liability can be made.

(h) Tax Revenue Property tax revenue is based on market value assessments determined in accordance with the Municipal Government Act. Tax mill rates are established annually. Taxation revenues are recorded at the time tax billings are issued. Assessments are subject to appeal.

Construction and borrowing costs associated with local improvement projects are recovered through annual special property tax assessments during the period of the related borrowings. These levies are collectible from property owners for work performed by the Town are recognized as revenue in the year they are levied. (i)

Developer Contributions

Developer contributions are recorded as deferred revenue upon signing of a development agreement and are recognized as revenue in the period the amounts have been used for the purpose specified.

(j) Requisition Over-Levies and Under-Levies Over‑levies and under‑levies arise from the difference between the actual levy made to cover each requisition and the actual amount requisitioned.

If the actual levy exceeds the requisition, the over‑levy is accrued as a liability and property tax revenue is reduced.

Where the actual levy is less than the requisition amount, the under‑levy is accrued as a receivable and as property taxes.

Requisitions for tax rate in the subsequent year are adjusted for any over‑levies or under‑levies of the prior year.

(k) Use of Estimates The preparation of the consolidated fi n a n c i a l statements in accordance with Canadian public sector accounting standards requires management to make estimates and assumptions that affect the reported amounts of assets and liabilities and disclosure of contingent assets and liabilities at the date of the consolidated financial statements and the reported amounts of revenues and expenses during the reporting period. Where measurement uncer tainty exists, the consolidated financial statements have been prepared within reasonable limits of materiality.

Actual results could differ from those estimates.

The Town has used estimates to determine accrued liabilities and the useful lives of tangible capital assets. (l) Pension Expenses Contributions for current and past service pension benefits are recorded as expenses in the year in which they become due.

Corporate bonds have effective interest rates ranging from 2.30% ‑ 4.86% (2017 ‑ 1.89% to 6.67%) with maturity dates from June of 2019 to March 2029.

The market value of the bonds and principal protected notes are based on quoted market values. 14. DEBT LIMITS

The Town is a member of the Alberta Municipal Insurance Exchange. Under the terms of membership, the Town could become liable for its proportionate share of any claim losses in excess of the funds held by the exchange. Any liability incurred would be accounted for as a current transaction in the year the losses are determined.

Salary includes regular base pay, lump sum payments, gross honorarium and any other direct cash remuneration.

Benefits and allowances include the employer’s share of all employee benefits and contributions or payments made on behalf of employees, and the employer’s share of the costs of any additional taxable benefits.

16. LOCAL AUTHORITIES PENSION PLAN (LAPP)

The Town is required to make current service contributions to the LAPP of 10.39% of pensionable earnings up to the year’s maximum pensionable earnings under the Canada Pension Plan and 14.84% on pensionable earnings above this amount. Employees of the Town are required to make current service contributions of 9.39% of pensionable earnings up to the year’s maximum pensionable earnings and 13.84% on pensionable earnings above this amount.

Total current service contributions by the Town to the LAPP in 2018 were $1,099,813 (2017 ‑ $995,626).

Total current service contributions by the employees of the Town to the LAPP in 2018 were $1,005,730 (2017 ‑ $916,288).

At December 31, 2017, the Plan disclosed an actuarial surplus of $4.835 billion (2016 ‑ $637 million deficit).

18. SEGMENTED INFORMATION

Segmented information has been identified based upon lines of service provided by the Town. Town services are provided by departments and their activities are reported by functional area in the body of the financial statements. Certain lines of service that have been separately disclosed in the segmented information, along with the services they provide, are as follows:

(a) General Government

General Government is comprised of Council, the Office of the CAO, Strategic Services, and Corporate Services. Strategic Services includes Communication Services. Corporate Services is comprised of Financial Services, Legislative Services, Human Resources, and Information Technology Services. Council makes decisions regarding service delivery and service levels on behalf of the municipality in order to balance the needs and wants of Town residents in a financially responsible manner.

(d) Recreation and Culture

(e) Utilities

Protective Services is comprised of RCMP, Fire, Disaster, and Municipal Enforcement Services.

The RCMP division in Stony Plain includes Federal, Provincial and Municipal employees and contracted members that serve Stony Plain and the surrounding area; it is an integrated force with Spruce Grove. Fire Services is responsible to provide fire suppression services; fire prevention programs; training and education related to prevention; and detection or extinguishment of fires. The mandate of Disaster Services is Emergency Management to help maintain safe communities. The Municipal Enforcement Services provide bylaw enforcement that ranges from public service to animal control as well as provincial statute enforcement with authorities granted by the Solicitor General of Alberta.

(c) Transportation

Transportation is comprised of Common Services and the Public Works areas. They are responsible for the maintenance of the roadway and storm systems. The Handi‑Bus service for the Town is included under Transportation.

Utilities are comprised of water, waste water, waste management collection and recycling.

The Town is responsible for environmental programs such as the introduction of organic carts, bi‑weekly garbage pick‑up and promoting recycling and other related initiatives.

(f) Development

Recreation and Culture is comprised of Parks and Recreation, Culture and Cultural Facilities.

Parks and Recreation and Culture provide recreational and cultural services and activities which promote the well‑being of its citizens.

These areas are responsible for the parks, playgrounds, facilities, and green spaces of the Town. This area also acts as a liaison between community groups and the TransAlta Tri Leisure Centre.

Development is comprised of Planning and Infrastructure, Engineering and Economic Development. These areas are responsible for the planning and development of the Town’s infrastructure system and work with developers in planning the growth of the Town in a sustainable manner. Engineering is responsible for major capital infrastructure projects. Economic Development works with businesses in the Town to encourage economic sustainability.

(g) Family and Community Support Services

The Family and Community Services area provides services mandated by Family and Community Support Services Alberta through a shared funding model between the Province of Alberta and the Town of Stony Plain.

Certain allocation methodologies are employed in the preparation of segmented financial information. Taxation and payments in lieu of taxes are allocated to the segments based on the segments’ budgeted net expenditures. User charges and other revenue have been allocated to the segment based upon the segment that generated the revenue. Government transfers have been allocated to the segment based upon the purpose for which the transfer was made.

Development charges and levies are allocated to the segment for which the charge was made.

The budget figures presented in these consolidated financial statements are based upon the 2018 operating and capital budgets approved by Council.

The table below reconciles the approved budget figures reported in these consolidated financial statements.

The Town’s financial instruments consist of cash and cash equivalents, receivables, investments, accounts payable and accrued liabilities, deposit liabilities, and long‑term debt.

It is management’s opinion that the Town is not exposed to significant interest, currency, or credit risk arising from these financial instruments.

The Town is subject to credit risk with respect to receivables. Credit risk arises from the possibility that the Town’s customers may experience financial difficulty and be unable to fulfill their obligations. The large number and diversity of customers minimizes the Town’s credit risk.
