activeOshawa 2021 Fall Recreation Program Guide Piles of leaves, piles of smiles. Fall into recreation with activeOshawa this season! This fall, we see the return of many in-person programs featuring some of our most popular recreation and culture programs. Programming includes arts & crafts, dance, fitness, preschool, sports, swimming, drama, music, inclusion services, and leadership, safety and first aid. Our programs are designed to provide community members with a way to keep active, stay connected and be engaged while following COVID-19 health and safety protocols. The City of Oshawa’s top priority remains the safety and health of our community members and staff as we work together to limit the spread of the COVID-19 virus. Recreation and Culture Services is using a phased approach for the reopening of programs and services, while ensuring compliance with Provincial emergency orders and Durham Region Health guidelines. COVID-19 Vaccination Requirements for Recreation Programs
COVID-19 vaccination requirements for recreation facilities, and the return of in-person recreation programs in Oshawa this fall: Vaccination requirements for recreation facilities and programs The Ministry of Health guidelines require all Ontarians to be fully vaccinated and provide proof of their vaccination status to access certain businesses and select indoor settings to further protect against COVID-19. Community members who are eligible to be fully vaccinated must show their vaccine receipt along with government issued ID (birth certificate, driver’s licence, health card, passport) to attend a City recreation facility for the following: • Those who are 18 years of age and older who are attending for any purpose. Certain exemptions apply, see Ontario Releasing Guidance to Support Proof of Vaccination Policy for more information. • Those who are 12 years of age and older who are attending for the use of fitness centres and indoor tracks, gymnasiums, tennis and squash courts, leisure swimming and skating, and drop-in sports. • Those who are 12 years of age and older attending for the purpose of spectating at any activity. • Those who are participating in a registered program that has been marked with the 'vaccination required' symbol:

Proof of vaccination exemptions Proof of vaccination will not be required for those between the ages of 12 and 17 years who are actively participating in indoor organized sports, dance classes, martial arts, or swimming lessons. Additionally, proof of vaccination will not be required for children who are 11 years of age and younger and are unable to be vaccinated. Individuals who cannot receive the vaccine due to a medical exemption will be permitted entry with a doctor’s note until recognized medical exemptions can be integrated as part of a digital vaccine certificate. Certain exemptions apply, learn more at Oshawa.ca/ReopeningRecreation. All Ontarians can print or download their vaccination receipts from the provincial booking portal. Those who do not have access to a computer or printer can call the Provincial Vaccine Contact Centre at 1-833-943-3900. COVID-19 Health and Safety Information Before you visit a facility, self assess The safety and health of our community members and staff is the City of Oshawa’s top priority. Before you visit a facility, self assess: •

Do you have any of the following symptoms (not related to another known cause, e.g. COVID-19 vaccination in the last 48 hours, allergies, etc.) • Fever and/or chills • Cough • Shortness of breath • Decrease or loss of taste or smell • Muscle aches/joint pain • Extreme tiredness Are you not fully vaccinated AND waiting for results of a COVID-19 test? In the last 14 days, have you travelled outside of Canada AND been advised to quarantine per the federal quarantine requirements? Have you been in close contact with a person (e.g., living with, care for, in a relationship with) who has a probable or confirmed case of COVID-19? Is anyone in your household currently experiencing new COVID-19 symptoms (not related to another known cause) and/or is waiting for a test result after experiencing symptoms?
If you answered yes to any of the above, stay home and help minimize the risk of spreading COVID-19.
When you visit a recreation facility Continue to follow Durham Region Health Department guidance while visiting our recreation facilities, and follow the below COVID-19 health and safety measures: • Complete online screening questions and contact tracing before entering the facility at Oshawa.ca/Screening. • Enter and exit facilities through the designated entry and exit locations. Learn more at Oshawa.ca/ReopeningRecreation. • Queue outside of the facility to visit the designated screening area, respond to screening questions and provide contact information, or show your online screening results. • Wear a mask or face-covering when in the facility (with the exception of those who have health, respiratory and sensory issues, various disabilities; are unable to remove the mask without assistance; children under the age of two (2); or for religious reasons). • Maintain physical distancing from others and adhere to physical distancing markers. • Follow directional arrows located on the floor. • Practice good hand hygiene, wash your hands often or use hand sanitizer.

Full refunds (or credits on account) Participants will receive a full refund if: • The program is cancelled by Recreation and Culture Services • The participant withdraws from a program seven (7) days prior to the start of the program.
When registering in-person or by drop-off a registration form is required. Complete the registration form in its entirety and sign the waivers. Full payment is required at the time of registration. Registrations will not be accepted on accounts which have an outstanding balance. An administrative fee of $40 will be charged for all payments returned by the bank. Cheques will not be accepted as the replacement form of payment.
Program changes The City of Oshawa reserves the right to cancel, postpone or combine classes, limit or increase registration, as well as change the time, location or instructor, if required.
Prices in this Guide The fees listed include program fees and applicable taxes. Some programs may require the purchase of basic supplies (i.e. art supplies). A detailed list will be emailed to registrants prior to the program starting for programs requiring supplies. All program fees are subject to change. Where discrepancies in fees appear, the registration system will be taken as the correct fee.
Programs may be cancelled due to low registration, or circumstances beyond our control. If this situation occurs, you may transfer free of charge to another program (subject to availability) or receive a full credit or refund. Partial refunds (or credits on account) Participants will receive a partial refund if: • A refund request is received and the participant withdraws from a program less than seven (7) days prior to the program start date and before the second class. All partial refunds will be pro-rated on the percentage of the program remaining at the time the refund request is received or the program is cancelled, and subject to an $11 administration fee. Administration fees are waived if the participant accepts a credit on their account for the amount of the eligible refund. Refunds are not issued for refund requests received after the second class of a program, unless for medical reasons. In the case of medical reason, a verified doctor’s note is require to be submitted at the time of the request.

General Information Waitlists If your preferred program is full, we recommend being placed on the waitlist. If a space becomes available, registrants will be contacted in order of being placed on the waitlist and offered the available space. There is no charge for being added to the waitlist. If you are already registered in a program and wish to transfer to the now available waitlisted program you may do so for no additional charge.
Financial assistance
$
Oshawa residents may be eligible to receive financial assistance based on annual income to assist with the cost of participation in our programs. The Access to Recreation Subsidy Programs have a variety of financial assistance programs for Oshawa residents wishing to access online programs. Verify your eligibility by contacting a Supervisor at a recreation facility. For more information about the Access to Recreation Program, visit Oshawa.ca/ Subsidy.
Participant responsibilities All participants are expected to do their part by showing respect for all people and property while attending a City of Oshawa online program. Please report any incidents and concerns to staff. Respect Check Coarse language, bullying, non-compliance, aggressive or inappropriate behaviour is not permitted. These behaviours will be documented, reported and could result in the removal of a participant from program.
About our staff All staff are carefully selected based on their program/ professional experience, leadership skills, enthusiasm and sound judgment. Qualifications include: • Extensive pre-program training • Satisfactory Police Vulnerable Sector Check
Technology requirements - Online programs All online programs will be live-streamed using the Cisco WebEx Platform. For the best experience participating in our online programs, participants are asked to have/use the following: • An internet connection. • A laptop or tablet for optimal user experience. • Webcams may be required during some program participation, look for the webcam symbol. • A headset or earphones to prevent background noises and echo. • Check your sound, microphone and camera to make sure you are all set for your program. • It is highly recommended to close all windows and tabs in your browser before joining the program.
At home supervision - Online programs It is expected that all program participants 10 years of age and under have a caregiver at home while participating in online programs.
Communication - Online programs Program information will be sent by email and registrants will be contacted by phone the week prior to the start of the program.

Inclusion Support Program Recreation Inclusion Support Program The City of Oshawa is dedicated to providing accessible and inclusive recreation opportunities for participants of all abilities. 1:1 or 1:2 inclusion support can be requested for any program listed in the recreation program guide. Requests are fulfilled in order of request and based on the availability of appropriate Inclusion staff. Support is not guaranteed. Participants may provide their own support staff to assist if desired.

How do I know if inclusion support is required? Inclusion support may be beneficial if the participant: • receives additional support at school • receives support at home for basic care • engages in behaviour that could affect the safety of themselves or others • is associated with a support agency Participant information prior to start of programs: To promote success, all participants that access inclusion services are required to complete and return a Participant Information Form, which can be found at Oshawa.ca/InclusionServices or by request from any recreation facility. Vaccination requirements for recreation programs: To participate in an Inclusive Program, the caregiver must be vaccinated. Each participant and their caregiver will be assigned their own set of equipment and an area of the gymnasium to practice their skills. This course is designed for children with physical and/ or developmental needs including autism that can participate independently with some prompting. Caregivers are expected to remain in the program space to assist their child on a one to one basis with participation and redirection as needed. Age: 2 to 4 years Location: Delpark Homes Centre

Socialize with peers and be creative with canvas and paint. Three to four projects will be completed during this course. Supplies will be provided. Adults Red Cross Water Safety Instructor

The Red Cross Instructor Development program involves 4 components: (1) Skills Evaluation, (2) Online Modules, (3) Volunteer Teaching Experience, and (4) Classroom and Pool. All 4 components are included. The first day of the course is the online introduction and information session. Candidates must successfully complete the skills evaluation to move forward in the program. Materials will be provided to those successful in the skills evaluation. Upon successful completion of the course, candidates are certified to teach the Red Cross Learn to Swim Program. Before you go, you should know... • Clean indoor shoes are required for sports and dance programs. • Bring a bathing suit, towel and goggles if needed. • Long hair should be tied back. • Street shoes are not permitted on the pool deck. If you would like shoes, they must be indoor sandals or water shoes. • Lockers are available for use; belongings cannot be left in the change cubicles. • Pool admission policies are in effect during all leisure swims. See www.oshawa.ca/swim for more details. • Do not eat large meals before you come swimming, try a light snack instead. • Swimming lessons are designed to work on personal improvement and becoming water safe. Badges are not the only indicator of success, it takes time to learn to swim and achieve goals.

What’s the Swim Test? Children must be able to swim 25 metres of the pool independently on their front maintaining a horizontal body position at all times. Children must be able to swim with their face in the water and take breaths without stopping or touching the bottom of the pool. Front Crawl is encouraged.
Pool Fouling Closures
• Feed your children at least one hour before swimming. • Wash your body thoroughly with soap and water before swimming. • Take your children to the bathroom before swimming. • Children not toilet trained must wear swim diapers made for swimming pool use. • Wash your hands with soap and water after using the toilet or after changing diapers. • Do not spit in the pool. • Do not swim when you have diarrhea or are feeling sick. This is especially important for children in diapers. • Health regulations require that a fouling may result in a pool closure anywhere from half an hour to 24 hours depending on the nature of the fouling.

Red Cross Swimming Level Descriptions Parent and Tot (4-36 months) Starfish/Duck (4-24 months)

An orientation to water for babies and their parent/caregiver. To enter this level, babies must be able to hold their head up. The goals of this program are to help babies experience buoyancy and movement through songs and play in the water and to teach the parent/caregiver age-specific water safety. One parent per child only.
Sea Turtle (24-36 months)

In this program, the parent/caregiver actively participates with their child for the duration of the program. Swimmers learn, through fun games and songs, how to combine skills, how to kick with a buoyant object, and how to perform basic floats, glides and kicks. One parent/caregiver per child only.
Preschool Learn to Swim (3-5 years) Sea Otter (3-5 years)

This level is where children who have not previously taken swimming lessons enter the swim program. Parents may wish to actively participate and gradually transfer the care of their child to the instructor. All skills are assisted by the instructor. Using games and activities, swimmers learn to open their eyes under water, further develop basic floats and glides, and swim 1 metre. They also learn age-appropriate water safety skills.
Salamander (3-5 years)

Using games and activities, swimmers learn to swim independently, swim 2 metres, further develop basic floats, and increase their distance on front and back glide. Front swim and roll-over glide are also included, and swimmers learn appropriate water safety skills such as how to jump into chest-deep water and how to use a Personal Flotation Device (PFD). Safety skills development includes water orientation, safe entries and exits, and only swimming when an adult is present.
Sunfish (3-5 years)

Using games and activities, swimmers learn to swim 5 metres, increase their distance using buoyant objects, increase their front and back glide with kick, and develop their roll-over glide, side glide, and front swim. Swimmers work on their confidence and water comfortability. This level is for new swimmers. They are encouraged to work on blowing bubbles and putting their face in. Their skills then develop towards floats and glides that are assisted. Swimmers work on propulsion skills to move through the water and to remain at the surface. This level provides an introduction to front crawl as the front swim is completed by having arms come out of the water while moving in a circular motion. Children are introduced to deep water activities and proper use of a Personal Flotation Device (PFD). Fitness activities include the 10 metre flutter kick and a 10 metre distance swim.

This level further develops front swim and introduces proper breathing technique. Swimmer receives an introduction to diving and learns how to make wise choices about where and when to swim. Endurance is achieved by building strength in flutter kick and a 15 metre swim.
Level 4
P
The front crawl, back glide, and shoulder roll for back crawl are further developed. Swimmers work on kneeling dives, surface support (45 seconds), and developing a greater sense of self-safety by understanding their own limits. Endurance is built through a 25 metre swim.
Level 5
This level introduces the back crawl (15 metres), sculling skills, whip kick on the back, stride dives, and treading water. Front crawl increases to 15 metres. An introduction to safe boating skills is also included. Endurance is developed through a 50 metre swim.
Level 6
This level refines front crawl with a focus on hand entry and breathing (25 metre), back crawl with a focus on arm positions and body roll (25 metre), and introduces elementary backstroke (15 metre), safety on ice, and rescue of others with throwing assists. Swimmers demonstrate the front dive and their ability to tread water in deep water for 1½ minutes. Endurance is built through dolphin kick and a 75 metre swim.
Level 7/8
This level builds skills and endurance for the front crawl, back crawl (50 - 75 metre) and elementary back stroke (25 metre). It introduces swimmers to whip kick on the front and breast stroke (15 metre). Swimmers learn about airway and breathing obstructions, the performance of rescue breathing, the dangers of open water, hypothermia, reach assists, stride entry, and standing shallow dives. Swimmers participate in timed treading water activities using the eggbeater skill for 3 minutes. Endurance is built on a 150 - 300 metre swim.
Level 9/10
This level refines the front crawl (100 metre), back crawl (100 metre), elementary back stroke (50 metre), breast stroke (25 - 50 metre), and sidestroke (25 metre). It encourages swimmers to combine different kicks for fitness (3 minutes). Swimmers learn about sun safety, wise choices, peer influences, rescue of others from ice, and head-first and feet-first surface dives. Endurance is built through a 400 - 500 metre swim.

Low Ratio Swim - Level 3/4 P
Low ratio family swim lessons are ideal for siblings, family members, and friends in the same social circle. These lessons allow two or three participants to learn together while minimizing their contact with other groups. The instructor to participant ratio is 1:3. We ask that the participants all be within the same social circle, distancing from other groups will be maintained in the pool. Parents participating in this program are required to show proof of vaccination. Please call Michelle Kirvan, Aquatics Program Coordinator at 905-436-3311 ext. 2787 in order to set up your family lesson (children’s level needs will be discussed at this time). This program is specifically designed for children and youth with disabilities and incorporates an adapted aquatics approach to swimming lessons based on individual requirements. Private lessons are for participants 3-19 years of age. Please note: In accordance with the Ministry of Health guidelines, participants 18 years and older are required to show proof of vaccination to attend this course. Parents and caregivers are also required to show proof of vaccination to participate in a recreation program with their child. New Fall 2021 COVID-19 Safety Requirements: For the Health and Safety of all participants and staff, participants interested in Grandview swimming lessons must be screened according to COVID-19 health and safety guidelines by City of Oshawa Inclusion Services in order to register. The screening criteria will consider a participants ability to wear a mask, remain in the program space, social distance and not engage in behaviours that are harmful to themselves or others. Participants in Level 4 or higher may participate independently if they can meet all screening criteria and safety concerns. Participants in preschool levels or Swim Kids levels 1, 2 or 3 must have a caregiver with them in the pool at all times. Please note: Registration in this program is not guaranteed and is only completed once the steps listed below have been completed. Steps: • Register in course to express your interest in Grandview Kids Private swimming lessons (payment must be dreceived to proceed to next step) • Complete the City of Oshawa COVID-19 Safety Screening with the Inclusion Coordinator • If the participant meets the health and safety guidelines, contact information will be forwarded to hGrandview Kids • A member of the Therapeutic Recreation Team from Grandview Kids will contact you to complete and hassessment and participant profile • A lesson time and level will be established between the City of Oshawa and the caregiver as a final step. dLessons will be scheduled between the hours of 5:00 p.m. and 7:30 p.m. Each lesson is 30 minutes.
