This meeting was held electronically through Microsoft Teams. Approval of Minutes Moved by Leslie Yee. That the minutes from the AAC Built Environment Sub-Committee meeting dated March 15, 2022 be approved. “Carried”

Site Plan Reviews a) SPC 1005 – 3948 Wallace Point Road The Committee made the following recommendations to the site plan: 1. Landscape features may block the road side entrance. 2. The proposed curb-facing walkway should be 1800 mm wide. Alternatively, keep at the proposed 1500 mm but install a grass buffer between curb and walkway. 3. The exterior surface of the entrance area does not appear to be fully concrete. Ensure surface is concrete. The angle near the entrance may be challenging to navigate. 4. An 8% slope is indicated on the roadway and parking lot – this is too steep for a walkway network. A 5% slope is preferred. 5. Accessible parking spaces should be installed on a paved surface. 6. The parking lot appears to be gravel, which is not an accessible surface material. A paved surface would be better. 7. The drop curb in front of the accessible parking spaces requires tactile warning indicators. Increase the width of this walkway so the tactile warning indicators do not interfere with the path of travel. 8. Navigation through the parking lot could be challenging for pedestrians, who will have to cross behind many parked cars. The committee strongly recommends

that the applicant create a clearly marked pedestrian pathway through the parking lot. 9. Benches should be installed on concrete pads with a level platform. Bench should contrast with surrounding surface materials (e.g. high contrast colour). 10. Outdoor waste receptacles should be installed near, but not beside, benches. 11. Lighting should be provided along the straight pathway to the rear entrance. 12. Create mobility stalls in both the men’s and women’s washrooms by installing two grab bars in at least one stall. These stalls do not need to be fully accessible, but the grab bars would be an improvement. Applicant should refer to the OBC requirements for ambulatory water closets. 13. Clearance around door for universal washroom appears insufficient. 14. Clearance in men’s washroom appears insufficient due to pinch point between sink area and toilet stall. 15. There may also be insufficient clearance near the mop closet in men’s washroom. 16. Accessible urinal design should be included in the men’s washroom. 17. A number of rooms are indicated for use by small children (nursery, pre-school, primary grades). The applicant should provide children’s washrooms in this area. 18. Provide a relief area for service animals. b) SPC 578C - 1050 Chemong Road The Committee made the following recommendations: 1. There is an opportunity to improve the overall parking layout. Priority would be to relocate the accessible parking spaces to be adjacent to the front of the building so that people using them did not have to cross a busy vehicle drive aisle. The committee suggests that the applicant extend the main realigned drive aisle further south, retaining the required turning radius for emergency vehicles. 2. This site requires a minimum of ten accessible parking spaces (IASR requires five type A and five type B). If there is an exterior entrance to the garden centre, consider locating some of the accessible parking spaces closer to this area. Otherwise, they should be close to the main entrance. 3. Extend the walkway along the entire frontage of the garden centre. At least one accessible parking space should be located near the garden centre loading zone, adjacent to the walkway.

4. Add a walkway between the garden centre and the Chemong Road sidewalk, which also connects to the walkway to the main Canadian Tire entrance. 5. Pedestrian access through the parking lot could be improved. As a comparison, the nearby WalMart has a designated pedestrian walkway from Chemong Road, through the parking lot and to the main entrance. The existing walkway along the drive aisle north of the gas bar is challenging to navigate. It is narrow, and there are post-mounted signs in the path of travel, and there are no tactile attention indicators where the curb drops. 6. If the accessible parking spaces near the main entrance can’t be relocated to be adjacent to the main building entrance, the applicant could consider installing a pathway from this cluster of parking spaces to the main building entrance. 7. Repaint pedestrian crossing surface markings where they have faded and add new crossings to improve pedestrian safety. 8. Provide a designated service animal relief area. c) SPC 1011 - 349 Parkhill Road East The Committee made the following recommendations: 1. Access aisle with curb ramps will cause an undulating surface along the adjacent walkway. Make the walkway in front of the accessible parking spaces wider so that people can navigate around the curb ramps in this area. 2. Rear door at south end of building near “Earthbin” area: door swings out into loading spaces instead of the walkway. The walkway should be bumped out so people can navigate around the door without being blocked by door swing. 3. Tactile attention indicators on site should be 610mm deep, not the proposed 300 mm deep, as the narrower width could be stepped over and missed. 4. Concerns with the ability to construct the semi-circular drop curb at the southwest corner of the building, especially as the tactile attention indicators should be twice as wide as proposed. 5. The surface material around the gazebo and seating area should contrast with the surface of the walkway (colour and texture). 6. Use olfactory plantings at the main entrance to assist with landmarking the entry. 7. Columns at the front entrance appear to blend into walkway and wall surfaces. Ensure these columns are high contrast from their surroundings (e.g. install planters around them, or select a high-contrast colour).

8. A heated walkway at the main entrance is recommended to reduce the risk of ice buildup and slip-and-fall accidents. 9. There is a vestibule near the main entrance with mail slots – consider if there is sufficient space in the proposed layout to accommodate multiple people in this space, as well as turning radius for mobility devices. 10. Elevator: push buttons are preferred to touch panel. A touch panel can be provided as a secondary means of operating the elevator buttons, if desired. A mirrored back wall should be provided in the elevator. 11. Consider providing a communal service animal relief area. The Committee expressed support for the accessibility features that have been integrated in the apartments, and for the proposed sidewalk along Parkhill Road.
