Introduction
InStonyPlainAutomatedTrafficEnforcement(ATE)referstotheuseofmobilespeedmonitoringwhereamotorist isnotstoppedforaspeedviolation.Theregisteredowneroftheviolatingvehicleissentaspeedviolationorticket inthemail.Mobilespeedmonitoringiscompletedbycontractedpeaceofficersauthorizedtoconductmobilespeed operations.SpeedmonitoringvehiclesareidentifiedbyDriveSafedecalsplacedonthevehicle.AllATEapproved zonescomplywiththeGuidelinesestablishedbytheGovernmentofAlberta.
Thisreportispreparedtoincreasethetransparencyoftheprogramtoresidentsandtoassistintheevaluationof theoveralleffectivenessoftheautomatedprogram.TheAutomatedprogramisasingletoolthatisdeployed alongsidetraditionalspeedenforcement.CommunityPeaceOfficerscontinuetoenforcespeedingviolationswhile onpatrolandthroughtargetedspeedoperationswithotherenforcementpartners.

TheTownofStonyPlaincontractsGlobalTrafficGroupLtd.toconductATEinapprovedzonesthroughoutthe community.Thereare10approvedzonesinthecommunity.

In2022therewere113,556vehiclesmonitored.2,940speedingcontraventionswereobservedresulting in2,477speedingviolationsissued.Thereareoftenvariancesinspeedingoccurrencesobservedvs ticketsissued.Speedingisavehicletravellingatarateabovethepostedspeedlimit.Speedtolerance levelsaresetforeachzoneenforced;vehiclesmaybecapturedunderthosesettolerancesbutstillabove thepostedlimit.

Overthepast3yearstherehavebeen724collisionsrecordedinthecommunity.Mostofthosecollisions haveresultedinpropertydamage.Therehasbeen1collisionrelatedfatalityand134injurycollisions.

In2022theTownofStonyPlain’sATEprogramgenerated$318,336infinerevenue.TheGovernmentof Albertaretained$144,464or45%ofthefinerevenuecollected.$70,254wastransferredtothepolicing andpublicsafetyreserve.$104,000wasspentontheadministrativecostsrequiredtodeliverthe program.

In2023theTownwillbeworkingwiththeRCMPandotherenforcementpartnerstoreducecollisionsand intersectionsafety.TheGovernmentofAlbertahasextendedtheirfreezeontheprovincialautomated trafficprogram.ThisfreezelimitstheTown’sactionstoactiveenforcementbyuniformedCommunity PeaceOfficersandRCMPasaddingintersectionsafetydevicesisnotpermittedcurrently.
Changeshavebeenmadetrafficsignalstoreducecollisionsatvarioushighcollisionlocations.Analysis ofthesechangeswillbecompletedthroughout2023.TheRCMPhasaddedadditionaltrafficresourcesto theParklanddetachmentandhaveaddedtargetedenforcementasacollisionreductionstrategyin2023. TheTownaddedaCommunityPeaceOfficerpositionin2023.Thispositionwillincreasethecommunities trafficsafetyfocusasCommunityPeaceOfficersallocate30%oftheirtimetotrafficsafetyinitiatives.
EducationInitiatives
TheTowncontinuestobeanactivememberwiththeCapitalRegionIntegratedSafetyPartnership (CRISP).CRISPincludestrafficspecialistsfromtheregionandtheindustrydedicatedtothereductionof speedandcollisionincidencesacrossthecapitalregion.Theirevidence-basedapproachtotrafficsafety initiativeshasprovidedseveralbenefitsovertheir16yearsofoperating.
TheTowncontinuestoactiontheTrafficMasterPlanadoptedin2021.Thisplanincludestrafficsafety recommendationsthroughoutthecommunity.Severalcrosswalkshavebeenupgradedandstandardized since2021withledflashingwarningsignalsandhighvisibilitysigns.
AnnuallytheFireDepartment,PublicWorksDepartmentandEnforcementServicesDepartmentconduct aback-to-schoolawarenesscampaign.Duringthefirstweekofschool,schoolzonesareactivelystaffed andidentifiedwithemergencylightseducatingdriversaboutincreasedschooltraffic.
TheTownparticipatesinseveraljointforceoperationswithotherenforcementpartnersthroughoutthe yeartoincreasepublicawarenessabouthigh-riskvehicleoperations.Theseoperationsincludedistracted driving,targetedspeeding,andseasonaleducationcampaigns.TheTownsEnforcementServicesweb pagecanbefoundatfollowinglink:
