Introduction
AutomatedTrafficEnforcement(ATE)referstotheuseofmobilespeedmonitoringwhereamotoristisnotstopped foraspeedviolation.Theregisteredowneroftheviolatingvehicleissentaspeedviolation(ticket)inthemail. Mobilespeedmonitoringiscompletedbycontractedpeaceofficersauthorizedtoconductmobilespeedoperations. SpeedmonitoringvehiclesareidentifiedbyDriveSafedecalsplacedonthevehicle.AllATEapprovedzones complywiththeGuidelinesestablishedbytheGovernmentofAlberta.
TheAutomatedprogramisasingletoolthatisdeployedalongsidetraditionalspeedenforcement.Community PeaceOfficersandRCMPcontinuetoenforcespeedingviolationswhilepatrollingthecommunity,andduring targetedspeedoperations.

TheTownofStonyPlaincontractsGlobalTrafficGroupLtd.toconductATEinapprovedzonesthroughoutthe community.Thereare10approvedzonesinthecommunity:

In2023therewere143,767vehiclesmonitored.1,252speedingcontraventionswereobservedresulting in1,029speedingviolationsissued.Thereareoftenvariancesinspeedingoccurrencesobservedvs violationsissued.Speedingisavehicletravellingatarateabovethepostedspeedlimit.Speedtolerance levelsaresetforeachzoneenforced;vehiclesmaybecapturedunderthosesettolerancesbutstillabove thepostedlimit.

Overthepast3yearstherewere705collisionsrecordedinthecommunity.569propertydamage collisions,135injurycollisionsand0fatalities.
Overthepast3years,237oftherecordedcollisionsoccurredinintersectionsacrossthecommunity, while468collisionsoccurredinplacesotherthananintersection.Collisionsotherthananintersection mayoccuronroadswithinthecommunity,parkinglots,oronprivateproperty.

In2023therewasa4%decreaseincollisionswhencomparedtothe3-yearaverage.
RevenueGeneratedin2023
In2023theTownofStonyPlain’sATEprogramgenerated$119,118infinerevenue.TheGovernmentof Albertaretained$52,565or44%ofthefinerevenuecollected.$25,562wastransferredtothepolicing andpublicsafetyreserve.$40,991wasspentontheadministrativecostsrequiredtodelivertheprogram.

In2024theTownwillworkwiththeRCMPandotherenforcementpartnerstocontinuetoreduce collisionsandimproveintersectionsafetythroughtargetedenforcementandeducationoperations.The GovernmentofAlbertahasextendedtheirfreezeontheprovincialautomatedtrafficprogram.Thisfreeze limitstheTown’sautomatedactionsandrequiresahigherrelianceonactiveenforcementbyuniformed CommunityPeaceOfficersandotherenforcementpartners.
AnalysisofhighcollisionareaswillcontinuetobemonitoredbytheTown.Theannualdeploymentof trafficmonitoringdeviceswillcontinueacrossthecommunity.Thesedevicesprovidevaluabledatathatis usedtoinformimprovedtrafficandpedestriansafety.TheTownhasadded2datafeedbacksignsthat canbemovedtocomplaintorhigh-riskareas.Thesesignsprovidelivespeedfeedbacktodriversand collectspeeddatainthedeployedarea.CommunityPeaceOfficerscontinuetoallocateaminimumof 30%oftheirtimetotrafficsafetyinitiativesinthecommunity.
EducationInitiatives
TheTowncontinuestobeanactivememberwiththeCapitalRegionIntegratedSafetyPartnership (CRISP).CRISPincludestrafficspecialistsfromtheregionandtheindustrydedicatedtothereductionof speedandcollisionincidencesacrossthecapitalregion.Theirevidence-basedapproachtotrafficsafety initiativeshasprovidedseveralbenefitsovertheir16yearsofoperating.
AnnuallytheFireDepartment,PublicWorksDepartmentandEnforcementServicesDepartmentconduct aback-to-schoolawarenesscampaign.Duringthefirstweekofschool,schoolzonesareactivelystaffed andidentifiedwithemergencylightseducatingdriversaboutincreasedschooltraffic.
TheTownparticipatesinseveraljointforceoperationswithotherenforcementpartnersthroughoutthe yeartoincreasepublicawarenessabouthigh-riskvehicleoperations.Theseoperationsincludedistracted driving,targetedspeeding,andseasonaleducationcampaigns.TheTownsEnforcementServicesweb pagecanbefoundatfollowinglink:
