Sun Country intends to run with tight $146M budget By Norm Park normpark@estevanmercury.ca

The Sun Country Health Region authority is being asked to conduct their business within a $146.36 million budget this fiscal year, but they are also being required to find nearly $2 million in efficiencies on the expense side. In 2012-13, Sun Country conducted business within a $140-million expenditure framework, so it is not difficult to surmise that the current budget structure calls for some stringent measures to be taken if the local health region is going to be able to stay within the budget parameters while dealing with natural economic inflation. “It’s going to be tight, for certain,” said John Knoch, vice-president of finance and corporate services as he presented budget highlight items to the health region’s board of directors who were meeting in Weyburn on May 28.

There was little room for funding for inflation in the balanced budget that was considered by all around the table, as a call for status quo. “The budget reflects some increases in contracts with primary health doctors, inflation and compensation increases. The region received approval for a cataract program that is expected to be launched in November. However, with additions and changes we have also had to make efficiencies to achieve a break-even status,” said Marga Cugnet, Sun Country’s CEO. So while the region received a targeted increase in funding, they are also being required to pull out an additional $2 million in efficiencies through the use of Lean techniques and without laying off staff. Sun Country currently employs 2,382 people with 731 of them being part-time, another 722 being on a casual basis and 929 full-time positions. → A2 Achievable

While the City of Estevan patiently awaits movement on residential development of The Meadows north of Wellock Road, they are taking a proactive approach to developing residential lots south of Wellock Road. Identified by the title Parcel F, the City is moving forward with infrastructure work to make roughly 21 new lots available near the St. Joseph’s Hospital, which

the City purchased. During their regular meeting on May 26, city council approved allocating $200,000 from the 2014 water and sewer utility program to provide temporary sanitary sewer services to the Parcel F development, which will redirect the sewer until a larger main is constructed. The construction will include a temporary pump station that will service the 21 new lots as well as the new water reservoir washroom and future → A2 City
