classification gives a new company or concept time to mature
East Stroudsburg University (ESU) has held the ability to issue J-1 Visas to visiting professors and research scholars since 2008. According to the Department of State, “the exchange of professors and research scholars promotes the exchange of ideas, research, mutual enrichment and linkages between research and academic institutions in the United States and foreign countries”.1 Based on the amazing accomplishments of current and former members of the Business Accelerator Program (est. 2001), ESU witnessed first-hand how entrepreneurs, especially in the life science fields, were able to use university resources to augment research accomplishments and hasten time to market for product development. Recognizing the important of foreign ingenuity, ESU sought to create a mechanism whereby foreign national investors and business leaders could use the Business Accelerator Program to serve as a soft landing for expansion to the United States market. From this idea, the IIP was created in 2014. ESU successfully explained the synergy between the university’s educational objectives and the purpose and spirit of the J-1 visiting professor and scholar program to the Department of State. ESU secured permission from the U.S. Department of State to issue J-1 Visas to foreign nationals successfully enrolled in the IIP. With J-1 Visa IIP

without the pressures associated with other traditional new company visa classifications such as the L-1 (intracompany transferees) and the E-2 (treaty investors). Unlike other Visa opportunities, in most IIP cases there is NO need for corporate formation, NO need to invest extensive capital, and NO need to procure expensive equipment. Your business can truly grow organically. As a result the softest of landings is provided. In addition, as part of your successful enrollment in the IIP, you and your company are provided with expert guidance from University personnel and resources as well as our IIP partners. You will receive mentorship from Global Access Pennsylvania and the Welcoming Center for New Pennsylvanians. In addition, we have a team of lawyers and service professionals available to answer questions related to all aspects of starting a successful business in the United States. Whether it is a marketing question, a tax question, access to grants and capital, or a legal question regarding immigration and business formation, these resources are readily available for your use. Furthermore, and without question, you will have access to not only the full range of equipment available at the Business Accelerator (such as wet labs and “smart rooms”), but also access to professors and researchers engaging in similar fields of endeavor.

Duration and Timing The J-1 Visa can be held for up to five years. When you successfully enroll in the IIP, you will be given the J-1 classification for an initial two-year period. Within three months of the end of this initial stay, if your business requires additional time to develop, you can apply for an extension that can be granted for up to three years. Because ESU has the authority to issue permission to obtain J-1 status (Form DS-2019), the processing time after a successful application to the IIP is very fast. Normally, the time lag between IIP approval and entering the United States can be accomplished in less than 1 month. Please note that the J-1 Visa holders can be subject to a two-year home residency requirement and not all nationalities have a clear access to valid status after the J-1 term is completed.
