County buys up $400M in medical debt, city sets permanent limits on downtown nightclubs, poll shows 30% of Florida women are unclear on new abortion rules and other news you may have missed.

» Orange County moves to abolish more than $400 million in residents’ medical debt
The Orange County board of commissioners last week voted 5–2 to approve a plan that will eliminate an estimated $424 million in medical debt for 154,593 residents. The plan involves an investment of $4.5 million in unused federal funds that the county received from the feds through the American Rescue Plan Act of 2021. The process of medical debt cancellation will be handled by Undue Medical Debt, a nonprofit in New York that is currently working with 20 other state and local governments across the U.S. on the same kind of initiative. Altogether, the nonprofit has abolished over $13 billion in medical debt for more than eight million U.S. families. The plan here in Orange County was spearheaded by Central Florida Jobs With Justice, a coalition of labor unions, social advocacy and faith groups. There’s no application process — rather, Undue Medical Debt has an analysis process that will identify local residents saddled with medical debt, and will send notification letters to them when/if their debt is abolished. The nonprofit is going to be working with Orlando Health and Advent Health — so debt resulting from services through them will be prioritized. The program will run from now through Sept. 2026.
» Orlando City Council approves permanent limits on downtown nightclubs Despite concerns from some downtown bar and club owners, Orlando City Council voted unanimously to approve new and permanent mandates on nightlife in downtown Orlando that will take effect this fall. The new rules permanently limit nightclubs to one per block in Orlando’s downtown entertainment area, requiring a 300-foot distance between each new club. Existing nightclubs that don’t conform to this distance limit would be grandfathered in under the proposal, although they could be prevented from expanding under these rules. Concurrently, city leaders lifted a moratorium on new bar and nightclub construction, but any new construction would be potentially hamstrung by these limitations. City leaders made the case that the new rule is another step toward a “safer” and more family-friendly downtown. During the meeting, District 4 commissioner Patty Sheehan did a little bit of pearl-clutching about the supposed dangers of downtown Orlando: “We just have too many bars and too much going on — and I walk through downtown, sometimes. I see the craziness. I hear the craziness!”
» Florida Dems urge DeSantis to participate in federal food assistance program for kids
Florida House Democrats sent a letter to Gov. Ron DeSantis last week pressing him to apply for a federal program that would provide food assistance to low-income kids next summer. According to the States Newsroom’s D.C. Bureau, the Sunshine State was one of 13 to pass up millions in federal funds for the summer EBT program that gave low-income families $120 for school-aged children this year. Pressure from parents, anti-hunger and child advocacy groups, and now Democrats keeps mounting on Florida to notify the federal government that it plans to participate in the program next year, as the Aug. 15 deadline approaches. “Florida has an opportunity to correct the egregious error made by DeSantis in 2024 when he decided to politicize food insecurity,” House Democratic Leader Fentrice Driskell wrote in a press release. The USDA estimates that more than 2 million children in Florida would get around $258.9 million in federal aid through the program. Florida would only have to fund half of the administrative costs to distribute the benefits, which adds up to $13 million.
» Survey: Nearly 30% of Florida women don’t know what the state’s abortion rules are Florida’s six-week abortion ban went into effect three months ago, but 29% of women remain unsure about the legality of abortion in the state, according to a new survey from KFF, a health policy research and news organization. Women with lower incomes and those who identify as “pro-life” are less informed about abortion laws, according to a KFF survey of 512 Florida women between the ages of 18 and 49. KFF surveyed the women from May 13 to June 18, and the six-week abortion ban went into effect on May 1. This November, Florida voters have the chance to weigh in on a ballot proposal that would put abortion rights into Florida’s state constitution, if approved by at least 60%. Essentially, it would legalize abortion up to roughly 24 weeks of pregnancy. According to the same survey, the lack of education extends to women’s familiarity with abortion resources.
One-third of Florida women don’t know where to get an abortion or where to find information about it, and the rate of uncertainty was higher (45%) for Hispanic women. Despite the gaps in knowledge, 72% of women surveyed responded that they think abortion should be legal in all or most cases. That includes 51% of Republican women.
» Acting U.S. Labor Secretary Julie Su visits Orlando to discuss heat safety on the job
As working people in Florida grapple with staying safe from heat on the job amid rising temperatures, U.S. Department of Labor Acting Secretary Julie Su visited Orlando to discuss heat stress protections with local workers. Su, a former Secretary of Labor for the state of California, has been on a national tour to stress the importance of creating and sustaining “good jobs” for working people — jobs that are safe, pay well, and offer benefits and protections for workers and their families. Florida has been a hotspot (no pun intended) for discussions about heat on the job since the state recently passed a new law that bars local governments from creating any mandatory heat safety standards to protect workers. There is no state or federal standard currently in place, although the feds are working on it. Su came to Orlando last week to discuss that federal proposal with workers, meeting construction and farm workers at a local union hall with U.S. Congressman Maxwell Frost, who has also prioritized labor issues for Central Florida families in Congress.

It may be glued to Soseki’s coutured hips, but Michael Collantes’ unfenestrated den of drinks and delectables is so unaffectedly chill, it’s hard to resist lingering. The healthy dose of rice wine education courtesy of sommelier Benjamin Coutts and sake geek Daniel Lugo is a determining factor, as are the addictive bites of Viet-inflected Japanese fare head chef Mike Vang plates. Best Place to Tap Into Your Inner Hemingway: Death in the Afternoon
Ernest Hemingway and bullfighting go hand in hand like Ernest Hemingway and drinking, so the fact that there’s a bar named after Papa’s book on the subject — bullfighting, not drinking — is hardly a surprise. But Death in the Afternoon, the book, certainly has its fair share of dipsomaniacal characters, as does Death in the Afternoon, the bar. The primary culprit in both is absinthe, that much-maligned spirit falsely accused of causing everything from hallucinations to murder. No, if there’s any slaying going on inside this moody Mills 50 booze den, it’s at the hands of the expert bartenders who kill it with their cocktail game, and chef Eric Norvelus, who executes with aplomb.

Best Cronenbergian Dish: Omurice at Kyuramen
It’s known as omurice, but “Eggs Videodrome” may be a more fitting moniker for this dish served at Kyuramen. The scene plays out like so: Enter a fluffy omelet sitting atop a mound of chicken fried rice. A server slits the omelet lengthwise and it unfurls over the rice, revealing its custardy innards. After a scattering of furikake, the server (who, thankfully, looks nothing like James Woods) pours curry sauce and demi-glace over the gory Cronenbergian concoction in appropriately heavy-handed fashion. Long live the new flesh!

Best Big Birds: DTOLive installation “Big City Birds”
In a very late entry to this year’s Picks, we can’t let this flock go without mention. From the delightfully sideways brain of Brendan O’Connor and the sounds-weird-let’s-do-it mentality of the Creative City Project comes “Big City Birds,” an installation of 16 neon-hued inflatable pigeons perched on various downtown rooftops, presented as part of the Downtown Development Board’s DTOLive initiative to “increase community engagement.” The birds touched down the same week we went to press on this issue (so mea culpa if an inflatable disaster happens after publication), but earned their spot here by dint of the immediate furious explosion of commentary. Is it an invitation to ponder the resilience and adaptability of urban wildlife? A commentary (or simply a me-too ploy) on the way tourism marketing has been reduced to a series of selfie opportunities? A waste of public money? A nosetweak to the haters? Whatever the intent — and there are surely multiple at work — it made you look. And it made us smile.

Since local artist Njeri Kinuthia came onto the scene in recent years, it’s been love at first sight for Orlando art appreciators. Her bold style melds with her classical compositional training in large, wildly shaped, threedimensional installations that often include long flowing textiles. Like a favorite draft pick who goes the distance, Kinuthia has gone from triumph to triumph, starting modestly but all building up to winning the People’s Choice award at OMA’s 2024 Florida Prize in Contemporary Art. “It was a night “filled with gratitude and joy,” said Kinuthia.

The Dr. Phillips Center’s swank new supper club has been the talk of the town for obvious reasons. The national names featured there have been exceptional, but the real revelation has been how much of a local spotlight Judson’s has turned out to be, giving stage to a diverse parade of native talent like Harber Wynn, Thomas Milovac Quartet, Claire Vandiver and others. That can be credited to Judson’s booking manager Chris Belt, perhaps the city’s best non-rock promoter.

Orlando Girls Rock Camp continues to shine a light on the future of local music, and in these young stars’ hands, that future is bright. Best Nomads: Blue Bamboo Center
Things looked bad for jazz haven the Blue Bamboo Center last year. Forced out of their longtime address because of rising rents, it would have been easy to give in to despair and cease operations. It only gave Bamboo headman Chris Cortez a greater sense of mission. BB became a roving entity, with shows spread over venues all over the city. The Center’s biggest triumph came with a green light from the City of Winter Park to take over the old library building and turn it into a performance space and arts hub. International shipping charges during the seemingly eternal reign of Louis DeJoy are a bad joke; however, we would gladly fork over many dollars to get a cassette copy of Zoya Zafar’s debut album, Some Songs, from Eastern European imprint Start-Track. Zafar’s collection of lush electro-pop hymns and romps are captured on spools of magnetic tape housed in a crystal blue shell, all yours with no need for wifi or streaming platforms. Best Concert That’ll Never Happen Again: Rolling Stones at Camping World Stadium
It was “only rock & roll” at the Rolling Stones’ Camping World Stadium show in June, as the group that has been rocking since 1962 greeted fans old and very new. The sold-out “Hackney Diamonds Tour” set saw a rowdy audience spanning generations and an ever-energetic band that put many younger acts to shame. A show like this may not happen again — and another world tour by the Rolling Stones seems extremely unlikely — but Orlando sure made this one count.

It’s a tough sell, a full weekend of music based on the most minimal of sonic and conceptual trappings. But the organizers of the inaugural ODrone Festival pulled it off. Taking place outdoors at Milk District destination the Nook on Robinson, the Circuit Church-offshoot event gathered a multigenerational crew of ambient and electronic practitioners who pushed single notes to their very limits. Familiar faces like Dan Reaves and Daniel Fuzztone shared space with a plethora of new practitioners like Terrapin and Salty Jazz Crabs. It was, inevitably, dreamy.

When a city construction project took over Robinson Street, the Milk District’s small businesses wasted no time in banding together to get people through their doors. Best They Did It Their Way: East West Records
Orlando music emporium East West Records, founded by Hannah and Roman Skrobko, was a haven for vinyl (and more) lovers in the local area since 1971, the oldest continually operating record store in our area. They sold up in 2018, and in early August of this year, the store’s new owner announced the unthinkable: They would be closing their doors imminently. But East West went out in high style, with a blockbuster weekend-long sale that at times felt more like a family reunion and a party than a wake. Orlando’s music scene is undoubtedly a good deal poorer with the void left by this institution’s imminent closure.

Now, she’s taking on Ron DeSantis.” Orlando-area trans activist Montanez, now a field organizer with the National LGBTQ Task Force, among a myriad of other undertakings, was profiled in New York magazine online offshoot The Cut back in June. Theft When the State Isn’t: Farmworker Association of Florida
Florida used to have a state department that would go after employers accused of violating minimum wage requirements, but thanks to former Gov. Jeb Bush, the department was abolished in 2002 with no replacement. Florida’s State Attorney General is allowed to pursue those law-breakers, but in business-friendly Florida, generally doesn’t go after these cases today. In the absence of that enforcement, some community organizations like the Farmworkers Association in Apopka join federal efforts to go after minimum wage violators and other wage thieves. It’s an inspiring effort by locals to fill in the gaps, all to support local workers in getting the money they’re owed after a boss refuses to pay up.

This writer first saw Miami darkwave deities Donzii play a mostly empty Blackstar in 2018 and was transfixed utterly. Just a few months ago this writer saw Donzii play a sold-out Abbey with Sextile and was again transfixed utterly. Now, the band helmed by power couple Dennis Fuller and Jenna Balfe are — gasp! — decamping from their Miami home and heading west to Los Angeles, leaving Florida a much creatively poorer place. On the way out, the band are playing Orlando at Will’s. Donzii has a long and friendly history with the Orlando music scene; since that first Blackstar show, they’ve played here once a year at spots ranging from Stonewall to Lou’s, driving crowds into a frenzy with their incredibly danceable post-punk symphonies. Cuties is set to celebrate their 10-year anniversary (and, sadly, its final season) with a jam-packed show this week. The anniversary soiree comes to the Abbey on Sunday, featuring guest stars, retrospective showings and surprises aplenty. Attendees can expect a first look at the cast music video, plus clips and displays honoring the group’s legacy and impact. The show will ring in their final season, which is set to run through an amateur competition in September, a Halloween show in October, a holiday kickoff in November and a Valentine’s Day show in February. Then a spring show will lead the troupe into its final farewell shows at Orlando International Fringe Festival in May of 2025. Cults is bringing their indie pop-rock sweetness to Orlando, with a serene sound that’ll make you question whether you’re truly awake or lost in an ethereal dreamscape. Starting out as a college duo over a decade ago, Cults has made a name for themselves with alt-rock hits “Gilded Lily” and “Always Forever,” two tracks that merely scratch the surface of a extensive, meditative discography rounded out with their most recent album, In the Ghosts, which was released in July. Meet Sky!
Sky (A439699) was an owner surrender. Her owner admitted to us that he did not try to rehome her; he was moving, and he could no longer care for her. Sky came in looking very rough, with skin issues, small masses and some hair loss. But from her first day, she has been nothing but sweet, calm and extremely intelligent. Sky has a big heart and her stay with us has not affected her negatively. If anything, she has gotten better in the month that she’s been here, and she continues to heal, both physically and emotionally. We discovered quickly that Sky is intelligent and knows an impressive amount of commands. She’d sit for treats and before we knew it, she was lying down, turning around, rolling over and giving paw like a pro. She’s gentle and eager to please, but mostly she seeks affection. She’ll lie on her back, eyes closed, and lean into every touch. Sky has been abandoned once, but still believes in love; we’re hoping that this time, her person will keep her forever.
Orange County Animal Services is celebrating the Summer Olympics and back-to-school with two adoption promotions for the entire month of August: Gold Medal Favorites and Teacher’s Pet.
