Orlando’s Exploria soccer stadium renamed Inter & Co Stadium

Just weeks after the Amway Center was rebranded as the Kia Center, Orlando City Soccer Club, Orlando Pride and financial services provider Inter & Co announced last week that the teams’ home stadium, formerly Exploria Stadium, will be known as Inter & Co Stadium for the next decade. Inter & Co, a banking pioneer in Brazil, became the official financial institution of Orlando’s Major League Soccer and National Women’s Soccer League teams in September. The Exploria Stadium’s name change marks the first time a financial institution with Latin American roots has been given naming rights to a major U.S. stadium. It’s the club’s first international partner.

Florida Board of Education targets college DEI programs and sociology classes

Florida Gov. Ron DeSantis dropped his bid for president, saying he didn’t have a “clear path to victory” and that a majority of Republican voters back former President Donald Trump. (The rest of the country responded: “Duh.”) DeSantis announced his decision to drop out of the race on social media, six days after he finished a distant second place behind Trump in the Iowa caucuses and two days before the New Hampshire primary. DeSantis said former South Carolina Gov. Nikki Haley, who’s also vying for the GOP presidential nomination, represented “a repackaged form of warmed-over corporatism” and “it’s clear to me that a majority of Republican primary voters want to give Donald Trump another chance.” DeSantis bet heavily on Iowa, pouring resources into the state. But he got drubbed by Trump, who captured 51 percent of the caucus vote and won 98 of 99 counties. DeSantis received 21.2 percent of the vote, while Haley received 19.1 percent and won one county. Polls showed DeSantis in single digits heading into Tuesday’s New Hampshire primary, with Trump leading Haley. (Duh.)

said it isn’t about abortion, I do hope to work with you to make that very clear and to actually codify it, if this does become a law,” Gantt said before voting against the measure, “so we don’t have advocacy groups seeking out potential fathers suing different abortion care providers, because that’s also very much a real possibility.” The GOP-controlled House panel voted 12-5 along party lines to advance the measure. It now heads to its second committee referral for consideration.

Florida Republicans seek to ban cities from using ID cards for undocumented immigrants

In another effort to make undocumented immigrants’ lives harder, a Senate committee advanced a bill that would prevent cities and counties in Florida from accepting identification cards issued to undocumented immigrants. The Republican-controlled Judiciary Committee voted 7-3 along party lines to approve the bill (SB 1174), sponsored by Sen. Blaise Ingoglia, R-Spring Hill. Ingoglia similarly sponsored one of the harshest immigration laws in the country, signed into law by Gov. DeSantis last year. The issue targeted by the new proposal focuses on what are known as “community” identification cards that have been issued in some areas to undocumented immigrants and other people. Ingoglia said the bill and other legislation are designed to “take away the magnets” that help attract undocumented immigrants to Florida. But opponents said ID cards are important for people to do such things as enroll children in schools. Also, Senate Minority Leader Lauren Book, D-Davie, said identification can be important in interactions between people and law-enforcement officers. With its first vote of approval, the bill still needs to clear a couple more committees before it would be taken up by the full Florida Senate.

Carrying out parts of a controversial 2023 law, the Florida Board of Education approved rules that will prevent colleges from spending money on diversity, equity and inclusion initiatives and remove a sociology class from a list of “core” courses. The rules stem from a law (SB 266) approved last May by the Legislature and Gov. DeSantis. Under the rule, Florida’s 28 state colleges will not be able to use state or federal money to “promote, support, or maintain” programs or campus activities that violate a state law on discrimination. That state law, in part, prohibits training or instruction that could “compel” students or employees to believe that a “person, by virtue of his or her race, color, national origin, or sex, should be discriminated against or receive adverse treatment to achieve diversity, equity, or inclusion.” The new rule also prohibits expenditures that would “advocate for DEI” or “promote or engage in political or social activism.” The Board of Education also approved an update to a rule about general education course options, which can be used to fulfill required coursework in various subject areas. The revamped rule, in part, removes the course Principles of Sociology from a list of courses that students could take to complete coursework in the social sciences. In its place, the board elected to add a history course titled Introductory Survey to 1877.

Florida Republicans advance bill allowing lawsuits over ‘unborn child’ deaths

Less than a year after passing a measure that would ban abortions after six weeks of pregnancy, Republican lawmakers are pursuing an effort to allow parents to file civil lawsuits seeking damages for the wrongful death of an “unborn child.” The proposal, approved Thursday by the House Civil Justice Subcommittee, would add “unborn child” to a law that allows family members to seek damages when a person’s death is caused by such things as wrongful acts or negligence. It’s drawn intense pushback from abortion providers and their allies, who worry this could be used to sue abortion providers. But GOP House sponsor Jenna Persons-Mulicka, who also sponsored the six-week abortion ban last year (a ban that’s currently on hold, pending a state Supreme Court review of a related legal challenge), claims HB 651 is not abortion-related. She said it is aimed at giving parents the ability “to go to court to seek redress against the wrongdoer” when an unborn child dies. Anti-abortion groups are supporting the measure, however. Florida Democrats seek to repeal anti-LGBTQ laws in 2024 legislative session as Republicans propose new ones BY MCKENNA S CH UEL ER

F

lorida Democratic lawmakers are seeking to repeal laws passed by the Republicandominated state legislature over the last two years that restrict access to gender-affirming care for transgender people and prohibit classroom instruction on gender identity and sexual orientation in public schools. They’re long-shot proposals, and therefore likely won’t even make it to a vote, but Democrats say now is not the time to stay silent and Floridians must “fight back.” Democratic lawmakers have filed four sweeping bills in the Florida House and Senate that aim to undo “harms” imposed through “anti-woke” and “culture-war” legislation, and to restore the rights of LGBTQ individuals and their families that those policies have undermined.

Identical bills filed by Democratic Rep. Anna Eskamani (HB 1283) and Sen. Shevrin Jones (SB 1404) would repeal several policies. The legislation, titled the “Health Care Freedom Act,”would repeal a state policy that prohibits the use of state funds to cover gender-affirming treatments for transgender people. The proposal would also repeal a policy enacted last year that requires Medicaid-accepting hospitals to ask patients about their immigration status, and aims to eliminate state policies that restrict access to abortion, which is currently legal up to 15 weeks of pregnancy. Legislation filed by Democratic Sen. Tracie Davis (SB 1414) and Rep. Michelle Rayner (HB 1355) titled the “Freedom to Learn Act,” would

I

n a notable victory for Florida’s minority party, Democrat Tom Keen was elected to the Republican-dominated Florida House in a special election held last Tuesday. Facing off against “conservative patriot” Erika Booth, Keen won 51.3 percent of the vote in District 35, which covers parts of eastern Orange and Osceola counties. The District 35 seat had been vacant since former state Rep. Fred Hawkins resigned from the seat last year to take a job as president of South Florida State College.

Keen’s victory offers a shred of hope for Florida Democrats, who lost several seats in the Florida House in 2022. Republicans hold more than double the number of seats in the Florida House than Democrats, in a legislative supermajority. A U.S. Navy veteran and a manager at Collins Aerospace, Keen was backed by several local labor unions, Florida Planned Parenthood, Equality Florida, and various elected Democrats on the state and federal levels. He campaigned as a “committed progressive”who would support

effectively repeal Florida’s so-called “Don’t Say Gay” law (restricting discussion of gender identity and sexual orientation in school classrooms) and repeal the Stop WOKE Act championed by Florida Gov. Ron DeSantis. That legislation, signed into law in 2022, prohibited public schools, colleges, and universities from providing instruction that teaches that individuals are “inherently racist, sexist, or oppressive” or that people are privileged or oppressed based on their race, color or national origin. The same prohibition under Stop WOKE was also extended to workplace trainings. “For years now, our state has been held hostage by the political ambitions of this governor and held hostage by the rubber-stamp legislature he got bullied into submission,” said Joe Saunders, senior political director for Equality Florida and candidate for state House District 106, during a press conference last week. “It’s time in January for this legislature to divorce DeSantis.” Shevrin Jones, Florida’s first openly gay state senator, said that laws passed by GOP lawmakers in recent years have infringed on the same parental rights that Republicans claim to champion (when it fits their agenda). Jones said his legislation “moves to restore the personal and parental rights of Floridians.” “And I mean true parental rights,” he added. For example, the right of parents to choose to consent to evidence-based, gender-affirming treatment for their child. The right to have an abortion in Florida, and for doctors to provide abortion care. “We need to do what we can to fight back,” said Rep. Eskamani. “We need to do what we can to help win the hearts and minds of other Floridians who are caught in this who don’t have enough information to understand what it

means to be trans, and how a parent with a trans kid is just like any other parent — they want their kid to be healthy, happy and strong.” The 2024 state legislative session officially kicked off last week and runs through March 8. While Democrats have their own legislative wish list that includes meaningfully tackling issues like high property insurance premiums and affordable housing in addition to these repeal proposals, Republicans have also filed legislation that could make the lives of transgender people and others on the LGBTQ+ spectrum harder. HB 1233, a bill filed by Republican Rep. Dean Black (R-Jacksonville), for instance, would prevent transgender people from changing the gender listed on their driver’s licenses to match the gender they identify with. It would require that the gender listed on a person’s driver’s license align with the sex assigned to them at birth. Individuals applying for a state license would also have to sign a sworn affidavit confirming the sex listed on their application matches the sex listed on their birth certificate. The same bill would also require health insurance policies to cover conversion therapy for trans people. Another proposal, filed by Rep. Ryan Chamberlain, would prevent the state and local governments from requiring employees to use preferred pronouns for transgender and nonbinary co-workers. This would also apply to nonprofits and government contractors that receive money from the state. Trans journalists and activists have created a spreadsheet that tracks bills proposed in Florida and across the country that either directly affect or otherwise hold implications for LGBTQ+ people. Over a dozen are listed for Florida.

abortion rights, address affordable housing issues, and protect the rights of LGBTQ citizens. His campaign used mailers, social media and door-knocking to get the word out about his candidacy. About three-quarters of the district’s voters live in Orange County, where Keen also resides. Canvassers reportedly knocked on over 3,000 doors this past weekend alone. He also hosted town halls to discuss abortion rights and skyrocketing property insurance premiums, both political priorities of his. Republican competitor Erika Booth, who currently serves as a member of the Osceola County School Board, campaigned on a right-wing platform, touting slogans such as “stop the woke mob,” and aligned herself with the platform of former President Donald Trump. Her campaign was backed by the Florida Republican Party and industry trade groups like the Florida Realtors Association and the Associated Industries of Florida, the self-described “voice of Florida business” with a hodgepodge of political committees funded by companies like Amazon, Publix, TECO and Google. Booth, who’s also married to Osceola County commissioner Ricky Booth,

out-fundraised Keen by a mile, securing over $300,000 in campaign contributions since her campaign’s launch. Over $100,000 of that came from Republican organizations and GOP lawmakers, according to Fresh Take Florida. Keen, meanwhile, secured the support he did after raking in less than half of Booth’s total dollars, which included donations made to his campaign individually and his affiliated political committee, Friends of Tom Keen. Booth’s campaign was not affiliated with any PAC, as far as has been reported. According to unofficial numbers posted around 7:30 p.m. Tuesday at the Osceola County Supervisor of Elections office, 20.7 percent of eligible voters turned out, while Orange County saw 18.8 percent turnout. Nearly twice as many Osceola County voters chose to vote by mail, while that trend was reversed in Orange, with the majority of voters turning out in person. With this victory, Keen will still be up for election this fall with all other state lawmakers. The primary election is scheduled for Aug. 20, and the general election is Nov. 5.

SICK BUILDING SYNDROME Florida Republicans have watered down SB 460, their proposal to weaken child labor law, removing language that would have allowed older teens to work on roofs and on commercial building sites. BY MCKENNA S CH UEL ER

A

Republican-dominated Florida Senate committee advanced legislation filed on behalf of industry groups that would allow 16- and 17-year-olds to work jobs in construction that are currently deemed too hazardous for minors under law. The proposed rollback of child labor laws, filed by Republican state Sen. Corey Simon of Tallahassee, is slyly tucked into a broader bill about career and technical education program. The bill, SB 460, was approved by the Senate’s Pre-K–12 Education Committee last Wednesday in a 9-2 vote. Democratic Sen. Rosalind Osgood was the only Democrat on the committee to join Republicans in support of the measure. This vote of approval came after Simon, a firstterm politician and former NFL football player, first amended the legislation to essentially water down the language. The amendment filed last Tuesday, one day before the committee hearing, removed language that would have allowed older teens to work on roofs. The amendment specified that 16and 17-year-olds would not be allowed to work on roofs, scaffolding, ladders and superstructures above six feet off the ground. Minors would also only be permitted to work on residential building construction, not commercial sites. This signifies a backing-off of sorts. The initial proposal did not contain a height limit, and would have allowed for older teens to work on nonresidential building construction, roofs, scaffolding and superstructures. Under current Florida law, minors under 18 are prohibited from working on roofs and scaffolding more than six feet off the ground already. Simon’s amendment also clarifies that construction and roofing contractors cannot put older teens to work in any manner that violates federal rules enforced by the Occupational Safety and Health Administration (OSHA) or any other federal law relating to minors in the workplace. Critics of the legislation, however, pointed out that the federal Fair Labor Standards Act, which sets federal wage and child labor standards, specifically outlaws putting any child under 18 to work on “roofing operations” and “all work on or about a roof.”

“Even if this passes, the federal government will not let Florida employers off the hook for lower standards,” said Dr. Norín Dollard, senior policy analyst for the Florida Policy Institute, who spoke against the measure during public testimony. Last year, the U.S. Department of Labor confirmed in a letter to state lawmakers in Iowa that a similar bill passed there, which lifted restrictions on hazardous work for minors, contained provisions that conflicted with federal law. Federal officials said this could lead to consequences for employers who violate those baseline federal standards. “FLSA-covered employers that violate federal child labor law are subject to various penalties, including civil money penalties,” reads the letter, signed by Solicitor of Labor Seema Nanda and Wage and Hour Division administrator Jessica Looman. These penalties “depend on the nature of the violations and the underlying factual circumstances,” they added. Dollard, with the Florida Policy Institute, said that even with Simon’s amendment, she had concerns about any proposed changes to child labor law that could weaken existing protections, which fail to protect children on the job in Florida as it is. A local roofing contractor near Orlando was fined over $50,000 in child labor penalties last year after a 15-year-old they put to work fell 20 feet from a home in Orlando, suffering severe head and spinal injuries. Sixteen-year-old Andrés Toma fell to his death while working to replace roofing on a home in Florida last April, the New York Times reported, in what OSHA described as a preventable death. He shouldn’t have been working on that roof at all. Federal data from the U.S. Labor Department shows that construction is one of the most common industries in which child labor violations occur, and child labor violations in Florida are on the rise. Annual reports from the Florida Department of Business and Professional Regulation, the state’s enforcing agency, show the construction industry also drives the highest number of unlicensed activity complaints. Construction is the deadliest industry for youth, behind agriculture, and young workers

are more likely to be injured on the job compared to adults. “Children should not be working on scaffolding or roofs of any height, which is precisely why this is prohibited by federal law,” said Jackson Oberlink, a lobbyist for the left-leaning advocacy group Florida Rising, during public testimony on SB 460. Florida’s capacity to enforce protections for minors in the workplace is already lacking. There are just seven state employees dedicated to enforcing child labor law across the state, according to the Florida Department of Business and Professional Regulation, covering thousands of Florida businesses. Federal enforcement is also limited, due to agencies being flat-funded by Congress and understaffed. There were just about 75 federal OSHA employees dedicated to Florida as of 2021, and the Wage and Hour division — tasked with enforcing minimum wage, overtime, and child labor requirements — is also operating with near-record-low staffing levels. Florida relies on federal OSHA regulators to conduct workplace inspections, and has done so since former Florida Gov. Jeb Bush repealed the state’s OSHA program within the state’s labor department in 2000 and abolished the state’s labor department entirely in 2002. This limits the protections that both teenagers and adults have in the workplace in Florida, where employers are less likely to be concerned about regulatory officials showing up to cite them for failing to meet basic labor standards. Sen. Simon, a first-term state Senator elected to his seat in 2022, defended his legislation by emphasizing the importance of ensuring opportunities for youth. The proposed child labor rollback makes up just a small section of his bill, which broadly seeks to expand Career and Technical Education programs in schools and offer more recruitment opportunities into the trades. “What we’re trying to do is encourage young people that have an interest in those trades to get the work experience needed so that they can go further in their career,” said Simon, who chairs the Education K-12 Committee. There are already some limited exceptions to child labor laws, including work performed by children through apprenticeship programs and student learner programs in schools. Child labor law in Florida also offers kids the chance to seek waivers to be exempted from the law, and contains exceptions for children who are or have been married, children who have already graduated from high school, and children who work for their parents. In light of existing job opportunities for youth in Florida, critics have questioned the real motives behind the proposed child labor rollback. Florida is one of 19 states that has passed or introduced legislation over the last couple of years seeking to weaken regulations. Most have been backed by trade groups representing industries that “routinely”violate child labor law

and other labor standards, said Nina Mast, an analyst for the Economic Policy Institute who’s been tracking child-labor law rollbacks across the country. Public records show the legislation that Simon originally filed was fed to him by a lobbyist for the Associated Builders and Contractors of Florida, a trade group that drafted the legislation in collaboration with the Florida Home Builders Association. The Home Builders Association and other industry groups similarly backed changes to child labor law in Iowa. Carol Bowen, chief lobbyist for the ABC of Florida, emailed draft “Workforce Education”legislation to an aide for Sen. Simon in late October, copying another ABC lobbyist and a lobbyist for the Florida Home Builders Association. “The three of us are the point people for this bill and are at your disposal and Senator Simon’s,” Bowen wrote, with a draft of the bill attached. Simon filed the legislation three weeks later. According to the News Service of Florida, Simon was the second-highest fundraiser in the state Senate over the most recent campaign finance filing period, running from Oct. 1 to Dec. 31, 2023. Simon’s affiliated political committee, Friends of Corey Simon, also shows sizable campaign contributions since November from the Florida Restaurant & Lodging Association ($2,500), the Florida Chamber of Commerce ($20,000) and a political committee associated with the Associated Industries of Florida ($10,000), which gets funding from the likes of businesses like Amazon, Publix, TECO and the for-profit hospital system HCA. Bowen, the ABC of Florida lobbyist, spoke in support of the bill her group helped write during Wednesday’s hearing. She said opportunities for children in Florida to gain experience in the trades are currently limited in some parts of the state, where there is unequal access to student learner programs in certain jurisdictions. “We want kids to be safe,”she said, speaking on behalf of thousands of building and construction contractors that affiliate with the ABC. A representative of the Florida Parent Teachers Association (PTA) addressed the committee members to speak against the legislation. But even safeguards added to the bill would likely be insufficient. The bill would require older teens to get OSHA certification through a 10-day training course in order to do roofing and construction work. It would also require them to do that work under the supervision of an adult over 21 who has similarly completed training. The most recent federal data shows, however, that there is only one direct supervisor in Florida available for every seven construction and extraction workers. And with limited enforcement personnel to make sure employers are following the law, there’s no guarantee that employers would respect these safeguards, anyway. The New York Times has reported extensively on the prevalence of unaccompanied minors in the construction industry, illegally employed in Florida and other states.

Simon, who sought to downplay the effects of his bill on child-labor law, bemoaned the entrance of “politics” into conversations about the bill, which industry groups have admitted could help employers fill labor shortages that have been exacerbated by a crackdown on undocumented workers. “Not every kid is going to go on to our traditional post-secondary institutions,” said Simon. “And we do a disservice to them if we don’t offer pathways for them to have the success

that they deserve and that they’re willing to work for.” Never mind that children aged 14 and older can already legally work a variety of jobs in Florida, including jobs in the restaurant industry, which is backing another bill that would allow 16- and 17-year-olds to work full-time hours during the school year. The restaurant industry, which employs a large share of the minors in the workforce, is a hotbed for child labor violations, too.

A

Florida lawmaker who is co-sponsoring legislation that would allow 16- and 17-year-olds to work on residential construction projects is himself the owner of a roofing company that’s been found guilty in the past of breaking federal wage and hour laws. Perry Roofing Contractors, a Gainesvillebased company founded and led by Florida Sen. Keith Perry, has been sued at least six times for wage theft, the Gainesville Sun reported in 2019, and was later cited by the federal government. According to court records dating back to 2006, former employees who sued had claimed to be paid for piecework, the Sun reported, and said they weren’t paid for overtime they were lawfully entitled to under the Fair Labor Standards Act, the federal law that governs federal wage, hour, and child labor standards. Two years later, in 2021, the U.S. Department of Labor separately found Perry Roofing Contractors, led by CEO Keith Perry, guilty of violating overtime and record-keeping requirements under federal law. It’s unclear if this investigation involved employees who had already sued, but federal enforcement data reviewed by Orlando Weekly shows the investigation began in 2019. Federal officials concluded from that investigation that Perry Roofing illegally withheld earnings for employees who were recruited from a drug addiction recovery program through a Gainesville work release center. Perry Roofing failed to include “production-related and profit-sharing bonuses” in a calculation of overtime rates, and “allowed workers to draw from the overtime bank as needed in the form of gift cards or other advances” for hours worked over 40 per week, according to a 2021 news release. Perry’s company agreed to pay $31,673 in back pay to 30 workers, following the conclusion of

the federal investigation. Federal investigators did not find Perry’s company in violation of federal child labor law, which forbids minors under 18 from working “on or about any roof” with limited exceptions. According to the U.S. Department of Labor’s Wage and Hour division, construction is one of the most common industries in which violations of federal minimum wage, overtime, and child labor standards occur. That’s one of the criticisms that’s been levied by opponents against new Florida legislation (SB 460) co-sponsored by Perry, which would loosen hazardous work restrictions for 16- and 17-year-olds in residential building construction, an industry that’s currently deemed too dangerous under law for minors unless they’re just doing clerical work. The bill, as originally filed, would have also allowed 16- and 17-year-olds to work on roofs, superstructures and scaffolding, with no restrictions on how far off the ground they could be put to work. A lobbyist for the Florida Home Builders Association previously told Orlando Weekly in a statement that the bill would help “remove barriers to economic self-sufficiency” for youth and help them identify “tangible career goals,” particularly for kids in parts of the state that have limited access to student learner programs in the trades through the public school system. Primary bill sponsor Sen. Corey Simon, however, amended the legislation last Wednesday following public pressure to clarify that older teens would only be allowed to work on residential, not commercial, construction sites. They would not be allowed to work on roofs, scaffolding, ladders or superstructures more than six feet above the ground. This change was seemingly made to remain in compliance with federal law, which prohibits

Ultimately, the Republican-dominated Senate committee advanced Simon’s legislation, sending it off to its next committee for consideration, although it’s unclear when exactly they might take it up. Similar legislation has been filed in the Florida House, by Rep. John Snyder. Snyder has not responded to Orlando Weekly’s requests for comment on his support for loosening child labor restrictions. Both the Senate and House chambers must

approve the legislation in order for it to be sent to Florida Gov. Ron DeSantis for his signature. A group of over 100 nonprofit organizations, children’s advocacy groups, and others sent letters to House and Senate Majority leaders on the morning of the hearing, asking them to reject proposed child labor rollbacks that critics warn could put the health and safety of children on the job at risk. The 60-day legislative session ends March 8.

minors under 18 from working “on or about roofs,” with limited exceptions for federally approved student learner and apprenticeship programs. Perry co-sponsored the legislation before these changes were approved. When reached for comment on the legislation last week, Perry — who defended the bill during its first committee hearing earlier that day — told Orlando Weekly over the phone that he didn’t see a connection between his private roofing business and his support for Senate Bill 460, which was officially filed by Simon, a first-term Republican senator elected to his seat in 2022. Perry cited Simon’s new changes to the bill language to justify his argument against any sort of self-dealing. The legislation, he said, “doesn’t allow any individual in this age group to work on a roof … so it doesn’t apply to roofing at all — my business or my industry.” Public records obtained by Orlando Weekly show that the legislation was originally fed to Sen. Simon over email by a lobbyist for the Associated Builders and Contractors of Florida, a trade group that drafted the legislation in collaboration with the Florida Home Builders Association. Both represent thousands of employers across the state of Florida and have historically fought initiatives establishing higher minimum wages and have sought to prevent or erase pro-worker policies established in local communities. Separate legislation (HB 49) that would extend the number of hours older teens are allowed to work during the school year, meanwhile, has similarly been backed by lobbying groups like the Florida Restaurant and Lodging Association, representing industries that “routinely” violate federal labor standards according to policy analyst Nina Mast, who’s tracking proposed child-labor law rollbacks for the Economic Policy Institute. Sen. Perry, who’s served in the Florida legislature for over a decade, said it was fair to say his support for Senate Bill 460 is informed by his experience with his roofing company, which he says he founded when he was 17 years old. He admitted over the phone that he didn’t have any data on-hand about how common labor violations are in the construction and roofing industries, but said he would venture to guess, based on anecdotal information, that injuries in high school football are probably much higher than those of minors on construction sites.

According to the National Institute for Occupational Safety and Health, children working on construction sites are six times as likely to be killed on the job compared to minors working elsewhere, although construction itself is considered a high-risk industry both for children and adults. Roofing in particular is one of the most dangerous jobs for children, the New York Times reports, but construction can also be particularly hazardous (and drives the highest number of unlicensed activity complaints in the state). The New York Times has extensively reported on the issue of illegally employed young people, particularly unaccompanied minors working in the U.S., suffering severe injuries on construction sites and even dying on the job. Sixteen-year-old Andrés Toma fell to his death while working to replace roofing on a home in Florida last April, according to the Times, in what OSHA described as a preventable death. A local roofing contractor in Lake Mary, near Orlando, was fined over $50,000 in child labor penalties in 2023 after a 15-year-old they put to work the year before fell 20 feet from a home in Orlando, suffering severe head and spinal injuries. Federal investigators say the boy was hospitalized for days. Penalties for breaking the law, however, are fairly weak, and enforcement capacity in the state of Florida is woefully lacking. Federal lawmakers have introduced bipartisan legislation to enhance penalties for breaking child labor law, which are currently capped at $15,138 max for each violation of federal law, or $68,801 for violations that cause serious injury or death. Fines for violations of the state’s child labor law have even lower caps. Federal officials in the labor department have called on Congress to increase funding for the labor department’s enforcement agency, which has been flat-funded by Congress for years and is operating with near-record-low staffing levels. Perry, the Florida senator, said he doesn’t think the bill he’s co-sponsoring will affect child labor violations in any meaningful way. “If people are violating child labor laws in construction or other areas, what would a bill ... you know, they, they’re not following the law anyway,”said Perry.“What difference will it make in that capacity, whether they’re following the laws or not?” He added that that would be a fair question to debate.

uarter Life / Crisis! comes at us as the 2000s brush up against the quarter-century milestone. The artists behind this exhibit are Mär Martinez and Leah Sandler, both themselves in the vicinity of the quarter-century mark. Previous generations were only granted a midlife crisis as an excuse to fall apart, but this generation has an early one to celebrate, responding to the multi-crisis-riddled 21st century by doing what they do best: making art. Martinez and Sandler’s art party is billed as an imaginary sleepover, and if you come you will enjoy an absurdist viewpoint of today’s Heisenbergian world. (Save you the Wikipedia trip: Physicist Werner Heisenberg hypothesized the uncertainty principle.) Sandler’s Mylar installation, “This Party Balloon Is an Organ and an Airship,” will drift gently over guests’ heads. Underfoot, a Roomba festooned as a marauding house flipper (“There’s a Sucker Born Every Minute”) will disrupt partygoers’ conversations like an annoyingly utilitarian pet.

In between, the two artists document our nowtimes using dark humor with more installations and conceptual sculptures, photos and paintings, grappling with all of the crises in their current life lineup. Also, there will be cake. You can come for the cake. Or you can cherish the Dada of it all, lean into the anxiety a little, laugh at our collective lack of control over this slow-motion car crash of a world, and witness a piñata filled with parking tickets, glitter and receipts (Martinez’s performance-activated sculpture “Ultraviolet Death & Taxes”) being whacked but good. The cathartic explosion might be just what you need.

Local playwright Ashleigh Ann Gardner restages her techy thriller Qualia at the Ren — and, possibly, at the Edinburgh Fringe as well Local playwright Ashleigh Ann Gardner | Photo by Monica Mulder

In the aftermath of a global

warming-induced nuclear apocalypse, a solo survivor struggles to decide between sheltering with her sentient computer companion or rejoining the remnants of human society. That might sound like an episode of The Twilight Zone or Black Mirror, but it’s actually a synopsis of Qualia, the philosophical sci-fi stage thriller by local playwright Ashleigh Ann Gardner. Her script, which won “Best Play” at New Generation Theatrical’s 2019 Be Original Festival, is being revived by Found Object Creative and director Clare Lopez at the Renaissance Theatre from Jan. 26 through Feb. 11, ahead of a potential August appearance at the world-famous Edinburgh Fringe. Gardner granted me this interview via email while preparing for the new production, which stars Megan Borkes in the leading role, alongside Jason Blackwater and Jullien Aponte. I first recognized Gardner for her onstage roles in Dracula and Space back in 2016, and she cites

her performances in Ada and the Engine at Tierra del Sol in 2021 and the Ren’s 2023 production of Nosferatu as her personal favorites. “Ada, the daughter of Lord Byron, is an intelligent, witty and passionate scientist with a penchant for mischief, and the vampire character, Oonagh, holds both ferocity and softness during a tense meeting of a global council; both are underestimated by their peers at times and fight to be heard and seen,” Gardner emailed me. “Having the privilege to perform Ada as she was written and build Oonagh from scratch in a devised rehearsal process fed two sides of myself: my love for researching, identifying with, and understanding an established character and creating a character who held infinite complexities despite her initial terrifying appearance, respectively.” An unconventional triple threat, Gardner is also a skilled photographer who has taken promo pics for numerous local productions, but

she calls playwriting her most “fulfilling”creative outlet.“As a kid, I grew up writing stories and not knowing what to do with them. It wasn’t until I started playwriting in my free time in 2014 that I realized I could combine writing with theater (and that it wasn’t something that only dead white men did),” she says.“Playwriting is a really fascinating balancing act of maintaining plot, tone, structure, atmosphere, character personalities, character dynamics and theme, and I’m addicted to the problem solving that comes with that challenge.” Initially, Gardner conceived Qualia as a one-person show for herself, but turned it into a three-hander after realizing that she “hated the idea of performing by myself — I love working with other actors too much.” Having known Borkes for nearly 20 years since summers in Orlando Shakes’ Young Company, Gardner infused Qualia’s main character with Borkes’“silliness, her seriousness, her emotional

intensity, her anxieties — in an effort to show people not only a story that was important to me, but also in an effort to show people that Megan is capable of so much more than what I think people in charge of casting have given her credit for.” Qualia’s questioning of interpersonal connections likewise comes from a deeply personal place for the playwright. “In 2019, I hadn’t yet found out that I have ADHD and am autistic, so I felt like my whole life up to that point (30 years) was spent trying to either figure out why I was broken or trying to connect with people over and over again and failing due to what I thought was a defect of my personality,” says Gardner. “In trying to figure these things out, I quit my job, I put myself out there professionally, and I started creating more things. And then I wrote a story about a woman who gets caught in the middle of desperately trying to connect to someone she deeply cares about and running toward something that may (or may not) bring her satisfaction.” If you saw Qualia’s award-winning first incarnation, you’re still in for some surprises. Freed of the Be Original festival’s time restrictions, Gardner has replaced her original ending, which she calls “satisfactory [but] a little too abrupt,” with an expanded one that is “much more satisfying in terms of the amount of catharsis both the actors and the audience are encouraged to experience.” And hopefully this staging at the Ren won’t be the end for Qualia, as Gardner anticipates announcing their Edinburgh dates once a venue is confirmed. “Most of our conversations have revolved around attempting to coordinate prop, scenic and costume transport in the event of flying over, which is, honestly, a thrilling game of luggage Tetris that lives rentfree in my brain,” she tells me. Finally, Gardner urges audiences not to overlook Qualia’s human elements, even if you’re already feeling oversaturated with science fiction stories. “Qualia isn’t about technology,” she says. “It’s about human ingenuity, perseverance, connection, love, hope and maintaining all of these in a world that has essentially fallen into ruin.” skubersky@orlandoweekly.com

Bakery 1908 in Mills 50 dazzles with its variety of Chinese-style pastry, buns, dumplings and dim sum BY FAIYAZ KARA

I

t’s hard not to be awed by the dazzling variety of pastries, breads, buns, cakes, rolls, tarts, cookies and savory baked goods churned out at the perpetually buzzing Bakery 1908 in Mills 50. The place is reminiscent of the Hong Kongand Taiwanese-style bakeries I visited growing up in Toronto and, specifically, Markham. A pair of tongs in one hand and a paper-lined tray in the other, I’d wander through the pastry shops in my parka perusing myriad options like a lost monkey in IKEA. The labels were always in Chinese, but help inevitably came in the form of a fellow customer, a staff member or my Hong Kong-born pal. Thankfully, the cake and pastry labels at Bakery 1908 are in Chinese and English, so you won’t run the risk of grabbing a pineapple bun ($3) thinking it’s filled with honey barbecue pork ($3), or vice-versa. One dilemma that’s a sure bet, however: Your eyes will be bigger than those trays. Sometimes a lot bigger. On one occasion, I filled

three — yes, three — trays’ worth of diabetical delicacies and nibbled on them for two days straight. Delicacies like (deep breath): spongy Napoleons ($3.75), puff donuts ($3), Portuguese egg tarts ($3), salty egg-yolk puffs ($6.50), coconut tarts ($3), cream-filled “caterpillars” ($3.75), mini butter cookies ($6), chocolate-walnut cookies ($5.50), flaky biscotti ($5.50), cookiesand-cream croissants ($3.75) and taro paste donuts ($3). That was followed by scores of glistening sweet and savory rolls, buns and pastries like (another deep breath): red bean rolls ($3), strawberry cream buns ($3.75), coconut cream buns ($3), blueberry jam and cream cheese buns ($3), Bavarian cream buns ($3), barbecue pork turnovers ($3), garlic buns ($3), lemon buns ($3), pork floss pockets ($3.25), egg sandwiches ($3.75) and chicken pineapple pizzas ($3.25), as well as the aforementioned pineapple buns and honey BBQ pork buns. I also took home some Hong Kong-style milk bread ($5) for good

measure; I like making Hong Kong-style French toast with it. Naturally, there were some baked goods I gravitated toward more (coconut cream buns and egg tarts) than others (red bean rolls and salty egg-yolk puffs). Either way, it doesn’t take away from the fact that the master pâtissiers here know what they’re doing. Seven of them bake like mad to replenish said goods, because they fly off the display racks. Best to get to the bakery earlier than later in the day, but even if you get there and encounter a dearth of buns etc., there’s another facet to Bakery 1908 that places it in the must-visit category: dumplings and dim sum. Three additional cooks are responsible for making these snacky items. I’ve had my fill of pan-fried chive dumplings (five for $9.99) and chewed on some mighty fine wontons lolling in a comforting chicken broth flavored with chives, scallions and bok choy. I’ve savored gorgeous steamed seafood dumplings (four for $9.99) — yellow-tinged, cup-shaped parcels filled with a mix of shrimp, scallops, squid and crab — as well as takoyaki (six for $10.99) served so piping hot, we had to wait five minutes to let those octopus balls cool down. And, yes, they serve soup dumpling (five for $9.99) here. I’ve had them twice, and while I like the pork-ginger filling and soupy innards, the skin on the wrappers wasn’t as delicate or paper-thin as, say, the xiao long bao served at KungFu Kitchen. Elsewhere on the menu, don’t overlook the tofu ($12.99) tossed in a peppery mix of chili flakes, scallions, roasted garlic and cilantro. I quite enjoyed snacking on the cubes while sipping on lychee-mango fruit tea ($6.75). The tofu is vegan, too, just like the steamed summer dumplings (four for $8.99), their bright green spinach-flavored wrappers plump with Napa cabbage, water chestnuts, king mushroom, celery and carrots. Also enjoyable: dipping Taiwanese popcorn chicken ($10.99) into the provided sweet sauce and chili oil before popping them into my mouth. There are other Taiwanese connections here: A tea master, “Tim,” was brought over from Taiwan to oversee 1908’s tea program. The recipes are all his, and I’ll never say no to a cup of brown sugar milk tea with pearl boba ($7.50). And why the “1908” in the bakery’s name? “I was told it’s a lucky number,” said one worker but, in fact, it also has a Taiwanese connection. The “1908” pays homage to Chen Yun Pao Chuan, a famous Taiwanese bakery that was established in 1908 in Taichung. But for food lovers in this city, it’ll soon be a year baked into our consciousness.

Oh man! This might be the most unpredictable year in recent memory! Tough question. I would have assumed Cody was going to repeat before all of these A-listers started popping up into the picture. I think for us to get what we really want, a Cody win and [rematch] with Roman isn’t a bad thing. Seth and Punk can fight, and maybe Rock can challenge the winner of Roman/ Cody. I really don’t know. There’s so many interesting scenarios!

Mega Ran returns to Orlando to play a classic album and celebrate ‘Final Fantasy’ BY SHELTON H ULL

T

he intersection between hip-hop and the gaming culture goes back almost to the earliest days of both. They were born right around the same time and evolved in the shadow of each other, sharing much the same fanbase and cultural influences. So it was not long before they began to influence each other. The Black Materia album, released by Mega Ran in 2011, is one of the most notable examples of how these art forms can mix, merge and meld into each other. Built around the IP of Final Fantasy VII, the album was a critical breakthrough that remains highly regarded within hip-hop, as well as the gaming community. So much so, in fact, that the artist himself is playing here at Conduit to celebrate its anniversary Thursday, for an Ongaku Overdrive event. He’ll be backed by the Limit Breakers, and the bill also includes O-Super, Teek Hall and DJ-Jo.

Born Raheem Jarbo in Philly in 1977, Mega Ran has been an established figure in hip-hop for over three decades now, having written his first song back in 1993. His debut album, Archetype, was released in 2001. All 12 of his albums were released on the independent level, including his most recent, Buddy’s Magic Toy Box, a children’s rap album released last year. He’s also released 14 collab projects, eight EPs, 10 mixtapes and at least 34 features. Mega Ran is a huge wrestling fan, having worked with WWE, TNA, Ring of Honor and New Japan Pro Wrestling. He’s also been on ESPN’s Sportscenter. His music, naturally, has been featured on numerous video game soundtracks, including bangers like Mortal Kombat 11, Marvel vs. Capcom 2 and Teenage Mutant Ninja Turtles: Shredder’s Revenge. In addition, his memoir, Dream Master: From the Stoop to the Stage to the Stars, was published via Authorhouse in 2020. But all that barely scratches the surface, as far as the

extreme productivity that has defined the world of Mega Ran from day one.

You’re well familiar with performing in Orlando. When was your first time here?

Orlando has such a special place in the Mega Ran story. Park Ave CDs is the first record store to carry my music. I first performed there at Nerdapalooza, which was the first nerdy music festival, in maybe 2008. This was the year after I released my first nerdcore album, Mega Ran. Orlando was the second city, after San Diego, that I ever performed this music in live. It’s a nerdy town that loves everything that I love: Disney, The Simpsons, wrestling and video games. I always have a great time there and consider it to be my second, or third home.

Have you worked with any of the other artists on the bill before?

Tell me about your experiences working with Florida rappers Paten Locke and Willie Evans Jr. Did you ever get to collaborate on record with them?

Peace to Paten Locke. Such a great soul. I met him because of Willie Evans Jr. Willie is my guy! We talk regularly. One of the most original stage shows I’ve ever seen. We toured together in 2012 and were supposed to make some music together, and life got in the way. My man taught me a ton about the music business and balancing family, as he was the first parent/MC I had ever toured with. I am in the process of hitting him up to remix some of my tracks from my new album, Buddy’s Magic Toy Box.

How far in advance have you planned out your future projects?

Sometimes it’s a week. Sometimes it’s three years. It really depends. I get an idea almost every single day, then I revisit the ones that are good. Black Materia, which the Orlando show will be focusing on, was a year-plus in the making, and that idea came from flying to Orlando while playing Final Fantasy 7 on my PSP at the time. Phels — the Orlando producer behind hiphop act My Good Phelo — has been a presence in the city’s arts scene for over 25 years with his graffiti and mural work, as well as being a fulltime tattoo artist at Built 4 Speed. But, while he’s long dabbled in music informally, only in recent years has he been pursuing it more publicly. Even with his visual art, Phels has always been rooted in hip-hop, and his ties to noted Orlando crews like Beat Ministry and Beer Money Unlimited attest to his cred. After debuting with 2019 full-length release Grail Pieces, he’s finally back with new My Good Phelo album Elevate. While his 2019 debut played like a beatmaker’s mixtape, Elevate is a quantum leap that’s practically a proper album unto itself. The 13-track collection isn’t simply a backing beat catalog waiting to be picked up and fulfilled by an MC but an instrumental hip-hop album that’s a full, enveloping listen on its own. With atmosphere-rich music and effective use of samples in lieu of a lead MC, these compositions are vivid, sweeping and self-sufficient. At their best, the cuts here recall marquee producer acts like Handsome Boy Modeling School.

Elevate is further deepened by Phels’ method. In addition to his plush, tasteful textures, he opted for a more handmade approach using samplers instead of a computer. Moreover, the recording was essentially a beat performance with all sound effects and transitions done live. It’s a touch that gives Elevate a pulse not often felt in typical production work. Sure, the tracks here are short and would make prime backdrops for a rapper, but they don’t need one to be listenable. They pack enough dimension, dynamism and character in themselves. Together, they’re a sterling model of hip-hop’s instrumental side as its own discrete art. Elevate now streams everywhere.

CONCERT PICKS THIS WEEK

Puddles Pity Party: With crooning clown act Puddles Pity Party, the schtick is front, center and undeniable. The twist, however, is that it results in stunning artistry and pathos. What seems like a whimsical conceit on paper turns out to be subversively genius. Yes, Puddles is funny. But it’s probably the least of his virtues as a masterful performer who can move modern pop audiences like an opera star. It’s a stirring

Frogs Show Mercy, Dunies, Offtrack, Midhouse: This showcase is a noteworthy sampling of young under-the-radar Florida bands that either should or will soon be better known. Miami’s Frogs Show Mercy specialize in cathartic rock that’s more charged and textured than your average emo. One of Central Florida’s most undersung bands, Cocoa Beach’s Dunies are surf punks capable of interesting detours. Offtrack and Midhouse are promising young Orlando indie-rock bands. (7 p.m. Saturday, Jan. 27, Stardust Video & Coffee, $12-$15) Norsekorea’s 13 Year Anniversary Party: Orlando indie promoter Norsekorea has been doing lots of good in the Orlando scene for a long time. Their upcoming blowout bash to celebrate 13 distinguished years of live events will underscore that with an all-day takeover of the Will’s Pub compound. The colorful musical lineup will include notable natives Timothy Eerie, Someday River, TV Dinner, M.A.C.E., Here Here, The HVNZ, Matthew Lowry and Ripped Tide, as well as a special appearance by Mexico’s Cardiel. The bill’s most momentous feature will be a reunion of Orlando punk band Panther Camp, who’ll play their first show in more than six years and even promise to throw in a Country Slashers cover for the deep fans. Rounding out the affair will be homegrown comedians Larry Fulford and Shaw Smith. But besides Orlando’s musical wellbeing, Norsekorea boss Kyle Raker is also a champion for natural Florida, so this event doubles as a benefit for conservation groups the Fish and Wildlife Foundation of Florida and Wildpath. The Expo specializes in original comic art — that is to say, page mock-ups, panels and sketches rather than back issues — one-of-a-kind type stuff offered by hundreds of art dealers. The Amazing Acro-Cats

The Amazing Acro-Cats return to Orlando this week to entertain you … or maybe to do absolutely nothing at all. Them’s the breaks with cats, cowboy, you roll the dice. But don’t let that deter you from buying a ticket. These Acro-Cats — in contrast to the 99 percent of felines on this planet who just stare at you contemptuously when you request a cute trick (or even simple acknowledgment) until you go hoarse — take the stage ready to perform all manner of athletic feats, interpretive

dance, even a spot of skateboard riding. The members of the Acro-Cats troupe are all former strays and rescues who have been taken in by the Rock Cats Rescue nonprofit, and now tour the country “purrforming.” Like all groups of underdogs worth their salt, these cats have a rock band too: Tuna & the Rock Cats are set to rip through a few numbers. This one will be bittersweet. “Suite for Camille” was written by musician, composer and Timucua Arts Foundation leading light Benoit Glazer in memory of his daughter Dr. Camille Glazer, who passed away last year at a far too young age. Glazer based this piece of music on the three instruments that Camille mastered during her life — piano, viola and horn — as well as pieces of music that resonated with her by Bach, Prokofiev, Jobim and Bartok. Performing the “Suite” are musicians who figured into Camille’s musical life: Mauricio Cespedes, Kathy Thomas and her mother, Élaine Corriveau. “We celebrate Camille. Her talent, her grit, her determination, and her taste in music,” said Glazer. Expect a heavy but joyous sonic celebration. 2:30 p.m., Timucua Arts Foundation, 2000 S. Mitski

The intense emotion underpinning pop star Mitski’s discography is both easy to relate to and easy to fall in love with. The Japanese-American indie rock artist has been creating music for over a decade, releasing early work as part of a class project while at the SUNY Purchase Conservatory of Music. Now, Mitski

is out on tour promoting her latest album, The Land Is Inhospitable and So Are We, a cinematic look into what love means, in all senses of the word. Tangalin remixes traditional Italian pasta with flavors from the Asian archipelago, adding pops, drips and dots from around the globe.
