Pulse owners won’t face charges, local state rep indicted by grand jury, and other news you may have missed.

» Republican Florida House Rep. Carolina Amesty indicted on forgery charges

Florida Republican Carolina Amesty, a state representative for parts of west Orange County and north Osceola County, was indicted by a grand jury last week on forgery charges, the State Attorney’s Office for the Ninth Judicial Circuit announced. Amesty, 29, turned herself in at the Orange County Jail last Thursday, where the Attorney General’s Office said she would receive an “appropriate” bond. Amesty is facing four third-degree felony charges for the misuse of her notary commission, each punishable by up to five years in prison. Amesty, who’s running for re-election this year, is alleged to have knowingly notarized a document with a forged signature in 2021 while serving as an administrator for a nonprofit school run by her family, Central Christian Academy. According to State Attorney Andrew Bain, the grand jury indictment comes after a “concerned citizen” tipped his office off about potential wrongdoing, not to mention extensive investigative reporting from reporters at the Orlando Sentinel over the last year, who delved into Amesty’s background, credentials and relationship to her family’s school.

» Former Pulse nightclub owners won’t face manslaughter charges

The Orlando Police Department has cleared the former Pulse nightclub owners from voluntary manslaughter charges, punctuating a yearlong investigation related to the 2016 mass shooting. The investigation, launched in June 2023, began after survivors and family members filed complaints against owners Barbara and Rosario Poma for conditions of the nightclub on the night of the tragedy. Twenty-three interviewed individuals alleged that code violations and other renovations at Pulse affected police efforts to save more lives. The concluding report released by OPD concedes that the city did not have accurate building plans for the club, but says this did not hinder police efforts in responding to the shooting. The report, however, notes that the nightclub had unpermitted renovations and the city never required Pulse owners to retroactively obtain permits. The report notes that none of these actions “were done with a reckless disregard of human life or with an utter disregard for the safety of others.” The Pomas “could not have reasonably foreseen or anticipated a terrorist incident taking place at Pulse,” the report states. Some Pulse survivors told WFTV after the report was released that they doubted the legitimacy of the investigation. The OPD report notes that they did not interview the Pomas as part of their “investigation.”

» Federal appeals court approves Florida’s ban on gender-affirming care

As of last week, Florida can enforce its law banning gender-affirming care for minors and restrictions on adults pending appeal of a federal court ruling that the ban is unconstitutional. A three-judge panel of the U.S. Court of Appeals for the Eleventh Circuit sided with Florida in a 2-1 ruling, allowing the state’s ban on hormone replacement therapy for minors and restrictions on access for adults to resume. The court also ordered expedited proceedings in the appeal. The order reverses a July ruling by U.S. District Judge Robert Hinkle in Tallahassee, in which he reaffirmed his block on the ban while the case went through appeals. Parents of transgender children and trans adults brought the case in 2023 after the Florida Legislature passed SB 254. Judge Charles Wilson (on the federal appeals court) dissented, arguing against government interference in private medical decisions. The two judges who ruled in favor of the state’s ban were appointed by former President Donald Trump.

» Orlando’s Lake Eola Park welcomes six new swans Orlando’s Lake Eola Park welcomed six new swans last week: two Australian black, two whooper and two trumpeter swans. The two Australian black swans are said to be replacing two of the same species that were allegedly killed by a river otter and bird flu. According to reporting by Bungalower, the funds used to pay for the new winged celebs were taken from City Commissioner Patty Sheehan’s discretionary budget, with $7,500 spent on the whoopers, $7,500 on the trumpeters and $4,500 on the Australian black swans. City council approved the allocation of funds earlier this month. Sheehan is seen in a video posted to Lake Eola’s social media toting one of the animal carriers to the edge of the lake.

How did the state park initiative catch us all off guard?

I’m sure you are getting a lot of inquiries and comments regarding the controversial state park initiative. I am of course upset as well about this crazy initiative and have so many questions but will keep my comments brief.

I’m trying to do some research to see how this initiative was started and how it caught everyone, including law makers, regulators, the press and the public, off guard. A few facts:

— This is not the first time something like this has been tried. Back in 2011 Gov. Rick Scott teamed up with the Jack Nicklaus company to try and build courses in Florida public parks and it failed.

— The Nicklaus family has always had close relationships with Florida Governors, including Gov. DeSantis.

— Recently a Florida arbitrator resolved a dispute between Jack W. Nicklaus and the Nicklaus Companies LLC (which Nicklaus sold back in 2007) by ruling that Nicklaus no longer is restricted by an employment agreement with the company that included a non-compete clause that expired on June 1, 2022. The ruling means the Golden Bear, 84, is now free to design golf courses and solicit the companies’ customers and employees. The case had been ongoing for six months.

Question: Is it just a coincidence that this initiative was so quickly introduced by Gov. DeSantis and the FL DEP just 15 days after the arbitration decision to allow Nicklaus to build golf courses again? It just seems to be too coincidental, don’t you think?

I think there is a great story here you may want to look into deeper as the public is really upset over this initiative. Many Floridians can’t afford to pay for rent, food and clothes for their children and they are not out golfing!

A statement on the execution of Loran Cole

Thursday night, we the people of the State of Florida executed Loran Cole.

While there is never a legal or moral justification for the death penalty in modern society, Loran’s execution feels particularly calculated, and particularly hypocritical.

Less than a month before the Governor chose Loran for execution, he and the Legislature recognized the lifelong and devastating harm the State caused to children who were sentenced to the Dozier School for Boys, acknowledged their deep suffering and allowed survivors to apply for compensation.

And yet, tonight we executed a Dozier survivor. Loran spent several months there as a teen. He was beaten, raped, and forced to clean up the remains of other tortured children.

In Florida, the Governor has the sole discretion on when, whether, and for whom to set an execution. The process is shrouded in mystery and secrecy. We have no way of knowing how or why Loran was chosen, and no way of knowing who might be next.

This week, we tried to take more than 7,000 signed petitions to the Governor, to let him know the people of the State of Florida and beyond did not want Loran’s execution to proceed in their name. We were told that due to construction, there is no way for the public to access the Governor’s office. Not even a makeshift reception area to allow Floridians’ voices to be heard. The clemency board was also shortstaffed this week, with most of its personnel away at a conference.

A selection process shrouded in secrecy. No way for the public to make its voice heard. Key officials unavailable the week we are killing a human being. This is no system of orderly justice.

We the people of the State of Florida deserve and demand better.

Brightline Florida hires pricey union avoidance lawyers to discourage its onboard attendants from organizing

Brightline has responded to their onboard attendants’ newly announced effort to unionize by hiring lawyers from the notorious union avoidance law firm Littler Mendelson and internally communicating that they would prefer for Brightline to remain union-free. (Shocker!)

Patrick Goddard, president of Brightline, sent an internal company email to Brightline employees last month, informing employees that while it is their “right” to seek union representation, he believes a “direct relationship” between the company and its employees — without a union — is “in the best interest of all of us.”

“The fact that many Onboard Teammates have inquired about representation is their right, and it’s clear to me, that many feel unheard,” wrote Goddard, according to screenshots of the internal email, obtained by Orlando Weekly.“I believe the best way to approach these matters is by working together, without a third party involved.”

Goddard’s use of the phrases “third party” and “direct relationship” are telling. They come directly from the union avoidance industry playbook, and from rhetoric encouraged by anti-union law firms like Littler Mendelson, which is representing Brightline as their legal counsel during the unionization process.

This kind of language, which downplays the direct role that workers have in forming a union in their workplace, was also used by Howard Schultz, former CEO of Starbucks — another client of Littler Mendelson.

“One hundred million people come in to Starbucks. The customer experience will be significantly challenged and less-than if a third party is integrated into our business,” then-Starbucks CEO Shultz told the New York Times during a live interview in 2022, as café employees at dozens of corporate-owned locations, including in Florida, were organizing to join Starbucks Workers United.

Goddard, who helped oversee Brightline’s $2.7 billion expansion project to Orlando, worked in the hotel industry before joining Brightline. He founded and led luxury hotel management companies, and worked for hotel groups like Hilton Hotels — a multinational company that has historically spent hundreds of thousands of dollars (more likely, millions) on anti-union labor consultants (some of whom are attorneys, but not all).

Goddard’s email to the Brightline employees

goes on to offer a brief rundown of “Frequently Asked Questions” concerning the process of forming a union, union dues, and warnings that, if onboard attendants democratically vote to unionize, contract negotiations between the union and Brightline could take years. “There will be legal limitations on Brightline’s ability to work directly with you to make changes,”he adds.

The Transport Workers Union, the labor organization that some Brightline employees are seeking to join, emailed its own response to Brightline employees after Goddard sent his email, which they titled “Brightlies.”

“Straight out of their high-priced attorney’s playbook, [Goddard] brought forward the argument that by forming a Union, the Onboard Workers would disrupt the ‘direct relationship’ that he so much enjoys having with all of you,” the union’s email reads. “The truth is, what you have all set out to do is exactly that: Form a Real Direct Relationship where the company will have to sit and listen to your concerns and demands.”

The union’s email includes its own responses to Goddard’s list of frequently asked questions, which they describe as more truthful. The union, for instance, clarifies Goddard’s claims on union dues, sharing that no union member would be required or asked to pay union dues until a union contract has been successfully negotiated. The union also denies Goddard’s claim that dues would amount to $600 for each employee, annually.

According to TWU, union dues are equal to two hours of pay per month, and under Florida’s right-to-work law, signing up to become a dues-paying union member would presumably be completely voluntary anyway. The union quips that Goddard would need to give Brightline employees a raise in order for dues to cost $600 annually, and further explained what members’ dues would support.

“70% of the dues remain with your Local to use to run the union. 30% goes to TWU International to help further grow the union and to fight for rulemaking with agencies like the Federal Railroad Administration to improve the livelihoods of railroad workers despite rail companies fighting like hell to reduce safety and working standards,” the email reads.

The company’s effort to frame the union as a third party is a “smokescreen,” the union argues. “YOU AND YOUR COWORKERS are the union and YOU all will directly negotiate with the company with TWU’s help!”

The notable unionization effort first publicly kicked off last month, as the Transport Workers Union — an international labor union representing more than 155,000 workers — announced that a majority of the roughly 100 onboard attendants for Brightline Florida had signed authorization cards in support of unionizing — signifying a historic organizing effort.

The Transport Workers Union then filed those cards with the National Mediation Board — a federal government agency that oversees railroad and airline labor relations — requesting a union election for the employees.

According to TWU, however, Brightline’s Littler Mendelson lawyers are making the argument that a union election needs to be requested through the National Labor Relations Board — which oversees private sector labor relations in other industries — not the NMD. Neither Brightline nor the two lawyers the company has retained have responded to a request for confirmation or comment.

The union, in a separate email to Brightline employees, described this argument as a “poorly written objection” and a purposeful delay tactic based solely on the position that this union election is not under the jurisdiction of the rail industry.

The union also claims the move will ultimately just serve to pad the pockets of Littler Mendelson, whose attorneys have been known to bill clients hundreds of dollars per hour. The firm is one of the oldest in the country that specializes in “union avoidance” and one of the largest, with dozens of locations around the world.

Their lawyers have historically been used to help fend off organizing efforts such as the Fight for $15 campaign organized by fast food workers (a project of the Service Employees International Union, which recently rebranded as Fight for a Union) and have represented clients such as Starbucks, Apple, Amazon and Trader Joe’s that have been accused of labor law violations.

According to TWU president John Samuelsen — who is an elected official, chosen by TWU membership — Brightline Florida employees reached out to the union within the last three months, after first having organizing talks among themselves. “The motivation is similar to every other work group that seeks to unionize: to build collective power in a workplace,” Samuelsen told Orlando Weekly

Workers are dissatisfied with their pay — as

many Floridians continue to struggle to afford basic living expenses — and their current benefits, and are also concerned about safety issues, according to Samuelsen.

Headlines reporting deadly accidents between Brightline trains and vehicles emerge nearly on a weekly basis. Samuelsen told the Palm Beach Post that workers don’t feel like Brightline is taking into consideration the trauma this creates for employees.

“As opposed to other rail operators, Brightline has an indifference to its workforce after the trauma that comes when a Brightline train runs somebody over,” he claimed.

Brightline, a for-profit passenger train that also operates on the West Coast, has courted both the state and federal government for grants to help support their projects in Florida, which have been highly anticipated by the public. Out west, the company has received billions of dollars in federal grants for a much larger project that will run from Southern California to Las Vegas, and has developed an amicable relationship with labor unions, including the TWU. Brightline Florida runs a high-speed train line running from Miami to Orlando, first expanding to the Orlando area last fall. Further expansion is also in the works, as Brightline courts commuters to make up for recent quarterly losses.

“Brightline made a strategically stupid decision in hiring a union-busting law firm, Littler Mendelson, infamous for their anti-labor tactics at Starbucks,” Samuelsen told Orlando Weekly. “Brightline — which glommed huge sums of government assistance — is now using taxpayer money to fight the democratic desire of its workers to form a union.”

Samuelsen has shared that more Brightline employees — not just the onboard attendants, who help passengers with bags and serve food and drinks — have also approached the union, similarly interested in organizing.

At this time, union officials have been unable to connect Orlando Weekly with rank-and-file Brightline employees they have been communicating with, citing a wish to protect the employees from employer retaliation — an issue that’s common during union drives. A similar concern was shared back in April, when airline JetBlue began (allegedly) posting anti-union flyers at airports, including Orlando International Airport.

Statewide, just 6.1 percent of Florida’s workforce is represented by a union, according to federal data, and a new state law has further undercut unions’ presence in the public sector. Just about 26 percent of Florida’s public sector workforce had union representation as of last year, but tens of thousands of employees have seen their unions decertified, or dissolved by the state, since.

‘EXTREMELY PROBLEMATIC’

The state’s definition of religion in Florida’s new school chaplain initiative is too narrow, the Satanic Temple says

The DeSantis administration, in encouraging introduction of religious chaplains into Florida’s public schools, has published a definition of “religion” that appears to exclude world faiths with millions of followers.

The Florida Department of Education’s model policy to guide school principals interested in implementing the optional program defines both religion and the qualifications needed to serve as chaplains.

“Florida welcomes only legitimate and officially authorized chaplains to become volunteers at their local schools and to provide students with morally sound guidance,” Education Commissioner Manny Diaz Jr. said in a news release announcing the policy last week.

The policy appears to be aimed at the Satanic Temple, an organization whose founders have said is intended to counter government efforts to inject Christianity into government operations by espousing beliefs considered repugnant to it, in defense of the separation of church and state.

The policy “defines religion too narrowly in a way that not only excludes Satanists, but Buddhists, Humanists, Jains, Confucianists, and many others,” said Lucien Greaves, a spokesperson for the temple, in an email to the Florida Phoenix.

“It is a clear encroachment of religion into public schools, with the clear intention of advancing a specific viewpoint,” said Greaves (a pseudonym he adopts for his temple work). “It’s divisive, it is legally unsound (and will not survive its forthcoming lawsuits that the Florida taxpayer will finance), and it is born of cheap political grandstanding without any real concern for the children in Florida public schools.”

During a Board of Education meeting Wednesday, Diaz encouraged schools interested in implementing the program to use the model policy “to ensure that credible chaplains can volunteer in Florida schools.”

The policy defines a chaplain as “an individual who is officially authorized by the leadership of a religion under the religion’s governing principles to conduct religious exercises.”

It defines religion as “an organized group led, supervised, or counseled by a hierarchy of teachers, clergy, sages, or priests that (1) acknowledges the existence of and worships a supernatural entity or entities that possesses power over the natural world, (2) regularly engages in some form of ceremony, ritual, or protocol, and (3) whose religious beliefs impose moral duties independent of the believer’s self-interest.”

The program, authorized by HB 931, went into effect in July and allows schools to authorize

religious figures to offer counseling on campus. Participating schools would publish lists of volunteers available “to provide support, services, and programs to students as assigned by the district school board or charter school governing board,” the legislation says.

The law allows public districts and public charters to partake in the program, but does not require it and, in districts that do, parents must approve a student visiting with a chaplain.

Statute and model policy

The statute places one requirement for chaplains to meet: Pass a level 2 criminal background check, a fingerprint-based review of disqualifying offenses for people in positions of responsibility or trust.

Opponents of the program told the Florida Phoenix that’s not enough to protect children.

The model policy, if a school chooses to use it, places the burden on a principal to ensure applying chaplains meet minimum requirements, including:

• A chaplain “not be disqualified following a background screening.”

• Be affiliated with a group within the school district.

• Possess a bachelor’s degree and a graduate degree in counseling or theology or have seven years of chaplain experience.

• Have at least two years of chaplain experience with a local group.

• Must signify they will not “teach or encourage students to behave contrary to any of Florida’s state academic standards” and show a “sincere desire” to enhance student welfare.

“A principal may deny the application of any individual to become a volunteer chaplain if the principal determines that the individual is not applying to fulfill the program’s purpose or the applicant’s participation will be contrary to the pedagogical interests of the school and the chaplaincy program,” the model policy states.

Greaves said the policy “flies in the face of all standing First Amendment precedent and basic respect for religious pluralism and liberty.”

“Now we see even more clearly the disingenuous intentions of policymakers who simultaneously portray the chaplaincy program as uninterested in proselytizing, while also insisting that chaplains hold only to certain specific beliefs that have nothing to do with counseling and could only be relevant to proselytizing,” Greaves said.

The organization’s website says: “The mission of the Satanic Temple is to encourage benevolence and empathy, reject tyrannical authority, advocate practical common sense, oppose injustice, and undertake noble pursuits.”

Greaves told the New York Times that he doesn’t believe in a literal Satan any more than he does a literal God.

Gov. Ron DeSantis signed the bill in April, addressing already looming concerns about involvement by the Satanic Temple.

“Some have said that if you do a school chaplain program that, somehow, you’re going to have satanists running around in all our schools,” DeSantis said during the bill-signing ceremony in Kissimmee.

“We’re not playing those games in Florida. That is not a religion. That is not qualified to be able to participate in this. So, we’re going to be using common sense when it comes to this. You don’t have to worry about it.”

“We strongly encourage school districts to move forward with their chaplaincy programs,” Bryan Griffin, the governor’s communications director, posted to X.

“The State of Florida and the Florida Department of Education will stand with and support school districts who implement the program. To further this goal, the Department of Education has recently released a model policy for districts to adopt in implementation of the chaplaincy program.”

‘Extremely problematic’

In an interview with the Florida Phoenix last month, before the model policy was announced, Kara Gross, the ACLU of Florida’s legislative director and senior policy counsel, said the program “creates an environment that is ripe for religious coercion and indoctrination of students.”

After the model policy was announced, Gross emphasized those concerns.

“The government-proposed ‘model policy’ further demonstrates that the true intent behind this law is to advance certain religious viewpoints that are favored by the Governor in our public schools and to exclude other religious viewpoints that the Governor disfavors,” Gross said in a news release.

She said the model policy is “extremely problematic and raises several constitutional concerns.”

“It is very concerning that the government-proposed ‘model policy’ seeks to define religion for Floridians,” Gross said.

“This is the opposite of religious freedom.

Additionally, it creates arbitrary requirements that would open up school districts to potential liability for excluding certain religious viewpoints and promoting others.”

The newest member of the Broward County School Board, Rebecca Thompson, said during a Wednesday call with reporters said she is “very against” the chaplain program, saying she does not think there is enough structure.

“But my main concern as a mental health professional, as the only one on our board, once I get placed there, is that these people don’t have training, so they’re not mental health professionals — training that you go years to understand how to see the signs that someone might be suicidal, see the signs that someone’s getting abused,” Thompson said.

“So we are sending unqualified people into our school to harm our students. … And we are putting our students at harm for another cultural war message that DeSantis is pushing.”

Sarah Leonardi, representing Broward County’s District 3, said during that same call that the program will not give students what they need.

“We are in a youth mental health crisis, and this is, again, another distraction, another culture war issue, and it’s also not giving kids what they need. What parents and what educators want are real solutions to the mental health crisis and, unfortunately, that’s not what the Legislature is bringing to the table,” Leonardi said.

One organization against voluntary chaplains, the Council of Florida Churches, previously advised districts considering implementing the program to instead hire more certified counselors or psychiatrists or, at the very least, consult with public stakeholders on a feasibility study or something similar to gauge the interests and desires of the community.

Rachel Laser, president and CEO of Americans United, an organization dedicated to the separation of church and state, encouraged school boards to not pick up the program.

“The policy permits chaplains to provide ‘spiritual guidance’ to students, but that is not the role of public school officials. Public schools are not Sunday schools, and people of faith along with the nonreligious all have a stake in keeping church and state separate,” Laser said in a news release.

“Religious freedom means students and their parents — not politicians or public school officials — get to decide if, when, and how to engage with religion. Florida’s public-school boards should refuse to implement this, or any, policy on public school chaplains.”

The chaplain program has not received much interest from Florida districts, although the Osceola County School Board recently scheduled a vote on the topic. However, the district later dropped the matter following a statement of interest in participating from “Ministers of Satan,” the Tallahassee Democrat reported.

Claiming he never approved or even saw the plans, DeSantis calls DEP’s plan to develop state parks ‘half-baked’

Trying to quell a bipartisan uproar, Gov. Ron DeSantis said last week that “halfbaked” plans to bring golf courses, resort-style lodges and pickleball courts to state parks will be revamped.

DeSantis said the Department of Environmental Protection will gather more public input before it could move forward with what is dubbed the “Great Outdoors Initiative.”

“Here’s the thing, I’d rather not spend any money on this, right?” DeSantis said during an appearance at the Polk County Sheriff’s Office Operations Center in Winter Haven. “I mean, if people don’t want improvements, then don’t do it. And so, that’ll be something that citizens could be able to do.”

DeSantis added that he didn’t expect plans to advance this year from the department.

“They’re going to go back and basically listen to folks,” DeSantis said. “A lot of that stuff was just half-baked, and it was not ready for prime time when it was.”

Critics of the initiative were pleased, but cautious, about DeSantis’ statements.

Friends of the Everglades put out a news release saying, “Our state parks are safe — for now.”

“We won’t rest easy until the so-called Great Outdoors Initiative is completely dead,” said Eve Samples, executive director of Friends of the Everglades.

social-media site X. “Our vision did not contemplate the addition of golf courses and hotels, which in my view are not in-line with the peaceful and quiet enjoyment of nature. I am open to other ideas, but from what I know at this time, the proposal should not move forward in its current form.”

Sen. Jay Trumbull, a Panama City Republican whose Northwest Florida district includes three of the targeted state parks, called the proposal “unnecessary development.”

“I stand in strong opposition to the proposed expansion of state parks to include golf courses and associated facilities in our state parks, particularly in Camp Helen, Topsail Hill Preserve and Grayton Beach State Parks, which have been targeted in the initial expansion and hold a place of enormous importance to our district,” Trumbull posted. “Our state parks should not be in the business of competing with private enterprise to provide lodging or other commercial amenities.”

Rep. Adam Anderson, R-Palm Harbor, issued a statement that said a proposal to add up to four pickleball courts to Honeymoon Island State Park in Pinellas County “is not just foolhardy — it’s wrong.”

“These acts could aggravate ongoing environmental challenges, harm our vulnerable coastlines and estuaries, and increase the likelihood of red tide events along the Gulf [of Mexico],” Anderson said.

The Department of Environmental Protection said officials were scouting for “new venues to accommodate the public” and that the meetings could be rescheduled to be held the week of Sept. 2.

Pinellas County. A department post said the area “is already modified and can be easily converted to pickleball courts.”

— For Anastasia State Park in St. Johns County, “we’re looking for opportunities to provide more overnight accommodations, similar to the popular Wakulla Springs Lodge & other lodges at National Parks.” It said the objective was to go beyond camping through a lodge with up to 350 rooms that would be within the “functional vicinity of the Beach Access Area.”

— “To offer visitors another place to stay along the Emerald Coast,” the department’s plan for Camp Helen State Park in Bay County would’ve added 10 cabins and a “glamping” area. Glamping is essentially a combination of the words glamorous and camping.

— For Dr. Von D. Mizell-Eula Johnson State Park in Broward County, four pickleball courts on “underutilized paved area.”

— At Grayton Beach State Park in Walton County, up to 10 cabins within an existing cabin area, which the department said is “consistently booked.”

— At Topsail Hill Preserve State Park also in Walton County, a lodge with up to 350 rooms southwest of an existing camping area, four pickleball courts and a disc golf course in an “underutilized” area.

— At Hillsborough River State Park in Hillsborough County, a disc golf course and up to four pickleball courts, next to a swimming and bathhouse complex.

groups leading the charge against the proposal, said that, while the proposal hasn’t been completely halted, DeSantis “blinked.”

Vote Water’s original email to supporters after the plan was announced called the plans “among the stupidest ideas we’ve ever heard. The impact on clean water could be immense; the impact on wildlife habitat could be worse.”

The uproar started after the department this month issued a news release announcing the initiative and later used social-media posts to briefly outline plans for nine parks. The release provided few details while expressing a desire to expand public access to state parks. A day later, the department announced eight meetings to review management plans for nine parks, from Miami-Dade County to the Panhandle — all of them simultaneously.

The meetings were postponed after opposition grew quickly from environmental groups, residents and Democratic and Republican lawmakers.

Environmental groups criticized the initiative and were joined Thursday by Republican lawmakers including Senate President Kathleen Passidomo, who is a chief proponent of creating a statewide wildlife corridor.

“We have worked hard to improve our state parks with the goal of protecting and preserving natural habitats, and enhancing access to passive recreational activities like hiking, biking, or canoeing,” Passidomo, R-Naples, said on the

DeSantis last Wednesday contended that plans were “leaked” to create a “narrative.”

“It was not approved by me,” DeSantis said. “I never saw that.”

DeSantis’ spokesman Jeremy Redfern previously said the proposal was intended to make the parks “more visitor-friendly.”

“No administration has done more than we have to conserve Florida’s natural resources, grow conservation lands, and keep our environment pristine. But it’s high time we made public lands more accessible to the public,” Redfern said.

The Department of Environmental Protection’s news release about the plans was titled “DEP Announces 2024-25 Great Outdoors Initiative to Increase Public Access, Recreation and Lodging at Florida State Parks.”

“Today’s announcement reinforces the DeSantis Administration’s record support for conserving our natural landscapes and commitment to ensuring every Floridian can visit and recreate at Florida’s state parks,” the news release, dated Aug. 19, said.

Aspects of the “Great Outdoors Initiative” included:

— At Oleta River State Park in Miami-Dade County, the plan called for 10 additional cabins south of existing cabins, four pickleball courts and a disc golf course.

— Up to four pickleball courts near a beach access at Honeymoon Island State Park in

State lawmakers in 2011 also briefly targeted Jonathan Dickinson State Park for a golf course before a similar uproar scuttled legislation.

Tuskegee Dunes Foundation, a little-known organization linked to the new Jonathan Dickinson golf proposal, announced over the weekend it was pulling its plans as “we did not understand the local community landscape and appreciate the clarity.”

The foundation, registered as a corporation in Delaware, lists an Oklahoma address shared with the non-profit veterans group Folds of Honor.

DeSantis met with Folds of Honor founder and CEO Dan Rooney on August 10 and said Wednesday the group could still consider rehabilitating an existing “rundown or abandoned” golf course in the region as a way to help military members and first responders.

DeSantis also defended the golf course proposal at Jonathan Dickinson, saying it was being “misrepresented” as taking away unspoiled land from the 11,500-acre park, which was once a military base.

“There were almost 1,000 buildings on that base back in the day. There’s still some of the remnants of it,” DeSantis said.

The Jonathan Dickinson land was used for secret radar training during World War II. Called Camp Murphy, the facility was closed in 1944, turned over to the state in 1947 and became a state park in 1950. Few aspects of the camp remain visible to park visitors.

Northside Viet eatery is not what it says, but is what it is — a safe bet

Incongruous Orlando occasionally rears its enigmatic head. A week passes without the opening of an omakase. An hour passes without a smashburger in your feed. You spot a tattoo-free caffeinator in Lineage, slurp pho beyond the bounds of Mills 50. Incongruous Orlando discombobulates. And pho-slurping? All about harmonizing that yin and yang.

Vietnamese cuisine is a balance of fives. At its most basic, five fundamental tastes dancing with five different appeals to the senses. At its least basic, it gets metaphysical — Buddha’s involved. Our focus is the fulcrum on which this balance balances: taste-good and how it combines with serves-good and feels-good to strike winning symmetry in a restaurant. In this, Casselberry’s An Vi Vietnamese Kitchen only somewhat succeeds.

The fuzzy focus and minor inconsistencies of this lowkey strip-maller seem born of build-it-asyou-fly-it. The sign outside reads “Vietnamese Food & Crawfish Cajun.” It should read “Mostly Vietnamese Food, Some Cajun & No Crawfish.”

There is another sign inside. It reads “Beer, the reason I wake up every afternoon.” There is no beer. Or wine. So, yes, there are signs. And modified signs. Several menu items have

been Sharpied-through, 86’ed. Prices changed. The wayfinding is clear in its lack of clarity: Welcome to a work in progress.

This work comes at the hands of friendly owners Joe and Rose Nguyen, who moved to Orlando from Seattle, leaving the restaurant Rainier Crawfish behind. It’s no surprise the Cajun crossover options at An Vi feel honed. A fried catfish banh mi ($12.95) proved perfectly crisp and clean, gumbo ($14.95) a bowlful of soulful thanks to its deep and layered roux. But Cajun — or Thai or Chinese — food is not what brought us in the door.

Banh tom ($17.95) — fritters of crispy shellon shrimp and matchsticked sweet potato — are a jumble of yessir when wrapped in lettuce and dipped in nuoc cham. Grilled beef in betel leaf ($18.95), a touch short on smoke and long on chew, delivered similar setup and satisfaction, and both crackle-crisp, fish-sauced chicken wings rounded with brown sugar and grilled pork skewers (both $10.95) have been consistent winners.

Sometimes, though, good has been offset by not-so good. On one occasion, the aromatic 48-hour broth in beef pho ($14.95) was let down by lifeless garnish. On another, a dull bun bo

hue (spicy beef soup, $18.95) only sparked to life when introduced to a chili sauce heady with shrimp paste and lemongrass. Summer rolls ($6.95) elevated by silky-soft transparent wrappers were undercut by an overabundance of rice vermicelli innards. And so on. It’s an undercurrent of imbalance that also manifests in unpredictable service.

On a recent evening we found An Vi empty. Despite our lonesomeness, it was 40 minutes before food found table. Forty-five before we saw plates. (That’s a booze-free 45.) We think we interrupted an oddly timed family meal. A tablemate asked if the restaurant is pronounced “Ahn-Wee.” We’ve found lunches more reliably restaurant-like. People are present and service flows more capably.

An Vi is a restaurant that, perhaps of necessity, runs with a wobble. And despite the fact we’ve enjoyed our meals, nothing stands out as hurry-back excellent. That’s OK. Food does generally bob its head above the median. It is what it is — safe-bet satisfying in an area of town not known for its abundance of safe-bet Vietnamese. So, yes, if you find yourself twixt not-Mills strip malls and glimpse a sign for Viet Cajun, you are not experiencing a flash of divergent reality. It is reality. A small independent one. A capably tasty one. One worth spending some time in.

The sizable Indo-Chinese menu at this Alpharetta, Georgia-based chain looks promising but the food, ultimately, fails to impress. If there is a dish that falls within the bounds of enjoyability, it’s the Cantonese noodles. The “Guangzhou Meets Bombay”branded dish with pickled chili tossed with cabbage, carrots, bell peppers and chives has all the crunchy-fiery feels. Open daily. The sake list impresses at this lounge joined at the hip to Soseki in Winter Park, but it’s chef Mike Vang’s Japanese-leaning dishes incorporating global flavors that leave guests wanting to linger. Cocktails are crafty and stiff, while desserts like pineapple upsidedown cake and homemade chocolate-chip cookies keep within the restaurant’s mid-century milieu. This sister restaurant to Mills 50’s Z Asian specializes in all things chicken, specifically superb slurps of pho ga fashioned from farmfresh chicken. Dive into the new musical realms of Fiona Moonchild

“We were in Detroit, in Hamtramck, last night, and there was a power outage. So I ended up playing the set acoustic, sitting on the bar for a bunch of people with a bunch of candles. We did a Nirvana Unplugged kind of deal,” says Fiona Moonchild.“You know, the show must go on.”

We’re talking to self-professed “road dog” and rock deity Fiona Moonchild from the parking lot of a Kroger in Ohio. She’s a few dates into her first headlining tour as a solo artist; it’s a tour that’s taking her everywhere from mineral caves in South Dakota to Will’s Pub in Orlando. Moonchild is taking the songs from her album Sweets of Reason for a spin around the country, with a very familiar face in her backing band.

See, Moonchild is no stranger to Orlando stages, having played everywhere from Stonewall’s back patio on a frigid night to the aforementioned Will’s to Uncle Lou’s — all as the musical right hand and creative foil to one Scott Yoder.

The duo have been playing together for roughly six years — though they’ve known each other since their teens — and their creative dynamic is near-telepathic. The first time we saw them onstage together, we immediately thought “David Bowie, Mick Ronson. Got it,” but that’s a reductive read on a bond between equals. Now the roles are flipped: Yoder booked this whole tour and is perfectly happy playing guitar in Moonchild’s backing band.

“He’s one of my biggest supporters. He’s so great to have on my side and fighting for me, to get my music out into the world,” says Moonchild. “It’s a really fun dynamic to play on stage and hear him let loose on guitar in a way that he doesn’t really ever do with own his music live.”

One thing Yoder and Moonchild have in common is a commitment to putting on a glamorous S-H-O-W, no matter how big the crowd or how small the venue. These solo shows will be no different, as Moonchild has her own vision for organic stagecraft.

“Since it’s my first tour with my solo project, playing these songs that I created almost entirely by myself alone in the studio, I’ve tried to treat it as a bit of a blank canvas. The band is wearing all black and I wanted really stark white light coming from the back, just to give us a little bit of a silhouette. I want it to evolve from there, what the actual visual show will become, letting it sort of progress naturally, and just seeing where it goes.”

Sweets of Reason came out in 2021, and Moonchild has been patiently waiting for the chance to take these songs on tour since. This album is intensely personal, recorded in 2020 with nearly every note played by Moonchild on the cusp of a global pandemic, and released when touring was still very much an uncertain proposition. The album was released by Cruisin’ Records, a DIY enterprise dedicated to supporting queer artists. Cruisin’ is a good home for Moonchild, a trans woman, and her music, among adventurous company like Tracy + the Plastics, Yoder and Wizard Apprentice.

“A lot of things with the record ended up being like one step forward, two steps back,” says Moonchild. “So it feels very redeeming to finally be able to get out on the road and give it its proper due. I feel very grateful to be able to do that.”

Sweets of Reason is a gorgeous record, lush and reflective. It has a progressive, magisterial quality redolent of a cross between Harmonia and glammy Eno — very different than the New York Dolls-style rager we anticipated, having seen Moonchild onstage ripping guitar solos. This is an album to spin in the wee hours, aimed toward the lonely, lost and lustful out there. But by all accounts, with a handful of shows wrapped, these songs are well-received live.

“It’s always an indicator when there’s a quiet part of a song and you notice that people are paying close attention to you and not trying to talk over you,” says Moonchild. “It definitely is a little more introspective and a little more mystical than the straight-up rock vibe of Scott’s music, but I’m still a rocker at heart, so we still have that going.”

We detour into a discussion about Moonchild’s life on the sea — she’s spent a good chunk of her youth and recent adult life on boats and on long sailing sojourns. We wonder aloud if that perhaps feeds into the questing sounds of Sweets of Reason.

“I think there’s definitely threads of The Life Aquatic on the record. I’m definitely — it’s in my name, ‘moon child’ — entranced by the moon. I think there’s something very hypnotic about being out on the ocean, living by the tides and living by the cycles of the moon with nothing around you; no land in sight on a crystal clear night in the middle of late summer, and the moon’s reflecting off the sea. It can be a very entrancing feeling, and it can be a feeling similar to being on tour. I think that’s a common thread running through the record.”

Moonchild — and Yoder — are increasingly rare spirits in a suffocatingly commodified music industry, truly happy and content wandering the country, getting dolled up and playing some music for whoever wants to lend an ear.

“I’m just kind of a vagabond. Growing up, I never had a really strong, rooted household anywhere. And being able to be on the road and just play a show every night is such a more clear focus of life than having to go to a job,” Moonchild explains. “I’m a Sagittarius, the fire-sign thing, just seeing what’s out there and what there is to experience. And also just looking around the world and trying to see where I fit in. Because I’ve never really known that.”

LOCAL RELEASES

Ever since emerging several years ago, the whole vibe of Central Florida’s Black Wick was always a little twisted. Once Joshua Rogers stepped out from pushing the sounds of other outsiders as the mastermind behind pioneering area label Illuminated Paths, it was immediately clear that his own musical alter ego Black Wick was coming from the dark side.

His warped beat science — which stretched psychedelia into psychosis through lots of analog and manual touches that weave strange character by design — was always a head trip in itself. But pairing his music with real-life confessions of serial killers, as new album Serial Thriller U.S.A. does, is next-level fucked.

Over years of digging through archives and thrift stores, Rogers has amassed an audio library of some of America’s most infamous murderers. On these cassettes and VHS recordings, he found “rare interviews and personal tapes of confessions, of random ramblings, and often very intimate descriptions from the mouths of the killers themselves … so, inspired, I decided to pull together the more unheard of the sessions and put together an album around them.”

The guest list is a who’s who of American murderers that begins right here in Florida with a double feature of none other than Aileen Wuornos. But in keeping with his enigmatic calling card, Black Wick doesn’t explicitly list their identities. Instead, the track titles are their actual inmate numbers intended as, Rogers says, “A murder mystery of the listener’s own to solve.”

The diabolical Serial Thriller U.S.A. is available both digitally and on limited-edition cassette through Bandcamp via Orlando label Popnihil.

CONCERT PICKS THIS WEEK

Dion Lunadon, Lemon Denim, Trash Cinema, The Ludes: Unofficially titled “Death by Guitar” by me, this boss-ass Norsekorea Presents lineup will be exactly that. Topping the marquee is Dion Lunadon, the excellently intense New Zealander who was in A Place to Bury Strangers and The D4 before committing fully to his own dirty-burning, high-octane music. He’ll be arriving on the fresh release of Memory Burn on the fantastic In the Red Records, a record that drills into you like a punker Black Rebel Motorcycle Club.

Across the 12 tracks of Serial Thriller U.S.A., Black Wick weaves choice clips from these interviews into his signature web of melted sounds and creeping beats. Like a nightmarish swirl of Kafka and Dalí, this is psych-ward hip-hop that packs some of the most mental sample work since early Meat Beat Manifesto.

While exceptional Los Angeles electronic act Kontravoid will be the opener for the only Southeast date of Front 242’s farewell tour in St. Pete this weekend, he’ll be delivering a full headlining set of his sleekly aggressive EBM here the night before thanks to the classic tastemakers of Panic! Underground. Rounding out the live showcase is St. Pete synth star Ortrotasce and Orlando post-punk flagbearers The Synthetics. (9 p.m. Thursday, Sept. 5, Iron Cow $15)

Laura Jane Grace and the Mississippi Medicals, Catbite, Taylor Hollingsworth: Laura Jane Grace just cannot be contained. Even after tearing down some of the most dramatic walls seen in music history, she just keeps steaming ever forward like a creative rolling stone. This latest swing through will be Orlando’s first look at Laura Jane Grace and the Mississippi Medicals, the brand-new all-star band fronted by Grace and featuring the Drive-By Truckers’ Matt Patton, the Ergs’ Mikey Erg and Paris Campbell Grace. Happening only two days after the release of the Mississippi Medicals’ debut EP, Give an Inch, this will be as fresh a look as it gets of the next bold chapter of one of rock’s most powerful and modern icons.

An Evening with C. Thomas Howell Featuring The Outsiders

Get your golden selves over to Enzian Theater this week for a unique screening event, one night only, when the Maitland theater screens Francis Ford Coppola’s seminal 1983 film The Outsiders with star C. Thomas Howell in the house. Coming off the flop of One From the Heart and financial troubles at American Zoetrope, Coppola needed to get his filmmaking mojo back. The chance discovery of S.E. Hinton’s moody and affecting 1967 novel about a young gang of greasers — not to mention casting calls that netted him future stars like Tom Cruise, Howell, Matt Dillon and Rob Lowe — led to him scoring a hit with this adaptation. Howell played Ponyboy, the emotional fulcrum of the film, masterfully and then went on to star in film and TV roles in The Hitcher, Red Dawn, E.T. and way too many more to list. This one still hits, so bring them bandanas to wipe away the tears. Justin Depth, Akasha System, Severed+Said

Earlier this year, the touring tandem of Tampa’s Justin Depth and Tegu dazzled a surprisingly packed room at Stardust — Wave Temples in tow — with healing waves of lush and magical sound. This weekend they return, this time joined by Jacksonville’s Severed+Said. The night should be a masterclass on how to conjure up soundscapes without being overly in thrall to your gear, an evening of true synth alchemy. Justin Depth was just here about a week ago and went deep

into an ambient bathysphere, while still retaining a narrative arc to his set — we expect no less this time. Tegu, going under the name Akasha System, whips up a quiet storm of surprisingly reflective tropical techno — he is probably one of the most adept practitioners of electronic music in the state. Porter Robinson

Grammy-nominated alternative artist Porter Robinson brings his “SMILE :D World Tour” to Orlando. Drawing inspiration from his love for video games, anime and Japanese culture, the American DJ and electronic music producer intertwines these influences in his work. At age 18, Robinson started to gain international recognition and was nominated for the Billboard Music Awards in 2022. He released his latest album, SMILE :D, in July. Red Bull Double or Nothing

Good news for Orlando fans of wakeboarding: Red Bull Double or Nothing is making its much-anticipated return to Lake Ivanhoe! The competition, founded by Orlando resident and wakeboarding firebrand Parks Bonifay, is known for stretching the physical possibilities of what can be done on a wakeboard. The gobig-or-go-home mentality of the competition gets deeper every year, as the last iteration of Double or Nothing marked the first time a triple flip was landed on a wakeboard in competition. This year, the competition will feature a different history-making element: Seven-time World Wake Association champion Meagan Ethell will become the first woman to officially compete for the heavily sought-after grand prize of $10,000. “Anything can happen at Red Bull Double or Nothing, and last year was proof,” Bonifay says.
