UK buyers face 100% property tax in Spain?
LAST week, Spanish Prime Minister Pedro Sánchez stirred controversy with a proposal for a 100 per cent tax on property purchases made by non-EU citizens, including British buyers. Understandably, this raised alarm among potential investors from the UK, Switzerland, and the US. But is this drastic measure actually happening? Here’s the real story.
Pedro Sánchez recently unveiled a 12-point housing reform plan, aimed at tackling Spain’s housing crisis. While some proposals are promising, others - like the 100 per cent property tax - are widely regarded as unrealistic.
Key Measures in the Plan:
1. Public Housing Boost: Over 3,300 homes and two million sqm of land would be allocated for affordable rentals. This move is seen as practical and long overdue.
2. Priority Land Purchases for Public Use: A feasible idea if land is bought at market rates, not expropriated.
3. State-Protected Housing: Proposals to ensure public housing remains under state control are controversial but could
deter corruption.
4. 100 per cent Tax on Non-EU Property Buyers: This sensational idea is unlikely to become law. Tax policy is managed by Spain’s autonomous regions, most of which oppose such a measure. Besides, passing this in Congress would require the unlikely cooperation of right-wing and regional parties.
Other measures include incentivising modular construction, providing tax breaks for affordable rentals, and tightening regulations for tourist properties and seasonal rentals. However, many of these ideas face significant political hurdles.
A Complicated Political Scene
Spain’s political landscape is fragmented. Sánchez’s PSOE governs with a leftwing coalition but lacks a majority in Congress, relying on support from an eclectic mix of regional and nationalist parties. With opposition from conservative Partido Popular (PP) and far-right VOX, Sánchez’s government struggles to pass even routine legislation.
The proposed 100 per cent tax is unli-
kely to secure the required votes. Critics view it as a political stunt aimed at appealing to left-wing voters, especially Sánchez’s coalition partner SUMAR. Weakening SUMAR could bolster Sánchez’s position ahead of future elections.
What’s the Real Impact?
While this proposal has spooked potential foreign buyers, it’s unlikely to materialise. Industry experts, like Christofer Fogelberg of StartGroup Real Estate and vice-president of the Professional Real Estate Guild GIPE, see it as impractical.
For non-EU buyers worried about Spain’s market, the consensus is clear: this tax idea is more about politics than policy.

SPRING will soon be with us, so it’s the perfect time to freshen up your home. Start by washing your windows on a cloudy day. If it’s too sunny, the cleaning solution will dry too quickly, leaving streaks. You can use water and a microfibre cloth for a simple clean, or mix rubbing alcohol, vinegar, and distilled water for a DIY solution.
Take the time to clean under your furniture and appliances. Move things around to sweep or hoover and sponge any dust and dirt you can’t usually reach. Don’t forget to freshen up your furniture. Costa del Sol 20% rise in luxury housing investment
INVESTMENT across the entirety of the Costa del Sol on the luxury property front in 2024 soared to over 20 per cent more than in 2023. Analysis indicates that regions such as Marbella, Estepona and Benahavis have enjoyed massive growth in sales and have helped the region generate over €3.2 billion last year alone.
Marbella dominates the luxury housing market in the region of the Costa del Sol, as well as across the entire country, as lucrative investments here in 2024 stood at a grand total of €1.6 billion.
Estepona stands as the second most contributive area on the Costa del Sol at €800 million in investments, and popular tourist hotspot Benahavis came in at third,
with €500 million in sales. The three locations make up what is known to many as the ‘golden triangle’: the utmost exclusive destinations for budding residents. International investors dominate the market year on year here, and 2024 was no different seeing 90 per cdent of the total contribution into luxury property being made by those from overseas. Living Properties, who compiled the statistics, also broke down the buyer profiles of the investments.
They found 30 per cent of buyers were young tech moguls, in second were ‘digital nomads’, a term for foreign, remote workers, with 25 per cent of luxury purchases in the Costa del Sol. At third were elite athletes, with 20 per cent.
