Market Overview

Q4 2023 proved to be an extension of not only Q3 2023, but the year as a whole. Mortgage interest rates continued their climb, peaking at a high of almost 8% in November. By the end of the year, they moderated to 7%. New listings, pending sales and closed sales all trailed to a low point that paralleled Q4 2022. On average for Q4 2023 vs Q3 2023, new listings, pending sales and closed sales decreased by 18% - 23%. The year closed as it began; the shortage of new listings and the mortgage interest rate stalemate continued to suppress the market.

There were 11,739 closed sales in Q4 which is 18.75% less than the 14,445 in Q3 2023. The average price remained stable, decreasing by only 0.93% from $508,532 to $503,820. Inventory levels crept up to 2.5 months over 2 months in the previous quarter and, the average days on market increased by 5 days from 27 to 32.

The big question many people have is why do we continue to have low inventory levels that are suppressing the market? Simply put, homeowners have unprecedentedly low mortgage interest rates and cannot or will not make a move to a new home until interest rates moderate to a level that meets their requirements. Additionally, many are making decisions to rent homes they are moving from because their rate is low enough

that it is financially lucrative In June 2023, it was reported that more than 9 of every 10 homeowners have an interest rate below 6%. Almost 4 in 5 have an interest rate below 5% and nearly one quarter have a rate below 3%.

When interest rates began to rise in 2022, most homeowners believed that mortgage interest rates would moderate quickly, providing them the opportunity to purchase in the near future. The opposite

happened. Mortgage interest rates continued to climb through 2022 and 2023 to the peak of 8% in Q4 2023. In December of 2023, the Federal Reserve Board (FRB) signaled that interest rates cuts would start happening in Q2 2024 but, strong jobs reports and consumer spending has led to the FRB retracting from their optimism about rate cuts. Because of this, many homebuyers continue to sit on the sidelines waiting for rate changes.

What does this all mean for a homebuyer in Atlanta? Now could not be a better time to

buy. With inventory levels still at historic lows, many homebuyers understand that now is the time to buy as they understand that when mortgage interest rates do moderate, there will be a flood of homebuyers in the market. These savvy buyers are beginning to move on with their lives and are making decisions to take advantage of incentives offered by sellers that include mortgage interest rate buy down options. That said, with so few options, many homebuyers are still encountering multiple offer situations when a new home comes to market.

Key Indicators Glossary

The following key indicators are used throughout this report to describe market trends:

Active Listings

Properties that are currently listed for sale on FMLS. Additional properties may be for sale at any given time— such as for-sale by owner homes or off-market listings— but are not included in the count of “active listings” in this report if they are not in the FMLS database.

Pending Sales

Pending sales are properties that have accepted an offer from a buyer and is in the due diligence period. The sales transaction has not happened yet. This is a leading indicator because it give us insight into how buyers and sellers are reacting to the most current market conditions.

New Listings

New listings are those that have been added to FMLS in a given month. They do not include active listings that were entered in previous months.

Closed Sales

Closed sales represent homes that have sold and transactions have been finalized. This indicator tends to lag market trends slightly because properties typically close one to two months after an offer has been accepted and buyers have locked their interest rates.

Sale Price

The sale price is the final amount paid for a home. It is measured as either an average or a median, with the average price tending to be skewed higher by the highest priced homes. It does not reflect seller concessions, such as closing costs that may have been paid.

Days on Market

Days on market (DOM) measures how long it takes from the time a home is listed until the owner signs a contract for the sale of a property. This tends to vary based on the desirability of a given property, market conditions, and season.

Sale Price to List Price Ratio

The sale price to list price ratio (SP/LP) indicates if a home sold at (100%), above (>100%), or below (<100%) the listed asking price. The sale price to original list price ratio (SP/OLP) compares the sale price to the original asking price, as the current asking price may have reflected price changes.

Months of Inventory

Months of inventory indicates how long it would likely take to sell currently listed homes, if no new inventory were added. It is measured as a ratio of active listings to homes sold. 5 to 6 months of inventory is considered a balanced market. Less than 6 months supply tends to favor sellers, and more tends to favor buyers.
