In January, there were over 830
fewer people claiming unemployment benefit than in May 2010 in Truro and Falmouth. There are more people of all ages in employment now than ever before. Most of the new jobs created are full time jobs too, although for some people, flexible employment enables the balancing of caring responsibilities with employment. I want this progress to continue, and to see Cornwall at the forefront of the march towards a full employment economy. Unemployment here is already significantly below the UK average. I want to see more home grown food, home generated energy, goods and services created here and sold across the UK and the growing economies of the world. We can deliver this by giving people the skills that businesses creating new jobs need their employees to have. Apprenticeships are crucial and since 2010, over 3,580 new apprenticeships have been created in Truro and Falmouth alone. Cornwall Apprenticeship Service, based in Falmouth, offer a first class service to small businesses enabling them to provide a wide range of high quality apprenticeships. We must also support the great local businesses that are creating jobs. A range of policies, including increased VAT thresholds, large reductions to business rates and business taxes, an employment allowance worth £3000, reduced red tape and £500 million of EU investment are helping businesses grow and wages rise locally. From April 1st the National Living Wage is being introduced at £7.20 an hour - rising to £9 an hour by 2020. Personal taxes are going down too. Since 2010, 3.8 million people have been taken out of tax altogether and 27.5 million have seen their income tax cut. As of 2015, Mums who stay at home can transfer 10% or an average of £1060 of their personal allowance to their partner. Of course the difficult task of reducing the budget deficit continues. We have made good progress, with the deficit now one third of what it was in 2010, but more needs to be done to reduce public expenditure so we live within our means. I don't think we should duck this and pass on the nation’s debt to our children and grandchildren. This does mean that we are pressing ahead with some changes to welfare payments. Those people who are able to work but who are not currently doing so will have their benefits capped at £20,000 per year. Benefit payments for people with disabilities will continue to increase every year. Our expenditure is greater than other wealthy nations such as Germany and France. Pensioner’s benefits and pensions are also fully protected. I know many people feel that large international companies such as Google or Amazon don't pay their fair share of tax. I share those frustrations and I am pleased that the Government has led the international community in closing down the tax loopholes that have enabled some
international companies to shift their profits around the world to avoid tax. This Government has introduced a diverted profits tax to stop multinationals using contrived arrangements to shift profits outside of the UK. I am pleased the Government has also made more than 40 changes to tax law to close loopholes, and introduced a new general anti-abuse rule to deter abusive tax avoidance. It's worth noting that according to independent data, since 2010, the wealthiest 1% of British people have contributed 28% of all tax receipts. The poverty gap is closing according to figures from the Institute for Fiscal Studies (IFS) which demonstrate that income inequality has fallen since 2010. Having grown up near Falmouth, I know only too well of the poverty that has blighted the lives of too many people here. However, I believe the foundations are being laid to ensure that every local person has the opportunity of a good education and skills training to enable them to make the most of the improving employment opportunities that are growing here. Investment in our local infrastructure and economy is also creating an improved environment to set up or grow a business. I am delighted that in the recent budget, the Chancellor announced the MarineHub Enterprise Zone. These zones are delivered locally by Local Enterprise Partnerships (LEP), Local Authorities and businesses. Enterprise Zones are about delivering long term, sustainable growth based on cutting edge technology and enterprise. They have three key incentives; up to 100% Business Rate discount of up to a value of £275,000 per business over 5 years; 100% enhanced capital allowance tax relief and all growth in business rates related to the zones are kept by the LEP and Cornwall Council to reinvest in the local economy. This is good news for marine renewables. The MarineHub Enterprise Zone includes A & P and will attract more investment from international companies to develop and test devises that make energy from wave and tide. This will further develop our reputation as a centre for innovation and high skilled marine engineering expertise. Of course there are some real local challenges not least of which is housing. More about that next month...

For the brown butter tart dough: 125g butter 105g sugar 35g brown sugar 1 tsp pure vanilla essence 1/4 tsp salt 3 egg yolks 300g plain flour, sifted

Cherry and White Chocolate Tart
Prepare the brown butter ahead of time as you will need to chill it:
1. Place butter in a small saucepan on low-medium heat and stir until it melts completely. 2. Continue cooking, stirring frequently until the milk solids turn brown and the butter smells nutty, Take care not to burn 3. Scrape the melted butter and browned bits into small bowl and chill until solidified (about half an hour in the freezer, an hour or so in the fridge). When ready to make cake, remove from the fridge long enough that the butter is soft enough to be beaten with an electric mixer 4. With a hand or stand mixer, combine
For the Cherry & Vanilla White Chocolate filling: 1 & 1/2 cups thickened double cream 300g good quality white chocolate, chopped 1 tsp vanilla bean extract or scraped seeds from 1 vanilla bean pod About 300g fresh cherries, pitted and halved sugars, vanilla extract, salt and brown butter on medium speed. 5. Add in the yolks, one at a time then reduce speed to low. 6. Add in the flour all at once. Roll it right away with very lightly floured hands and rolling pin. 7. Preheat the oven to 180째C (350째 F) and lightly grease a 22-24cm loose bottomed tart tin. Roll to 0.75cm (1/3") thickness. Carefully set dough over the tart shell and use your thumbs to press the dough into the corners. Press the overhanging dough against the edges of the tart pan to trim off the excess and leave the dough flush with the edges. Dock tart lightly with a fork. 8. Bake for 20-25 minutes. After 10 minutes or so, check on the tart. If it has formed an air bubble; use a skewer to gently poke a small hole in the bubble to deflate it. Continue baking until the tart is dark golden brown and firm and dry to the touch. Leave to Cool
For the Cherry & Vanilla White Chocolate filling:
1.Place 1 cup of cream in a large mixing bowl and set aside. 2. Place 1/2 cup cream and white chocolate in a heatproof bowl and heat over a small saucepan of simmering water, stirring regularly with a whisk until chocolate melts and mixture is smooth. Leave to cool for 5 minutes. 3.Whip remaining cream with an electric mixer on high until stiff peaks form. Take care not to overwhip. 4. Stir 1/3 of the whipped cream into the white chocolate mixture to loosen it, then fold the remaining cream into the mixture until combined. Pour mixture into the brown butter tart shell (You may not need to use all the filling, depending on the height of your tart, remember that when you add the cherries on top, the filling will rise slightly). Decorate with fresh cherries. 5. Chill tart until filling sets, at least 1 hour. Tart can be stored in the fridge in an airtight container for several days.

We see it everywhere nowadays – we’re all tending to eat too much, and the ‘wrong’ sorts of foods, we’re all getting too fat as a consequence, we don’t exercise enough, and things like Diabetes Type 2 are becoming increasingly common. And the same sort of thing is also happening in cats. We see far more cats nowadays with “Diabetes mellitus” to give it its proper name, than we did even five years ago, cases which are related to feline obesity – the ‘fat cat’ syndrome! – so this month I’m going to suggest some practical guidelines for keeping a highly contented cat, which maybe, just maybe, will result in a few less podgy felines!
AVOIDING SOME OF THE COMMON CAUSES OF OBESITY
Leaving aside the fact that some clinical diseases cause weight gain, cats that do very little in their homes easily gain weight, so you need to make your home as cat friendly as possible. One of the key things here, therefore, is to make sure they lead full and active lives. Now that’s not easy if you live next to a main road and you’re afraid of letting your cat outside, because hunting is what cats do. Hunting is completely unrelated to feeling hungry, so by feeding your cat up, to try and persuade them not to catch birds and shrews and so on, or as a substitute for them not going outside, just won’t work. The cat is a solitary predator, after all, so just think about it – if you waited until you were hungry before hunting for food, and were then unsuccessful, you would probably soon get weaker and weaker and then die. So, the cat is finely tuned to the kill at all times – and when movement and sound combine to
attract a cat’s attention, even the most pampered moggy will find it hard to resist the desire to pounce!
Owners of house cats need to use some form of ‘prey’ substitute, or cat toys, that stimulate hunting behaviour. The old-fashioned piece of string tied to rolled up paper or tin foil, and attached to your ankles (wear trousers!) still works really well, along with ping-pong balls rolled up and down stairs or along window ledges, making the cat jump around and generally increase their agility. Fishing rod toys are great, because they are easy for an owner to use and you can quickly get your cat to dance around on their hind legs – the ‘prey’ is small, and moves both rapidly and unpredictably up and down and from side to side – irresistible to a cat! Pampas grass is also good to use – different textures, swishing noises and lots of strange movements. And laser dots are great for moving around on the walls, up and down stairs and outside in the dark – and don’t worry, there’s no chance of an animal getting blinded by one of these, so veterinary ophthalmologists suggest. Scratching posts are also useful things making cats exercise, particularly tall posts, which make the cat scratch at full stretch, and you can get them that have toys dangling off at cat eye height…. Of course the downside is that your cat might just
take to scratching your brand new leather sofa… or in my case at home, one of the legs of our dining table is about half the thickness that it was due to the attention of various moggies along the way!
recontaminate yourself with parasites. Cats are so wised up aren’t they? So, if your cat sleeps where it wishes, and has the choice of several locations, then it’s going to feel not only in control of its life, but also more content – and will therefore tend NOT to overeat. Anxious and unsettled cats frequently will, or they’ll be fed extra by their owners because they are restless / will not settle / constantly miaowing for attention, and so they start to gain weight. By paying attention to the behavioural needs of your cat you really can have an influence on trying to maximize their exercise and stimulating their normal self-control on the amounts they eat.
SLEEPING
Now most owners don’t consider that this is a problem for their cats, and officially, cats should sleep from around 12 to 18 hours per day – good eh? But, what you may not have considered is that cats like to find their own places to sleep, with a combination of privacy, warmth, and of course being well off the floor, being the business. I’ve met lots of cat owners who have invested in what are absolutely sumptuous cat beds – “the best that Harrods could supply” I was told by one lady I remember – yet the cat takes one look at them, turns up its nose in the way only a cat can, looks at you with the expression ‘Get real’ and then goes and sleeps on the sofa! Cats need to feel in control of their lives, and they will often move from one favoured place to another – which behaviour is thought to be related to parasite control in the wild. After all, if you change sleeping spots every so often, you’re not going to
The message is simple: Hunting / Playing / Sleeping leads to happy and contented cats. Stressed / Bored / Insomniac cats eat more, do less, and their health deteriorates. So if you have any queries over your cat’s behavior or their eating habits, then talk to your vets: it may be that there is a genuine physical health problem, but it could equally be a sign that all is not well in their world, and they’re doing the cat equivalent of what we do when we’re stressed – we eat cake!

This is such a busy time for us at the nursery with so much new stock, much of which we have grown ourselves. We have lots more bedding and hanging basket plants this year at very competitive prices. Let’s hope now we are into April the weather is good and we have a great summer
Diary for April
• Give your fruit trees and bushes a feed. Apply a slow release fertiliser around the base to help them give a good crop this year. • If you haven’t done so already, give your greenhouse a good clean inside and out. It will help get rid of pests and diseases and also let more light in
• Plant tomato plants in the greenhouse when they become available • If you want to lay a new lawn, now is the time providing the ground is not to wet. Remember preparation is important to get a good lawn • Feed existing lawns with a high nitrogen fertiliser. This could be a combined feed, moss and weed killer • Clean up pots and container and top dress. Remove about 2” of soil from the top, sprinkle on a small amount of slow release fertiliser and top up the pot with new compost • Check pots, containers and all young or newly planted plants for water if we get an early spell of warm weather • Trim winter flowering heather as the flowers
finish. This will prevent the plant getting leggy • Check all tree ties for security and that they are not cutting into the tree • Tie in climbers and ramblers regularly • Now is a great time to be planting herbaceous perennials. Perennials are great plants, look good and come back bigger and better every year • Prune Forsythia once it has finished flowering • Roses are hungry plants so would do well with a good feed. Toprose or similar is ideal
Plant of the month Euryops pectinatus
An evergreen shrub that grows to about 1m in height and width. Finely cut greygreen hairy leaves and long stalked yellow daisies 2” across from spring right through to late autumn. If grown under glass they will carry on flowering into the winter. This is a great striking shrub that would have merit in any garden. It is happy in any well-drained soil in full sun.
