Are You Paying Too Much for Medicare? By Yvonne Marsh, CFP®, CPA

M

edicare is tricky - it’s an alphabet soup of “Parts” and “Plans” that each have their own costs, and the total monthly premiums quickly add up. Here are two ways to make sure you’re not overpaying. First, many people don’t realize that your Part B premium cost is based on the tax return you filed two years ago. So for 2021, the government is looking at your 2019 return. While the base monthly cost is $148.50 in 2021, if you made more than $176k as a joint filer ($88k single), they’re going to hit you with a surcharge, called IRMAA (Income Related Medicare Adjustment Amount). IRMAAs range from an extra $59 to $356 per month for Part B and $12 to $77 per month for Part D. Let’s say you retire and start Medicare in 2021, so they’re looking at your 2019

tax return to determine your Part B premium - when you were making a lot more money than you are now, being retired. It doesn’t seem fair that you should have to pay that extra surcharge, right? Right. And there’s a form for that… Form SSA-44, where you can request a waiver of that IRMAA surcharge and not have to pay it!

In fact, if you’ve had income decrease for lots of life-changing events - divorce, death of a spouse, work reduction, etc. - you can use the same form to apply for an IRMAA waiver. Technically, it doesn’t apply if you have a large capital gain in a year that does not repeat in future years, but I’ve had two clients apply for the IRMAA waiver under that circumstance and been approved, so it’s definitely worth a try. Second, you can shop your Medicare Supplement policy for the cheapest price all year round - not just during open enrollment in the fall. he 2021 boating season is about to get underway and so is the season of endless boat detailing if you don’t own a Touchless Boat Cover System from Lifetime Docks, LLC. Like other area boaters, we frequently see boats in docks, both private and some community docks that are protected by Touchless Boat Cover System. The concept is a simple one...create a garage for your boat that protects your watercraft like your home’s garage protects your vehicles. But it wasn’t until multiple boat owners on our community dock in Rarity Bay installed the Touchless Boat Cover that we made the decision to make the investment by redirecting a portion of the money we saved from a canceled 2020 Mediterranean cruise. Previously when we arrived at our dock for a day on the lake, we had to first clear away the cobwebs from the sides of our boat. Then we removed the straps that secured our boat cover and then removed the cover. ithout exception, everyone who has ever made a salon visit has dealt with this title on more than a few occasions. There is the perfect haircut and style that can never be duplicated again, the unexplained bad haircut and style after years of never having one, and the sitting in the waiting area wondering why your provider is twenty minutes late. Each one of these most likely has to deal with Good Days, Bad Days, and Going Half Mad Days.

First, the perfect haircut that is difficult to duplicate usually happens on the good days. Every stylist experiences the good days, and some experience them more than others. This scenario is quite common, and can easily lead to the stylist having one of those ‘going half mad days’. Get a feel for your provider, and make sure you enjoy the good days, and survive the bad days and going half mad days. With a little effort, you should easily be able to determine what kind of day your provider is having, and then you can make your hair decisions accordingly.

A few items to consider in 2021 Required Minimum Distributions (RMD’s)

The CARES Act waived required minimum distributions from 401(k)’s and Individual Retirement Accounts (IRAs) for 2020. At this time that waiver only applies to 2020 and is not extended to 2021. The age at which a taxpayer is required to start their RMD is now age 72. It was moved from the previous age of 70.5 to age 72. Individuals turning age 72 in 2021 must take their RMD by year-end or they can delay their payment until April 18, 2022. Those who continue to work past 72 can postpone until they retire, if they do not own more than 5% of the company that employs them. Individual who donates to charity should consider a Qualified Charitable Distribution (QCD) directly from their IRA to the charity. These payments meet the requirements for their RMD and avoid the amount donated being reported on their tax return as a taxable distribution. For those taxpayers who do not have enough to itemize their deductions, this is a way to in effect deduct their charitable donations contributed via the QCD and to take full advantage of the standard deduction.

A revamp of the child credit for 2021 could catch some parents by surprise

The American Rescue Plan Act of 2021

increased the child tax credit from $2,000 to $3,000, $3,600 for children under the age of 6 and extends the credit to those who are 17. The revamped credit is now fully refundable, and the IRS will pay 50% of the credit in advance to qualifying families. The IRS is scheduled to start sending periodic payments starting in July and provides for the payments to be completed by December 31. Taxpayers should be aware that these advance payments could reduce the credits they normally received when they file their taxes. They should anticipate the impact of these advance payments could have when they file their taxes. And it also appears, if the taxpayers are not entitled to the credits received in advance, they may be paid back when they file their taxes. The law also requires the IRS to develop an on-line tool for families to update changes to their adjusted gross income or circumstances. The system will have the ability to compute and recompute payments as taxpayers provide new information. It will also be able to issue and track payments. Taxpayers can also elect out of the advance payments if they choose. Due to the increase in potential fraud, there is concern over the security of this system. The IRS estimates it paid over $7.2 billion in refundable child tax credits improperly.

Your chances of getting audited by the IRS may have increased

Over the past several years, the number of taxpayers audited by the IRS has decreased. Some data on most returns can be audited through automation and most returns are subjected to some audit procedures every year. For example, wage statements (W2), 1099’s, 1098’s, Schedules K-1 and other statements submitted each year to the IRS by issuing third partied can be verified and matched to the taxpayers returns. And some audits are “correspondence audits” whereby the IRS requests documentation from the taxpayer to be submitted to the IRS via the mail while a reduced number of taxpayers have been called into the IRS office or are visited by an IRS agent. Recently it was announced an increase in the number of large partnerships are coming, as well as the number of audits of high-income individuals. Many tax law changes being announced in Washington

Because of the use of natural fibers, vegetable and plant dyes, meticulous care must be taken in order to ensure that dyes remain stable during the entire cleaning process. While wall-towall carpeting can be cleaned with high heat and strong cleaning agents, Oriental rugs must be washed using pure deionized cold water and natural fiber safe washing agents, then thoroughly rinsed, and hung to dry in a temperature-controlled drying room. MV: Alex Zahir, owner of AZ International, LLC Rug Gallery, whose family has hand-crafted fine Oriental rugs in his native Afghanistan for three generations, expressed his surprise at your extraordinary level of knowledge related to the Oriental rug industry. How did you gain that knowledge? Kerry: Our company is certified by a national certification board called the IICRC. We attend classes and seminars regularly to learn and keep up with the latest in rug washing knowledge and advancements in technology. I also frequently collaborate with Oriental rug specialists like Alex. MV: Why is knowledge of the rug industry important in washing these Oriental rugs? Kerry: You must know and understand the construction, fiber, and dye content to correctly and safely wash each rug. Many heirloom quality rugs are passed down from generation to generation. Oriental rug buyers often invest a great deal of time and money in selecting just the right designs, colors, sizes, and natural materials they want in their rugs. he Public Library of Tellico Village is open and patrons are eager to begin enjoying summer events. Beginning with May we have already planned events through September and more events/activities for the summer and autumn are being planned. Stay tuned to hear more about future events. Registration for the Ladies Annual Golf Outing on June 5, 2021 is now open at the Library until May 28. The “Golf Outing” will be a 9-hole Tennessee Scramble beginning at 9:00 AM at Toqua Golf course. Team captains will be responsible for assembling a 4 person team and paying the team registration: $45 for members of the Friends of the Library and $50 for non-members. Cost does not include green fees. On Thursday, May 20 at 3:00 the Library will be hosting the first tea of the season – Southern Hospitali-Tea in the Library Courtyard. Join the Friends of the Library for a three course tea accompanied by a trivia game, testing your knowledge of life in the South, both fact and fiction. Cost for the tea is $30 for members of the Friends of the Library and $35 for non-members. Tickets will be limited to 30 and will be available April 26 at the Library. Our second mini book sale for 2021 will be on MAY 22 with the theme, Stranger than Fiction. There will be 400+ books of fiction from which to choose, mostly priced $2-$4. There will also be the ever-popular Romance and Children’s books with a few Westerns kicked in for fun! Time for the book sale is 9 a.m. – 12 Noon and will be held in the Library

Courtyard. Our next mini book sale will be July 23 with the focus on non-fiction and general fiction. In May, there will be a dedication ceremony for the first of our Little Lending Libraries. This project has been in the works for well over a year and we are very grateful that we will be able to start stocking books for young and old. Two of our “outdoor book boxes” will be made available to the Hope Haven neighborhood built by Habitat for Humanity in Loudon. They will be installed at 102 Grace Lane and 215 Hope Way. The “libraries” were built by members of the Tellico Village Woodworkers Club who will be on hand along with representatives from our sponsors: Jane L. Pettway Foundation, Kiwanis Club, Habitat for Humanity of Loudon County and the Public Library at Tellico Village, to see the completion of this project. A very special treat for the children in this neighborhood is that on Saturdays they will be able to read their books to dogs from our Ruff Reading Program. n spite of Mother Nature’s roller coaster, we have had a beautiful spring! I love checking all the new plants that are leafing out or bursting into bloom every day. Yes, some of them got nipped by those nasty nights in the 20s, but others are in full glory right now. May is one of a gardener’s busiest months, so let’s get started on your to-do list: ✻ You know what I am going to say first: Do your walk-about and see what is going on. Remember to look up, down, and all around! Look up to check for signs of disease or damage to larger shrubs and trees. Look down to check for moles/voles. Look all around for signs of disease and insect damage in your smaller shrubs and perennials. While you are out there, make notes about what needs to be moved, divided, treated, or fertilized. You can also dream a little about what you would like to do! ✻ If you are planting larger trees and shrubs this year, try to get them in by the end of the month. It is easier for the plants to establish root systems before they start battling the heat. It will also behoove you to not postpone planting this year, as we are encountering some dramatic shortages. So many people have been working in their yards that the growers simply cannot keep up. Trees and shrubs are a 3-5 year process, so if you see something you love, don’t wait. ✻ Get those container gardens started while plants are small, and leave room for them to grow. Use a good quality potting soil, and pick plants that like the same conditions. Also, remember that any planter that is outside in the elements should have a drain hole or it will become a water garden! Stop by if you need help making your selections. ✻ I want to take a moment to talk about water, because that is the number one

plant killer. Please remember that sprinkler systems are great for grass and flowers, but they are often woefully inadequate for trees and shrubs. You need to get 1” of water to the roots of larger plants every week. An easy way to tell how much your system is putting out is to put a tuna or cat food can under a section of your sprinkler and see how much water actually goes into it. It is important to water deeply and less frequently. This encourages plants to develop deep roots instead of shallow roots. ✻ Did you mulch this spring? If not, think about applying a fresh layer or top-dressing. At least go out and take a rake to old mulch to “fluff” it, because it becomes very compacted during the winter. Mulch adds a neat look and keeps soil temperature and moisture levels stable. It also breaks down and adds nutrients to the soil. ✻ You can prune spring bloomers once the blooms have faded. Forsythia and quince can be pruned somewhat severely. Be more selective with azaleas, rhododendrons, and lilacs. Call us if you have questions. I have seen some truly tragic pruning done, so please do a little research before you start whacking.

✻ As your spring bulbs die back, don’t get in too big a hurry to cut them down. Wait until the foliage has died back, because it is storing the energy for next year’s blooms. If you cut them down too soon, it will have a negative impact on flower quantity. ✻ Some of your perennials may need a little assistance as they emerge. Tall plants may need to be staked or caged, and it is easier to do that while the plants are small. You can also pinch plants back to encourage them to be shorter and bushier. ✻ You will get a much longer bloom season if you deadhead on a regular basis. (Deadheading is cutting the spent blooms off). You should do this to perennials AND annuals to keep those blooms coming! Take the stalk down to the next leaf cluster to avoid having those ugly sticks poking up out of the plant. ✻ We have lots of bugs already, but I

encourage you to avoid using insecticides as much as possible. Always start with the least toxic product first, and spray when bees are not active. If you have a shrub that only blooms in the spring, wait until after it finishes before you apply insecticides. ✻ My last pitch is for the birds. Keep those feeders and baths full and clean! Birds will remove lots of those pesky insects, so attract them to your yard with plants, houses, feeders, and water sources. he barns of yesterday are pieces of living history and they still have a story to share. At Knoxville based Plantation Reclaimed, we are dedicated to the preservation of our remaining old growth forests, believing they should be left as a legacy to our future. That’s why all of our unique wood comes from abandoned farms, warehouses and other structures as much as 200 years old. Not only is it environmentally responsible to recycle antique lumber, but the sheer beauty and patina from reclaimed wood just can’t be replicated. Reclaimed wood is the best way to recycle wooden articles from old, unused, dilapidated or just plain neglected barns, warehouses, etc. The recycling of antique lumber leads to a decline in the demand for new wood from our already endangered forests. There is a multitude of ways of using reclaimed wood, most of the times in building portions of new homes. Whether it’s re-building your urban home to give it a rustic feel or building a new home or a country cabin in the woods, nothing can replace the aged feel and color tone of reclaimed wood. Everyone loves the warmth and homey feel that a great hardwood floor provides. Well, at Plantation Reclaimed, we believe that solid wood creates the very best flooring surface. There are various types of woods that will provide character to any area of the home. Tobacco Road is one such type wood, which was used during the 19th and early 20th century. Farmers, primarily tobacco farmers, living in the most fertile valleys of Pennsylvania, used a mixture of wood species to create siding and roof rafters for their barns, where they would dry their harvest. Over time the character of the wood occurred from weathering and staining. Hence, wood reclaimed from these barns is termed Tobacco Road. The Southern Reclaimed Heart Pine, recognized by its rich yellow tone and the best in grain quality, is an ode to the American manufacturing era. These were the beams found in most of the largest manufacturing mills of this country. The mighty oak tree has provided the planks and beams used to create our symbolic American barns for centuries. Resawn beams from the oldest of these barns are used to create the incredible looking oak hardwood wide planks that will provide your home with the unique feeling of warmth that it deserves. Solid wood mantels provide that much needed character and style to your fireplace. Built with reclaimed wood, these mantels offer an all natural look that will become a featured focal point. Hand-hewn antique mantels are sourced from wood that were aged naturally over decades and centuries as structural timbers. Many still bear the hand-tool marks from when they were cut and shaped. Other rough sawn antique mantels bear the marks of both early two-man crosscut saws and axes reminiscent of our pioneer past. Our mantels are a living legacy to our early pioneering history and our long tradition of American wood craftsmanship.
