t is a pleasure to welcome you to this evening’s awards program. As chairman of the EastWest Institute, I have long been impressed by the outstanding work our organization is doing to make this world a safer and better place. EWI’s Parliamentarians Network for Conflict Prevention has brought us the distinction of working side by side with two of tonight’s honorees, the Hon. Dr. Fehmida Mirza of Pakistan and the Hon. Ms. Shinkai Karokhail of Afghanistan. These impressive leaders have worked in exceptionally challenging environments, embodying the courage that will be needed to bring about substantial, lasting change for the better. Our honorees will be jointly presented with the first-ever H.H. Sheikha Fatima bint Mubarak Award for Values-based Leadership, named for the wife of the late Sheikh Zayed of the United Arab Emirates. Known as "the mother of the nation," she founded the first UAE women’s organization: the Abu Dhabi Society for the Awakening of Women in 1973. She also launched a nationwide campaign for the education of young girls. I am also honored to welcome the Hon. Mr. Koichiro Gemba, who now serves as Japan’s Minister of Foreign Affairs. A reform-minded leader, Gemba has worked to enhance his country’s energy policies, agriculture and fiscal structure. We will present EWI’s International Peace Building Award to Gemba, which he will accept on behalf of the people of Japan for their commitment to the nation and people of Afghanistan. I would also like to extend my warmest welcome to our many distinguished guests in attendance tonight, especially those representing Afghanistan, Pakistan and the UAE. We are especially honored to hear from H. E. Dr. Zalmai Rassoul, Foreign Minister of Afghanistan. ith 30 years of history building cooperation across daunting political divides, the EastWest Institute continues its mission to convene key leaders, forge real solutions and provide cuttingedge thought leadership on international security issues. Our team works from New York, Brussels, Moscow and Washington to break deadlocks and lay the groundwork for a peaceful future. EWI tackles the most challenging problems, including the uncertain realm of cybersecurity; the relationships between large powers such as the United States, Russia and China; and the complex and changing security environment of Afghanistan and Southwest Asia. We have never been a regular think tank, and much of EWI’s most important work — convening unofficial Track 2 and semi-official Track 1.5 meetings on some of the world’s most pressing security challenges — is confidential. These meetings, which take place in capitals and countrysides, build relationships and shore up common ground between parties with different interests. EWI also provides the public discourse with an important voice of reason, proposing solutions to problems most think are intractable, and arguing for the power of cooperation in times of friction. Our experience has shown that the hard work of building a better and more secure world begins with bringing people together.

rom extremism and terrorism to economic underdevelopment, the most pressing challenges faced by Afghanistan and Pakistan demand joint solutions. Peace and prosperity in one country will not be possible without peace and prosperity in the other. The EastWest Institute’s Parliamentarians Network for Conflict Prevention initiated its Working Group on Women, Peace and Security (WPS) in 2010 to coincide with the 10th anniversary of the passage of U.N. Security Council Resolution 1325, which declared that women’s active participation in conflict resolution is essential for building peace and stability. This group actively works with parliamentarians worldwide to strengthen the role of women in political life, and in conflict resolution and peace building in Afghanistan and Pakistan in particular. During the past two years, the group has worked to bolster the role of Afghan women parliamentarians (MPs) in their efforts to build a peaceful and prosperous region. In addition to supporting Afghan women MPs as they exert influence on political processes, the working group enhances cooperation between Afghan and Pakistani women parliamentarians as a way to increase stability in the region. In the most recent effort, in April 2012, the Parliamentarians Network, in partnership with the Women’s Parliamentary Caucus of the National Assembly of Pakistan, convened the first-ever official delegation of Pakistani women parliamentarians to visit Afghanistan. This delegation, which visited Kabul, was a step toward implementing the Islamabad Action Plan, a set of commitments outlined by Afghan and Pakistani women parliamentarians during their previous EWI-sponsored meeting in Islamabad in June 2011 . Pakistani law makers and their Afghan counterparts met with: Afghan President Hamid Karzai; Masoom Stanikzai, advisor to the president on internal security and head of the secretariat of Afghanistan’s High Peace Council; Afghan Foreign Minister Zalmai Rassoul; Speaker Haji Abdul Rauf Ibrahimi of the lower house; and members of the Wolesi Jirga Commission on Women’s Affairs, Civil Society and Human Rights. The overall purposes of the delegation were to strengthen this new channel for building trust between the two countries, define a clear joint program of action based on common priorities, and give Afghan women parliamentarians much-needed support at a crucial time.

In December 2010, EWI and the Parliamentarians Network for Conflict Prevention brought together women parliamentarians from Afghanistan and other Muslim countries, as well as Western advocates, at the European Parliament. The goal: to support Afghan women politicians, who are largely isolated from their counterparts even in countries as close as Pakistan, in their efforts to legislate, advance human rights and work for peace. For many participants, the highlight of the conference was the rare chance to hear women MPs from Afghanistan speak directly about their experiences, from the real personal risks they took running for office to the difficulties of making policy in a society traditionally ruled by men. One of the strongest recommendations from the conference was the idea of creating a standing regional group to connect Afghan women with women from other Muslim countries. Another recommendation was to establish an international network connecting Western parliamentarians with Afghan women lawmakers.

In June 2011, EWI convened the first-ever delegation of Afghan women parliamentarians to Pakistan. The Afghan delegates and their Pakistani peers met with Pakistani President Asif Ali Zardari and Speaker of the House Dr. Fehmida Mirza. They agreed on a plan for a regular, ongoing dialogue between Afghan and Pakistani women parliamentarians. Participants called for women to take an active role in ongoing reconciliation efforts with the Taliban. They further suggested that, to bolster their political position, Afghan women parliamentarians should revive the Women’s Parliamentary Caucus, looking to the successful Pakistani model as an example of how this can be done effectively. They also called for Afghan and Pakistani MPs to work closely on a range of security issues in the region, with an emphasis on fostering sustainable development and inviting private investment in the volatile Federally Administered Tribal Areas (FATA).

Kathryn W. Davis

athryn Davis has long been a major supporter of the arts, education, genetic science, environmental conservation, and, most of all, global peace initiatives. An expert on Russian affairs, Davis discovered a passion for international engagement during her first trip to Russia in 1929. Her doctoral thesis, on the League of Nations, was titled The Soviets at Geneva: The USSR and the League of Nations, 1919-1933. Davis has returned to Russia many times and has developed strong relationships with Russian leadership throughout, celebrating her 95th birthday with Mikhail Gorbachev (she turned 105 this past February). “My challenge to you is to bring about new ideas for preparing for peace instead of preparing for war,” she told the institute’s board of directors when she accepted EWI’s 2006 Peace and Conflict Prevention Prize in Potsdam, Germany. Her remarkable generosity has allowed EWI to implement programs that help answer that challenge. We thank Kathryn Davis for her significant involvement in creating a safer and better world for us all.

The EastWest Institute’s H.H. Sheikha Fatima bint Mubarak Award for Values-based Leadership

he 2012 award is named for H.H. Sheikha Fatima bint Mubarak, wife of the late Sheikh Zayed of the United Arab Emirates. Known as "the mother of the nation," she founded the first UAE women’s organization: the Abu Dhabi Society for the Awakening of Women, in 1973. She also launched a nationwide campaign for the education of young girls. This award is given to individuals who embody H.H. Sheikha Fatima bint Mubarak’s distinguished and inspiring leadership record and promote ethical and moral leadership, leading with distinctive character and inspiring commitment. The first recipients of this award in Her Highness’s name are Dr. Fehmida Mirza, first woman speaker of the National Assembly of Pakistan and Ms. Shinkai Karokhail, a renowned women’s rights activist and member of the Afghan Parliament. Next to their inspiring leadership record, these distinguished honorees are deeply involved in EWI’s Women, Peace and Security trust-building work in Pakistan and Afghanistan. 11

THE HONOREES

Hon. Dr. Fehmida Mirza

Speaker of the National Assembly of Pakistan Dr. Fehmida Mirza is the first female Speaker of the National Assembly of Pakistan. She was elected on March 19, 2008 as the 19th Speaker of the National Assembly. She also has the distinction of being the first female Speaker in the Muslim world. Dr. Mirza has been elected to the Pakistani Parliament in three consecutive terms (1997, 2002 and 2008). She had been a Member of the National Assemblyâ&#x20AC;&#x2122;s Standing Committees on Population Welfare and Womenâ&#x20AC;&#x2122;s Development, Health, Social Welfare and Special Education, and Commerce and Industries. She received her MBBS in 1982 from Liaquat Medical College, with a specialty in gynecology and pediatrics. Dr. Mirza is very active in philanthropic and humanitarian work. Hon. Dr. Donya Aziz will represent the National Assembly of Pakistan, and Ms. Shezreh Mirza will accept the award on behalf of Dr. Mirza. 12

Hon. Ms. Shinkai Karokhail

Member of the National Assembly of Afghanistan Ms. Karokhail is a renowned women’s rights activist and an elected member of the Afghan Parliament. She worked for more than 10 years as a volunteer and later as the director of the Afghan Women’s Educational Center (AWEC), which runs programming on child rights and women’s education and empowerment. She is the founder and coordinator of the Afghan Civil Society and Parliamentarian Network of Women. Ms. Karokhail has been vocal on issues of justice, human rights and women’s rights throughout her five-year parliamentary career. She has built a strong alliance with Afghan civil society on issues of women’s rights advocacy, including the Elimination of Violence against Women (EVAW) bill, the reform of a proposed Shiite Personal Status Law, and the National Action Plan for Women in Afghanistan (NAPWA).

Hon. Dr. Donya Aziz, MNA Donya Aziz is a medical doctor holding BSC and MBBS degrees from the University of Punjab. Subsequent to completing her medical education she did research in interventional radiology at the UCLA Medical Center.In 2002, Dr. Aziz began her political career with the PML-Pakistan Muslim League and was elected to Pakistan’s National Assembly. During her first tenure in Parliament, Dr. Donya Aziz was one of the youngest members and was appointed as the Parliamentary Secretary for the Ministry of Population Welfare where she pursued her interest in advocacy for reproductive health. Besides serving on various committees during her last tenure, she also served as Parliament’s representative on the Pakistan Medical and Dental Council as well as on the Pakistan Nursing Council. Since the 2008 election in Pakistan, Dr. Aziz’s party has been in the opposition. She currently serves as a member of the working council of the Women’s Parliamentary Caucus, President of the Young Parliamentarian’s Forum, as well as on the Executive Board of Parliamentarians for Global Action.

The EastWest Institute’s International Peace Building Award

his award recognizes individuals and groups that have made great strides in building peace across borders and cultures. Nobel Peace laureate Mohamed ElBaradei and Sergio Vieira de Mello, the late United Nations high commissioner for human rights, are among the previous recipients of the award. This year’s award, which is to be accepted by Japan’s Foreign Minister Koichiro Gemba on behalf of the Japanese people, recognizes Japan’s role in providing critical economic and development assistance to Afghanistan.

The International Peace Building Award Japanâ&#x20AC;&#x2122;s Assistance to Afghanistan

ince 2001, Japan has provided important assistance to Afghanistan, helping to support its growing self-reliance and preventing it from returning to the days when it was a haven for international terrorists. As the second largest donor after the United States, Japan has played a leading role in development assistance to Afghanistan, providing support totaling $4.15 billion in a broad array of areas, including political processes, infrastructure improvements, basic human needs, industrial and agricultural development, and cultural dignity. At the Tokyo Conference on Afghanistan held this past July, Japan announced that it would provide approximately $3 billion of assistance over the next five years in the fields of socioeconomic development and security enhancements. Japanâ&#x20AC;&#x2122;s assistance to Afghanistan focuses on the following three areas: enhancing security capacity, reintegration of ex-combatants, and broad-scale development. In terms of security enhancement, Japan has provided extensive support to the Afghanistan National Police with salary increases, training and literacy education. As for the reintegration of ex-combatants, Japan provides assistance for job-creation programs. Lastly, Japan has focused on three key areas of developmentâ&#x20AC;&#x201D; agriculture, infrastructure and human resources. Through assistance in these areas, Japan intends to contribute to the Afghan-led nation-building process, even after 2017.

The People of Japan Accepted by the Hon. Mr. Koichiro Gemba Minister for Foreign Affairs of Japan

Mr. Gemba has served as Japanâ&#x20AC;&#x2122;s foreign minister since September 2011. Previously he held positions as the Minister for National Policy, Minister of State for the New Public Commons, Minister of State for Science and Technology Policy and Minister of State for Space Policy. As minister of national policy, he played a central role in drafting a new energy policy that gradually reduces Japanâ&#x20AC;&#x2122;s dependence on nuclear power. A Member of the Democratic Party, Gemba has been elected to the House of Representatives for six terms, initially in 1993 after serving in the assembly of Fukushima Prefecture for one term. He graduated from Sophia University and the Matsushita Institute of Government and Management.

AWARD PRESENTERS General (ret.) James L. Jones, Jr. General James Jones (USMC ret.) served as the national security adviser to President Barack Obama from January 2009 to October 2010. Prior to that, General Jones was president and chief executive officer of the U.S. Chamber Institute for 21st Century Energy. From July 1999 to January 2003, General Jones was the 32nd commandant of the Marine Corps. After relinquishing command as commandant, he assumed the positions of supreme allied commander, Europe (SACEUR) and commander of the U.S. European Command (USEUCOM), positions he held until December 2006. General Jones retired from active duty in the U.S. Marine Corps in February 2007, after more than 40 years of uniformed service to the nation. In November 2007, he was appointed as the Department of State’s special envoy for Middle East security. In this capacity, he worked with Israeli and Palestinian officials in furthering the peace process, which was focused on the full range of security issues in order to strengthen security for both sides. General Jones spent his formative years in France, returning to the United States to attend Georgetown University’s School of Foreign Service, from which he earned a B.S. degree in 1966. He also graduated from the National War College in Washington, D.C., in June 1985.

Sarah Perot An active civic and philanthropic leader, Sarah Perot is the president and a trustee of the Sarah and Ross Perot, Jr. Foundation, which focuses primarily on providing education and serving basic human needs. She is also a member of the Executive Board of the Dallas Center for the Performing Arts Foundation and the Dallas Symphony Association Board of Governors. In addition to serving on the board of the EastWest Institute, Mrs. Perot’s other board commitments are as a director at the Global Fund for Children; the Blair House in Washington, DC; and the Lady Bird Johnson Wildflower Center at the University of Texas at Austin. Mrs. Perot is a member of the Board of Trustees of Southern Methodist University in Dallas, where she serves on the executive boards of the Meadows School of the Arts and the John Tower Center for Political Studies. She is Co-Chair of the Women’s Initiative Advisory Council for the George W. Bush Institute at SMU and received the 2010 Arts Community Alliance (TACA) Silver Cup Award for her outstanding contribution to the arts in North Texas.

Haifa Al Kaylani Mrs. Haifa Fahoum Al Kaylani is the founder and chairman of The Arab International Women’s Forum and well known in international government and business circles as a high-impact change agent focusing on leadership in cultural and gender issues. An economist and graduate of the American University of Beirut and Oxford University, she brings a wide range of skills and experience to her personal mission of encouraging greater cultural understanding between Arab and international communities, supporting a strong role for women in that process. Mrs. Al Kaylani holds senior roles in several organizations in the UK and internationally as well as seats on the boards of cultural, educational institutions and NGO’s. She is the international vice chair of the Women’s Leadership Board at Harvard University and serves as a Freeman and Liveryman of the City of London. In 2006, Mrs. Al Kaylani was recognized as one of 21 Leaders for the 21st Century by Women’s eNews in New York. Mrs. Al Kaylani recieved the 2008 World of Difference Lifetime Achievement Award from the International Alliance for Women.

Professor Gerald L. Curtis Recognized as a leading scholar on modern Japanese politics and foreign policy and U.S. policy toward Japan and East Asia, Professor Curtis has an extensive list of publications in both English and Japanese. His classes at Columbia have covered Japanese politics, Japanese foreign policy, democracy in East Asia, U.S. policy in East Asia, and comparative political party analysis. He is the author of The Logic of Japanese Politics and numerous other books and articles published in both English and Japanese on Japanese politics, government, and foreign policy and U.S.-Japan relations. In the spring of 2008 his memoir written in Japanese, Seiji To Sanma: Nihon To Kurashite 45 Nen (Politics and Sanma: 45 Years Living With Japan), was published by Nikkei BP. In 2009, Columbia University Press issued a paperback version with a new introduction of his classic study of Japanese politics, Election Campaigning Japanese Style. In 2004, Professor Curtis was awarded the Order of the Rising Sun, Gold and Silver Star by the Emperor of Japan. He divides his time between Columbia University and Tokyo where he is active as a columnist, speaker and writer on Japanese domestic affairs and international relations.

General (ret.) T. Michael Moseley A board member of the EastWest Institute, General Moseley served as Chief of Staff of the United States Air Force until his retirement in 2008,. In that position, he served as the senior uniformed Air Force officer responsible for the organization, training, and equipage of nearly 700,000 active-duty, guard, reserve, and civilian forces serving in the United States and overseas. General Moseley also commanded the 9th Air Force and U.S. Central Command Air Forces while serving as Combined Forces Air Component Commander for operations Southern Watch, Enduring Freedom, and Iraqi Freedom. The general has been awarded the Knight Commander of the Most Excellent Order of the British Empire, the Order of National Merit (Officer) and the Order of National Merit (Commander) by the president of the French Republic.

John Edwin Mroz John Edwin Mroz is the president and CEO of the EastWest Institute. From its roots as a European-American initiative to bridge the divisions between Europe and Eurasia, John built EWI into one of the world’s pre-eminent non-governmental change-agent institutions. He has served as an advisor to more than 20 governments including the United States, Germany, Poland and the Russian Federation as well as the Commission of the European Union, NATO, the Council of Europe and the G-8. He has received numerous international awards including Germany’s highest award to a non-citizen in recognition of the role he and EWI played in facilitating German reunification. John is an active member of the Council on Foreign Relations. He has appeared frequently on news programs around the world and speaks regularly before business and professional groups including Institutional Investor, YPO, WPO, the International Chamber of Commerce World Congress, the Eurasia Media Forum, the Goldman Sachs Foundation’s Goldman Sachs Global Leaders Program, the World Futures Society and AISEC.

Ambassador Dr. Beate Maeder-Metcalf Prior to joining the EastWest Institute as vice president, head of its Brussels Center and director of the Regional Security Program, Ambassador Dr. MaederMetcalf served in the German Foreign Service since 1987, including assignments in Geneva, Vienna (OSCE), Bonn, Berlin, London, New York and Tokyo. Her career focused on multilateral diplomacy and key political and security issues such counter terrorism, energy security, economic cooperation and human rights.

Ross Perot, Jr. Ross Perot, Jr served as president and chief executive officer of Perot Systems until his election as executive chairman of the board of Perot Systems Corporation in 2004. In the United Kingdom, he serves on the executive committee of the Prince of Wales Business Leaders’ Forum and the Winston Churchill Foundation. His past accomplishments include a Federal Aviation Administration Gold Medal Award for Extraordinary Service presented by President Reagan in 1982;, a World Record for Circumnavigation of the Globe in a Helicopter presented by Federation Aeronautique Internationale in November of 1982; the Langley Medal Award presented by Smithsonian Institute in May of 1983; the Sikorsky Trophy for record-setting helicopter event in 1983; and his graduation from Officer’s Training School as a distinguished graduate and second lieutenant where he received the Kieffer Award for leadership in 1983. He was also selected as one of America’s 10 Outstanding Young Men by the Junior Chamber of Commerce in January 1984, received the Manager of the Year Award by the National Management Association in June, 1990, and the Entrepreneur of the Year Award from the University of Missouri- Kansas City. Mr. Perot served his country completing more than eight years of service after joining the United States Air Force in 1983.

H.E. Dr. Zalmai Rassoul In January 2010, Dr. Zalmai Rassoul received the confidence vote of the Wolesi Jirga (Afghan National Assembly) to serve as minister of foreign affairs of the Islamic Republic of Afghanistan. Prior to his appointment, Dr. Rassoul served as national security advisor of the Islamic Republic of Afghanistan from 2002 to 2010. In that role, Dr. Rassoul had a constructive role in facilitating collaboration between Afghan security and foreign policy institutions. Prior to this appointment, he was nominated by President Hamid Karzai as the minister of civil aviation and was unanimously approved by the cabinet. Under his leadership, Afghanistan’s aviation sector was revived after many years of United Nations sanctions against the Taliban and Afghanistan. Dr. Rassoul played an important role in Afghanistan’s readmission to the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA). Prior to his service in the current Afghan Government, Dr. Rassoul served as a delegate to the historic November 2001 Bonn Conference. Following the conference, he accompanied President Karzai to Kabul for the inauguration of the Afghan Interim Administration.

John C. Whitehead John Whitehead is an American banker and civil servant, currently a board member of the World Trade Center Memorial Foundation and former chairman of the Lower Manhattan Development Corporation. He also serves on the board of the International Rescue Committee, an international human rights organization. In 1987, he was awarded the IRC’s Freedom Award, along with Elie Wiesel. Other recipients of the award have included Winston Churchill, Hubert Humphrey, George H. W. Bush, Bill Clinton, John McCain, Lech Walesa, Hamid Karzai, Madeleine Albright and Václav Havel. He has been chairman of the Financial Services Volunteer Corps. He is an advisory board member for the Partnership for a Secure America, a not-for-profit organization dedicated to recreating the bipartisan center in American national security and foreign policy. Whitehead sits on the advisory board of Global Financial Integrity, which conducts research on illicit financial flows and the damaging effects they have on developing countries. Whitehead was one of the longest serving directors of the EastWest Institute. He received EWI’s Global Leadership Award in 2002 and continues to contribute to EWI’s activities.
