Advancing solutions for

stability, growth and sustainability EastWest Institute’s Annual Awards Dinner October 10, 2013 | Washington, DC

Welcome

Advancing solutions for

stability, growth and sustainability “The EastWest Institute is challenging each of us to rethink our international security priorities in order to get things moving again. You know, as we do, that we need specific actions, not words. As your slogan so aptly puts it, you are a ‘think-and-do tank.’” Ban Ki-moon U.N. Secretary General

“This is more than a think tank—this is an institution that you call in when you want something to change.”

“What has distinguished the EastWest Institute from others in the field is its track record of combining fresh ideas with practical follow-up, which actually makes them useful to those who govern.”

I

t is a pleasure to welcome you to our dinner event. The theme of this evening is “Advancing Solutions for Stability, Growth and Sustainability,” and it is very appropriate for our esteemed honorees: Secretary General Ekmeleddin Ihsanoglu and Secretary William Cohen. Both of our awardees have worked in exceptionally challenging environments over the last decades, demonstrating the courage that enables positive change across the globe, and they will be presented tonight with the East West Institute’s Lifetime Achievement Award. Lifetime Achivement Award

E

WI’s Lifetime Achievement Award is given to individuals who embody years of distinguished and inspiring achievements. This year’s honorees—Secretary General Ekmeleddin Ihsanoglu and Secretary William Cohen—have demonstrated great vision, determination and integrity. Past winners include Valery Gergiev, artistic and general director of the Mariinsky Theatre and principal conductor designate of the London Symphony Orchestra, and Leo Schenker, senior executive vice president of Central NationalGottesman, who is a mainstay of EWI’s leadership team as a longtime member of the board. Secretary General Ihsanoglu’s pioneering leadership makes him a beacon of hope for those who envision a day of lasting, positive change around the globe. Secretary Cohen’s career—in the Senate, the Pentagon and the private sector— makes him an extraordinary world leader. EWI is honored to confer this award on these remarkable individuals.

Ekmeleddin Ihsanoglu

P

rof. Dr. Ekmeleddin Ihsanoglu, a Turkish academic and diplomat, is currently the Secretary General of the Organisation of Islamic Cooperation (OIC), the second largest intergovernmental organization after the United Nations. He is known for his qualities as a diplomat, international officer, academician, intellectual, founder and member of academic institutions, author and editor of numerous publications and advocate of intercultural dialogue. He is the first democratically elected Secretary General of the Organisation of Islamic Cooperation (OIC). After taking office as the ninth Secretary General in January 2005, he coordinated the preparations, drafting, adoption and implementation of an essential reform program for the OIC aiming to increase the efficiency and effectiveness of the 57-member organization. Being at the helm of the sole intergovernmental international organization representing the Muslim World, Secretary General Ihsanoglu took major steps to bring about a significant shift of the paradigm in the OIC, including: the “Ten-Year Programme of Action to Face the Challenges of Twenty-first Century;” the new OIC Charter; changing the name and the logo of the organization; establishment of the Executive Committee; adoption of the criteria for membership and observer members; establishment of new departments in the General Secretariat such as humanitarian and family affairs departments; and establishment of new institutions within the OIC system— e.g. the OIC Independent Permanent Human Rights Commission (IPHRC), the Science, Technology and Innovation Organization (STIO) and the Special Organ for the Development of Women. Ihsanoglu has gained international recognition for his major contribution to the rapprochement between cultures, particularly between the Muslim world and the West. He is one of the signatories of “A Common Word,” an open letter by Islamic scholars to Christian leaders, calling for peace and understanding. He has been awarded, among others, the prestigious Alexandre Koyre Medal for his contribution to the study of the history of science. The Ihsanoglu Gold Medal award was initiated by the International Union of History and Philosophy of Science (IUHPS).

Ihsanoglu was born to a Turkish family on December 26, 1943 in Cairo, Egypt, where he later studied science at the Ain Shams University, receiving his BSc in 1966. He obtained his MSc in 1970 from Al-Azhar University and his PhD from the Faculty of Science at the Ankara University in 1974. He conducted his post-doctoral research and studies in Exeter University, United Kingdom, 1975-1977. Ihsanoglu served from 1980 to 2004 as the founding Director General of the Research Centre for Islamic History, Art and Culture (IRCICA), an intergovernmental research center and subsidiary organ of the OIC. His special interest focuses on the history of institutions of learning in Islam and scientific and cultural exchanges between Islamic cultures and the West. He was lecturer and visiting professor at various universities, including Ankara University’s Faculty of Science (1970-1980), University of Exeter, United Kingdom (1975-1977), Inonu University, Malatya (1978-1980), Istanbul University (1984-2000) and Ludwig Maximilians University of Munich, Germany (2003).

William Cohen

W

illiam S. Cohen is the former Secretary of Defense of the United States. In 2001, Secretary Cohen ended a 28-year career in government service and entered the private sector as Chairman and CEO of The Cohen Group, an international strategic consulting company. In addition to his work at The Cohen Group, Secretary Cohen remains an active public voice on issues of foreign affairs, business and defense. In addition, Secretary Cohen is currently a member of the Board of Directors of CBS Corporation. As a freshman in the United States House of Representatives in 1974, Secretary Cohen was tasked by the House Judiciary Committee to build the evidentiary base for the impeachment of President Nixon. In 1978, Secretary Cohen won his campaign for a Maine Senate seat. During his first weeks as a Senator, he was selected to serve on the Senate Armed Services Committee, where he led the effort to reform key elements within the Department of Defense. In 1996, Secretary Cohen announced he would give up his secure Senate seat and return to private life to promote international business and a more thoughtful public discourse on national political issues. President Clinton changed these plans, however, when he asked Secretary Cohen to lead the Department of Defense, the first time in modern U.S. history when a President chose an elected official from the other party to be a member of his cabinet. At his January 1997 confirmation hearing, Secretary Cohen set forth his prioritized objectives as Secretary and completed his tenure having accomplished them all. Reversing a steady decline in defense budgets that began in the 1980s, Secretary Cohen succeeded in modernizing the military and maintaining its readiness to fight;

reversing recruitment and retention problems by enhancing pay and other benefits; and strengthening security relationships with countries around the world in order to reorient them from the Cold War to the challenges of a new era. Under his leadership, the U.S. military conducted the largest air warfare campaign since World War II, in Serbia and Kosovo, and conducted other military operations on every continent. During his tenure, Secretary Cohen held substantive meetings with foreign leaders in over 60 countries. A published author of 11 works of nonfiction, fiction and poetry; a futurist with degrees in classical Latin and Greek; the son of a working-class family who rose to the highest levels in government, it was natural for the Christian Science Monitor to call him “a true Renaissance Man.
