College and Department Information
A History of Eastern Washington University
In 1882, the Benjamin P. Cheney Academy opened its doors to more than 200 enrolling students. A generous contribution of $10,000 from a wealthy transportation industrialist had at last fulfilled the dreams of Cheney citizens for an institute of higher learning in their community.
The academy became the State Normal School at Cheney in 1889, the same year in which Washington was given its statehood. The school was proudly designated as an institution “for the purpose of instruction of persons, both male and female, in the art of teaching the various branches that pertain to a good common school.”
By the time it became Eastern Washington College of Education in 1937, Eastern was already a fully accredited four-year degree-granting institution, offering majors in numerous subjects.
The campus grew rapidly in size and program offerings in the decades following World War II. In 1961, the name was again changed, this time to Eastern Washington State College. It was increasingly evident that the region needed professionals in many fields; in response, a wide range of undergraduate and graduate degree programs were added. Finally, in 1977, the name was changed to Eastern Washington University by the state legislature.
As a regional university, Eastern is charged with the special responsibility of meeting the undergraduate and graduate educational needs of the region’s people.
To that end, program areas have grown and been redefined as the needs of the Inland Northwest have grown and changed. Master’s programs have been added to meet the need for graduate-level education, and individual programs and schools have increasingly been granted accreditation by their respective oversight organizations as those programs and schools have grown and matured.
Today, Eastern students represent nearly every state in the union and more than 40 foreign countries. More than 100 different academic majors are available, offering students a wide variety of career-path options.
Nearly 600 full-time and adjunct faculty teach on the Cheney campus and at several locations throughout the state. Three-quarters of Eastern’s full-time faculty members hold doctorate degrees. With a low student-to-faculty ratio, Eastern continues to stress small classes, personalized instruction and individual attention.
Perhaps even more significant than Eastern’s steady advancement during the past 135 years is the university’s expanded regional role and its evolving goals, objectives and vision of its future.
In the past decade, Eastern Washington University has become a major force in the state and the Pacific Northwest, not only in the education of more than 10,000 students each year, but in the civic, cultural, scientific and economic development of the state and region.

University Mace
The tradition of a ceremonial mace for academic institutions goes back to medieval times. Adapted in form from the ancient battle weapon used by knights, the ceremonial mace symbolized the authority of regal personages, city or shire ruling bodies and chief officers of chartered institutions.
Originally representing vested authority during all official meetings, it eventually came to be connected mainly with formal ceremonies. In academic institutions, this is usually in conjunction with an academic procession, where the mace is carried at the head of the line of march or just before the platform party.
The form of the ceremonial mace has remained fairly consistent over the centuries. Design often reflects the period of creation, especially in the elaboration of ornamentation. Gold, silver and dark wood are traditional materials.
Eastern’s mace, commissioned as a gift during the centennial year to the university by former and present members of the EWU Board of Trustees, was created by artist-craftsman Clifford Gaynard after a region-wide design competition. Its planished silver head in flowing cuplike form carries the university seal. The dark rosewood shaft with upper and medial gold-plated bosses is gently curved into the terminal silver cap at the bottom.
Although the modern design departs from the traditional straight and elaborately ornamented pattern, it retains a full effect of balance, dignity and decorum, while capturing the flowing lines typical of the eastern Washington landscape.
A permanent display case for the Eastern Washington University mace is located in the Office of the President.

Academic Regalia
The regalia worn for formal academic ceremonies such as commencements are patterned after the gowns and hoods worn regularly in the Middle Ages by scholars for warmth in unheated buildings and as distinguishing dress denoting their place in society.
A great variety of designs and colors developed over the years in the costumes worn at different universities. Since 1895 in the United States, a uniform intercollegiate code of style and colors has been adhered to by most institutions.
In accordance with this code, most academic gowns are black, although some universities permit other solid colors. Occasionally, the robe color may indicate a professional distinction, such as deep purple for law or scarlet for ecclesiastical honors. Adaptations of the academic costume for high schools have sometimes used colors other than black for purely decorative purposes. Sometimes a distinguishing device on the robe or cap indicates an individual honor or a special occasion.
The baccalaureate gown is of simple cut with full, somewhat pointed sleeves. The front is closed and often no hood is worn with this gown. The mortar board head covering originated in ancient Greece, symbolizing the
commitment of the scholar to a life of building. It has either a plain black tassel or one of a color indicating the subject area of the degree. The custom of shifting the cap’s tassel from right to left at the time of awarding the degree is used in lieu of investing each candidate with the bachelor’s hood.
The master’s gown is similar to the bachelor’s gown, except that the sleeves are fuller, cut square with a halfcircle at the bottom and sometimes worn with the arms through a horizontal slit at elbow level.
The doctoral robe is ampler in cut with a full bellshaped sleeve, velvet panel edging in the front and three velvet stripes on each sleeve. The velvet trim may be black or in the color appropriate to the degree. The mortar board tassel for the doctorate is gold. Some American and many foreign universities use cap forms other than the mortar board, ranging from a soft velvet beret to more elaborate fringed styles, each of which has its own historical tradition.
Hoods worn over the gowns have a velvet edging, usually in a color indicating the specific degree and a lining which is partially turned out to show the colors of the college or university which granted the degree.
Some of the colors used for tassels and velvet panels to designate the degree are:

Honorary Degrees
Carol Evans
Carol Evans is the past Chairwoman of the Spokane Tribal Business Council having retired in July of 2023; she is the first woman to serve as Tribal Chair. Prior to being elected to the Spokane Tribal Council in 2013, she worked twenty-eight years as the Chief Financial Officer for The Spokane Tribe of Indians. Carol graduated from Eastern Washington University with a Bachelor of Arts Degree in Business Administration and retains a CPA Inactive Certificate from the State of Washington. On June 12, 2013, Carol took the oath of office for the Spokane Tribal Business Council. She is the second
woman to be elected for a Tribal Council position and her mother, Pauline Sterns, was the first Tribal Council woman of her Tribe. Carol resides on the Spokane Indian Reservation along the banks of the Spokane River with her husband, Terry Evans of forty-six years. They have four children ranging from ages twenty-five to forty-five. Carol truly believes that our spiritual tradition shows us the way to live in harmony, balance, and respect. One must respect self, our earth and each other. Each and every matter of creation has a purpose and one purpose is as important as another. Shay u hoy.
14
Deirdre Almeida
Faculty Emeriti Recognition
Dr. Deirdre Almeida directed American Indian Studies from her arrival at EWU in 2001 until her retirement at the end of 2023. She guided the program through times it thrived as well as times it was threatened. She mentored its faculty, staff, and students. She taught half a dozen courses, many of which she created or entirely revised. The leadership of the other academic Diversity Programs have relied on Dr. Almeida’s strength and steadiness through their own times of tumult and turnover.
Dr. Almeida serves as a resource for the community both locally and nationally. Her keen understanding of the intersection of education and indigeneity has been called upon by Spokane organizations like the Healing Lodge of the Seven Lodges and Spokane Public Schools, and by organizations and corporations across the country. More recently, her expertise and impact have grown to international levels in partnership with Maori colleagues in New Zealand.
At EWU, Dr. Almeida has served officially and unofficially as our counselor and our conscience, as well as our institutional memory. With firm conviction, she reminds us that the effects of colonialization are omnipresent but not omnipotent. We always have a choice among the values Western, White culture tries to promote and we always have the option to resist its supremacist hegemony for communal, anti-capitalist, and inclusive ways of living and of learning. Indeed, most of Dr. Almeida’s professional work of the past decade has focused on those messages.
Dr. Almeida’s impact upon EWU has been significant. But as we celebrate her wisdom and note her impact, we also consider who we might have been without her steady hand and keen insight. For all the ways she continues to call us to be our best selves, at the University and beyond, we are pleased to recognize her as Faculty Emerita.
Dan Anton
Dr. Dan Anton is a physical therapist, retired athletic trainer, and professor emeritus in the Department of Physical Therapy. He has a BS in Physical Therapy from Northwestern University (1982) and MS from Samuel Merritt College (1998). After 16 years of orthopedic physical therapy private practice, he earned a PhD in Rehabilitation Sciences from the University of Iowa (2002), where he was appointed assistant professor of public health and director of the Ergonomics Training Program (MPH). His federallyfunded research focused on work-related musculoskeletal disorders.
Dr. Anton joined the EWU physical therapy faculty in 2007, coordinating musculoskeletal, research, and radiology content. Some of his teaching methods included simulated exam patients, diagnostic ultrasound, and instrumentation for learning spinal manipulation. His students scored well above national norms on musculoskeletal content of the national licensing examination.
Continuing research at EWU, he was awarded over $2,000,000 in extramural grants as principal investigator, primarily from CDC-NIOSH. His co-investigators were from the universities of Oregon, Oregon State, and Iowa, and he employed over 40 student research assistants. He authored more than 100 peer-reviewed publications and 140 platform presentations, 20 ergonomic training modules, among others, with many DPT students as first authors. He received the 2012 EWU Distinguished Faculty Award in Scholarship.
As department chair from 2015-2022, he led the 10year reaccreditation, originated the UGM pro bono physical therapy clinic, and directed the program’s COVID response. His professional service included EWU, St. Luke’s Rehabilitation Institute, Washington Department of Labor & Industries, and the NIOSH National Occupational Research Agenda. Dr. Anton was the sole academic consultant/mediator for state legislation granting physical therapists use of spinal manipulation, and he was awarded the 2014 Washington Physical Therapist of the Year.
Dr. Anton thanks God, his wife, Mary Ellen, and daughters, Tessa and Sophie, and the exceptional colleagues and students he has learned much from.

Vandana Asthana
Faculty Emeriti Recognition
Vandana Asthana, PhD (Political Science, University of Kanpur), and PhD (Natural Resources and Environmental Science, University of Illinois, Urbana-Champaign) was Professor of Political Science and International Affairs at Eastern Washington University.
Dr. Asthana spent her scholarly career researching how economic development and the policies of development encouraged at the international level shaped people’s access to water, a necessity of life. Her research engaged with scholarship on environmental policy, South Asia area studies, water policy, and the relationship between water and political conflict. She was the author of Water Policy Processes in India: Discourses of Power and Resistance; Politics of the Environment, and Water Security in India and South Asia. These publications raised serious questions about the longterm effects of large development projects, such as those funded by the World Bank and the International Monetary Fund, on local populations. For example, in a 2017 study of the Tehri Dam project, which built the largest dam in India, she highlighted how the dam’s construction forced the displacement of local peoples and their traditional means of livelihood, while also stripping them of their rights and entitlements. She found that these “processes of impoverishment question the developmental model that perpetuates displacement.” In other words, the project’s result was actually impoverishment rather than enrichment of the population.
Dr. Asthana’s close observations and careful data collection therefore made her work extremely valuable for understanding how development models that encourage large-scale electricity generation, such as the Tehri Dam, affect the people living closest to them. Her research findings raise questions about, and propose means of improving, development programs the world over.
Dr. Asthana brought this expertise to the Political Science and International Affairs programs on a daily basis. Her classes, including Introduction to International Politics, International Systems, Comparative & International Water Policy, and the Politics of South Asia, were challenging and rigorous, but they consistently engaged EWU students. Finally, her expertise was integral to creating EWU’s Environmental Policy and Planning major. Its curriculum reflects her commitment to understanding environmental changes and their effects on people and politics –and vice versa – around the world.
Dr. Asthana was a core member of our faculty and a long-time, deeply valued friend and colleague. We miss her daily.
Lu Brown
LuAnn (Lu) K. Brown (19562018) dedicated her life to social work and being of service to others. She earned her Bachelors of Arts in Social Work from the University of Northern Iowa in 1979. Soon after graduation, Lu and her husband Darrell moved to Spokane where their son, Elijah, was born. She earned her MSW from the EWU School of Social Work in 1996.
In 1998 she joined the faculty of the School of Social Work as a lecturer. She went on to serve as Senior Lecturer and Associate Director of Field Education until her passing on October 12, 2018.
Lu was twice named Washington State’s Social Worker of the Year in 2001 and 2006. She was committed to social justice and active with numerous agencies in the community, including PJALs and the Children’s Alliance of Spokane. Lu was a valuable contributor to the School of Social Work and the EWU community with her quick wit, kindness, and brilliant perspectives on education and life.
When alumni are asked about their time at the EWU School of Social Work, Lu is often one of their fond memories. They remark on how she was able to both support and challenge their development as social workers. Students adapted a phrase to capture Lu’s impact, “What Would Lu Do?” and wore silks bearing the phrase at graduation after Lu’s passing in 2018. In celebration of Lu’s life, her sister Kay Zhan and other family members established The Lu Brown Legacy Scholarship for social work students at EWU with a passion for social justice.

Bob Dean
Faculty Emeriti Recognition
Logan Greene
Bob Dean came to the EWU History Department in 2001 and retired in December 2023. After earning his PhD in History and a brief stint teaching at the University of Arizona, Bob joined the faculty here and has been an integral part of the department ever since. His expertise on the Cold War, gender, foreign relations, and cultural history brought a strong approach to twentieth century American history. He’s been a great colleague.
In his time here, he was a strong and versatile teacher who taught everything from first year experience classes to graduate classes. In 2005, he won the Jeffers Chertok award for his teaching. He worked with other faculty to create integrated social science methods. His service to the Academic Senate is legendary – he was never afraid to ask the hard questions. His work on the committee that created the report on college athletics helped to move discussions about university funding forward.
His scholarship was strong as well. His 2001 book Imperial Brotherhood: Gender and the Making of Cold War Foreign Policy, was well received. He also published many articles in edited volumes and journals. One won the Bernath Scholarly Article Prize, 1999, by the Society for Historians of American Foreign Relations. Later, he served on national committees to select winners of this and other prizes for scholarly work. He even took his scholarship to the public, serving on a KSPSEWU Vietnam project in 2017 and speaking at a variety of community events. We wish him well as he moves on to the next stage in his life.
Dr. Greene has dedicated her scholarly career to sharing her love of literature, rhetoric and the humanities with our students. She draws deeply from her research on topics ranging from 20th Century French Feminism, to medieval theology to contemporary reimaginations of mythology to invite our students to study and wonder at the full range of human art and experience. Dr. Greene is a skilled and passionate teacher who bears the rare gift to be just as excellent teaching Introduction to Literature or Introduction to Religion to new undergraduates as she is serving as a thesis advisor for Masters students. Anyone who ever had the privilege of observing her teach knows that she reads, writes and teaches literature and humanities because of her genuine curiosity and wonder.
Dr. Greene has been profoundly generous with her time during her tenure at Eastern as a professor. Logan taught an especially wide range of classes across English, Humanities, Religious Studies and Honors. She earned the respect and appreciation of her colleagues when she served the Department of English as Chair for eight years. She has been either an advisor or reader for over forty graduate theses.
Dr. Greene earned her B.A. in English from U.C. Berkeley, her M.A. in Medieval Studies from the University of Oregon, and her Ph.D. in English from the University of New Mexico. Her retirement plans include studying physics and writing novels.

Charles
Herr
Dr. Herr joined the Biology faculty at EWU in 1994. During his time in the department, he developed and taught courses such as cell biology, embryology, and a seminar to better prepare premed students as they sought admission into medical school. He also taught a wide variety of other courses and was a valuable contributor to the introductory biology series for biology majors. During his time at EWU Professor Herr served as the thesis advisor for 14 Masters students, many of whom have gone on to successful careers in research, education, and medicine. Charlie’s influence was not limited to graduate students, as he served as a mentor for the independent research projects of over 200 undergraduate students.
Professor Herr’s path to EWU began at the University of Wyoming where he earned a B. Sc. with honors. Shortly thereafter he moved to WSU in Pullman where he completed his Ph. D. After earning his doctorate, Charlie spent several years as a lead researcher in the private sector, working for several technology companies focusing on cell biology and embryology as well as the reproductive biology of agriculturally important animals. Throughout his careers in industry and academia Professor Herr has been an incredibly productive researcher, publishing approximately 40 papers in peer-reviewed journals, making or co-authoring over 50 presentations at professional meetings, workshops, and symposia, and holding seven patents and trademarks.
Although Charlie is retiring, he plans to continue his research at EWU, his collaborations with faculty in several departments, and his mentorship of EWU students. The Department of Biology and faculty in the College of Science, Technology, Engineering, and Mathematics look forward to having Charlie as a colleague for many more years to come.

Donna Mann
Faculty Emeriti Recognition
Dr. Donna Mann practiced as an occupational therapist for 30 years in diverse settings such as adult rehabilitation, industrial rehabilitation, and pediatrics. As owner and operator of a pediatric private practice for 10 years, Donna was active in many community agencies and programs. She was among the first group of occupational therapists to receive board certification in pediatrics from the American Occupational Therapy Association, as well as many other certifications. Dr. Mann initially came to the Department of Occupational Therapy as a lecturer and was well known for her ability to implement hands-on skills in the classroom whenever possible.
Dr. Mann then transitioned into an administrative role serving as the Interim Chair for the department (2016), quickly transitioning to the role of Associate Dean of the College of Health Sciences and Public Health [2017-2019], then rising to interim Dean [2019-2023]. It was her role as Interim Dean of the college that Dr. Mann's accomplishments were most notable. A strong advocate, Dr. Mann fervently represented the departments of CHSPH presenting at local, regional, and national levels to obtain numerous grant awards. It was through her leadership and ability to attain significant grant funding that she was able to develop two new programs— a bachelor degree in Lifestyle Medicine and, most significantly, an adaptive athletics program. It was with the adaptive athletics program that Dr. Mann was able to establish and foster national wheelchair athletic competitions and scholarship opportunities for wheelchair athletes.
The legacy of Dr. Mann runs deep within the Department of Occupational Therapy. Many faculty members and adjunct instructors were taught by Dr. Mann and sought a career in higher education as a result of her mentoring. It is this legacy that the faculty hope to emulate as they continue in their teaching careers. We share deep gratitude for the work of Dr. Mann as an occupational therapy practitioner, a departmental faculty member, and an academic leader in higher education.
Kenneth Raymond
Dr. Raymond received a BS in Chemistry from Central Washington University in 1975 and a PhD in Organic Chemistry from the University of Washington in 1981. He began his career with EWU’s Chemistry department in the fall of 1982. He taught a wide range of chemistry courses at EWU, with his primary focus being health science and major’s level organic chemistry lecture and lab. Dr. Raymond’s teaching received recognition twice: he was awarded the Burlington Northern Faculty Award for Distinguished Achievement in Teaching and Scholarship (1990) and the CSHE Chairs’ Excellence Award for Teaching (2013). From 2000-2008 he served as department chair and in that capacity administered the early stages of the newly created Forensic Science BS degree option and participated in discussions related to the creation of the China 1+2+1 program.
During the 1990s Dr. Raymond was successful in obtaining National Science Foundation funding for the department, once for acquisition of a 300 MHz FT-NMR spectrometer (co-PI) and another time for creating a student computer-modelling laboratory (PI). His long-term research interests included enzyme kinetics and variable temperature NMR.
Over the years, many students worked with him on these projects. In 2008, the first edition of his textbook “General, Organic, and Biological Chemistry, an Integrated Approach”, was published. It is currently in its fourth edition. Two Chineselanguage versions of the text have also been released.

Roberta Snover
Faculty Emeriti Recognition
Professor Snover joined the Eastern Washington University Department of Occupational Therapy in 2000 and was able to celebrate with the first graduating class of 7 new occupational therapists destined for the broad Northwest region between North Dakota and Seattle. Recruited as a part-time Lecturer to support the basic science courses in this new program, she thought it would be a perfect postretirement job after a 20-year career with the US Air Force as an Aerospace Physiologist. However, the mission of educating new practitioners in this fledgling undergraduate program inspired her to grow with the program to the graduate level and her accepting a position in the tenure-track.
Though her early education was in the biological sciences with degrees in Zoology and a MS in Physiology and Biophysics, her passion lies more in the behavioral and neurosciences and she ultimately received her Doctor of Occupational Therapy degree with an emphasis in developmental mental health and interventions for autism spectrum disorders.
As a professor, she taught across the curriculum but her favorite classes were the Evidence-based Practice series. Her student capstone/research groups primarily focused on illuminating the roles of occupational therapy with the autism population and she was a frequent collaborator with the Domino Project and Northwest Autism Center including an Easter Seals Grant for uses of iPad devices with the Center’s non-verbal students. She served briefly as the Department Chair during a transitional period before retiring in 2019 as an Associate Professor. She left a legacy of steadfast service on the Department and on each student, a passion for learning and the importance of using evidence-based practice to guide occupational therapy into the future.
Philip Watkins
Dr. Philip Watkins, Professor Emeritus in the School of Psychology, completed his Bachelor of Science in Psychology at the University of Oregon, his Master of Arts in Psychology at Louisiana State University, and his Doctor of Philosophy in Clinical Psychology with an emphasis in Adult Psychopathology and a minor in Behavioral Neurology at Louisiana State University. He joined the faculty at Eastern Washington University in September 1990.
Dr. Watkins’ contributions to the university over his years of affiliation have been considerable and numerous. He is an internationally recognized expert in the areas of positive psychology and gratitude and has repeatedly brought attention to EWU through his work. Dr. Watkins was awarded multiple external and internal grants, including a National Institutes of Health grant investigating depression, and most recently receiving multi-year funding from the John Templeton Foundation. His efforts resulted in an extraordinary number of publications, including 3 books, over 30 peer-reviewed articles, 16 book chapters, and 4 other publications. His work has been repeatedly referenced in the field and is found in reputable, well-circulated peer-reviewed journals, most recently publishing on "Meaning Making Enhances Gratitude to God: The Importance of Spiritual Appraisals" in Psychology of Religion and Spirituality.
Dr. Watkins served as Department Chair in Psychology and was an appointed Interim Department Chair in Communication Studies. His mentoring of faculty over the years has had a tremendous impact. Dr. Watkins has been a strong advocate for junior faculty and a role model for later career faculty. He has been the voice of reason as well as vision, and helped to shape the School of Psychology into what it is today. Beyond this, his leadership has extended to serving as Program Chair for the American Psychological Association Division 36, APA Council Representative for Division 36, and Council Representative for the Western Psychological Association. He has been on the editorial board and associate editor for the Journal of Positive Psychology.
We are truly fortunate to have Dr. Watkins as a member of our faculty.

Elizabeth Wilson-Fowler
Faculty Emeriti Recognition
Elizabeth Wilson-Fowler retired as Chair and Professor of the Department of Communication Sciences and Disorders at Eastern Washington University on December 31, 2023. She earned her Ph.D. from Florida State University, her M.A from Western Washington University, and her B.A. from the University of Virginia. Prior to her work at Eastern, she was a speech-language pathologist in private practice and public schools. WilsonFowler has assessed and treated children with a range of speech and language disorders from 3 to 21 years.
Dr. Wilson-Fowler began her academic career at Eastern in 2010. She taught graduate and undergraduate courses while supervising students in clinical practicums and mentoring students’ research. Wilson-Fowler is active in the American Speech-Language-Hearing Association, serving two terms as Editorial Board Member for the journal, “Perspectives.” She collaborated with colleagues at other universities, establishing a Pediatric Language Lecture Series to elevate the science of child language; they brought in experts in child language to present to the university and Spokane communities. As chair, she oversaw a department move to a new building and substantial curricular revisions.
Her areas of clinical and research interest include the use of treatment strategies aimed to improve simultaneously both spoken and written language in children with language learning disorders. Further, she has researched the language of persuasion used by school-age children and the spoken language abilities that impact the ability to read and write. One recent publication examined the complexity in sentences used by adolescents while writing and speaking persuasively (Wilson-Fowler, Haldeman, Cleveland & Magori, 2020).
The most rewarding aspects of Dr. Wilson-Fowler’s academic career are the mentor-mentee relations she developed with the students she taught over the years. She believes that there is no greater gift to professors than to have the opportunity to guide students’ transformations from student to professional.

Trustees’ Medal Award
The Trustee’s Medal Award is the university’s highest form of recognition for faculty achievement. Each year since 1978, the award has honored teaching excellence, significant contributions to scholarship and research,
Stu Steiner
This year’s Trustees’ Medal award winner is Stuart (Stu) Steiner, PhD, an assistant professor of computer science and electrical engineering. In addition to his work as an influential scholar and instructor, Steiner is the founder and director of EWU’s Center for Network Computing and Cybersecurity a nationally prominent cybersecurity program that has placed Eastern students at the forefront of international efforts to make digital technologies less vulnerable to attacks.
Steiner, who has served on the Eastern faculty for more than 20 years, has a reputation for operating an inclusive program that opens doors for all students. This commitment to the university and his “unwavering support” for students was also cited in multiple letters of support.
In a letter signed by more than 60 computer science students, Steiner was credited for significantly impacting their academic and personal development by providing tutoring, mentoring, clubs, competitions and other resources.
“His larger-than-life presence can be felt in every corner of the campus, and we have always known that we can turn to him with any concern, however big or small,” the letter says. “His invaluable advice and practical guidance have helped many of us, and our families, overcome numerous obstacles, from securing internships to receiving much-need support during difficult times.”
Jacqueline Coomes, interim vice provost and professor of mathematics, wrote that “Dr. Steiner has been integral to increasing student retention and success, and to increasing diversity in the CS (computer science) programs. His student evaluations are outstanding, and he was awarded ASEWU’s Faculty of the Year in 2022.”
Steiner’s long list of accomplishments includes developing the new cybersecurity degrees and earning EWU accreditation as a Center for Academic Excellence in Cybersecurity with the National Security Agency (NSA).
and accomplishments in the development of academic programs and curriculums. The award consists of a silver medallion and a $1,500 cash prize from the EWU Foundation.
Dan Tappan, professor and program director with the Department of Computer Science and Electrical Engineering, says Steiner has a “knack for getting people on board with his vision.”
His gift for collaboration has resulted in partnerships with the city of Spokane, Spokane Public Schools and a host of other entities, including Fairchild Air Force Base. Steiner also played a lead role in helping to secure $2.8 million in state support to expand the cybersecurity program and another $300,000 in grant funds, Tappan says.
Some of the students’ many learning experiences include fending off cyber-attacks for small cities in Washington, including Liberty Lake and Kittitas. Teams of his students have also brought home a national title at the 2023 NCAE Cyber Games in Florida.
Steiner goes “above and beyond” to cultivate resources and industry connections to support students and position them for professional success, his colleagues say. In addition to serving on the EWU Foundation board, Steiner and his wife, Shirlee, created scholarship funds to support women and students of color – students who are underrepresented in cybersecurity. He also works to engage a younger generation by organizing cyber camps, regional cyber competitions, and mentoring activities with EWU cyber students.
Esteban Rodriguez-Marek, chair of science and electrical engineering at EWU, says although Steiner’s primary research involves cybersecurity, he is always willing to support peers conducting research in other fields by reviewing grant applications and serving on committees.
Steiner’s exemplary leadership earned the attention of NSA, which tapped him to mentor faculty members at other universities in establishing their own cybersecurity programs, says David Bowman, dean of Eastern’s College of Science, Technology, Engineering and Mathematics.
“In all my time working in higher education, I can think of few people with both the passion, the expertise and most critically the commitment to the institution that Stu Steiner embodies,” Bowman says. “I can think of no person more deserving of EWU’s highest honor that Dr. Stu Steiner.”

Distinguished Service Awards
The Distinguished Service Awards are given each year to recognize exemplary service and outstanding contributions to the university. Letters of nomination and support are reviewed by the University Medals and Awards Committee.
The award includes the Distinguished Service Award medallion and a check for $1,000. These awards were presented at the University Family Thanksgiving reception in November 2023.
Emilie Crawford Administrative Exempt
Emilie Crawford took on a big job when she became operations manager for the EWU School of Nursing as it was launching and getting ready for its first cohort of 40 students.
“In a single year, Ms. Crawford created and implemented the systems needed to fully operationalize the new school,” said Donna Bachand, professor and chair of the School of Nursing, in a nomination letter.
Bachand listed a dozen accomplishments for Crawford, including managing grants and budgets, developing a financial aid package for nursing students, and purchasing the equipment needed to get classes and labs up and running.
In addition to her effectiveness in everything operational, Bachand appreciates Crawford’s student-centered approach to the job, saying, “She genuinely cares about how our students experience their nursing education.”
Crawford, an Eastern alumnus, earned a Bachelor of Arts in interdisciplinary studies in 2004, started working for the university in 2007, and earned a Master of Public Administration in 2011.
Now assistant director for Area Health Education Center at EWU, Crawford received multiple nominations from College of Health Science and Public Health colleagues. Their recognition of her outstanding work earned her this year’s Administrative Exempt Distinguished Service Award.
The chain of nominations for Crawford, a problem-solver who goes the extra distance to help others, began back in 2020 while she was working as operations manager for EWU Dental Hygiene.
Lisa Bilich, professor of Dental Hygiene and former department chair, praised Crawford for balancing challenging budgets while maintaining program quality during the pandemic.
In 2020, when Dental Hygiene’s nonprofit clinic had to close for six months due to pandemic restrictions, resulting in a reduction in revenue, Crawford proved resourceful. She helped to secure grant funding while working hard to lower overall costs and provide essential personal protective equipment so the department could safely run in-person labs and clinics, Bilich said. Her research resulted in EWU having the only dental hygiene program in the United State to receive CARES Act funding.
Merri Jones, associate professor of Dental Hygiene, worked alongside Crawford for seven years, saying “Emilie is a positive-minded, forward-thinking person who sees the possibilities and engages in service broadly in her work.”
Rhianna Meyers Classified Staff
Rhianna Meyers is a familiar face to many on campus.
Meyers, who started working for EWU in December 2013, ensures that mail services run smoothly for the entire campus.
Meyers juggles multiple tasks, serving as the go-to person for mailings that ensure printed newsletters and other important correspondence is mailed and delivered in a timely fashion, all while helping with pick-up and delivery for departments and work units across campus.
“She is always professional and personable and demonstrates a high standard of efficiency and customer service,” said Jennifer Miller of the EWU Police Department, in a nomination letter.
When Covid-19 restrictions and lockdowns forced most EWU employees to work from home, Meyers accepted FedEx and other deliveries for the entire campus because most buildings were locked.
She took on the added work of delivering mail, equipment, supplies and even furniture to the different buildings, Miller said, adding, “This exemplifies her exceptional dedication to the university and a willingness to take on additional duties during stressful times.”
Numerous nominations recognized Meyers’ outstanding contributions to Eastern, including her work ethic in taking on extra responsibilities to provide a high-level of service, earning her this year’s Distinguished Service Award for Classified Staff.
Some nomination letters also mentioned her husband, Tim Meyers. The two-person superhero team handles Mail Services for the entire university.
Maria Szep, program support supervisor for Psychology, said the duo provides outstanding service to the Psychology Department, which has a high volume of mail and packages coming in and going out.
“They are always quick to respond to phone and email requests and most willing to assist in finding the most costeffective ways to ship,” Szep said.
Augie Hernandez, assistant athletic director for equipment services, said the Mail Services team stepped up during the pandemic to personally deliver a high volume of packages to Athletics.
“They sometimes had to make multiple trips to Reese Court to drop off our parcels and I could tell they were happy to handle it so that my department could process these packages in a timely manner,” Hernandez said.
