About GCIL Glasgow Centre for Inclusive Living (GCIL) is a Disabled People’s Organisation – we are run by disabled people for disabled people. Our aim is to promote independent living by helping disabled people gain the information, skills, and support to challenge barriers and make informed choices. Independent living means: ‘…disabled people of all ages having the same freedom, choice, dignity and control as other citizens at home, at work, and in the community. It does not mean living by yourself, or fending for yourself. It means rights to practical assistance and support to participate in society and live an ordinary life.’
GCIL provides a range of housing, employment, training and support services to help make independent living a reality. This booklet is about self directed support and explains how GCIL support can help you make it work.
GCIL support Self directed support is a way that disabled people can take control of their support arrangements. If you are a disabled person (or authorised to act on behalf of a disabled person), GCIL support can help you to set up and manage your self directed support arrangements. Our experienced team of Inclusive Living Advisers can help you to: • find the best way of achieving the outcomes you have agreed with funders; • gather accessible information on any services you may wish to buy in; • arrange a bill-paying service if needed; • develop a back-up plan in case your normal arrangements break down; • manage your money and paperwork effectively; • access briefing sessions on how to make self directed support work for you. If you wish to employ your own workers, we can help you to: • write suitable job descriptions; • advertise for and recruit personal assistants (PAs) safely; • set up a payroll system to pay your workers; • find the right insurance cover; • manage your workers and access expert employment advice when you need it; • access briefing sessions on employing PAs; • register for GCIL’s Telephone Emergency Support Service (TESS) – a 24/7 back-up service to help you get cover at times when your PAs are ill or on holiday.

Self Directed Support More and more disabled people are looking to control their own support arrangements. Options for doing this are now becoming more widely available. However, the different schemes can be a little confusing and, as always, there’s a fair bit of jargon around. Here’s a brief explanation of the key terms you may need to know. Self directed support – describes any system which gives you genuine control over your day-to-day support (regardless of how the money is managed). Individual Budget - is an allocation of money which you can use to design and purchase your support. With an individual budget, you may choose to manage this money in any of the following ways: • Individual Service Fund - where you can choose a service provider to hold and manage your money and provide or arrange services for you • Indirect Payment - where the money goes to an agent (someone you have chosen) to act on your behalf • Direct Payment - where you manage the money yourself (with support if you need it) to achieve the outcomes agreed with your Care Manager. For example, you may decide to employ PAs, buy in services from an agency, or arrange short breaks/respite. You can even have a mix of services and direct payments. Before you can get an individual budget you must arrange to meet with a Care Manager from Social Work Services to discuss and agree your support needs. If you are offered funding, you can then develop a Support Plan which sets out how you will use the funding to achieve the outcomes you have agreed. In outline, this is the system which is replacing the former direct payments system in Glasgow. However, please note you will still be able to receive individual budget funding as a direct payment ie paid to you directly, if that is your choice. GCIL can provide an information pack that explains your rights and the support available should you choose self directed support.

Briefing Sessions As well as providing one to one support, GCIL support offers Briefing Sessions on various aspects of Self Directed Support (SDS). These fun and interactive events use quizzes, group discussions, question and answer sessions, and DVDs, to inform and enlighten people who have, or are in the process of applying for, SDS. We currently offer 4 sessions, which run on a quarterly basis. These are: The Dos and Don’ts of Direct Payments – This session covers the basics of ‘Personalisation’ (Glasgow City Council’s term for Self Directed Support or SDS). What is it, how can you get it, and how can you use it? We will tell you all about the process, from the initial Self Evaluation Questionnaire and being allocated an Individual Budget, to creating your own Support Plan with as much assistance as you need. Safe Recruitment – If part of your Support Plan involves using agency workers or employing your own Personal Assistant (PA), you will want to do so safely. In this session we will tell you all you need to know about staying safe during the recruitment process and there will be a DVD showing people who have already been through this experience. From advertising your vacancy to writing job descriptions, and from interviewing to getting references for your worker, we will lead you through it all. Being a Good Boss – You’ve hired a Personal Assistant – now you want to keep them! In this session we will advise you how to be a good employer, one who takes the responsibility of employing a worker seriously. What are your rights and duties as an employer and what are the pitfalls you should try to avoid? Here we will give you an insight into best practice procedures for creating a good working relationship with your employee – training, contracts, and what to do if things don’t work out as you had hoped.

The Mysteries of Paperwork – … Revealed! Many people are put off by the thought of this aspect of Self Directed Support – but you shouldn’t be. The GCIL support team are here to help and in this session we will tell you how. An easy to understand explanation of Social Work documents, how to complete the financial monitoring forms involved, and an outline of GCIL’s Payroll service should put your mind at rest when it comes to the mysteries of paperwork! At each of these sessions, we provide PAs to support anyone who requires it and there are factsheets and information packs available to take home – you might even win a prize!! If you are unable to access public transport, taxis are available upon request, but places on each Briefing Session are limited and we operate a first come, first served policy – so book your place early! Alternatively, should you be interested in gaining some new skills, for example, going on a food hygiene course or getting a computer qualification, GCIL support can investigate the possibilities with you. In addition to our Briefing Sessions, Glasgow Centre for Inclusive Living also holds three Stakeholder meetings annually. These provide an opportunity for clients to share their views, have their questions about Self Directed Support answered, and to meet with the GCIL support team, and each other. Payroll and Money Management Our payroll service, GCIL payroll, is designed for disabled people or their agents who are receiving funding through an individual budget or from the Independent Living Fund (ILF), or a combination of these, and who employ their own PAs. The service aims to take away the strain of being an employer by calculating salaries, providing payslips, and giving any related advice and support you might need. If you prefer, we can also make payments directly to your workers on your behalf. GCIL payroll Options Depending on how much you want to do yourself, you can choose from three payroll options: Standard, Enhanced or Money Management. With our Standard Payroll Package we will: • help you to register new workers with HM Revenue and Customs (HMRC); • tailor the service to meet your needs; • process your payroll accurately and on time; • calculate any Statutory Sick, Maternity, and Paternity Pay due; • calculate monthly (or quarterly) payments due to HMRC; • provide you with clear and easy to follow reports that include all relevant information; • maintain payroll records on your behalf; • send payslips etc to you by email or first class post; • answer payroll queries promptly and efficiently; • deal with queries from HMRC and others requiring details of your employee’s pay; • process forms P45, P46, etc.; • complete tax year end returns (P60, P14, P35) for you and submit online by the due date; • provide documentation to explain key payroll changes (e.g. changes to minimum wage, working time regulations, and income tax rates).

With our Enhanced Payroll Package we will: • cover all tasks under the Standard Payroll Package; • receive funds on your behalf and then make the necessary payments directly to your workers and HMRC; • provide you with a Monthly Audit Trail Report detailing all income and expenditure for the month and balances on funds. With our Money Management Package we will: • receive funds on your behalf and then make the necessary payments to agencies/providers that you are using (maximum of 2 payments per week); • provide you with a Monthly Statement detailing all income and expenditure for the month and balances on funds. GCIL payroll can also provide: • Funder Reports for employers in receipt of both ILF monies and direct payments – these enable you to accurately keep track of your funds between the two funding streams.
