Welcome to our technology for government guide We’re used to change in IT. It goes with the territory of technology innovation. However, there has also been great change generally with Brexit the most significant in recent times. This has unquestionably caused uncertainty and concern about IT spending. Leading analyst Gartner predicts that it will negatively impact spending worldwide and Canalys forecasts a 10% cut in UK IT spending. A techUK poll of its members reported a 23% fall in confidence about the tech sector’s potential for growth over the next two years following Brexit. The impact on the public sector is equally unknown but there are concerns about meeting government public sector spending reductions with Brexit. The cost of dismantling EU legislation and funding will have repercussions across many government departments from the foreign office to education to health to UK borders. Furthermore, the delay in the publication of the government’s revised Digital Strategy, caused first by the referendum and then by Brexit, has cast a shadow on moving the digital transformation of government services to the next stage. Long term strategic projects are always vulnerable in these situations. In reality, we can only speculate at likely outcomes. However, change has already taken place in the influential Government Digital Services division which has been responsible for the digital transformation programme that is naturally heavily reliant on technology. A new head was announced in August and the revised Technology Code of Practice has been issued. The code sets the standard for the way in which government departments design, build and buy new technology. This applies to any service that requires the approval of the Cabinet Office and will apply to multiple areas, from desktop and mobile devices to networking. Any expenditure on technology needs to: meet user needs based on research; develop technology to share across government; introduce systems that can be easily maintained and scaled in future and become independent of single third-party suppliers. Departments are advised to increase flexibility by making things interoperable and improve transparency and accountability by making services as open as possible but equally secure. Resellers of all sizes still have a great opportunity because the government remains committed to its billion-pound expenditure in its digitisation strategy for the public sector and the target of 50% of technology tenders to be won by SME businesses also prevails. Going digital Citizens expect public service to match their private sector experience Digital transformation of the public sector remains a key priority for the government. This was clearly demonstrated in the last government spending review, when a further £1.8bn was promised to continue the work of the last few years in digitising our public services, with another £400m destined for the body that oversees that, the Government Digital Service (GDS). Of course, our citizens are living in a digital age. More have access to the internet, 78% of adults connect daily and 76% have bought goods or services online*, so it’s hardly surprising that they should expect to experience the same kind of service from the public sector. In addition, the public sector is also being squeezed in terms of efficiency. For example, the NHS has been tasked to make £22bn of savings at the same time that is expected to go paper free by 2020 through the digitisation of patients’ records. Efficiencies and digitisation should go hand in hand.
Joined-up approach Government departments aren’t immune either with a target to save £12bn. The Common Technology Services programme is designed to deliver new, flexible common technology that enables more joined up and collaborative working across government, all at a much lower cost to the taxpayer according to the Head of the Civil Service. Government as a Platform (GaaP) is the vehicle for providing that shared digital technology and processes. The ability for citizens to pay for different services online such as passports and court fees using the same methodology that is simple and quick to use is an illustration of what’s expected. Aligned with that is the opportunity to check and verify someone’s

identity before they use a government service. This requires better use of the data held by different departments. Data storage and protection are always a thorny issue and one of the biggest hurdles to modernisation of the public sector. However, the government is equally committed to investing in cybersecurity as part of its digital programme.
Key drivers for digital transformation The GDS is committed to make the most-used government services Digital by Default and embrace open standards and open source to ensure the best solution and value is foremost in technology selection. A survey from TechUK of almost 1,000 civil servants showed that more than three quarters viewed IT as a necessity and 22% saw it as an enabler. In a survey report from Liferay, a software company that has extensive experience in the public sector, the key drivers for digital transformation were “budget squeezes” cited by 63% of respondents, “increased accessibility (52%) and “demand for online services” (50%). Some 57% of respondents saw the move towards online services as the main way to achieve cost savings. It would seem logical to move to a more digital environment. However, organisational change not the technology is cited by many as the impediment to digital transformation. Without question, technology has a very important role to play in the transformation of public services. Technology for government offices The £450m budget recently provided to the Government Digital Service (GDS) is expected to be spent on the common technology services (CTS), government as a platform (GaaP) and gov.uk Verify programmes.
