Investing in education Knowing what technology to invest in for the classroom is probably one of the biggest challenges that education providers face. Students of today have been brought up in a mobile, alwayson environment, expecting access whether at home, in the classroom or in the playground, enabling them to work anytime, anyplace and anywhere. Almost inevitably, mobile learning will increase in popularity as more educational mobile applications become available, and the use of smartphones and tablets becomes even more accessible to everyone. Analysts believe that teachers will also start to benefit, citing a definite trend towards intelligent apps that have the potential to use built-in artificial intelligence to analyse a student, or class of students, and recommend learning methods and materials that best suit their learning style. If empowering teachers with real-time analytics to monitor a student’s performance sounds futuristic, then the ability for educational institutions to use data collected from mobile devices and networks as location-awareness tools may not. After all, we can receive push notifications when shopping. Prompting the due date for an assignment when passing the science lab or keeping tabs on classroom attendance may well aid performance. One technology area that is certainly bound for the classroom is Virtual Reality (VR). Whilst it is still an emerging market, VR media is developing significantly and it’s a spectacular medium for learning, immersing students in realistic simulations that can’t be reproduced in a typical classroom environment. Of course, using technology to change the way we learn isn’t new, but for some schools implementing the technology still poses the biggest issue. “There are so many excellent products and services available now, but leaders in education have told us they can find it difficult to navigate the market,” said Rob Halfon, Minister for Education at this year’s BETT show. That couldn’t be a better invitation and opportunity for educational resellers.
Adopting the latest innovations, as above, needs to be tempered by both budget and infrastructure. The public sector is always under pressure to spend less and deliver more and education is no exception. Schools and other educational establishments have to build a long term strategy, and choose devices and platforms that best fit their environment. That includes looking at their ability to take advantage of the tools by having the bandwidth and WiFi capability to support them and maximise their effectiveness: everything from servers and internet access, to the availability of power and storage. Transformation Strategy to deliver world-class digital services Central government news has been dominated by the much awaited and often delayed Digital Transformation Strategy which was finally published in February.
census due in 2021 is another online target. The strategy will require common platforms and knowledge sharing with the continued commitment to move away from monolithic IT contracts and legacy technology.
The strategy has five overall goals outlined in the government paper:
The GovWiFi service will be rolled out to the majority of government buildings during this year. It has been designed to replace user and guest WiFi solutions with a single secure WiFi network. GovWifi allows staff and visitors in government organisations to connect and stay connected to a secure WiFi service whilst they move from building to building.

The National Cyber Security Centre has officially opened with government asking companies to submit proposals around cyber security threats. The organisation hopes to be more open about its work to help businesses across the UK protect themselves from hackers. With £1.9bn already pledged to tackle cybercrime, GCHQ’s CyberFirst programme has been launched offering graduates financial support through bursaries and employment placements which can help them get the hands-on experience needed to properly skill the UK cybersecurity sector. The Government Transformation Strategy highlights the commitment to reshape government by ensuring millions of people are able to access the services they need online, whenever they need them, and to drive efficiencies and savings for the taxpayer. Prioritising an overhaul of the civil service, changing back-office processes, increasing collaboration amongst government departments and the appointment of a chief data officer are seen as critical to the success of the strategy. It will also require the public to trust in and understand the benefits of the transformation strategy as well as removing the barriers that prevent knowledge sharing and best practice amongst civil servants. The government wants to see 25 million people using the Gov.uk Verify online identity service and to digitise the passport service so that people can simply apply online, both by the end of 2020. It also wants to extend access to the services connected to Verify, and is planning pilots with the commercial sector, local authorities and banks. The National

Technology in Government Offices The government has pledged an overhaul of departments with its transformation strategy that will require greater collaboration, using shared platforms, changing back-office processes and systems and sharing best practices in the use of technology.

Technology is an enabler, playing a crucial role in improving healthcare The UK healthcare system is locked in a constant battle of meeting the increasing demand for healthcare services and reducing the rising cost of those services. Technology is an enabler but not a solution to the problem. However, it plays a crucial role both from an administrative and a medical perspective. From better diagnosis, surgical procedures and improved patient care to the use of video conferencing, tablets and smartphones that help to create a more efficient service. Back in 2015 in the government’s Autumn statement, there was a commitment to invest £1bn in new technology over the next 5 years to deliver better connected services for patients, and ensure that doctors and nurses have the information they need at their fingertips. By September 2018, a target was set for 80% of clinicians in primary, urgent and emergency care to have digital access to key patient information. By 2020 integrated care records are to supply every health and care professional concerned with an individual’s care the information they need to provide safe and prompt care. However, data sharing remains a roadblock with NHS abandoning its care.data project and the objective for the NHS to go paperless by its revised date of 2020 seems an unreachable target to many analysts. However, technology spending in the NHS remains a priority, with £4.2bn pledged last year to drive development of apps, free WiFi in hospitals and surgeries, cybersecurity (following a number of breaches in NHS Trusts) and electronic patient records over the next five years. On top of that the government announced a further £67.7m to be spent on developing and implementing tools to be used in the mental health services. Such tools are expected to be part of the NHS apps library, due to be relaunched in April this year alongside a new NHS website. Apps have a wide
array of uses in health and social care, including providing information about conditions and supporting self-diagnosis. Indeed social media is playing its part and its impact is expected to grow, particularly with increased public availability of information. New technologies have the potential to make care more efficient and personalised, and to help generate and share knowledge to improve outcomes for patients. Keeping track of your fitness, calorie intake and overall health on your smartphone or wearable technology has gained popularity. Exercise trackers that already allow any user to monitor their heart rate, stress levels, and even their sleeping patterns are increasingly common. Interest in VR applications for health and wellbeing has gathered momentum over recent years extending into augmented (AR) and mixed reality technology. AR, for example, has real implications for surgical training, in which a surgeon can capture a real procedure and stream it to multiple students all receiving the content on VR headsets, enabling them to observe the procedure in real-time from anywhere in the world. However, despite the desire to introduce new technology, legacy remains an issue. According to a survey commissioned by Citrix, Windows XP is still in widespread use throughout the NHS, two and a half years after Microsoft dropped support. Of the 42 Trusts that responded 90% were still using Windows XP in some areas and 24 were still unsure as to when they would migrate, despite the fact that there haven’t been any official security updates since April 2014.
