Educating Education Digital natives demand IT Exercise books and blackboards have long been replaced by laptops, tablets and interactive whiteboards in today’s classroom. However, it’s not only the technology that has changed, so have the pupils. This generation of children are entering the classroom as digital natives much more aware of current technology than most of the teachers. Research by Ofcom suggested that 6 year olds have the same understanding of communications technology as 45 year olds and those born since the millennium are the most tech savvy in the UK. According to the same research, 42% of children aged 5 to 15 already use a tablet and the growth of BYOD isn’t just an issue for business. There is an expectation from pupils that technology will play a part in their education. Yet new research from Instructure, a Cloud-based education company, revealed that almost half of teachers in the UK rarely use technology in their lessons with 49% of state school primary and secondary school teachers stating that a lack of training in how to use the equipment was a contributory factor. In addition as reported in the Daily Telegraph, the poll of over 500 teachers, also revealed that over a third of teachers in primary schools and a similar number in secondary schools were unsure how to integrate technology into the curriculum. With technology in schools estimated to have cost £623 million last year, it would suggest that there is a lot of under-utilised equipment

in schools, equating to approximately £11,800 per school. Some observers believe that spending on technology in education has been misplaced and a recent OECD report claimed that widespread use of IT had no discernible impact on pupils’ performance.

Further education required However to ignore the benefits that IT can bring in a digital age would surely be a mistake. It isn’t about using less technology in classrooms, it’s about choosing the right product solutions and providing the right training. That’s where IT vendors and resellers, educational establishments, and government need to be focused. Bob Harrison a governor, former headteacher and educational advisor at Toshiba Information Systems was reported in CRN as saying “… unless schools make teachers confident in using technology, have a reliable infrastructure around Wi-Fi and get a really clear view of why they are using technology, it will be a waste of money. Throwing kit at schools is doomed to fail…” A BESA survey in 2014 highlighted that schools were under-resourced in terms of Wi-Fi connectivity but the government has pledged to invest £1.7 billion to bring super-fast broadband to over 95% of the UK by 2017. Some resellers are already focusing more on providing infrastructure and connectivity into education rather than purely devices and equipment.


Listen to the teacher Teachers also need to have a greater voice in IT decisionmaking. A recently published survey by TES Global reported that 59% of teachers believed they should be the primary decision-maker for the type of technology used in the classroom but currently only 25% make those decisions in the UK. Equally revealing was that budget drove IT selection rather than student outcomes or teacher buy-in. However, 61% of teachers also stipulated that they wanted to make informed decisions based on a defined set of options which again supports the role of the reseller in the sales process. Furthermore, 57% of teachers felt that their teacher training programmes failed to prepare them for evaluating and using the technology in the classroom. The TES Global survey echoes the reported statement from Samantha Blyth, director of schools at Instructure “There is clearly no lack of enthusiasm for technology among UK teachers and there is broad support for the principle that it improves learning. The problem is that systems have tended to be imposed from the ‘top down’ and can’t be shaped by the teacher to suit their own style, or indeed the particular needs of the students”.

Mobility in the classroom So what’s in store for the education market? Certainly mobile devices will remain prominent. Caroline Wright director of BESA said “Tablet purchasing is still most definitely on the up but the exceptionally rapid rates of expansions we saw over the last few years is slowing down a little”. The BESA survey still predicts that there will be a total of 944,000 tablets bought by schools for pupils to use by the end of 2016 and that by 2020 schools will own 1.52 million. Ofcom notes that one in three children aged between 5 and 15 already have their own tablet, rising to 43% for secondary-aged children. Some observers believe these should be used in schools. Miles Berry a lecturer in computing at the University of Roehampton was reported as saying “At a time when school budgets are very limited, it would make sense to ask students to use their own devices rather than buying very similar ones to provide to them at school”. However, not all teachers agree with that proposal. Gregory Hill, headteacher of a school in Norfolk said “We think it is better to provide them, they don’t go home. They stay in school and then we know they are set up for an educational environment and they are secure”. However, as tablets and other portable devices become the norm and students inevitably bring their own devices into schools and universities, the focus will be placed firmly on network connectivity, the speed of applications, access to storage using the Cloud, security and investment in back office infrastructure. Trying to keep up with the latest products and solutions is also moving education establishments of all

sizes towards virtualisation to overcome traditional issues of rapidly obsolete technologies or changing requirements.

A reality check It’s also likely that the noise being generated in the consumer electronics market for virtual reality and augmented reality devices will also filter into the classroom. Last September, Google launched the Google Expeditions Pioneer Programme, a VR experience that allows teachers to guide students through tours of landmarks and other interesting locations using an inexpensive cardboard headset that turns a smartphone into a VR viewer. A new beta app for Android has just been announced along with some new Expeditions experiences including a tour of Buckingham Palace. Whilst it’s early days, it’s also clear that AR and similar immersive technologies can be powerful learning tools when used to visualise complicated subject matters. The market remains buoyant and if there is a problem it’s more how the technology is being used rather than the technology itself. Resellers need to help teachers to find the right solutions for their needs and ensure that they receive the necessary training to provide the best learning experience for their pupils and at least keep up with the smart digital students they have to teach. Prescribing IT for the Health Sector

A period of sickness It’s fair to say that the health sector and IT has had a turbulent track record with cancellations, delays and overspending on large programmes hitting the headlines. Probably the most prominent of late has been the Care.data programme with the objective of linking data from hospital statistics to GP patient data. Whilst the upside could be immense in providing new insights into patterns of health and drug development, the downside is around data privacy. At the heart of the matter were a number of concerns: the ease of being able to use supposedly anonymised patient records to identify individuals; the right to opt out of the scheme entirely and the possible risk of people's most sensitive personal information being misused, hacked into, leaked, or sold for use by companies for non-medical reasons. A recent study by Technology Science concluded that the current Care.data programme remained “highly problematic in its flawed protection of patient anonymity, an unsuitable opt-out system, unclear criteria for accessing the collected health data, and the risk it poses to the trust between patients and general practitioners”. Although this wasn’t entirely an IT issue, certainly it’s a prime example of how not to handle data privacy in the digital age. It is now with the Care Quality Commission to publish in January 2016 its report and guidance on standards of security for patients’ confidential data across the NHS. Furthermore the new IT system for the NHS 24 telephone and advice service, the delayed NHS e-referral system both had inauspicious starts and news of Tim Kelsey, the

Signs of recovery However, it’s not all doom and gloom as the NHS is on a path to go paper free at the point of care by 2018 with the government investing £1 billion in new technology over the next five years to deliver better connected services for patients and ensure that doctors and nurses have the information they need at their fingertips. The aim is for patients to have access to their entire health records online and 80% of clinicians in primary, urgent and emergency care to have digital access to key patient information. It’s estimated that the current annual cost of paper storage records could be up to £1million for each trust. A body called the National Information Board (NIB) created the Personalised Health and Care 2020 framework. The NIB incorporates the Department of Health (DoH), NHS England, the Local Government Association and various other agencies with a remit to increase the integration of data across these entities thereby improving the management of healthcare and access to care services. Whilst the use of digital technology is relatively low, the increased use of smartphones and better broadband access is increasing momentum. Mobility is one of the big drivers in the NHS to reduce paper notes and provide immediate access to records. Already, it is estimated that 97% of surgeries enable repeat e-prescriptions and the booking of appointments to be made on line. Limited access to a patient’s health record is also available.


The NIB also plans to oversee a national experiment to encourage parents of newborn babies to use a personalised digital child health record that documents immunisations rather than a physical book. In addition, it plans to introduce a kitemarking system to accredit applications and digital services which are safe to use.

Digital injection into the NHS The use of health apps is a big part of the NHS‘s drive to go digital. The plan includes the implementation of a common digital platform for integrated care using apps and wearables. The latter are already making an impact on healthcare as individuals use these to monitor their fitness, diet and even the quality of their sleep. These applications and the information they provide enables the individual to take greater control of their own health and if shared with doctors can potentially aid diagnosis and prescription. Indeed, there are now numerous wearable biosensors that can be used to constantly measure blood glucose levels, heartbeat rate and other biometric data. It is hoped that data from wearables can be added to a patient’s record by 2018. The plan for more integrated digital records and the requirement for the NHS to generate £22 billion of efficiency savings by 2020 is an opportunity for IT resellers to support the transformation that is required. Tim Kelsey, the soon to be leaving, NHS digital head went on record last year stating that smarter use of data, upgraded IT and new models of care could save as much as one third of the efficiency savings “Technology has a hugely important role to play in delivering the health service’s productivity challenge.” The ability to be able to handle and analyse large sets of data is obviously important for healthcare organisations and this presents opportunities for IT specialists to build complex back end solutions with easy to use front end reporting tools. The Cloud is a possible solution for data storage but security will be of paramount importance to patients and healthcare alike.

Great Ormond Street Hospital for Children is using tablets for instant access to 3D images, another category set for growth, of a patient’s heart while planning for surgery and in theatre. Mark Large, IT director at the hospital believes mobility is vital. “Clinicians need to be able to access data and update records in real time, at the bedside, to ensure each patient can get the best care.” Certainly, there is no shortage of opportunity and the IT industry was given a further boost with a commitment to spend up to £1billion on the roll-out of free Wi-Fi access across the NHS. This is expected to coincide with the 2020 date. Health secretary Jeremy Hunt said “Everyone using the NHS expects it to be a world leader in digital healthcare and free Wi-Fi is an essential part of making that a reality. It will give patients and staff the ability to access the services they need as well as freeing up clinical time and reducing overall costs”. As not all Trusts operate the same, there will be a requirement to map out the digital maturity of each to ascertain requirements and implement a solution. As patients become more used to, and acceptant of, technology in healthcare as in other aspects of their daily life, IT resellers can benefit from the opportunities. Certainly the NHS Choices website is seeing plenty of traffic, reaching a new record of 583 million visitors in 2015, a rise of 83 million visitors compared to the previous year. A boost for SMEs as the government goes digital

Opportunity knocks for SMEs

A mindset change for government

Last summer, the minister for the Cabinet Office, Matt Hancock, announced that £1 in every £3 that the government spends will be with small businesses by 2020. In addition, Sally Collier, the government’s Procurement Agency chief executive has pledged that every government department would be tasked to identify its own SMB spend to meet the 33% commitment. The Crown Commercial Service has been asked to identify particular IT contracts to champion to SMBs.

However that enthusiasm isn’t shared by all. “Technology is now so pervasive across government that it simply will not be able to achieve these new targets without a focus on IT suppliers,” said Simone Hume, head of public sector at Outsourcery, an independent Cloud services provider (CSP). “Over time, many government departments and agencies have outsourced their IT services to large organisations. However, this practice has led to lengthy contract lock-ins, business continuity risk in moving away from the chosen supplier, capital investment in outdated infrastructures and an inability to take advantage of new technologies – to name but a few of the problems.”

If this materialises, we can expect the picture of who’s winning and who’s losing from government IT to have shifted significantly by 2016, and beyond. In the past, most government contracts have been largely monopolised by five large organisations CapGemini, Capita, HP, Atos and IBM. Indeed CapGemini and Capita have taken the lion share of IT government public spending estimated to be £4.6 billion in 2014. According to Hancock “This is such an amazing opportunity for the country’s diverse and innovative small businesses, and I urge them to get stuck in. From computers to uniforms – there are so many opportunities for small businesses to work with us, and I want to see more of them providing value for money for the taxpayer and benefiting from our spending”.

This scepticism seemed to be born out by a Tech UK survey which suggested that there were major barriers to achieving the target with 90% of 171 SMBs surveyed supporting the target but 96% claiming that civil servants didn’t understand the full potential of SMBs to deliver on contracts typically handed to the big system integrators.

Heading in the right direction Yet, as reported in Computer Weekly, government figures point to a rosier picture for SMEs and the target seems achievable. From 2013 to 2014, an unprecedented £11.4bn was spent with small and medium-sized businesses (less


than 250 employees). That equates to 26% of central government spend or 0.78p out of every £3. So what it really aims to do is increase its SMB spend by five and a half pence for every pound spent each year, up until 2020. In addition, the G-Cloud framework, designed to boost Cloud services in the public sector, even the playing field for small business and save the public sector money has attracted a spend of £900 million to date since its inception in 2012. This has enabled a number of new resellers to gain business from the public sector. Whilst there have been calls to extend this initiative to all public sector spending and not just central government, most of the major departments are currently in the process of replacing their major ICT contracts and they have all promised to move away from monolithic deals with systems integrators. For instance, a number of smaller Whitehall departments like the Cabinet Office and HM Treasury have replaced single supplier contracts with a clutch of smaller deals with a wider range of suppliers, more closely managed in-house.

Ambitious digital plans by government The government’s objective to take advantage of the digital age was further outlined in the November spending review. Hot on the heels of the programme to digitise the NHS with an investment of £1billion in the next five years, the government announced its intention to invest £1.8 billion in digital technology and transformation projects across the public sector over the next four years. According to the government, “The Common Technology Services programme will deliver flexible and modern technology for the entire Civil Service, opening up more government contracts to suppliers and saving money for taxpayer”. There are numerous plans proposed including investing £1.3 billion to transform HMRC into one of the most digitally advanced tax administrations in the world, with access to digital tax accounts for all small businesses and individuals by 2016-17. It plans to double its investment in the courts and tribunals system; spending a further £700 million to modernise and fully digitise the courts, moving from a paper-based to an online system. The intention is to eliminate the need for over half a million pre-trial hearings in the criminal courts, and reduce court hearing times and the time spent on basic administrative functions. In addition, a further £130 million is to be invested in implementing state of the art systems to better manage border control and more than £250 million to overhaul the passport and immigration system. This investment will enable customers to apply and pay for their passport and visa applications entirely online, improving information, convenience and flexibility for travellers. Furthermore, to help create common platforms across government departments, the Government Digital Service received £450 million. By 2020 the government’s

ambition is for citizens to have the option to pay online for every central government service, including passports, driving licences and motoring fees and for companies to receive statutory and non-statutory notices by digital channels, as part of the ambition to be 100% digital.

Further investment in mobile digital technology A huge investment is also planned in new mobile digital technology through the Emergency Services Mobile Communications Programme (ESMCP). The government will spend nearly £1 billion in new mobile digital technology through ESMCP. The enhanced network will enable officers to access key police databases, take mobile fingerprints and electronic witness statements and stream live bodyworn video – all while on the move. In December, EE won the right to host the new Emergency Services Network (ESN) under that programme with opportunities for other companies to provide support services and management technology contracts.
