And even then you may come up empty-handed. Visitors seeking April admission passes to the National Museum of African American History and Culture were stymied again Wednesday by an online ticketing service that was overwhelmed by demand. The system was plagued by confusing messages and dropped requests, and the phone service was sometimes inaccessible. It was the second time computer problems marred the distribution of the much-coveted passes. In October, the service broke down, forcing the museum to reschedule the release of passes for January through March. Those passes later sold out. The free timed passes are intended to limit wait times and control crowds in the galleries. The passes designate a date and

The museum played down Wednesday’s issues, saying almost 108,000 passes were distributed to the public for the month. They were gone by 12:15 p.m.

“It was demand,” Beverly Morgan-Welch, associate director for external affairs, said about the dropped requests and conflicting messages. “The service is doing relatively well, but when you have that many [people] trying to do the same thing, it’s not something we can get around.” As many as 25,000 visitors logged on when the passes became available at 9 a.m., but many were unsuccessful. Visitors waited in online queues for more than 20 minutes, only to learn that passes were no longer available. At the same time, the website’s calendar showed that tickets for those dates and times had not been claimed. Same-day passes — available weekdays at 6:30 a.m. on the museum website — continue to sell out within minutes. The museum releases about 880 passes each weekday morning, depending on expected attendance that day. In addition, it now offers school and other groups of 10 or more the opportunity to request 2017 dates through a separate application available on its website. Passes for inauguration out Monday Tickets for the inauguration of Donald Trump will be distributed to the public — via members of Congress — starting Monday, the committee that plans the swearing-in ceremony said Thursday. The Joint Congressional Committee on Inaugural Ceremonies said it will release nearly 250,000 tickets, although it expects a total crowd of three times that size to join the festivities on the Mall. As usual, the committee will release the tickets to members of Congress, who will then distribute them to their constituents. (TWP)

Contractors file liens over Trump hotel Firms allege they were stiffed on payment for work at the property

THE DISTRICT Their employees installed plumbing, air conditioning, baseboards and crown molding in Donald Trump’s $212 million luxury D.C. hotel. Afterward, they say, they were stiffed. Two Washington-area small businesses have filed liens on the Trump International Hotel, saying they have not been compensated for their work completing the 263-room project the president-elect routinely heralds as having finished under budget and ahead of schedule. One firm, Joseph J. Magnolia Inc., is a private, family-owned plumbing firm with offices in Northeast D.C. and suburban Maryland that claims it is out $2.98 million. According to a mechanic’s lien the company filed four days before Christmas, Magnolia worked on the Trump hotel for more than two years. Magnolia “completed all plumbing, mechanical and HVAC work, along with site sewer, water, storm and water services” on the project, according to its filing with the D.C. government. The company said it provided labor and materials for the work and named Trump’s D.C. hotel company, Trump Old Post Office LLC, and

Another small firm, A&D Construction of Sterling, Va., said in a lien it filed Nov. 9 that it was owed $79,700 for wall base and crown molding work performed between June 24 and Oct. 5, 2016, three weeks before the day Trump held a grand opening celebration. An attorney for A&D Construction, Richard M. Sissman, said the firm was a Hispanicowned construction company that had no contract or relationship with the Trump Organization directly but rather with another contractor on the project. “We did not contract directly with Trump,” Sissman said. Trump has a long record of not paying or only partially paying some of the contractors and partners on his projects.

On Thursday, Trump answered questions under oath in New York in connection with the multimillion-dollar lawsuit he filed against chef Jose Andres, who pulled out of an agreement to open a restaurant in Trump’s Washington hotel. Trump, his attorney and attorneys for Andres met for a little more than an hour in Trump Tower, where Trump was deposed by Andres’ attorneys on the particulars of the agreement, according to one of those present. In a recent tweet, Andres suggested ending the legal dispute and instead donating money. “Mr. @realDonaldTrump can we end our lawsuits and we donate $ to a Veterans NGO to celebrate? In a year when Metro says it will bring service “Back2Good,” Thursday morning brought riders back to reality — with systemwide slowdowns and sluggish communications that have become familiar on the nation’s secondbusiest subway. Metro says a computer glitch struck at the height of the morning rush, stripping the Rail Operations Control Center of its ability to remotely move switches where trains change tracks — leading to a ripple effect of delays and disruptions across the 117mile system. The episode postponed scheduled track work and angered riders in what became the system’s first major service meltdown of 2017, a year when Metro has pledged to win back riders with a $400,000 “Back2Good” campaign. Two Montgomery County firefighters have been accused of illegally shooting deer with a crossbow on the Germantown campus of Montgomery College. Maryland Natural Resources Police spokeswoman Candy Thomson said Wednesday that Jaron Randall Hall, 30, and James Andrew Fernandez, 25, both of Frederick, face multiple charges, including hunting within a safety zone. Lawyers: NPS blocking inauguration protests Civil rights attorneys in D.C. say they’ll take the National Park Service to court unless the agency grants permits to groups seeking to protest the inauguration of President-elect Donald Trump. Attorneys representing various groups said Thursday they will take legal action if the park service doesn’t grant permits by Friday. The park service usually reserves space on and around the National Mall for use by the Presidential Inaugural Committee. Man, 16-year-old girl charged with murder Police have charged two people in the death of a New Jersey man whose body was found in a shallow grave in a wooded area of Gaithersburg, Md. Montgomery County Police say hikers found the body of 22-yearold Jordy Mejia of Guttenberg, N.J., on Nov. 12. Police said Neris Moreno, 19, of West New York, N.J., and a 16-year-old girl were arrested Monday. Both are charged with first-degree murder. Court records don’t say how Mejia was killed. (AP)

Tom Perriello announced a surprise bid for Virginia governor on Thursday, shaking up what had seemed to be a settled Democratic nomination with promises to help lead the progressives’ fight against Donald Trump. The former one-term congressman from Charlottesville and State Department envoy, a favorite of some progressives, will face off against Lt. Gov. Ralph Northam, a moderate, in the Democratic primary in June. Perriello said he was motivated to run in part by the Republican’s presidential victory. “A lot changed with the election results; people are looking for someone who can get the base excited to show up and still win independents,” Perriello said. Report: Chesapeake Bay is in improving health A new report finds water clarity in the Chesapeake Bay is the best it’s been in decades, and native rockfish, oyster and blue crab populations are rebounding as the overall health of the nation’s largest estuary improves. The Chesapeake Bay Foundation’s biennial State of the Bay report gave the estuary a C-minus grade, an improvement from a D-plus two years ago. It’s the highest score since the first report in 1998. Still, the report notes the bay is “far from saved” and progress has been uneven. (AP)

Suspected Kurdish militants on Thursday opened fire at police who stopped them at a checkpoint in the western Turkish city of Izmir before detonating their explosives-laden vehicle, Gov. Zimbabwe sells elephants to raise funds

To ease overpopulation and raise funds for conservation, Zimbabwe has sold 35 elephants to China. The country’s wildlife agency said the Dec. 23 sale followed international regulations, but it did not say how much China paid. Conservation groups have raised concerns about such sales in the past, because they sometimes split up calves and their mothers. Zimbabwe says it has at least 36,000 more elephants than it can support. (AP)

NATIONAL SECURITY Brushing aside Donald Trump’s dismissiveness, the nation’s intelligence chief insisted Thursday that U.S. agencies are more confident than ever that Russia interfered in America’s recent presidential election. And he called the former Cold War foe an “existential threat” to the nation. Did Russian hacking sway the results? There’s no way for U.S. agencies to know, said James Clapper, the director of national intelligence. Asked about the possible effect of the disclosure of private information stolen by hackers, Clapper said, “The intelligence community can’t gauge the impact it had on the choices the electorate made.” But he also said Russian hacking “did not change any vote tallies.” Clapper’s testimony to the Senate Armed Services Committee was short on concrete evidence of Russian activities, but it raised the stakes in the intelligence community’s standoff with Trump. Clapper indicated the agencies he leads would not back down in their assessment, even if that threatens a prolonged crisis of confidence with their next commander in chief. That puts the pressure back on Trump, who has raised the possibility of more positive relations with Russia and has repeatedly disparaged the U.S. intelligence agencies. He will be briefed Friday on the classified evidence concerning Russian interference. Clapper said Thursday, “I think there is an important distinction here between healthy skepticism, which policymakers — to include policymaker No. 1 — should always have for intelligence, but I think there’s a difference between skepticism and disparagement.” Shortly after Thursday’s

hearing, news leaked that Trump would soon name former Republican Sen. Dan Coats, Ind., to replace Clapper after the new president takes office. The intelligence agencies’ classified report, which was shared with President Barack Obama on Thursday, identifies multiple motives for Russia’s interference, Clapper said, but he did not provide details. In a joint report that roiled the presidential campaign last fall, the Homeland Security Department and the Office of the Director of National Intelligence said the U.S. was confident about foreign meddling, including Russian government hacking of Democratic emails. “We stand actually more resolutely on the strength of that statement,” Clapper said Thursday. He declined to discuss whether Russia’s interference was aimed at helping Trump win. An unclassified version of

Peanuts in baby’s diet can prevent allergy

HEALTH New parents, get ready to feed your babies foods containing peanuts — starting young lowers kids’ chances of becoming allergic. The National Institutes of Health issued new guidelines Thursday saying most babies should regularly eat those foods starting around 6 months of age, some as early as 4 months. It’s a major shift in dietary advice for a country fearful of one of the most dangerous food allergies. “We’re on the cusp of hopefully being able to prevent a large number of cases of peanut allergy,” said Dr. Matthew Greenhawt, a member of the NIH-appointed panel that wrote the guidelines. The recommendations are based on research that found early exposure is far more likely to protect babies from developing peanut allergies than to harm them. The guidelines spell out exactly how to introduce infants to age-appropriate peanut products. Babies at high risk — because they have a severe form of the skin rash eczema or egg allergies — need a checkup before any peanut exposure, and might get their first taste in the doctor’s office. For other tots, most parents can start adding peanut-containing foods to the diet much like

they already introduced oatmeal or mushed peas. No, babies don’t get whole peanuts or a big glob of peanut butter — those are choking hazards. Instead, the guidelines include options like watered-down peanut butter or easy-to-gum peanut-flavored “puff” snacks. Peanut allergy is a growing problem, affecting about 2 percent of U.S. children, who must avoid the wide array of peanutcontaining foods or risk severe, even life-threatening, reactions. For years, pediatricians advised avoiding peanuts until age 3 for children thought to be at risk. But that recommendation was dropped in 2008.

The early-exposure theory was put to a test in the muchpraised Learning Early About Peanut Allergy (LEAP) study, a randomized trial involving 640 infants considered at high risk of developing peanut allergies. The results, published in 2015, showed that children at high risk who regularly consumed peanuts as infants had an 81 percent lower chance of developing a peanut allergy by age 5. Whether the dietary change really will cut U.S. peanut allergies depends on how many parents heed the new advice. “We would encourage everybody to get on board,” Greenhawt said. Study: Hiring more black cops isn’t a cure-all Amid the public outcry following the spate of high-profile fatal police shootings of black men, communities have called for police departments to diversify their ranks to better reflect the populations they serve. But a new study finds that adding black officers is not an effective way to reduce police shootings of black residents in the vast majority of cities. In fact, hiring more black officers could lead to even more violent interactions with black people — at least until the black officers make up more than 40 percent of the police force, according to researchers at Indiana University’s School of Public and Environmental Affairs. “Police organizations that have higher percentages of black officers are likely to have more police-involved homicides of black citizens, until they reach a critical mass,” said Sean NicholsonCrotty, an author of the study who teaches public affairs at IU. The paper is slated for publication in Public Administration Review next month. Explaining this counterintuitive outcome may come down to a simple concept: the desire to be accepted as a member of a team. Lions’ path to victory: Get the ball out of Matthew Stafford’s hands. In three games since dislocating a finger, he has taken seven sacks. Stafford can’t afford to hold the ball against Seattle’s stout front. Instead, he needs to be decisive against a “Legion of Boom” missing a key cog in injured free safety Earl Thomas.

Dolphins’ path to victory: Don’t get beat deep. Antonio Brown isn’t sneaking up on anyone. Over the past four years including 2016, Pittsburgh’s top option has averaged 120 catches, 1,579 yards and 11 touchdowns. Miami’s young secondary needs to contain Brown the way it did Oct. 16 in a win over the Steelers, when Brown was held to four receptions and 39 yards.

Giants’ path to victory: Trust the four-man pass rush. Both of New York’s recent Super Bowl teams were distinguished by their front fours. Jason Pierre-Paul is probably out, but Olivier Vernon (8.5 sacks) has constantly applied pressure this year, and the Redskins can tell you how disruptive 350-pound tackle Damon Harrison (86 tackles) is.

Steelers’ path to victory: Play old-school: Run the ball, stop the run and pick a few spots to go vertical. Le’Veon Bell got just 10 carries in Pittsburgh’s previous loss to Miami, which will be without QB Ryan Tannehill (knee) this time. The Dolphins could be one-dimensional, but the Steelers still will have to stop Jay Ajayi, who ran for 204 yards the last time they met.

Packers’ path to victory: Win the quarterback duel. During Green Bay’s six-game win streak, Aaron Rodgers has completed 71 percent of his passes with 15 touchdowns and no interceptions. But Eli Manning, who’s thrown multiple picks in six games this year, is 2-0 at Lambeau Field in the playoffs, including a 330-yard, three-TD showing in 2011.

Texans’ path to victory: Get DeAndre Hopkins the ball. Houston’s top receiver is a special talent, but he’s played with an awful collection of quarterbacks in four seasons. The Texans were encouraged by QB Brock Osweiler’s play last week in relief of an injured Tom Savage, and Hopkins caught six passes for 115 yards after Osweiler entered the game.

Seahawks’ path to victory: Snare control right away. When Seattle has lost, it’s been with Russell Wilson running for his life. Detroit has just 26 sacks, tied with Cleveland for second-worst in the league, so that shouldn’t be a problem. But letting the Lions hang around for the fourth quarter would be. Early momentum, perhaps from a Richard Sherman interception, would be significant.

A ‘Silence’ so deafening Martin Scorsese’s passion project poses heavy questions of faith and martyrdom FILM REVIEW There’s a baptism scene in “Silence” that speaks volumes. Set in 17th-century Japan, during a period of persecution of Christians by the ruling shogunate, the film centers on Rodrigues (Andrew Garfield), a Catholic Portuguese missionary who has been smuggled into the country and taken in by peasant converts. As he christens an impoverished Christian couple’s baby, the mother turns to the padre, as they call him, inquiring whether her baby is now in “paradise.” No, no, he corrects her, with a smile less patronizing than patiently tolerant of her theological naivete. Paradise is the reward that God is preparing for the faithful in the afterlife.

For many of that young mother’s fellow underground Christians — forced to practice their religion in secret — that afterlife will come sooner than expected. As Martin Scorsese’s ambitious yet frustrating adaptation of Shusaku Endo’s 1966 book makes clear, potential torture and death await those Christians who refuse to publicly renounce their faith by stepping on an image of Jesus. The struggle between apostasy and martyrdom is the sharp spearhead of “Silence,” whose title refers to the uncommunicativeness of God in the face of prayer and human suffering. Oddly, God eventually speaks to Rodrigues, quite literally, although it’s open to speculation whether that voice is coming

from the deity or from inside Rodrigues’ own head. That moment comes late in the film, after the padre and his flock have been taken prisoner. A second missionary, played by Adam Driver, has already been violently dispatched, which is a shame. Driver’s performance is richer and deeper than that

of Garfield, whose boyish good looks undercut his efforts, even under a scraggly beard. Rodrigues’ Jesuit mentor, Father Ferreira (Liam Neeson), eventually makes an eleventhhour appearance to talk his young protege into recanting. But it’s the lives that hang in the balance that lend the talky film drama. Ultimately, which of these things, the film asks, is more Christian: To maintain one’s faith, even if it means that others will die because of your actions? Or to renounce Jesus publicly, while holding true to him in your heart? When a scary, hulking tree is the best part of your day, you know you have a problem.

Cruel world: Don’t be fooled by the ads for ‘Monster’ For a story built around a giant tree creature, “A Monster Calls” is — sometimes punishingly — grounded in truth. The ads and the trailer, however, are not. The marketing behind the PG-13 film suggests it’s a story of a boy (Lewis MacDougall) and his arboreal buddy (voiced by Liam Neeson). The boy has problems — you can see in the ads that his mom (Felicity Jones) is ill, and it’s suggested he’s being bullied. Still, the soaring music and inspirational clips (“Of course you are afraid. But you will make it through,” intones his new pal) suggest that, in the end, the movie is appropriate for youngish kids. In fact,

I considered bringing my 8-year-old son to the press screening, but he elected to go see “Rogue One” with his dad. Did I luck out, because “Rogue One,” with its violence, danger and mass extermination, is infinitely more appropriate for a kid his age. “A Monster Calls” is one of those rare films about childhood that wasn’t made for children. The boy, Conor, is 12 (but MacDougall is a small, slight kid; until I looked up the plot synopsis, I assumed the character was closer to 10). His mom is not just a little sick, but terminally ill, presumably with cancer — and kudos to director J.A. Bayona for depicting cancer as the wretched, nasty disease it is. At one (hopefully CGIenhanced) point, Conor spies

his mom’s bare back, and it is nothing but a mass of ribs, spine and shoulder blades. The bullies he faces are violent and sadistic, and their actions sometimes have unnervingly sexual undertones. The monster, when he arrives, tells stories that would be fairy tales, except sometimes darkness prevails, children die and the bad guys win. “Pete’s Dragon” this isn’t. I can only guess why the marketing team charged with selling “A Monster Calls” did what they did (other than to sell more tickets). My guess is it’s, at least in part, our fault. Too often, we adults assume that we can’t identify with a child as a central character, just as we too often think we can’t learn anything from kids other than unending tidbits

about Pokémon and Minecraft. In “A Monster Calls,” of course we empathize with Conor; his situation and MacDougall’s performance make not doing so unthinkable. As Conor faces situations that only adults should face and learns things only adults should learn, he becomes someone not to be pitied, but to be admired and emulated. And “hey, come see this kid suffer and, in doing so, better understand how to deal with the sometimes searingly painful unfairness of life” does not fit really well on a movie poster. Better to highlight the Groot-like tree friend. There are kids who live in worlds like Conor’s; there are children who live in worlds that are even worse. But for most kids, the ones who don’t consider an array of prescription bottles a normal part of bedside decor, Conor’s world is too cruel to live in, even for two hours. “A Monster Calls” is a profound work of art. It’s a shame no one thought that convincing adults of that was enough to sell tickets.

Why ‘Deadpool’ could score an Oscar this year AWARDS At one point in Marvel’s R-rated superhero movie “Deadpool,” the titular character pauses in the midst of graphic bloodshed and flashes back to a memory of — there’s no polite way to say this — his sexually pleasuring himself while staring hungrily at a stuffed unicorn. The list of things that come to mind upon hearing that probably does not include the thought “Oh, I guess that film will be an Oscar contender.” But now, a deep look at the awards-show landscape hints that the movie might actually get a nod when the Oscar nominations are announced Jan. 24. The movie has enjoyed a surprising run in the awards circuit so far, beginning with the Golden Globes. The movie was nominated for best picture in the comedy or musical category, and Reynolds received an acting nod. It also scored four nods at the Critic’s Choice Awards. But, as Vanity Fair writes, “the overlap between critics groups, Golden Globes voters, and Academy members is minuscule.” But the voters for the Writers Guild Awards have considerable overlap with Academy voters, and alongside this year’s usual suspects such as “Moonlight” and “La La Land,” “Deadpool” received a nod (for best adapted screenplay) on Wednesday.
