Obama Faces Gun-Control Fight President to launch plan, skirt Congress on some measures

President Barack Obama is launching the nation’s most sweeping effort to curb gun violence in two decades, setting up a legislative fight with a deeply divided Congress that even some of his staunchest allies expect to fall short of its goals. The broad package Obama will announce Wednesday, a little more than a month after the Newtown, Conn., school shootings, is expected to include more than a dozen steps the president can take on his own through executive action. Those measures will provide a pathway for skirting opposing lawmakers, but they will be limited in scope, and in some cases, focused simply on enforcing existing laws. The proposals, based on recommendations from Vice President Joe Biden, will require congressional approval and include a ban on military-style assault weapons and high-capacity ammunition

But some gun-control advocates worry that opposition from Republicans and conservative Democrats, as well as the National Rifle Association, will be too great to overcome. “We’re not going to get an outright ban,” Rep. Carolyn McCarthy, D-N.Y., said of limits on assault

weapons. Still, McCarthy, a leading voice in favor of gun control, said she would keep pushing for one. White House officials have emphasized that no single measure would solve a scourge of gun violence across the country. But without such a ban, or other Congressapproved measures, it’s unclear whether executive actions alone can make any noticeable difference.

New York’s Assembly on Tuesday easily passed the toughest guncontrol law in the nation and the first since the Newtown, Conn., school shootings, calling for a tougher assault weapons ban and provisions to try to keep guns out of the hands of the mentally ill who make threats. Gov. Andrew Cuomo pushed hard for the bill, which passed the Senate on Monday night, and signed the measure into law Tuesday. The measure also calls for restrictions on ammunition and the sale of guns. (AP)

France Expands Support for Mali Officials will triple forces in fight against Islamist extremists Bamako, Mali After a punishing bombing campaign failed to stop the southward advance of al-Qaeda-linked fighters, France announced Tuesday that it is tripling the number of troops deployed to Mali, strongly suggesting that French forces are preparing for a land assault to dislodge the extremists. France was increasing the number of soldiers in Mali to 2,500 from 800, a French official said. The move reverses months of rhetoric in which France had said it would

provide support for a military intervention but insisted it would need to be led by African troops. Metro Blamed for Lack of App Info Developers say weak information creates tech limitations Washington Developers of transit apps for smartphones say Metro unnecessarily limits the data it provides, and when the transit agency does provide information, it is often sloppy and inaccurate. Their concerns came to light after the popular app NextBus DC suddenly stopped working late last month because of a contract dispute involving the creator of the technology behind the app and

the company that now controls that technology. The developers of NextBus DC said they are reworking their app and plan to relaunch in the coming weeks. The outage led about 7,000 D.C. area commuters to email the apps maker with complaints, a sign of how many riders have come to rely on technology to make their trips more efficient and predictable. The frustration comes as Metro has experienced declining ridership as it tries to rebuild its aging system, conducting major track work nearly every weekend. But app developers said the troubles with Metro’s data go

Metro GM: 4 More Years Of Track Work Washington Metro’s general manager says about four more years of major track work are in store for the transit system’s aging rail network. R ichard Sarles said in an appearance on WAMU-FM on Monday that it would take “four more years of intense work” just to get the system functioning on a level consistent with 10 years ago. Baltimore Federal prosecutors say 18 people have been charged in a drug trafficking operation that spanned three states and transported hundreds of pounds of marijuana. Prosecutors say the conspiracy involved marijuana being shipped or driven to Maryland from California and New Jersey. The marijuana, prosecutors say, was allegedly stored in houses in Maryland. (AP)

In four years, presidents can age a decade, sometimes two. They turn gray, their faces sag, their voices grow huskier. Whatever sense of control they felt on that first January morning when the crowds’ hopes carried them down Pennsylvania Avenue, quickly runs up against a cold fact: The world stops for no president. As President Barack Obama prepares to shoulder what’s ahead, we look back on 10 trials and changes in his first term, in no particular order.

The Economic Crisis

The 2008 collapse hurt everyone. Then things got weird. In the months after Obama took office, the nation was dealt a body blow: stocks plummeted, foreclosures mounted, factories closed, jobs evaporated. But even as profits rebounded and stocks proved resilient, unemployment remained high. Basements filled with 20-somethings who had neither careers nor trajectories, the nation’s birthrate dropped to a record low, Europe’s woes provided a warning. Meanwhile, the rich were doing better than they had pre-collapse.

The Wars in Iraq and Afghanistan

President George W. Bush called it part of a war that might never end, a war not against a country, but against terrorism. For the nine years of the “war in Iraq,” debate raged over what would constitute a win. Obama campaigned on a promise to end that war and win the one in Afghanistan. When we finally declared the end to fighting in Iraq, we had neither ended terrorism nor created a vibrant democracy. Then, Obama doubled down on Afghanistan, where we lost thousands of our men and women and spent ourselves into unfathomable debt. In the end, though, American power and ingenuity finally got Osama bin Laden.

Gay Marriage

It was the biggest shift in social attitudes since the civil rights movement. But this revolution of private persuasion occurred at home, in kitchens and living rooms. By the time laws and votes started piling up, the change was pretty much done. When Obama announced what most people had long assumed — that he supported the right of men to marry men and women to marry women — there was little shock.

Natural Disasters

Storms with the names of sirens, Sandy and Irene, altered coastlines. Tornado outbreaks destroyed towns. A tsunami ravaged Japan. A quake jostled Washington. Although bizarre weather events don’t prove that the planet is warming, experts say climate change in the form of warmer sea temperatures contributed to the recent megastorms.

The Affordable Care Act

The history of economic security is a story of slow expansion of the minimum we think people need to get by. Mass marches on Washington coupled with the Great Depression yielded Social Security. Three decades later, Lyndon Johnson formed Medicare and Medicaid. Then Obama asked Americans to see health care as a basic right for all. Obamacare aroused horrified visions of American socialism, but some provisions proved popular, such as keeping young adults on their parents’ policies.

American history offers this constant: When times get tough, the frustrated turn back to the principles that got us started. The tea party flared, fed by cynicism about Washington. Then came Occupy Wall Street, cynical about corporate powers. But both soon began to drift.

Wall Street and the banks had received federal support in their time of need, so when GM and Chrysler started into their death spirals in 2009, Obama lavished them with billions. Many objected, but the automakers survived.

When Steve Jobs introduced the iPad in 2010, it seemed to be the culmination of his 1983 dream to “put an incredibly great computer in a book.” New gadgets brought people together digitally but atomized our lives.

Gun Violence

In 2009, a psychiatrist was accused of killing 13 and injuring 32 on a Texas Army base. In 2011, a college dropout in Arizona killed six and injured 13, including U.S. Rep. Gabby Giffords. Last year, a gunman killed 12 and injured 58 in a Colorado movie theater. And last month brought Newtown, Conn., and the murder of 20 children, their teachers and a mom.

Speaking on condition of anonymity because the deal was not yet official, the person said Soriano’s contract contains a $14 million option for 2015 that would become guaranteed if he reaches 120 games finished over 2013 and 2014 combined. Soriano, who turned 33 in December, would join a Nationals bullpen that already includes Drew Storen and Tyler Clippard.

Pointing to Turnovers as Problem Maryland has lost two straight after strong start to year

For the first chunk of the season, Maryland’s penchant for turning the ball over could be dismissed as a minor flaw, attributable to the team’s youth. Despite the turnovers, the Terrapins were also piling up assists and wins. Now, three games into the ACC schedule and with the Terps stinging from consecutive losses, the turnovers remain but the assists are gone. And the blame has found its way to the point guards. In losses to Florida State and Miami, junior Pe’Shon Howard and freshman Seth Allen combined for just three assists. The offense played without rhythm, and the Terps turned in two of their three lowest-scoring outputs of the season. The 47 points that Maryland (13-3, 1-2 ACC) mustered Sunday night were its fewest in 46 games, dating to the second game of the 2011 season. “Our point guard play hasn’t been good enough. Welcome Return for Lumpkins College Hoops Stephen Lumpkins admits the conversation he had with American basketball coach Jeff Jones in June 2011 was not a pleasant one. 7:30 P.M. Wednesday

After averaging 13.5 points and 8.2 rebounds per game for the Eagles as a junior in 2010-11, Lumpkins was drafted as a pitcher in the 13th round of the MLB draft that June by Kansas City — even though he had not played baseball since high school. He signed a contract with the Royals. “They made a better offer than I thought I would get. It was a quick decision,” Lumpkins said. Jones never saw it coming. “It came as a surprise for everybody,” the coach said. “To be honest, the communication could have been handled a little better on his end.” After parts of two seasons of pro baseball, Lumpkins returned to American this academic year. As a senior forward for the Eagles, he’s averaging a team-high 14.9 points and 9.1 rebounds in the first 16 games. “He has been a bright spot for us,” Jones said. “He has carried the lion’s share of the offensive load.” The Eagles play their first Patriot League home game on Wednesday against Lehigh. “I really missed playing [basketball]. I am embracing the second chance I have been given,” Lumpkins said. The 22-year-old played pickup basketball just “two or three times” at home with friends while he concentrated on baseball. Rapper A$AP Rocky nails the delicate leap from the underground to the mainstream

Cartoon Crossover Dear fans of FX’s “Archer,” when you tune in to the cartoon’s fourthseason premiere Thursday at 10 p.m., it’s going to look a little weird. Do not adjust your television sets. In a cunning crossover, “Archer” opens with a shot of Bob’s Burgers, which comedy fans will recognize as the setting of the other animated show wherein star H. Jon Benjamin voices the title character. Inside, a mustachioed Sterling Archer is flipping burgers and saying his name is Bob Belcher. By Rudi The scene is animated Greenberg in the style of “Archer,” but features characters (and voices) from Fox’s “Bob’s Burgers.” It turns out that Archer ran away from home — and his job as a secret agent — and is suffering from amnesia. What could have been a 30-second gag about how Benjamin voices two similar-sounding cartoon characters is instead deeply integrated into the storytelling. It’s the kind of smart, hyper-referential comedy that “Archer” has perfected over the years. (See also: Archer’s frequent references to the song “Danger Zone.”) Next week, “Archer” gives fans of FX’s “Justified” another crossover (in the form of guest Timothy Olyphant) that is much subtler, but, when you pick up on it, is even more rewarding. Those who manage to escape the curse find themselves in an elite class, and 24-yearold Harlem rapper A$AP Rocky has joined these esteemed ranks.

From his impeccable ear for chilling beats (see Clams Casino’s car-ad-on-Quaaludes track for “LVL”) to his insistence on dropping gun references (even on the Skrillex-produced party jam “Wild for the Night”), his life experience comes through in his art. Despite the perception of Rocky as favoring fluffier material, there is really only one moment of pure mindlessness on “Long.Live.A$AP.”

A New Charm From Destiny’s Child

When promising small-city rock troupes relocate to New York, they’re often skateboarding into a band-gobbling black hole of anonymity. Not so in the case of Texas-turned-Brooklyn band Parquet Courts, whose deeply likable new album, “Light Up Gold,” is wordy, messy and instantly charismatic. “Stoned and Starving” is the album’s smartest cut — a rambling rock tune that finds these guys willing to ridicule their new environs and themselves. What could be more rock ’n’ roll than that?

There are bands that reunite for Coachella and there are bands that reunite for the Super Bowl. If you don’t know which category Destiny’s Child fits in, you haven’t been paying much attention to the group’s leader, Beyoncé, who seems to operate exclusively in grand gestures lately. Maybe that’s why the new Destiny’s Child single, ”Nuclear,” feels so charming. It’s the trio’s first release in eight years, and it isn’t grand at all. Produced by Pharrell Williams, its drum beats mimic Baltimore club music, while the ladies’ airy vocal melodies feel as effervescent as spa music.

Anyone who has crossed multiple time zones knows the misery of jet lag. You’re tired when you need to be alert, you can’t sleep when you’re supposed to, and your gastrointestinal system feels out of whack. The symptoms of jet lag result from two things: the sleep deprivation and fatigue that come with long stints in a cramped seat, and the misalignment of your body clock with the local time zone, says physician Vivek Jain, medical director of the George Washington University Hospital Center for Sleep Disorders. Jet lag’s severity depends on several factors, the most obvious being how many time zones you crossed. But which direction you traveled matters, too — going east produces the worse jet lag. Your body clock has an innate tendency to run slightly longer than 24 hours, Jain says. Each morning, your body compensates for this slight discrepancy by contracting your internal clock to synchronize with the 24-hour sun

Getting Back In Sync You can’t really prevent jet lag, but you can make it easier to bear:

Keep hydrated to avoid headaches and lightheadedness, and stay away from alcohol on the plane. Alcohol interferes with sleep. Rest up the night before you go, and book a daytime flight if you can. Red-eye flights compound jet lag by heaping sleep deprivation on top of your body-clock problems. Move your bedtime. The American Academy of Sleep Medicine recommends shifting your sleep schedule an hour earlier each night, starting three days before. (T WP)
