Washington area suffering a snow deficit Healthy quantities of snow have blanketed the eastern U.S. so far this winter. But poor D.C. sits with nary an inch to its name. Storms have tracked north and south of the D.C. area, forming a gaping hole in accumulated snowfall that spans from Charlottesville, Va., to Baltimore. Lynchburg, Va., and Richmond have had above-normal snowfall so far this winter, as have New York City and Providence, R.I. THE DISTRICT Bei Bei, the National Zoo’s baby giant panda, has been given the all clear to return to his normal outside setting at the facility in Northwest Washington after getting a large piece of bamboo stuck in his intestine. The cub is now eating larger amounts of bamboo after not having it for several weeks and is “doing well,” zoo officials said in a Facebook post. In late November, the cub underwent emergency surgery after experts found a lifeendangering blockage — a dense mass of bamboo the size of a lemon — atop his small intestine. That type of blockage is rare for giant pandas and quick care is probably what saved his life, officials had said. Since the incident, Bei Bei had been recovering, mostly on a diet of softened biscuits, apples and sweet potatoes, but he is

THE DISTRICT Call them rebels with a cause. Or two. Or three. Or 10. When throngs of women from around the nation converge on Washington for a march on the day after Donald Trump’s inauguration, they will arrive driven by a multitude of motivations. Gay rights, gun control, immigrant rights, equal pay, reproductive freedom, racial justice, worker rights, climate change, support for vaccinations — they all make the list of progressive causes that are attracting people to the Women’s March on Washington this coming Saturday. “We are not going to give the next president that much focus,” says Linda Sarsour, a march organizer and executive director of the Arab American Association of New York. “What we want from him is to see us in focus.” But while Trump’s name may not literally appear in the march’s “mission and vision” statement, the common denominator uniting the marchers appears to be a loathing for the president-elect and dismay that so much of the country voted for him. “This march feels like a chance to be part of something that isn’t pity, isn’t powerlessness,” says Leslie Rutkowski, an American living in Norway who plans to fly back for the march. “I hope it is unifying. I hope it flies in the face of Trump’s platform of hate and divisiveness.” The march in Washington is set to start with a program near the Capitol and then move toward the White House. homeland security director, said he expected the march to draw more than the 200,000 people organizers are planning for, based on bus registrations and train bookings. The focus of the march has been a work in progress since the idea of a D.C. mobilization first bubbled up from a number of women’s social media posts in the hours after Trump’s election. THE DISTRICT Thousands of women take to the streets of Washington, demanding a greater voice for women in American political life as a new president takes power. This will happen on Saturday, one day after the inauguration of Donald Trump. This DID happen more than 100 years ago, one day before the inauguration of Woodrow Wilson. So notable was the women’s suffrage parade down Pennsylvania Avenue on March 3, 1913, that Wilson slipped into town almost unnoticed on the eve of his swearing-in, forced to travel back alleys to reach his hotel. Meanwhile, more than 5,000 women marched from the Capitol to the steps of the Treasury Department. The procession proved so pivotal in the struggle to give women the right to vote that it will be depicted on the back of the new $10 bill scheduled to be issued in 2020 — 100 years after women won the right to vote. This year, throngs of women on Saturday will march a route similar to the suffragists’ in an echo of the past. Women still are seeking a stronger voice in society as a new president is inaugurated who repeatedly demeaned women during his election campaign. A Prince George’s County police officer accused of taking upskirt photos of unsuspecting women pleaded guilty Tuesday to misconduct in office and other charges in connection with the case. James Sims pleaded guilty to four counts of visual surveillance with prurient interest and two counts of misconduct in office for the images he captured, some taken while he was on duty conducting traffic stops, according to the Prince George’s County state’s attorney’s office. The investigation into Sims began in June when an off-duty officer reported that Sims had taken an upskirt photo of her, prosecutors said. (AP)

Death penalty protesters arrested outside Supreme Court A Supreme Court spokeswoman said 18 demonstrators were arrested outside the court Tuesday during a protest against the death penalty. The protest marked 40 years since the first person was executed after the Supreme Court allowed capital punishment to resume in 1976. The arrests took place after protesters climbed the steps of the court’s marble plaza to unfurl a large banner reading, “Stop Executions.” Dozens of other protesters stood on the sidewalk in front of the court, chanting, singing hymns and holding signs that listed the names of every person executed over the past four decades. Police: Suspect in Logan Circle groping has least 20 sexual assault convictions

Legislation to raise Montgomery County’s minimum wage to $15 per hour by 2020 passed the County Council on a 5 to 4 vote Tuesday, but it is unclear whether County Executive Isiah Leggett will allow the measure to become law. The Montgomery legislation, which would go into effect by 2020 for most businesses and 2022 for businesses with fewer than 25 employees, was amended to address Leggett’s concerns about how it would impact small businesses. RANN, NIGERIA A Nigerian air force fighter jet on a mission against Boko Haram extremists mistakenly bombed a refugee camp Tuesday, killing more than 100 refugees and aid workers and wounding 200, a government official and doctors said. Military commander Maj. Gen. Lucky Irabor confirmed an accidental bombardment in the northeastern town of Rann, saying “some” civilians were killed. He said he ordered the mission based on information that Boko Haram insurgents were gathering in the area. It was too early to say if a tactical error was made, he said, adding that the bombing would be investigated. It was believed to be the first time Nigeria’s military has acknowledged making such a mistake in a region where villagers have in the past reported civilian casualties in bombings targeting the Islamic militants. Nigerian President Muhammadu Buhari expressed deep sadness and regret at “this regrettable operational mistake.” A Borno state government official, who was helping to coordinate the evacuation of wounded from the remote area by helicopters, said more than 100 refugees and aid workers were among the dead. More than 100 killed in mistaken airstrike targeting Boko Haram

A female zebra shark in captivity in Australia gave birth to several pups without a male, scientists reported in the journal Scientific Reports, marking the first time a shark has been recorded reproducing asexually. The Huffington Post reported that the shark, Leonie, hatched three eggs in April 2016, three years after she had last bred with a male shark. The pups’ DNA was only from Leonie. Postdoctoral researcher Christine Dudgeon, who authored the study, said that asexual reproduction is common for invertebrates, but rare for vertebrates like sharks, and not fully understood. Dudgeon said the result shows how flexible the shark’s reproductive system is. (EXPRESS)

Police groups offer policy on ‘de-escalation’ CRIME A group of 11 national police organizations issued a new model policy Tuesday for police departments nationwide that for the first time incorporates “de-escalation” when an officer is facing a choice over using deadly force. The new policy also recommends that police departments declare that it “is the policy of this law enforcement agency to value and preserve human life.” The International Association of Chiefs of Police brought together 10 other national police groups starting last spring to develop a “National Consensus Policy on Use of Force” after a number of high-profile policeinvolved shootings. The Fraternal Order of Police’s Jim Pasco called the policy “historic” because of “the span of perspectives” that signed on. The new de-escalation section states that an officer “shall use de-escalation techniques and other alternatives to higher levels of force consistent with his training whenever possible and appropriate before resorting to force.” That means creating space between an officer and a subject, trying to calm a subject, waiting for backups and trying to resolve a situation without gunfire when the subject does not have a gun. CRIMINAL JUSTICE President Barack Obama largely commuted the 35-year prison sentence of Chelsea Manning, an Army private convicted in 2013 of taking secret diplomatic and military documents and disclosing them to WikiLeaks. Obama also granted a full and complete pardon to Ret. Marine General James E. Cartwright for lying to the FBI in a probe of a leak of classified information about a covert U.S.-Israeli cyberattack on Iran’s nuclear program. A former vice chairman of the Joint Chiefs of Staff who was known as Obama’s favorite general, Cartwright pleaded guilty in October and faced a request by prosecutors for a two-year prison term sentencing in two weeks. In addition, Obama granted clemency to about 200 low-level drug offenders who were sentenced under harsh drug laws and would have received lighter sentences if convicted today. In all, the president commuted the sentences of 209 individuals and pardoned another 64. He is expected to grant more drug commutations today. Manning will be set free in five months, on May 17 of this year, instead of in 2045, under the terms of Obama’s commutation.

Manning, 29, has served nearly seven years in federal custody. In an impassioned statement accompanying her petition for clemency, she accepted “full and complete responsibility” for her decision to disclose the material. She said she pleaded guilty without the benefit of a plea agreement because she believed the military justice system would understand her motivation for the leak and sentence her fairly. “I was wrong,” wrote Manning, who is imprisoned at Fort Leavenworth in Kansas. She said the 35-year penalty was “far more” than she imagined possible — “unreasonable, outrageous and out of line with what I had done.” Manning’s

sentence was the longest ever imposed in the United States for a leak conviction. Her reason for passing the documents to WikiLeaks was to raise public awareness about issues she found troubling, including the impact of war on innocent civilians, her attorney, Vincent J. Ward, said in a letter accompanying Manning’s petition. Manning has tried to kill herself twice while at Fort Leavenworth — first in July 2016 and then again in November. Since 2014, Obama has commuted 1,385 sentences, more than the previous 12 presidents combined. Of those, 540 were life sentences. ELLEN NAKASHIMA AND

Masharipov, who was taken into custody Monday, confessed to carrying out the massacre that killed 39. The report sparked bickering among lawmakers Tuesday as Republicans dismissed it, arguing that the forthcoming GOP repeal plan will also include some elements of replacement. Senate Finance Committee Chairman Orrin Hatch, R-Utah, one of four committee chairman who will help draft the repeal and replacement measures, said the report was one-sided. “Today’s report shows only part of the equation — a repeal of Obamacare without any transitional policies or reforms to address costs and empower patients,” Hatch said. “Republicans support repealing Obamacare and implementing step by step reforms so that Americans have access to affordable health care.”

TRANSPORTATION The nearly three-year search for Malaysia Airlines Flight 370 ended Tuesday, possibly forever — not because investigators have run out of leads, but because the countries involved in the expensive and vast deepsea hunt have shown no appetite for opening another big phase. Late last year, as ships with high-tech equipment covered the last strips of the 46,000-square-mile search zone, experts concluded they should have been searching a smaller area to the north. But by then, $160 million had already been spent by Malaysia, Australia and China, which had agreed over the summer not to search elsewhere without pinpoint evidence. The transport ministers of those countries reiterated that decision Tuesday, announcing that the search for Flight 370 — and the 239 people aboard the aircraft — had been suspended. “Despite every effort using the best science available ... as well as modeling and advice from highly skilled professionals who are the best in their field, unfortunately, the search has not been able to locate the aircraft,” said the agency that helped lead the hunt for the plane. Relatives of those lost when the plane vanished in March 2014 responded with outrage. Support group Voice 370 called extending the search “an inescapable duty owed to the flying public.”

Study: Repeal is risky CBO finds 18 million would lose insurance if Obamacare is killed without a replacement

POLITICS At least 18 million people would lose health insurance in the first year if Republicans move ahead with plans to repeal major portions of the Affordable Care Act without a replacement plan, estimates a report from the nonpartisan Congressional Budget Office. The number of people without insurance would grow to about 32 million within the first decade if congressional Republicans follow a 2015 plan to repeal the health-care law without an alternative, the new report says. It also estimates that health insurance premiums for people buying individual non-group coverage would double within a decade, further complicating GOP promises that people will not lose coverage under their plan. The report comes as Republican leaders in Washington are working furiously to tamp down concerns within their ranks that a speedy push to repeal major portions of the law known as Obamacare could create chaos

in the insurance markets and provoke backlash from voters. Over the weekend, Presidentelect Donald Trump promised in an interview with The Washington Post that he was nearing completion of a plan to provide “insurance for everybody.” Trump did not provide any details of what that plan would include, but his timeline and promises of coverage for everyone clash starkly with the CBO report estimating that millions of people would lose coverage. The report increases the pressure on Republicans to come up with a replacement plan that fills in the gaps for Americans currently covered by the ACA while adhering to their own principles. Republicans in Congress do not currently have a replacement plan. Sylvia Burwell, the outgoing secretary for health and human services, told reporters that the CBO report showed the importance of having a replacement health-care plan ready when the ACA is repealed. But as of now, “We really haven’t seen a plan,”

Public split on ACA Many voters like the benefits of the Affordable Care Act, but the public is split over whether the health-care law was a good idea overall. A Washington Post-ABC poll conducted from Jan. 12 to 15 found that 46 percent of respondents supported repealing the ACA, while 47 percent opposed repeal. Voters are less excited about repealing the law without a replacement. Thirteen percent supported repeal and said this should be done before a replacement is created — compared to 31 percent who said the law should be repealed simultaneously with a replacement. (TWP)

The survey — conducted by telephone Jan. 12-15 among a random national sample of 1,005 adults — offers a starting point and a measuring stick for a Trump presidency. Attitudes toward Trump, along with deep partisan divisions that predated his candidacy, provide the backdrop for the opening days of the 45th president’s tenure. On the eve of his inauguration, 44 percent of Americans say they believe Trump is qualified to serve as president, compared with 52 percent who say he is not. More than 8 in 10 Republicans say he is qualified, and about the same percentage of Democrats say he is not. Independents are almost evenly divided on the question. Trump will enter the Oval Office on Friday with his image upside down. Just 40 percent say they have a favorable impression of him, and 54 percent view him unfavorably — with 41 percent saying they have a strongly unfavorable impression of him. MOSCOW Russian President Vladimir Putin on Tuesday called reports that Donald Trump has been compromised by Russian intelligence “total nonsense” and said allegations were fabricated to “undermine the legitimacy” of Trump’s presidency. It was Putin’s first direct denial of the contents of an uncorroborated dossier written by a former British intelligence agent hired to compile opposition research. The dossier said Trump was compromised by Russian intelligence agents during a 2013 visit to Moscow to hold the Miss Universe pageant. “The people who are ordering this kind of false information, who are now disseminating it against the president-elect of the United States, who fabricate it and use it in a political fight, are worse than prostitutes,” Putin told reporters. BuzzFeed published the dossier Jan. 10 after Trump and President Barack Obama reportedly were briefed on it. The dossier’s claims are separate from an assessment endorsed by all 17 U.S. intelligence agencies that Russia used electronic hacking to try to help Trump in the election. Get the checkbook: Cousins deserves Redskins’ money Name the top five quarterbacks in the NFL in the past two years combined. Are they Tom Brady, Matt Ryan, Drew Brees, Russell Wilson and Cousins, in that order? That’s what the NFL’s quarterback rating system says. (Aaron Rodgers is sixth.) Are they Brady, Brees, Ryan, Ben Roethlisberger and Cousins? That’s what ESPN’s QBR system, which tries to de-emphasize “garbage yards” and focus on clutch ability in high-leverage situations, would say. (Rodgers is sixth.) Are they Brees, Ryan, Philip Rivers, Cousins and Carson Palmer? They lead in total yards passing. Are they Ryan, Roethlisberger, Cousins, Brady and Brees? That’s what netyards-per-attempt says. That number includes yards lost on sacks and gained on passes. Who gets the ball in the end zone most often, by his passing and running combined? The top five: Rodgers, Brees, Brady, Cam Newton and Cousins, who is third

Kirk Cousins, should never again have to yell at anybody, “How do you like me now?” After two straight seasons that rank the Redskins quarterback among the top in the NFL at his position, it’s time for Washington to get serious about signing Cousins to a contract extension at the current market price. That means an offer well over $100 million. Following his disappointing performance in the season-ending loss to the Giants, much of the fan base is down on Cousins. That’s lucky — for the team. Cousins’ nail-in-the-playoff-coffin interception may even have the quarterback a bit droopy about himself. That realistic mood, on both sides, might lend itself to a reasonable contract conversation. But it’s only going to work if the team uses this opportunity to see Cousins clearly and understand how remarkable his body of work has been.

Is Cousins one of the best five quarterbacks in the NFL? I didn’t say that, but can you look at those facts and say, “Sign Cousins? Meh. Maybe, maybe not.” Nitpickers say Cousins’ stats

have been inflated by the talent around him. And that he comes up small in big moments, such as the interception against the Giants. Well, it’s time for everybody to step back and see the much bigger two-year picture. That depressing ending to the season may be a long-term break for the team. Cousins was on the brink of robbing the bank. Now, maybe, they can whisper the vault’s combination to him and hope he doesn’t take too much. MLB When the first wave of purported and admitted steroids users began appearing on the Baseball Hall of Fame ballot a decade ago, voters rejected them overwhelmingly, no matter their credentials. But when results from this year’s balloting are announced today, rapidly loosening attitudes toward performance-enhancing drug use are expected to emerge. This year’s likeliest inductees are longtime Astros first baseman Jeff Bagwell and speedy left fielder Tim Raines. Catcher Ivan Rodriguez is also possible. He and Bagwell were dogged by suspicions they used PEDs, and Raines admitted using cocaine. The most startling development today will be further down the vote list, where two of the most recognizable faces of the sport’s doping scandal, seventime Cy Young Award winner Roger Clemens and all-time home run leader Barry Bonds, are expected to see significant jumps in support, to the point where induction seems certain by 2018 or soon thereafter. According to the online “BBHOF Tracker” maintained by Ryan Thibodaux, which uses data from Hall of Fame voters who have made their choices public, Bonds and Clemens

were polling at 62.7 percent and 61.8 percent, respectively, on Tuesday, with 218 public ballots logged out of the expected 440 or so votes from 10-year members of the Baseball Writers Association of America. Candidates need 75 percent of votes to get in. Both players flipped more than 20 voters who voted “no” last year to “yes” this year. What has changed? Some of the newest voters never covered the game during the so-called steroids era and don’t hold the same rigid viewpoint toward players who doped. Though neither Bonds nor Clemens is known to have failed an official drug test, both were linked to PEDs by investigators. Both faced (and eventually

beat) federal charges that they lied about it under oath. In 2016, Mike Piazza, a catcher dogged by steroid suspicions, was elected to Cooperstown, which appears to have had a trickledown effect. But the biggest factor in increasing support for Bonds and Clemens could be the December election of former commissioner Bud Selig, who, in the minds of many voters, turned a blind eye to steroids. Even though Selig’s election was made by a separate committee that considers players from older eras and non-playing personnel, some voters felt Selig’s election to Cooperstown made it hypocritical to shun players such as Bonds and Clemens.

Braden Holtby’s hot streak ended Monday the same way it began, with him on the bench wearing a baseball cap instead of his goalie mask. On Jan. 3, he was pulled after he gave up three first-period goals to Toronto. He rebounded with a 5-0-0 stretch that featured a .60 goals-against average, a .978 save percentage and three shutouts. The Capitals took a 3-0 lead Monday in Pittsburgh before Holtby allowed five goals in 8:09 in the second period and was pulled in a 8-7 overtime loss. Early support pays dividends for Satoransky WIZARDS Tomas Satoransky found a safety net when he landed in the United States. Scott Brooks, his new coach with the Wizards, was thoughtful enough to invite the backup guard to California for a crash course workout before he met his teammates. Marcin Gortat, a fellow Eastern European in the locker room, gave the Czech Republic native someone to lean on. Satoransky, 25, has needed support during his rookie season. With that and increased confidence, he played his strongest game of the season Monday with 10 points and 10 rebounds in a win over Portland. “Obviously you have some doubts,” Satoransky said, “but I’m not a quitter.” Satoransky was drafted by the Wizards in 2012 and finally came to the U.S. after four years playing in Europe. After moving up in the lineup order early on, he spent a month playing sporadic minutes or none at all. Last week, Satoransky fell ill, but he had sat the previous four games when healthy. However, when he got over the flu, Satoransky was a surprise addition to the rotation. He wasn’t told he’d play, but after several strong practices, he sensed his time would come. The self-released “Run the Jewels 3,” which dropped on Dec. 24, megaphones its restlessness while retaining its wicked sense of fun. It’s an album about the underestimated power of the powerless, even as it celebrates the almost telepathic collaboration between two of the era’s most gifted MCs. The defiant arrogance that made early hip-hop both menacing and hilarious permeates Run the Jewels, but it it’s s attache attached to a broader them theme: eme: e“ e: “Ru “Run R n the Jewels 3”

shouts truth to power. This is less about guns-in-the-street mayhem than it is about a mindset, the removal of doubt. ALBUM REVIEW The Flaming Lips have long been indie-rock’s chameleons, ever experimenting with an eclectic mix of unexpected sounds and styles. With “Oczy Mlody,” the band’s latest record which was released Friday, the Lips have hit on an intriguing new combination — the unexpectedly wide intersection between progressive rock, hiphop and dance music. There are instances when “One Night While Hunting for Faeries and Witches and Wizards to Kill” sounds like it’s going to spin off into a Kanye West rant from “Yeezus” and times when Wayne Coyne’s haunting vocals seem set to lead us to a Radiohead remix. It’s all a setup — the tense bass, the menacing synthesizer bits, the dance beat — for a dark tale of hunting wizards in which the narrator is wounded by his own bullets and saved by the same wizards he was hunting.
