Salt Lake City said it has fired four parking enforcement officers who took free pizza from a downtown shop in exchange for not writing parking tickets for the owner and his employees. Weekend crowds ahead Here’s what you need to know about marches Friday and Saturday REGION Massive crowds bearing banners and placards will be back in the nation’s capital this weekend, presenting travel challenges for commuters and participants. The March for Life will draw tens of thousands of abortion opponents from across the country Friday. Then on Saturday, as many as 10,000 women and supporters are expected to march to the White House for the Women’s March on Washington, one of many demonstrations across the country to promote women’s participation in politics.
If you are coming downtown for either march by car, bus or transit, the key is to have a plan, be ready to walk and have lots of patience, as you’re likely to encounter delays and crowding. The annual protest against abortion begins Friday with a noon rally at 12th Street on the Mall. The nearest Metro stations are Federal Triangle and Smithsonian. At about 1 p.m., participants will commence their march east along Constitution Avenue and up to First Street NE, to the front of the U.S. Supreme Court. Road closures will begin Friday morning, but the march’s main impact on traffic will be midday and during the afternoon rush hour.

For the second women’s march, demonstrators will gather Saturday for a rally at 11 a.m. at the Reflecting Pool. The nearest Metro stations are Foggy Bottom and Smithsonian. Road restrictions Saturday will not be as extensive as for the March for Life on Friday. But Saturday transit options may be trickier because Metro service will be adjusted for safety and maintenance work. REGION The D.C. region won three spots on Amazon’s list to host its second headquarters and accompanying 50,000 jobs on Thursday when the online retail giant included the District, Northern Virginia and Montgomery County on its shortlist of 20 possible locations. Washington was the only metropolitan area in the continentwide competition with three locations to make the initial cut. That success prompted elected officials and business leaders to crow that the region has improved its attractiveness as a place to do business, even as the three jurisdictions prepared to battle among themselves and 17 other contenders to win the ultimate prize. “It speaks well of the workforce in our region, and how people feel about living here,” D.C. Mayor Muriel Bowser said. “Making this list reaffirms [that] … Washington, D.C., is no longer a one-company government town.” But the announcement also stirred concerns that a huge influx of workers would worsen already-horrific traffic congestion, burden school systems and drive up housing prices. A woman who had been fighting for the right to go bare-chested on Ocean City beaches has taken her case to federal court, filing a complaint this week against the Maryland resort destination’s recent ban on public nudity. The lawsuit argues that women have the legal right to go shirtless in public for purposes other than breast-feeding and that the city’s new ordinance prohibiting bare female chests violates equal protection laws. The complaint filed Tuesday in U.S. District Court in Maryland escalates the battle between city officials — who say they want to maintain a familyfriendly atmosphere at the popular vacation spot — and “top freedom” advocate Chelsea Eline — who says such bans are discriminatory and sexist. Ocean City officials passed an “emergency ordinance” in June that prevents women from displaying their bare chests in public but allows it for men. Less than a week later, the Maryland Attorney General’s Office advised that the city’s law was legally sound. Ocean City officials have yet to file a response to Eline’s complaint in federal court. POLITICS Thousands of intelligence agency employees would be furloughed even as tension over North Korea’s nuclear program remains high. Important biomedical and public health research would be interrupted and possibly damaged. Veterans would watch helplessly as the processing of their disability claims came to a halt. Although the government won’t actually close if Congress can’t pass a spending bill by Friday at midnight, there’s plenty that won’t get done should hundreds of thousands of federal employees be barred from working until Washington agrees on a plan. J. David Cox, national president of the American Federation of Government Employees, said shutdowns can have dramatic impacts as jobs are left unattended. The longer a shutdown lasts, he said, the worse it gets. Partial shutdowns can be
expensive, too. Five years ago, when swaths of the federal government were shuttered for just over two weeks, 850,000 employees were furloughed, which cost the government 6.6 million days of work and more than $2.5 billion in lost productivity and pay and benefits for employees. In the case of a shutdown, just under half of the 2 million civilian federal workers would be forced off the job if the Trump administration stuck to the rules followed by previous presidents. U.S. troops would stay at their posts and mail would get delivered because they are exempt from furloughs. A lengthy shutdown could cause lingering problems for the Internal Revenue Service, which is preparing for the start of the tax filing season while also still ingesting the sweeping changes made by the new GOP tax law. At the State Department, spokeswoman Heather Nauert

A bus fire in Kazakhstan killed 52 people on Thursday in a vast snow-covered steppe, officials said. The tragedy happened near the village of Kalybai in the northern Aktobe region. A new study has found further evidence linking hits to the head rather than concussions to the onset of chronic traumatic encephalopathy (CTE), the neurodegenerative disease traced back to the kind of head trauma experienced by football players and combat veterans. “The concussion is really irrelevant for triggering CTE,” Dr. Lee Goldstein, an associate professor at Boston University and a corresponding author of the study, told The Post. “It’s really the hit that counts.” The study, published Thursday in the journal Brain, analyzed the brains of teenagers with head injuries and used mice to re-create head trauma, revealing more about the origins of CTE and its relationship to traumatic brain injuries (TBI), concussions and subconcussive head injuries. “The results may explain why approximately 20 percent of athletes with CTE never suffered a diagnosed concussion,” Goldstein said. The study’s findings extend beyond athletics and the military. “There are many vulnerable populations at greatly increased risk of repetitive head injury, including domestic abuse, incarcerated populations, homeless,” Goldstein said. “It’s a big problem for the NFL, a bigger problem for amateur athletics and an even larger problem still for the greater public.”

MEDIA Several journalists surely knew who Stormy Daniels was in 2016, and it probably wasn’t because they’d seen her in one of the many porn films she’d made. The adult-film actress was on the radar of a number of mainstream news outlets in the waning days of the presidential campaign. Reporters from ABC, Fox News, The Daily Beast and Slate were pursuing a potentially explosive story: that Daniels had allegedly had an affair with Donald Trump in 2006, only months after Trump’s wife, Melania, had given birth to their son, Barron. Yet no one went with the story. Given the context and potential importance of Daniels’ story — on the heels of multiple sexual assault allegations against Trump and the controversy over his vulgar remarks on the “Access Hollywood” video — the question is, why? Journalists say they held back because they couldn’t independently corroborate key elements of Daniels’ account. The story, in other words, failed to rise to journalistic standards, never mind that it involved a man who regularly attacks the news media for lacking standards. The story behind the story began to spill out only in the past week, touched off by a Wall Street Journal report about Michael Cohen, a lawyer for the Trump Organization. The Journal reported that Cohen arranged a $130,000 payment to Daniels a month before the election in 2016 in exchange for her silence about an alleged sexual relationship with Trump. Daniels, Cohen and the White House have denied any such relationship; she also denied in a statement issued by Cohen that she was paid “hush money.”

The most advanced reporting on the story in 2016 appears to have been done by Jacob Weisberg, the editor of the Slate Group. Weisberg spoke with Daniels and exchanged text messages with her starting in the summer of 2016 — all of it on the record, meaning there were no restrictions on its publication. He also spoke to three of her friends, all of whom “confirmed the outlines of her story,” according to Weisberg’s account, published Tuesday by Slate. In addition, Weisberg said he received a two-page document from Daniels that appears to be a nondisclosure agreement that binds her to silence about the terms of a settlement. But Daniels stopped responding to Weisberg a week before the election, leaving him in the dark about crucial details. “In sum, we just didn’t have the story in a form that we could use it,” Weisberg said. “I don’t think we were too cautious [in not publishing at the time]. We

Exceptionally warm water in the eastern Pacific Ocean fueled torrential rain in Peru, which triggered flooding that killed more than 150 people. At least 1,050 people were killed in Sierra Leone after thunderstorms caused flooding and mudslides. The rainy season in East Asia triggered flooding along the Yangtze River in China and killed 141 people.
Many places endured hot weather extremes, sometimes unprecedented in their countries or regions. Places that experienced extreme heat and set records include Southern California; Death Valley, Calif.; San Francisco; Dallas; Shanghai; Spain; Turbat, Pakistan; and Ahvaz, Iran, which hit 128.7 degrees Fahrenheit, a record high there.
Temperatures in the Arctic and its average sea ice extent ranked second-lowest on record in 2017. The year began with record-low ice coverage, but somewhat cooler conditions slowed the rate of summer decline. “[The] Arctic shows no sign of returning to reliably frozen region of recent past decades,” said NOAA’s 2017 Arctic report card.

Syria, Turkey exchange threats as U.S. backtracks SYRIA Syria said on Thursday its air defense would shoot down any Turkish jets that carry out attacks within Syria, a stark warning as tensions soar over apparent preparations by the Turkish military to invade a Kurdish enclave in northern Syria. Syrian Deputy Foreign Minister Faisal Mekdad said a military incursion into Syria’s Kurdishcontrolled enclave of Afrin would be “no picnic,” adding that Syria’s air force is “ready to destroy Turkish air targets in the skies of the Syrian Arab Republic.” The escalation comes after the U.S. disclosed plans to form
a 30,000-strong border force in Syria led by the Kurdish-dominated Syrian Democratic Forces in the wake of the victory over the Islamic State. Turkish President Recep Tayyip Erdogan had called the U.S.-proposed force an “army of terror,” and vowed to crush it. He said Turkey would launch an offensive against Afrin and other Syrian Kurdish militiacontrolled territories, and was massing troops and tanks on its border. We are not creating a border security force.” He said the U.S. wanted to provide training in ISIS-liberated areas. London Zoo has honored Prince Harry’s fiancee by naming its newborn okapi after her. Native to the Democratic Republic of Congo, they are sometimes called forest giraffes or zebra giraffes. HHS: Providers’ religious rights get protection HEALTH Reinforcing its strong connection with social conservatives, the Trump administration Thursday announced a new federal office to protect medical providers who refuse to participate in abortion, assisted suicide or other procedures on moral or religious grounds. Leading Democrats and LGBT groups denounced the move, saying “conscience protections” could become a license to discriminate, particularly against gay and transgender people. The Department of Health and Human Services’ announcement came a day before the annual march on Washington by abortion opponents. Officials said the religious and conscience division will be part of the HHS Office for Civil Rights, and that the new office will focus on upholding protections already part of federal law. GYMNASTICS The courtroom door swung open in Lansing, Mich., and in shuffled the man who, before September 2016, was widely known as the Michigan State sports physician who also treated Olympic gymnasts, the father of three who happily chatted with mothers about his Catholic faith while he performed unusual treatments he warned their daughters might find uncomfortable at first. He wore a dark blue jumpsuit as dozens of young women confronted him with accounts of what he did to them behind closed doors — at Michigan State, at local gyms and in his home — and how irrevocably it changed them. Nearly 18 months after one woman filed a police report and contacted a newspaper, the criminal cases against Larry Nassar are nearing an end. They are concluding with a marathon sentencing hearing — 105 of the more than 130 girls and women who’ve accused Nassar of abuse are expected to speak — that began Tuesday and could end Friday. Then, a judge will levy a sentence for seven sex crimes Nassar has admitted to in a plea deal. Nassar, 54, already faces a 60year federal term for child pornography crimes and a 25-year

They have described the devastating toll Nassar has taken, not just on the abused, but also on parents and coaches wracked by guilt and possessed by rage. Kyle Stephens, whose family befriended Nassar, said he first abused her at age 6, but she didn’t tell her parents until she was 12. Nassar said she was lying. Her father committed suicide in 2016, she said, in part because he didn’t
believe her at the time. “I’ve been coming for you for a long time,” Stephens told Nassar. “... Little girls don’t stay little forever. They turn into strong women, who have come back to destroy your world.” On Thursday, Judge Rosemarie Aquilina read aloud part of a letter Nassar sent her calling the hearing a “media circus,” too harsh for him to handle, mentally. “You may find it harsh that you are here listening, but nothing is as harsh as what your victims endured for thousands of hours at your hands,” the judge told Nassar. As MLS grows, draft becomes less important On Friday morning, MLS will fill a ballroom in Philadelphia for the annual college draft. There will be music and highlights on huge screens, general managers with stacks of scouting data and emotional players on stage. U.S. sports leagues love drafts, and soccer is no different. But as MLS has matured, the draft has become less important. The league is 10 years into allowing teams to groom talent in their youth academies and maintain exclusive rights to those players, even if they end up playing NCAA soccer. They are called homegrown players, and they limit the number of quality players in the draft. Another factor is competition from abroad that lures many college-aged Americans away. Conversely, in a global marketplace, MLS teams can sign established pros directly. Last season, of the 81 players drafted, only five appeared in more than half of the matches. Soccer America reported that less than 25 percent of players picked in the past three drafts are with MLS teams. D.C. An uneven fight: Why we need the ‘actress’ categories I avoid using the word “actress.” I long ago stopped using “fireman” and “spokesman,” and I never used bygone terms like “aviatrix” or “authoress.” I don’t say “male nurse” or “female Marine.” So I typically use “actor” to describe a person who acts (it does complicate things that “actor” was masculine in the original Latin, but that, for me, is akin to how my last name is made up of my father’s and my husband’s, respectively, so let’s just get on with it). If your job is to act, 90 percent of the time I’m going to call you an actor. And then there’s the Oscars, the nominations for which will be announced Tuesday. Any other day I’d call Laurie Metcalf an actor; if she gets a
nomination for “Lady Bird,” I’ll have to refer to her as “a nominee for best actress.” The categories for the acting awards are clear — but why? The Pulitzers aren’t divided by sex; neither are the MacArthur “genius grants.” Competitive Scrabble isn’t; neither is professional poker. Because no matter what you think about the difference between female and male brains, when it comes to these artistic and intellectual pursuits, the individual skills are the same for men and women. So why do the Oscars treat acting differently? None of the other Academy Awards categories are divided by gender: There’s no best female director, no best male costume designer. Why not open the best acting and the best supporting acting categories to 10 nominees each and let the pink
and blue chips fall where they may? If the skills and abilities are the same, then let the top actors, male and female, battle it out on a level playing field. The only problem is that “level playing field” thing. I highly doubt that a genderneutral competition would fall into a 50-50 split. My gut tells me more men than women would get nominated, not because of any overt sexism, but because men are more likely to get the meaty roles that the Academy likes to recognize. Freeform to reboot 1990s Fox drama “Party of Five” with immigration-driven plot twist
WAY Meryl Streep would have been nominated for “Florence Foster Jenkins,” because Joel Edgerton, who was snubbed for his role in “Loving,” would have edged her out. Not because Streep’s performance wasn’t great — she could get a nomination for breathing in and out — but because his role was much more Oscar-y. He got the silent, tortured, emotional role; she got handicapped by comedy, which made her a dark horse even in the all-female category. The skills and abilities of top actors might be the same, but the opportunities are not. While there are niche awards ceremonies that serve to draw at least some attention to often-marginalized or underrepresented groups, the Oscars are where the spotlight shines brightest — not just on the stars, but on the Hollywood system itself. The gender imbalance in the roles that are available shapes what’s awarded. Until women are afforded the same number of high-quality roles that men are, the categories have to be separate to even have a shot at making the recognition equal. What if it’s not young people who are the root of society’s ills — as their elders so often complain — but the elders themselves? That’s the question at the heart of the horror-comedy “Mom and Dad.” But despite a glorious performance by Nicolas Cage as a vicious father, this vivid satire of a world turned upside down is marred by writer-director Brian Taylor’s sloppy filmmaking. ‘12 Strong’ leans too heavily on combat cliches

FILM REVIEW “Film Stars Don’t Die in Liverpool” is based on a book of the same name, a memoir by Peter Turner about his love affair with the actress Gloria Grahame when he was an aspiring actor in his 20s and she was in her mid-50s. But as the title suggests, Turner’s recollections aren’t about his unlikely but utterly affecting May-December romance; rather, he recounts how, at the end of her life, Grahame sought to reconnect with her then ex-lover, seeking refuge in his working-class home in Liverpool to be tended to by his loving, unruly, often tartly amusing family. As the movie opens, we see the middle-aged Gloria, portrayed in a virtuosic performance by Annette Bening, in front of a dressing room mirror, putting on her face: From these first few moments, it’s clear that Matt Greenhalgh’s script won’t traffic in the artifice of Hollywood glamour, but rather the vulnerabilities at its tender, less photogenic core. Soon, Gloria is fetching up at Peter’s house, where he is trying to convince his parents to visit one of his siblings in the Philippines. Rather than welcome the frail diva with abashed deference, the Turners take her in as they would any stray friend or relative. Soon, Peter — played in a sensitive, appealing turn by Jamie Bell — is revisiting how he and Gloria

met, and it’s in these transitions that director Paul McGuigan shines, shifting time frames with graceful ingenuity and musical echoes of then-versus-now. Rather than a pathetic attempt at reclaiming her youth on the part of Gloria, or star-struck ambition on the part of Peter, their relationship is clearly revealed as a meeting of the minds, whether they’re dancing to pop songs or rehearsing lines from the play she’s doing on the outskirts of London. The simple pleasures of “Film Stars” lie in the sincerity with which it honors friendship, unapologetic attraction and deep loyalty, which, in another instance of McGuigan’s gift for shaping perspective, comes to play an ironic role in the couple’s demise.

The sweetness and simplicity of this love affair is so beguiling — and Bell and Bening bring such winsome, unvarnished idealism to their roles — that it’s tempting to be happy with what “Film Stars” does right. (In addition to the lead players, Julie Walters, Kenneth Cranham and Vanessa Redgrave are all terrific as various and
sundry parents.) It’s only upon reflection that viewers may realize that, despite its nominal title character, the movie never delves that deeply into who Gloria Grahame really was, aside from a femme fatale slinking across a black-and-white screen. Bening lends her portrayal a fascinating mix of no-nonsense flint and tenderness. But she’s also kittenish where Grahame was sultry, whispery where Grahame was throaty and alluring. This might be closer to Grahame’s real-life persona, but audiences, especially those not familiar with her work, should get more than just a fleeting hint of what Grahame meant to movie buffs in her heyday. FILM REVIEW Not everyone knows the story of the first U.S. combat forces in Afghanistan after 9/11. As related in the 2009 book “Horse Soldiers,” a small team of 12 Green Berets — known as ODA 595 — achieved a startling victory: Assisted, on the ground, by ragtag fighters loyal to an Afghan warlord and, from the sky, by U.S. bombers, the men of ODA 595 — often on horseback — helped liberate Mazar-e Sharif, a stronghold of the Taliban and al-Qaeda, within just weeks. Their return to the U.S. was greeted with little fanfare. While it’s gratifying — and occasionally gripping — to see that story told in “12 Strong,” the Jerry Bruckheimer-produced film contains few genuine surprises. Despite solid performances by the ensemble cast, led by Chris Hemsworth as cocksure Capt. Mitch Nelson and Michael Shannon as his grumpy, secondin-command, the fictionalized film relies heavily on cliche. “12 Strong” is, however, suffused with cynicism. Although refreshing in a way, that attitude flies in the face of everything else that the movie tries to tell us: that Mitch and company are fighting to right a wrong, and that it matters. More often than not, “12 Strong” feels like another cliched genre: the sports movie, where all the stakes rest not on matters of honor and duty, but on a single field goal.
