The sheriff’s office in Dodge County, Wis., said a sea of red washed over a local highway when hundreds of thousands of Skittles spilled from a flatbed truck, UPI reported. The candy, which had been rejected at the plant for sale, was stowed in a cardboard box that fell apart in the rain Tuesday night. The Skittles were being transported to be fed to cattle, but soon were being eaten on the road by opportunistic birds. (EXPRESS)

An evolutionary biologist in Davis, Calif., has named a newly discovered moth species after Donald Trump, saying in a report released Tuesday that the white and yellow scales on the insect’s head are reminiscent of Trump’s blond hair. Dr. Vazrick Nazari named the moth Neopalpa donaldtrumpi. Naming newly identified species after famous people isn’t new; nine have been named in honor of Barack Obama, including an ancient lizard. Shake, shimmy and protest THE DISTRICT About 200 protesters shimmied and sashayed their way through the Chevy Chase neighborhood Wednesday night toward the house temporarily rented by Vice President-elect Mike Pence to protest what they consider his anti-gay views. The group, which gathered for a “Queer Dance Party,” convened at the Friendship Heights Metro station around 6 p.m. and, blasting Beyonce and other up-tempo tunes, danced its way to the house Pence has been renting until he moves into the Naval Observatory after Friday’s inauguration. “Dance is so integral to the queer community as a form of self-expression and a form of asserting our power and our beauty and our love for one another,” said Firas Nasr, 23, a protest organizer who lives in Virginia. “The idea is to leave a mark that Mike Pence will never forget.” Throwing glitter and waving glow sticks and rainbow flags, the protesters gathered at Western Avenue and Tennyson Street

NW and danced in the street. Around 8 p.m., many in the crowd sang along as Whitney Houston’s “I Wanna Dance With Somebody” blared from a pair of speakers. Residents from the normally quiet, leafy streets came out of their homes to watch the display. “I love this,” said Mary Ann Carmody, 76, who lives in the neighborhood with her husband, John, 80. “I love the world. It’s wonderful to see people on the street like this. We’re lucky we can do this.”

“We want to send a strong message to Pence that we’re a united queer community. … There’s always space to dance.” FIRAS NASR, 23, a protest organizer who lives in Virginia, on the motive behind the “Queer Dance Party” to protest the incoming vice president

One man trying to walk his dog seemed frustrated by the disco scene playing out before him. The protesters were kept several blocks away from Pence’s rental house. It was unclear if he was home or aware of the event. As governor of Indiana, Pence signed a law allowing business owners to refuse service to lesbian, gay, bisexual or transgender customers — legislation that sparked a national uproar and threats of boycotts until the legislature reversed course. Pence’s temporary neighbors in the liberal enclave of Chevy Chase have been flying hundreds of gay pride rainbow flags as a silent protest since he moved into the neighborhood in November. Cait and Mare Zogby, a married gay couple, brought their 6-week-old twins, Benjamin and Mary Eileen. The family lives in the Palisades neighborhood. The women said they can’t make it to the Women’s March on Washington on Saturday so they chose to go to the dance protest instead. “I’m overwhelmingly proud of this neighborhood,” said Mare Zogby, who grew up in the neighborhood. “We’re here as parents of these babies.” AMY JOYCE AND VICTORIA ST. Grim forecast, but umbrellas OK’d by parks The forecast for the Friday inauguration of Donald Trump is for dreary, wet weather. For attendees, that could mean waiting and standing in the rain for hours. There’s some good news, though: Because of the grim forecast, the National Park Service has revised its umbrella policy and said that small umbrellas that collapse will be allowed on the parade route and for those watching the inauguration from the Mall. But not everyone can bring an umbrella. If you are on U.S. Capitol grounds, they are still prohibited. (TWP)

GOP brings the fight to D.C.

THE DISTRICT

Vandals steal equipment, damage part of school A group of vandals has bulldozed part of a historic school, causing up to $250,000 in damages. WRC-TV reports that the vandalism occurred earlier this month at Bancroft Elementary School in Northwest D.C. The school, built in 1923, is undergoing construction. A police report shows that on the weekend of Jan. 7-8, someone broke into the construction equipment shed and stole the keys to a bulldozer and a backhoe. The next weekend, the suspects returned and used the equipment to vandalize the school’s soccer field, playground and security cameras. The case is still under investigation. (AP)

In control of Congress, Republicans vow to gut city’s progressive laws

MARYLAND

GETTY IMAGES

THE DISTRICT Congressional Republicans are making an aggressive push to gut the District’s progressive policies, introducing bills in recent days to repeal the heavily Democratic city’s gun control measures, undo its new law allowing physician-assisted suicide and ban the District from using local tax dollars to provide abortions for poor women. The bills began arriving on the eve of President Barack Obama’s departure from the White House, where he has stifled repeated attempts to pass similar measures with a veto threat. Those decisions will soon be in the hands of President-elect Donald Trump, and conservative House members said they think that Trump will not impede the will of a newly emboldened Republican-led Congress. “I believe we have a White House and a Congress that see things increasingly similarly — there has been a decided trend line in favor of life,” said Rep. Christopher Smith, R-N.J., who introduced the bill to permanently ban D.C. from using local tax money to subsidize abortions for low-income residents. On Tuesday, Sen. Marco Rubio, R-Fla., reintroduced a bill to repeal D.C.’s gun control laws, which are among the most restrictive in the nation. Under one

provision in Rubio’s bill, police would have to drop tight controls on who is allowed to carry a gun outside a home. Instead, the city would be compelled to issue concealed-carry permits to any resident or visitor who meets the most basic criteria. The back-to-back bills came after Rep. Jason Chaffetz, RUtah, vowed last week to use his perch atop the House Oversight Committee to roll back the law making the District the seventh jurisdiction to allow terminally ill patients to legally end their lives. The District’s status as a federal district makes it uniquely vulnerable to the whims of Congress. Unlike in the 50 states,

Congress has supreme authority, including veto power over local laws and voter-approved measures. It can even reach in and dictate how local tax money is spent if the president agrees. More people live in D.C. than in Vermont or Wyoming, and they pay more in federal taxes than their counterparts in 22 states, but the federal district has no voting member of Congress. D.C. Mayor Muriel Bowser bristled Wednesday at the rapidfire assault. “Given that Russia interfered with a national election and millions of Americans are about to lose their health-care coverage, it boggles the mind why Republicans think interfering in our

local government is the best use of their time,” Bowser spokesman Kevin Harris said. Democrats have regularly accused Republicans of using their oversight to impose their ideological will — and to score points with their constituents back home. “These officials should stop lording over the District of Columbia as if it were their private kingdom,” said Sen. Chris Van Hollen, D-Md., who vowed to fight each piece of GOP legislation aimed at the District. “It’s the height of arrogance to impose their view against the wishes of the people in the District.” A ARON C. VIRGINIA Attorneys for a convicted killer executed in Virginia for the brutal killings of a family in 2006 said Thursday that they are concerned that his lethal injection caused a painful death. Ricky Gray was pronounced dead at 9:42 p.m. Wednesday after receiving a three-drug injection for the slayings of 9-year-old Stella Harvey and her 4-year-old sister, Ruby. Gray killed the girls along with their parents, Bryan and Kathryn Harvey, at their Richmond home while the family was preparing to host a New Year’s party. The process of inserting an IV into Gray — which neither the public nor Gray’s attorneys witnessed — took more than 30 minutes, which is longer than usual. During Virginia’s last execution, the process took just under 15 minutes. Lisa Kinney, a spokeswoman for the Virginia Department of Corrections, attributed the delay to difficulty in finding a vein for the IV. But Gray’s attorneys said Thursday they didn’t find that to be a “plausible explanation.” They also questioned whether Gray was fully unconscious when the second or third drugs were injected, noting that his head

moved side to side after the socalled “pinch test.” “If Mr. Gray were conscious during the administration of either of the second two drugs, he would have suffered excruciating pain,” his attorneys — Rob Lee, Jonathan Sheldon and Elizabeth Peiffer — said in a statement. They added that the circumstances around his execution raise “significant questions” about Virginia’s lethal injection protocol. Kinney did not immediately respond to phone and email messages seeking comment about the attorneys’ concerns. The 39-year-old inmate was put to death with the sedative midazolam, followed by rocuronium bromide to halt breathing, and potassium chloride, which stops the heart. Virginia

obtained the midazolam and potassium chloride from a compounding pharmacy, whose identity is shielded from the public under Virginia law. Gray’s attorneys had argued that the drugs would cause pain and suffering because midazolam cannot reliably render someone unconscious. They also argued that the use of compounded drugs magnified the risk of problems because compounding pharmacies are not as heavily regulated as traditional pharmacies. Gray’s attorneys said prison staff had inspected his body and veins prior to the execution. He did not have a history of intravenous drug use or anything else that could have caused a problem, they said. ALANNA DURKIN RICHER (AP)

CIA files reveal discord over harsh techniques NATIONAL SECURITY Newly released CIA documents have exposed a bitter internal feud over the qualifications and ethics of two former military psychologists who pushed the agency to adopt interrogation methods widely condemned as torture. A series of internal emails from 2003 reveal that the CIA’s own medical and psychological personnel expressed deep concern about an arrangement that put two outside contractors in charge of subjecting detainees to brutal measures including

waterboarding, then also evaluating whether those methods were working or causing lasting harm. In one of the more prescient warnings, an agency official wrote that “if some untoward outcome is later to be explained, their sole use in this role will be indefensible.” The message was dated June 2003, but seemed to anticipate the controversy that would engulf the agency when the details of the interrogation program were exposed. The files, which also include

The interrogation program was dismantled eight years ago.

Mnuchin, Perry grilled Senate panels question Trump’s Cabinet picks about past statements, offshore businesses

Obama reaches a total of 1,715 commutations

The former Texas governor vowed to be an advocate for an agency he once pledged to eliminate and promised to rely on federal scientists who work on climate change. Perry, tapped by Presidentelect Donald Trump to head the Energy Department, told the Senate Energy and Natural Resources Committee on Thursday that he regrets his statement about abolishing the department and insisted it performs critical functions, particularly in protecting the nation’s nuclear stockpile. “My past statements made over five years ago about abolishing the Department of Energy do not reflect my current thinking,” Perry said. “In fact, after being briefed on so many of the vital functions of the Department of Energy, I regret recommending its elimination.” In 2011, at a Republican presidential primary debate, Perry became a punchline who famously forgot the department was an agency he wanted to eliminate. At his confirmation hearing, Perry also pledged to promote and develop American energy in all forms, advance the department’s science and technology mission, and carefully dispose of nuclear waste. And he acknowledged that climate change is real.

Former Texas Gov. Rick Perry, left, and ex-Goldman Sachs executive Steven Mnuchin speak at hearings Thursday.

“I believe some of it is naturally occurring, but some of it is also caused by man-made activity,” Perry said. The hearing took a lighter turn when Sen. Al Franken, D-Minn., started questioning Perry. “Did you enjoy meeting me?” Franken asked. “I hope you are as much fun on that dais as you were on your couch,” Perry responded. The room erupted in laughter. “May I rephrase that, sir?” Perry added. “Please. Oh my lord,” responded Franken.

Steven Mnuchin, Treasury Mnuchin clashed with Democrats during a lengthy confirmation hearing Thursday over his handling of thousands of mortgage foreclosures and his failure to

initially disclose to the committee $100 million in assets and interests in a Cayman Islands corporation. Mnuchin, Trump’s pick as Treasury secretary, said the failure to disclose the assets was an oversight that he had corrected when it was brought to his attention by staffers of the Senate Finance Committee. He said he followed the advice of a lawyer who said the disclosures were not necessary. But Democrats seized on the issue as evidence of serious ethics challenges. “Never before has the Senate considered such an ethically challenged slate of nominees for key Cabinet positions,” Senate Democratic Leader Chuck Schumer said in a statement. In the hearing, Democrats

on the Senate panel challenged Mnuchin’s explanations, suggesting it was because he did not want to reveal his involvement in a business that could be used as an offshore tax haven. Mnuchin said he had never used the Cayman Islands to avoid paying his taxes. Mnuchin, a former Goldman Sachs executive, said he had turned over 5,000 pages of documents and that some of the questions were complicated. Democrats also attacked Mnuchin’s record when he ran OneWest bank, saying he failed to do enough to keep people from losing their homes. All of the criticism came from Democrats. Republicans widely praised Mnuchin’s record in business, indicating their support for his nomination. (THE WASHINGTON POST/AP)

POLITICS In one of his last major acts as president, Barack Obama on Thursday cut short the sentences of 330 federal inmates convicted of drug crimes, more in a single day than on any other day in U.S. history. With his final offer of clemency, Obama brought his total number of commutations granted to 1,715, more than any other president in U.S. history, and more than the past 12 presidents combined. “He wanted to do it. He wanted the opportunity to look at as many as he could to provide relief,” Neil Eggleston, Obama’s White House counsel, said. “He saw the injustice of the sentences that were imposed in many situations, and he has a strong view that people deserve a second chance.” The final commutations were the culmination of Obama’s second-term effort to try to remedy the consequences of decades of onerous sentencing requirements that he said had imprisoned thousands of drug offenders for too long. This week, Obama commuted the 35-year prison sentence of Chelsea Manning, the Army private convicted of stealing secret documents and giving them to WikiLeaks. He also granted a commutation to Oscar Lopez Rivera, a Puerto Rican independence activist who was a member of the Armed Forces of National Liberation. (AP/THE WASHINGTON POST)

Regional troops move into Gambia WEST AFRICA A West African regional force charged into neighboring Gambia late Thursday to support the country’s newly inaugurated president, while longtime ruler Yahya Jammeh showed no sign of stepping down. The troops moved in shortly after Adama Barrow was inaugurated at Gambia’s embassy in neighboring Senegal, after Jammeh’s mandate expired at midnight and final efforts at diplomatic talks failed. Senegalese military spokesman Col. Abdoul Ndiaye confirmed that the first regional

troops had crossed into Gambia and were on their way to the capital, Banjul. AP journalists Adama Barrow saw at least 20 military vehicles gathered at the border town of Karang. In his inaugural speech, which took place under heavy security, Barrow called on Jammeh to respect the will of the people and step aside. The new president also called on Gambia’s armed forces to remain in their barracks as the regional military intervention got underway. 30 firefighters die in Tehran high-rise collapse

TEHRAN, IRAN | Iranian firefighters and rescue crews work at the scene of the iconic Plasco building, which collapsed Thursday after being engulfed by flames. At least 30 firefighters are believed to have died when the historic 17-story high-rise came down.

Mexican drug lord ‘El Chapo’ extradited to U.S. MEXICO Joaquin “El Chapo” Guzman, Mexico’s most notorious cartel kingpin who twice made brazen prison escapes and spent years on the run as the country’s most wanted man, was extradited to the U.S. on Thursday to face drug trafficking and other charges. Mexico’s Foreign Relations Department announced that Guzman was handed over to U.S. authorities for transportation to the U.S. on Thursday, the last full day of the Obama administration. The Mexican government approved his extradition last year after having made it a point of pride for years to keep him on home soil. A U.S. official said the Drug Enforcement Administration took custody of Guzman in Ciudad Juarez, across the border from El Paso, Texas, and that a plane carrying him departed for New York at 5:31 p.m. EST. The convicted Sinaloa cartel boss has recently been held in a prison near Ciudad Juarez. He was recaptured a year ago after escaping from a second maximum-security prison through a tunnel dug to his cell. He had fought extradition since. Guzman faces the possibility of life in a U.S. prison under multiple indictments in six jurisdictions, including New York, San Diego, Chicago and Miami. The White House, down to a skeleton staff hours before Donald Trump takes office today, said it had no comment.

Voice of unity or division?

President-elect Donald Trump and his wife, Melania, arrive Thursday at Andrews Air Force Base, Md.

Will Trump call on our ‘better angels’ in his inaugural speech?

EVAN VUCCI (AP)

inauguration2017 personal to him,” spokesman Sean Spicer said Wednesday, estimating the speech will run about 20 minutes. “He wants to talk about his vision.” Trump told Fox on Tuesday that he’ll start his address with words of thanks to “everybody,” including President Barack Obama and his wife, Michelle, for being “so gracious.” The president-elect showed he can deliver a straightforward, prepared address at the Republican convention. But that address was strikingly dark in tone, sketching a portrait of an America in crisis. The inaugural address, by contrast, needs to be “an inherently aspirational speech,” said Michael Gerson, who wrote speeches for President George W. Bush and is a frequent Trump critic. “It has to be about the future and about your vision.” Abraham Lincoln ended his first inaugural address with a call for unity after some Southern states had formed the Confederacy, saying, “Every living heart and hearthstone all over this broad land, will yet swell the chorus of the Union, when again touched, as surely they will be, by the better angels of our nature.” Trump does go into the speech with the benefit of low expectations: His off-the-cuff and often inflammatory style has long been a big part of his appeal. The soaring rhetoric of Obama, for example, simply wouldn’t ring true. “Because of the high level of attention and the low expectations, he’s far more likely to exceed expectations,” Jamieson said. NANCY BENAC (AP)

WASHINGTON Tradition suggests it’s time for Donald Trump to set aside the say-anything speaking style and rise to the inaugural moment. But bucking tradition — or ignoring it altogether — is what got Donald Trump to his inaugural moment. When Trump stands on the west front of the Capitol on Friday and delivers his inaugural address, all sides will be waiting to see whether he comes bearing a unifying message for a divided nation or decides to play up his persona as a disrupter of the established order. How Trump tends to that balancing act, in both style and content, will be a telling launch

for his presidency. “The inaugural is an address that is meant for the ages,” said Kathleen Hall Jamieson, a communications professor and director of the Annenberg Public Policy Center at the University of Pennsylvania. “In particular, it’s important when you’ve had a divisive election. You need to become president of all of the people, including those who vehemently opposed your election.” Trump seems to get that. He’s spoken admiringly in recent weeks about the speeches of past presidents Ronald Reagan and John F. Kennedy, and reportedly has been deeply involved in preparing his address. “This is something very

Entertainment picks become a lightning rod

Why no invite for Kanye?

Chrisette Michele explains

Country stars can’t win

Inaugural committee head Tom Barrack explained why Kanye West, right, who visited Trump in December, isn’t in the lineup. “We haven’t asked him,” he told CNN. “He considers himself a friend of the president-elect, but it’s not the venue. The venue we have for entertainment is filled out. It’s perfect. It’s going to be typically and traditionally American.”

After receiving backlash, R&B singer Chrisette Michele posted an open letter Thursday titled “We can’t be present if we’re silent,” in which she quotes Martin Luther King Jr. to justify performing. “I am willing to be a bridge,” she wrote. “I don’t mind ‘These Stones,’ if they allow me to be a voice for the voiceless.”

Country singers, a traditionally conservative group, seemed like the obvious entertainment choice. But even country stars like Toby Keith have faced criticism for agreeing to perform. After a polarizing election, it’s a no-win situation for stars, as some fans criticized Garth Brooks for turning down an invitation.

Never before has there been so much reaction to who was and wasn’t performing at inauguration festivities. (THE WASHINGTON POST)

What to watch for in Trump’s address Donald Trump’s advisers and surrogates have been saying that Friday will be the day when he finally — finally! — pivots to become presidential. Here are four things to watch for as he addresses the nation. JAMES HOHMANN (TWP) To gloat or unite? Presidents don’t typically use inaugural addresses to gloat, but Trump is not typical. He has, however, shown once before that he’s capable of extending an olive branch. Trump promised on election night to be a president for “all Republicans and Democrats and independents.” ‘I’ vs. ‘we’: Does he still think “I alone can fix it,” or will he call for a shared sense of national purpose? Many presidents speak in terms of “we,” not I. That’s hard for Trump. Memorable phrases: That’s what every speechwriter who works on one of these thinks about. Trump doesn’t use soaring language. But he’s proved himself to be a master of branding. Just like he knows which of his tweets will break through on cable, he’ll have a better sense than any of his advisers about what’s going to be most memorable from the prepared text. Thoughts on the Clintons: Hillary and Bill will be sitting there, and you can bet that there will be a lot of network cutaway shots to see how the vanquished rivals are reacting to everything Trump says.

Security

Insider tips

Screenings: At entry points to the Mall and parade route.

Be patient. Security lines are a fact of life in Washington, where attending major events means first subjecting yourself to TSA-like scrutiny. Pack light and streamline your gear into a single bag.

Prohibited: Aerosols, ammunition, animals (other than service and guide dogs), large backpacks, bicycles, balloons, coolers, drones, explosives, firearms, glass or metal containers, laser pointers, mace or pepper spray, packages, selfie sticks, large signs, supports for signs and placards, toy guns or weapons of any kind. (TWP)

Rep. Elijah Cummings, D-Md., says he will attend inauguration, but “not in celebration”

Don’t expect your phone to have service. As more people pour into a public space and begin posting tweets and making calls, it can strain cellular service. If your cell service has vanished, turn on your

phone’s airplane mode; otherwise, your phone will keep trying to find service, killing the battery. Stash a charger and/or a portable battery pack in your bag. There is no such thing as getting there too early. Checkpoints for the parade route can close very early, and without warning. Getting up at the crack of dawn is annoying, but at least it will increase the odds you’ll get in.

Hitting the ground running Trump won’t get it all done Day One, but will start Obama rollback

From Moscow, lots of love for Donald Trump

Donald Trump says he will act quickly to reverse policies enacted under President Obama.

Day One, advisers to the president-elect and others close to the transition process say Trump will act quickly in the early days of his administration. His initial plans are to undo many of President Obama’s executive actions and begin rolling back regulations, especially those he believes are financially burdensome. At least to start, the advisers said, he will focus more on unraveling the past eight years of the outgoing administration than on launching a new Trump vision. Several advisers used the word “aggressive” to describe Trump’s early actions, with another predicting “a tsunami.” The

plans are still being drafted and tweaked, in a last-minute effort that spans the transition team, including the legal department, policy shop, legislative team and communications operation. The effort is being spearheaded by Stephen Miller, Trump’s senior policy adviser. One said to expect actions undoing aspects of Obama’s health-care policy in the first wave of signings. Stephen Moore, an economist for the Heritage Foundation who served as a senior adviser to the campaign, said that over the summer, once it became clear that Trump would be the

Republican nominee, he began helping with what he called the “First Day Project” — a set of actions that Trump could take on his first day in office to begin rolling back the previous administration’s policies. “The idea has always been to get Trump ready with a pen that he can use his first day in the Oval Office to start overturning executive actions and executive orders that Obama has signed into law over the last four or five years,” Moore said. “If a president signs an executive order, a new president can come in and with the stroke of a pen rescind that order.” ASHLEY PARKER (THE WASHINGTON POST)

WASHINGTON In rally after rally, Donald Trump built a verbal skyscraper of campaign promises about what he would do on his first day in the White House. Begin building a wall at the nation’s southern border. End the “war on coal.” Label China a currency manipulator. The list went on and on. But now, as Trump prepares to take the oath of office Friday, his Day One executive actions and policy plans are a closely held secret, another prop in the Donald Trump show waiting to be unveiled with his trademark flourish and fanfare. And his aides are playing down how much will be done during that first day, while also sending conflicting signals about whether the real work of governing will begin Friday, when Trump officially becomes president, or Monday, his first full workday in the White House. Incoming White House press secretary Sean Spicer said Trump will probably sign four or five executive actions on Friday, mainly focused on logistics and government operations, with more coming Monday. “We’ve got things planned but right now we’re looking at, you know, several weeks of a very robust agenda that he will be engaging in,” he said Wednesday. Regardless of what happens on

MOSCOW Twenty-four hours before Donald Trump was to be sworn in as president of the United States, several dozen people packed a Moscow nightclub to get a head start on celebrating. “Trump, Trump — it is unbelievable. Trump, Trump, he’s a superman. Trump, Trump — symbol of America. Trump, Trump, he’s really president,” the Thursday evening crowd at Arbat 13 heard an octogenarian Sovietborn crooner sing in English. The small jazz club, just a stone’s throw from the Stalin-era tower housing Russia’s Foreign Ministry, might have been early, but it isn’t the only place in the capital that Ronald Reagan associated with an “evil empire” to be toasting Trump. “Russians celebrate a lot. We celebrate Russian holidays, foreign holidays. I welcome it because it’s not a secret that Russians were glad that Trump won,” Arbat 13 club owner Igor Khaletsky said when asked why Russians would want to party in honor of a U.S. president. Willi Tokarev, 82, a singer who emigrated to the U.S. in the mid-1970s and soon became a music legend, topped the entertainment bill with his song “Trumplissimo America!” “Trump, Trump — symbol of America. Trump, Trump, he’s really president,” the mustachioed Tokarev sang with the Russian and American flags hanging behind him. NATALIYA VASILYEVA (AP)

inauguration2017

The most manic move The most frenzied American ritual you’ve never seen is called the “transfer of families,” a five-hour tsunami of activity that will transform President Obama’s home into President Trump’s. “I call it organized chaos,” said Gary Walters, who choreographed several transfers of families in his 21 years as the White House chief usher. “It’s energizing,” said Ann Stock, who saw the transfer up close as the Clintons’ social secretary, “but absolutely exhausting.” Here’s what happens. BONNIE BERKOWITZ (THE WASHINGTON POST)

How will Trump put his style in White House?

Calm before chaos

8:30 a.m.: The staff gathers in the State Dining Room to say goodbye to the first family and give them a special gift. The moment is always bittersweet. “President Bush was pretty much in tears when he addressed the staff,” Rochon said of the younger Bush. “As a retired military officer, I’m not supposed to be tearing up, but I did — and so did the staff.” 9:30 a.m.: The last official event that the outgoing president will attend in the White House takes place, a coffee in the Blue Room that includes the incoming and outgoing vice presidents and their spouses and a congressional escort. 10:30 a.m.: They leave through the North Portico, and limousines will carry them to the Capitol. 10:31 a.m.: Cue the crazy!

Truck ballet The outgoing family’s moving trucks, escorted by the Secret Service and officers of the U.S. Park Police, pull into the west side of the South Portico driveway. The incoming president’s moving trucks pull into the east side of the South Portico. For security reasons, only residence staffers are allowed to move items into and out of the White House, so electricians,

DAVID HUME KENNERLY (GETTY IMAGES)

4 a.m.: The 90-plus permanent White House staffers and a few trusted contractors show up — some sleep on cots at their workstations — ready to execute the battle plan devised by the chief usher. “We always remember that the house still belongs to the current president up until the time the new person raises their hand and takes the oath,” said Chief Usher Angella Reid’s immediate predecessor, Stephen Rochon.

The Obamas’ possessions are unloaded from moving trucks and put in the White House living quarters in 2009.

carpenters and many other staffers become temporary movers. “You don’t want a personal item showing up on eBay,” Rochon said.

panels. The new president’s interior decorator and a few other members of his entourage help unpack and arrange furniture.

Cleaning, sprucing up

The Oval Office

After the outgoing family’s possessions have been removed, housekeepers go into overdrive, thoroughly scrubbing the residence. Rugs and window treatments are cleaned or replaced. But no major construction, painting or wallpapering happens on Inauguration Day — there just isn’t enough time.

Most parts of the East and West wings are in a state of flux on Inauguration Day, but one room has to be in impeccable shape: the Oval Office. A big question for history buffs is whether President Trump will use the Resolute Desk, which has been used by most presidents in one room or another since it was given to Rutherford B. Hayes by Queen Victoria in 1880. “That’s the first thing the president wants to see,” Walters said. “That first impression sends a message to the American people about what’s important to this president.”

Setting up bedrooms The residence has as many as 16 bedrooms, and carpenters may convert suites to separate bedrooms or vice versa by opening or closing existing doors and wall

Last-minute surprises By about 2:30 p.m., the inaugural parade has begun, and the chief usher is making sure everything is perfectly in order. This is often when the unexpected occurs. During George H.W. Bush’s parade, his twin granddaughters Barbara and Jenna became bored and wanted to enter the residence, Walters said. So the florist took them to her shop and gave them an impromptu class in floral arranging.

The final deadline Any time between 3:30 and 5 p.m., the new first family arrives at a transformed White House. As they enter, usually through the South Portico, Chief Usher Reid will greet them and say for the first time, “Welcome to your new home, Mr. President.”

INTERIOR DESIGN Presidential designers in recent history have concentrated on giving the Oval Office a one-day inauguration makeover to reflect the fact that a new occupant has taken charge. On Inauguration Day in 2009, the Obamas’ designer, Michael Smith, made only one change: He replaced the traditional formal flower arrangement on the coffee table with a wooden bowl of fresh apples. “The world was in crisis,” Smith says. “This wasn’t the time to do anything major.” Although the Trumps have not made public the identity of their designer(s), immediate changes are sure to be coming. Donald Trump reportedly is very involved with architects and designers for his various hotels, condos and office buildings, and knows his way around high-end fixtures (preferably gold) and fabrics. Style at this White House may be like no other. Consider Trump’s current addresses: a glittering jewel-box penthouse of gilded fanciness atop New York’s Trump Tower and private apartments in the palatial Palm Beach landmark Mar-a-Lago. Then there’s the private 757 plane with 24-karat gold-plated seat-belt buckles and bedroom pillows featuring the Trump family crest. In a 2015 interview in People magazine, Trump said, “If I were elected, I would maybe touch it up a little bit, but the White House is a special place.” JURA KONCIUS (TWP)

One step from Houston

Even in years when the Super Bowl commercials are more entertaining than the main event, conference championships almost always deliver. This weekend will give fans long-lasting memories, either for the exhilarating opportunities created or the depressing crash into the offseason. Let’s explore what a berth in Super Bowl LI in Houston would mean to each franchise. GABE HIATT (EXPRESS)

NFC CHAMPIONSHIP

AFC CHAMPIONSHIP

Packers (12-6) at Falcons (12-5)

Steelers (13-5) at Patriots (15-2)

3:05 p.m. Sunday, Fox

6:40 p.m. Sunday, CBS

Green Bay’s bigger picture: Aaron Rodgers is the ultimate escape artist. The quarterback dragged the Packers out of a 4-6 start, saving his reputation and coach Mike McCarthy’s with a run of 21 TD passes against one interception while Green Bay won eight straight. He’s already created his legacy, but a Super Bowl berth would give him a shot to do something predecessor Brett Favre never did: win a second ring.

Atlanta’s bigger picture: The Falcons’ only win in a conference championship is most remembered for a missed kick. In 1999, Minnesota’s Gary Anderson missed his first field goal of the year, leaving the door open for an Atlanta comeback. This year, the Falcons have the highest-scoring offense (33.8 ppg) and the likely MVP in QB Matt Ryan. A win, and especially a blowout, could make the Falcons heroes of their own story.

How they get to Houston: Keep Atlanta’s offense off the field. The Packers trust that Rodgers can lead them out of any situation, but their secondary is awful. Methodical drives would help avoid a shootout.

How they get to Houston: Get off to a fast start. Atlanta has the talent on offense to run Green Bay out of the Georgia Dome. If the Falcons give Rodgers a chance to win on a playground play, they’re in trouble.

Pick: Falcons 41, Packers 35

Pittsburgh’s bigger picture: When the Steelers were mired in a four-game losing streak, QB Ben Roethlisberger took a veiled shot at coach Mike Tomlin by questioning the team’s discipline and urgency. Antonio Brown’s antics last week, when he live-streamed Tomlin’s locker room speech on Facebook, seemed to validate that concern. But Pittsburgh was a trendy Super Bowl pick for a reason. A berth for the Steelers would show their talent trumps dysfunction. How they get to Houston: Bother Brady. James Harrison, 38, and Ryan Shazier need a persistent rush to make Patriots QB Tom Brady uncomfortable throughout.

New England’s bigger picture: Tom Brady has already started six Super Bowls, more than any other quarterback, and his four titles are tied with Terry Bradshaw and Joe Montana. Brady and coach Bill Belichick have already cemented legacies among all-time greats. What they’re trying to do now is remove any doubt they belong alone at the pinnacle.

2 Buccaneers Tampa Bay is a young, emerging playoff contender, and Doug Martin wasn’t effective in 2016. He ran for just 2.9 yards per carry and was suspended for drugs.

1 Giants Joining forces with a dominant defense and a dynamic young receiver in Odell Beckham Jr. could help Peterson rebound from an injury-shortened season.

How they get to Houston: Take away two stars. Belichick is renowned for neutralizing his opponents’ best players. Le’Veon Bell has run for 337 yards in two playoff games, and Antonio Brown has 232 yards receiving. Negating one might not be enough.

Double-double machine hustles like Westbrook At 6-2, George Mason’s Moore leads D-I guards in rebounding average COLLEGE BASKETBALL George Mason senior guard Marquise Moore has enjoyed watching Oklahoma City star Russell Westbrook tear through the NBA with a scowl, putting up a tripledouble nearly every night. “I admire his game,” Moore said. “I try to copy that. I try to play hard.” At 6-foot-2, Moore is an inch shorter than Westbrook, and although he leads the Patriots in assists (3.8 per game), he’s nowhere near averaging a triple-double like the Thunder point guard.

But Moore would make Westbrook proud in other categories. Entering Sunday’s game at Richmond, Moore has posted 11 double-doubles and leads George Mason in scoring with 18.1 points per game. Through Wednesday, his 10.8 rebounding average was the best of any Division I guard in the nation. So, what makes Moore a rebounding machine? “I’m not really sure … I work on boxing out, but rebounding is 99 percent effort,” Moore said. “It’s who wants [the ball] more.” In a 79-60 win Dec. 10 at Penn, Moore had the first triple-double in GMU history, posting 17 points, 16 boards and 10 assists.

In coach Dave Paulsen’s second year, the Patriots are 12-6 and 2-3 in the Atlantic 10 after going 11-21 and 5-13 last season. They were picked to finish 12th out of 14 teams in the A-10 preseason poll but have already beaten UMass and Saint Joseph’s, schools that were picked ahead of them. Moore said a turning point came Dec. 7, when he had 25 points and 13 rebounds in an 85-66 win at Penn State — which went on to beat Michigan State on Jan. 7 and took Indiana to the wire in a 78-75 loss Wednesday. “On the road with a young team,” Moore said, “we went there and fought with them the whole game.” DAVID DRIVER

The close-to-invincible Novak Djokovic fans were used to seeing at the Australian Open, where he has won a recordtying six titles and five in the past six years, did not appear Thursday in Melbourne. In his earliest loss at a Grand Slam tournament since 2008, second-ranked Djokovic lost 7-6 (8), 5-7, 2-6, 7-6 (5), 6-4 to No. 117 Denis Istomin, a 30-year-old wild-card entry from Uzbekistan. THREE POINTERS

The Marlins gave up two of their top pitching prospects Thursday to acquire immediate help for the rotation. Miami obtained right-hander Dan Straily from the Reds for three minor leaguers, a person familiar with the negotiations said. The Reds got right-handers Luis Castillo and Austin Brice, both highly regarded prospects. A third minor leaguer is also involved in the deal, which is pending physicals. Straily, 28, had the best year of his career in 2016, when he was 14-8 for the lastplace Reds with a 3.76 ERA and 162 strikeouts in 34 games. (AP)

NEW IN TOWN

Clean up the place

The Hendrix THINKSTOCK

1326 Florida Ave. NE

Too many products? Not everything can be donated, and sometimes you have to just throw stuff away. Sgrott-Wheedleton recommends checking with a local shelter to see what its policies are. Some will accept half-full, nonperfumed lotions.

It’s a good time to get organized — especially if you resolved to declutter, de-stress and start over with a clean slate. We asked Cris Sgrott-Wheedleton, the owner and founder of Organizing Maniacs in Tysons Corner, how to tackle some of your home’s biggest problem areas. KENDRA NICHOLS (THE WASHINGTON POST)

Closets

Filing cabinets

Playrooms

If your closet is a mess, don’t try to tackle it all at once. “I take it all out, evaluate what I have, what fits and doesn’t, organize that shelf [and] bag the donations,” Sgrott-Wheedleton says. “The secret to success is breaking down every project into smaller projects and taking each one to completion.” If you’re planning a closet from scratch, remember to use as much of the vertical space as possible. For a DIY closet system, Sgrott-Wheedleton loves ClosetMaid, available at Home Depot. For shoes, she recommends stacking containers on shelves, using over-the-door organizers or placing a rack on the closet floor.

It’s all too easy to let filing cabinets become a hiding place for loose paper. But SgrottWheedleton doesn’t mind them, as long as they are used properly. “Keeping paperwork for the sake of keeping paperwork is where we get into trouble,” she says. “Take some time to weed out the old and think about organizing what’s important.” Tackling your papers is easier if you don’t make it an all-day affair. Instead, set a timer for an hour a day, and chip away at the mountain of clutter every day, starting with the oldest paperwork. “It will be easier to purge things, and you’ll start to feel more confident moving forward.”

Storage needs to be safe and secure, but it needn’t be primary-colored plastic. Wicker baskets can work either on the wall (mounted shelving units) or the floor (baskets lined up in a row). For smaller children, consider a vertical storage solution that hangs on the wall. “That would prevent them from easily getting to them and would give you more control over what they can get at any one time,” Sgrott-Wheedleton says. As for larger furniture, storage benches can work well, but like any piece of playroom furniture (dresser, shelves, desks or anything else on which a child can climb), always anchor them to a stud in the wall.

Bathrooms

Mail Make bills a priority and put them in a safe place, such as a basket, bin or drawer. “The important part here is to not throw anything else in that safe place,” Sgrott-Wheedleton says. “Bills only!” And take advantage of automatic bill pay — that’s more envelopes off your counter each month.

Ditto Residential, a builder known for small but upscale condo buildings, recently began leasing apartments at the Hendrix, its first large rental building in Trinidad. The 45-unit apartment building has 37,000 square feet. Rents range from $1,300 for a studio to $2,300 for a two-bedroom and up to $4,000 for a threebedroom unit. The Hendrix incorporates design elements from Ditto’s high-end condos, with an emphasis on natural light, including floor-to-ceiling windows. Building amenities include a penthouse, a roof deck, garage parking, secured bicycle parking and services such as dry cleaning and dog walking that residents can pay for. The building’s management plans to consult renters on their interests and bring workshops, discussions and live performances to the building to create a stronger connection among residents. MICHELE LERNER (TWP)

KRISTEN PAGE-KIRBY | THE REELIST

There’s a lot to be learned from “The Founder,” the based-on-atrue-story film about Ray Kroc, the man who turned a tiny California burger spot called McDonald’s into a coast-to-coast, calorie-laden gut punch. First, the burgers used to look pretty good! Second, American success stories can be pretty depressing. Kroc (Michael Keaton, doing his best with a shaky script) meets brothers Dick and Mac McDonald (Nick Offerman and John Carroll Lynch) after selling some milkshake machines to their constantly busy walkup burger stand. Intrigued by their successful restaurant, which manages to serve good food quickly and accurately, he talks them into franchising. Then, using a series of legal maneuvers, he nudges and wiggles and shoulders them out of their burgers, their fries and their name. The McDonald brothers

believe that honest work, a good product and comfortable profits are enough. When you’ve got enough for the house with the white picket fence, they think, why go for the mansion with the stone gate? Kroc, on the other hand, wants the mansion, he wants the gate, plus he wants the six-car garage and the house in Boca — but he knows he can’t get all that through innovation. He can only get it through exploitation. In the end, his success wasn’t about building a better mousetrap, it was about marketing that mousetrap to the masses — then snapping the neck of the inventor. There’s nothing wrong with Kroc wanting to be rich. The McDonald brothers make some ill-advised decisions, and that’s on them. Kroc plays hardball, but he plays (mostly) fair. Kroc is a corporate antihero in the spirit of the Mark Zuckerberg in “The Social Network,” achieving some success by thinking of something

Have it my way: In ‘Founder,’ success comes at a price

Big Mac daddy Ray Kroc (Michael Keaton) is lovin’ it in “The Founder.”

‘The Founder’ (PG-13, 115 min) DIRECTOR: John Lee Hancock STARS: Michael Keaton, Nick Offerman, John Carroll Lynch IN A NUTSHELL: The fact-based story of Ray Kroc, the salesman who turned two brothers’ small burger joint into a billion-dollar empire.

new and building something good. The real money doesn’t start to roll in, though, until someone gets screwed. “The Founder” takes no joy (and has no shame) in telling the story of the man behind the Big Mac just as it was: Kroc worked within the system and was rewarded by it.

America has always been proud of its innovators and its builders. Plymouth Rock, Thomas Edison, Manifest Destiny, Henry Ford: We like to tell the stories of those who built something out of nothing. What we leave out is that nothing comes from nothing, and that you never build without some cost to the world around you — sometimes you use resources, and sometimes you use people. That’s the part of our national story that we gloss over or edit out altogether. “The Founder” serves it up with a side of fries, an icy Coke and a smile.

Though there have been three films in the “xXx” series, star Vin Diesel skipped out on the second installment. But now he’s back, turning this movie into a Vin Diesel film, which is a genre unto itself. The story follows former special ops agent Xander Cage (Diesel), who is coaxed out of retirement to pursue a dangerous device called “Pandora’s Box,” which has been stolen and could threaten the planet. The script is sparse, but the appeal of the film lies in its outlandish action. It is innovative stunt spectacle in the extreme, defying all laws of nature, physics and logic. Paul McCartney wants The Beatles’ songs back

Paul McCartney filed a lawsuit in New York on Wednesday against Sony/ATV over copyright ownership of the songs he wrote with John Lennon as part of The Beatles. The copyrights were bought by Michael Jackson in 1985 and then sold to Sony/ATV after Jackson’s death. McCartney has long wanted the rights, and the filing says he sent notice to Sony/ATV saying he will claim the rights under a law that makes that possible after a certain time. extravagantly ludicrous climax. Shyamalan is known for — and rightly judged by — his endings, and the twist he delivers at the end of “Split,” setting aside a wholly unnecessary teaser tacked on in the last 15 seconds, is only partly satisfying, given that it is not just coldblooded, but also extrapolates implausibly from scientific research about dissociative identity disorder. The film gets complicated, not just because the character’s alters occasionally engage in conversation with each other, but because they also, at times, impersonate one another. It’s also nicely balanced by Taylor-Joy’s low-key grit as the heroine. Whether audiences will buy into Shyamalan’s preposterous twist depends on how much entertainment they get out of the mystery that comes before (and just after). For all the outrageousness of Kevin’s alters, the movie falls oddly flat: less tantalizingly enigmatic “et cetera” than “blah blah blah.” MICHAEL O’SULLIVAN

FILM REVIEW M. Night Shyamalan just can’t leave well enough alone. In “Split,” the writer-director’s new psychological thriller, “well enough” is James McAvoy’s remarkable turn as the film’s villain, Kevin, a man with dissociative identity disorder. Kevin’s 23 distinct alters include the effeminate fashionista Barry; the creepy neat freak Dennis; the matronly den mother Patricia; and an inquisitive, hip-hoploving 9-year-old with a lisp named Hedwig. Hedwig — who seems to be a boy — has a cute habit of dropping the phrase “et cetera” in conversation. It’s an amusing tic that underscores the multifariousness of Kevin’s shattered psyche, while at the same time calling attention to Shyamalan’s writerly affectations and inadequacies. The conversations that Hedwig has are mostly with Casey (A nya Taylor- Joy of “The Witch”), who along with two other teenage girls (Haley Lu Richardson and Jessica Sula) has been abducted by Kevin — or, rather, by Dennis — and locked in a windowless bunker, for reasons that remain obscure until the film’s modestly suspenseful, surprisingly gruesome and

SUMMARY: A bunch of teenage outcasts are forced to spend their Saturdays in school, just like in “The Breakfast Club”! However, unlike in “The Breakfast Club,” these kids get zapped by something, get superpowers and set out to save the universe. Makes that letter to the principal look kind of wimpy. SUMMARY: You know this movie — which is premiering at Sundance this month before coming to Netflix in March — is quirky because the trailer gives you absolutely no idea what the movie is about. letter to America that was published Thursday on medium.com. The outgoing president traditionally leaves a note in the Oval Office for the incoming president, but Obama wanted to leave a message for the American people as well. “You made me a better President, and you made me a better man,” Obama wrote in the letter of encouragement, calling on Americans to throw themselves into the “joyous work of citizenship.”

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

COMEBACKS

Is she mad enough for a new album?

Putting his foot in his mouth is a real workout! Actor Gregg Sulkin was criticized this week after comparing his exercise routine to the experience of rescue workers on 9/11. “Had to run up flights of stairs and all I could think of were the brave firefighters climbing the twin towers on 9/11,” he tweeted Tuesday. After a user claiming to be a 9/11 rescue worker suggested Sulkin participate in the annual 9/11 Stair Climb, a memorial walk, the actor responded, “I will do the climb to honor u & them.”

Alanis Morissette’s former business manager admitted to embezzling more than $7 million from her and other celebrities. Jonathan Todd Schwartz was charged in Los Angeles with wire fraud and filing a false tax return for failing to report the embezzled funds. Schwartz admitted he used the money personally and falsely listed the cash withdrawals as “sundry/personal expenses” to cover up the crime. When confronted about the theft, Schwartz lied and said he invested the money in an illegal marijuana growing business, prosecutors said. His plea deal calls for a sentence between four and six years in federal prison. (AP)
