THE DISTRICT John Elway was in D.C. for the presidential inauguration, and at one point, he had occasion to take a taxi from the Capitol Hill area. His cab driver’s garb made it clear that he was a big Pittsburgh sports fan, and so the conversation, not coincidentally, turned to the identity of the man’s all-time favorite quarterback. The driver made the right call: John Elway. The thing was, he had no idea that the former Broncos great was in his backseat at the time. A friend of Elway’s who was in the taxi with the ex-quarterback and his wife posted the amusing video on his Facebook account Friday, the day of President Trump’s inauguration. In it, a driver who identifies himself as Sam Snow says that Elway is his all-time No. 1 because “he’s a great quarterback.” His second choice is Tom Brady — “even

THE DISTRICT In the weeks leading up to President Trump’s inauguration, a small group of activists threatening to disrupt the event were trying to keep the details secret. D.C. detectives were working hard to learn the plans in advance and head them off. What neither authorities nor the activists apparently realized was that a conservative media group headed by James O’Keefe, called Project Veritas, had already infiltrated key meetings of groups of suspected agitators. A D.C. police spokesman now confirms that a secret video recording made Dec. 18 by one of O’Keefe’s operatives led to the arrest of one man and foiled an alleged plot to spread acid at the DeploraBall for Trump supporters at the National Press Club. Law enforcement authorities said they think the successful penetration of DisruptJ20, an umbrella organization for a number of groups that police said sought to wreak havoc at the inauguration, rattled the group and forced it to abandon plans to try to shut down Metro trains and blockade entrances into D.C. For O’Keefe, who for years has targeted liberal groups group with

Project Veritas has been criticized for selectively editing videos, but its reports also led to the dissolution in 2009 of ACORN, an advocacy group for housing, and the resignation of Democratic National Committee members caught discussing instigating violence at Trump rallies. “I’ve spent years trying to fight the mainstream media that doesn’t view me as a journalist,” O’Keefe said in an interview. “This is the first time that a video we shot has led to an arrest. It legitimizes what we’re doing. It’s a new era for us.” A spokeswoman for DisruptJ20, Lacy MacAuley, and one of the group’s leaders, Legba
Carrefour, did not respond to interview requests. A police arrest affidavit says DisruptJ20 argued that its leaders were aware that the group had been infiltrated and had intentionally fed the undercover reporter wrong information. D.C. police said they arrested Scott R. Charney, 34, of Northwest Washington on Jan. 19, the day before the inauguration and hours before the DeploraBall in downtown Washington. Charney lists himself on LinkedIn as a sales associate as well as a foreign policy analyst who has worked for several think tanks. DOT expands Md. inquiry Agency is investigating the state’s civil rights compliance on projects MARYLAND The U.S. Department of Transportation has expanded its investigation of Maryland Gov. Larry Hogan’s decision to cancel a railway line, saying the probe will now include all of the state transportation agency’s programs to determine whether federal law was violated. Since December of 2015, the DOT has been investigating a
complaint alleging that Hogan violated a federal law prohibiting racial discrimination in programs Hogan receiving federal funding by canceling the Red Line. The $2.9 billion, 14-mile train line was proposed to connect predominantly African-American neighborhoods in East and West Baltimore. The funds were redirected to highway, road and bridge projects across Maryland. In a letter sent to the governor last week, the agency said it was
expanding its review to include all transit programs to ensure compliance with federal law. The letter also said that investigators found no evidence that state officials took the law into consideration before canceling the Red Line, or that they considered the impact such a decision could have on the African-American communities in Baltimore. POLITICS Donald Trump holds the most powerful office in the world. But he’s dogged by insecurity over his loss of the popular vote in the election and a persistent frustration that the legitimacy of his presidency is being challenged by Democrats and the media, aides and associates say. Trump’s fixation has been a drag on the momentum of his opening days in office, with his exaggerations about inauguration crowds and false assertions about illegal balloting intruding on advisers’ plans to launch his presidency with a flurry of actions on the economy. His spokesman Sean Spicer has twice stepped into the fray himself, including on Tuesday, when he doubled down on Trump’s false claim that he lost the popular vote because 3 million to 5 million people living in the U.S. illegally cast ballots against him. “He believes what he believes based on the information he was provided,” said Spicer, who
provided no evidence to back up the president’s statements. As for Saturday’s inaccurate tirade about inauguration numbers, many critics thought Spicer went too far and compromised his integrity. But according to interviews by The Washington Post with White House officials and other Trump advisers, Spicer’s attack on the news media was not forceful enough for Trump. Trump, they say, has been resentful, even furious, at what he views as the media’s failure to reflect the magnitude of his achievements, and he feels demoralized that the public’s perception of his presidency so far does not necessarily align with his own sense of accomplishment. Those around Trump are trying to get the cable news consumer-in-chief to be near a television less often, according to one person who has spoken with him. But some Trump allies say he is justified in using his platform to defend his standing. They point to Georgia Democratic Rep.
Fact checker Press secretary Sean Spicer cited repeatedly debunked research to support President Donald Trump’s claim that millions of people voted illegally during the 2016 presidential election. As of December, just four documented cases of voter fraud have been identified. That’s 0.000002 percent of the ballots cast in the race for the White House — if they counted, which they won’t. In a court filing opposing Green Party candidate Jill Stein’s recount petition, lawyers for Trump and his campaign wrote: “All available evidence suggests that the 2016 general election was not tainted by fraud or mistake.” (TWP)

Study: Location affects cancer death rates HEALTH Americans in certain struggling parts of the country are dying from cancer at rising rates, even as the cancer death rate nationwide continues to fall, an exhaustive new analysis published Tuesday in the Journal of the American Medical Association found. In parts of the country that are relatively poor, and have higher rates of obesity and smoking, cancer death rates rose nearly 50 percent, while wealthier pockets of the country saw death rates fall by nearly half. Better screening and treatment have contributed to the improvement in the nation as a whole. From 1980 to 2014, the U.S. death rate per 100,000 people for all cancers combined declined about 20 percent. But the study underscores that not all Americans have benefited from these advances. “We are going in the wrong direction,” said Ali Mokdad, the study’s lead author and a professor at the University of Washington. The picture was rosiest in the Colorado ski country, where cancer deaths per 100,000 residents dropped by almost half, from 130 in 1980 to just 70 in 2014, and bleakest in some eastern Kentucky counties, where they soared by up to 45 percent. “We all know this is unacceptable … in a country that spends more than anybody else on health,” Mokdad said. ENVIRONMENT President Trump signed executive orders Tuesday to revive the controversial Dakota Access and Keystone XL oil pipelines, another step in his effort to dismantle former president Barack Obama’s environmental legacy. Obama had personally halted the Keystone XL project in 2015, which was to bring oil from Canada to the U.S., and major protest demonstrations have stopped work on the Dakota pipeline. Trump also signed an executive order to expedite environmental reviews of other infrastructure projects, lamenting the existing “incredibly cumbersome, long, horrible permitting process.” It remained unclear how Trump’s order would expedite those environmental reviews. Many are statutory and the legislation that created them cannot be swept aside by an executive order. Indeed, Trump’s order on the Dakota Access pipeline left some ambiguity. The executive order directs the Army Corps of Engineers to “review and approve in an expedited manner, to the extent permitted by law.” Trump said that both pipeline projects would be subject to renegotiation. His order for the Keystone XL project “invites” the builder, TransCanada, to resubmit its application to the State Department for a presidential permit to construct and operate the pipeline. The company said

The orders will likely have an immediate impact in North Dakota, where the pipeline company Energy Transfer Partners wants to complete the final 1,100-foot piece of the pipeline route that runs under Lake Oahe. The 1,172mile pipeline would carry oil from the shale oil reserves in North Dakota to refineries and pipeline networks in Illinois. The Standing Rock Sioux tribe and other Native American groups have been protesting the project, which they say would imperil their water supplies and disturb sacred burial and

Senate Democrats on Tuesday offered a plan to spend $1 trillion on transportation and other infrastructure projects over 10 years, challenging President Donald Trump to join them on an issue where they hope to find common ground. Democrats estimate their plan would create 15 million jobs. The plan includes $210 billion to repair aging roads and bridges and another $200 billion for a “vital infrastructure fund” to pay for a variety of transportation projects of national significance. Trump bemoaned the state of America’s roads, bridges, airports and railways during the presidential campaign and promised to generate $1 trillion in infrastructure investment. He has offered few specifics. Administration officials have indicated they expect Trump to offer details this spring. A proposal by two of Trump’s financial advisers circulated just after the election calls for using $137 billion in tax credits to generate $1 trillion in private investment in infrastructure projects over 10 years. However, investors are typically interested only in projects that have a revenue stream, such as tolls, to produce a profit. Transportation industry lobbying groups want a hike in direct federal spending to address the growing backlog of maintenance and repair projects, most of which are unsuitable for tolling. Tag and trade: Redskins can get picks for Cousins The most debated question of the Redskins’ offseason is how they’ll deal with free-agent quarterback Kirk Cousins. One option offers a surprising, if familiar, answer. They could trade away their 4,000-yard passer, like they’ve done before. Multiple reports indicate that the 49ers will hire Falcons offensive coordinator Kyle Shanahan as their head coach after Super Bowl LI. The potential hire has led to speculation that Shanahan, who spent two seasons as Cousins’ offensive coordinator in Washington, wants the Redskins quarterback for his new team. This situation is reminiscent
of 1988, when the Redskins traded Jay Schroeder to the Raiders for offensive tackle Jim Lachey. Schroeder was 22-6 as a Redskins starter after taking over for Joe Theismann, who shattered his leg in 1985. In 1986, Schroeder threw for 4,109 yards with 22 touchdown passes and 22 interceptions. The Redskins went 12-4 before losing in the NFC championship to the Giants, who went on to win the Super Bowl. Schroeder was injured in 1987 and played only 11 games while splitting time with Doug Williams. Coach Joe Gibbs gave Williams the job for the playoffs, and the team won Super Bowl XXII with Schroeder on the bench. In 1988, Schroeder demanded a trade, and the
Redskins wanted more depth on the offensive line. After playing an Oakland team coached by Mike Shanahan in the preseason, Washington swapped Schroeder for Lachey. The move left Washington with Mark Rypien and Williams, whose injuries limited him to 15 games over two seasons with 16 touchdowns and 15 interceptions. Washington got the better end of the deal. Schroeder started five seasons for Oakland but threw for fewer than 2,000 yards in three of them. Lachey replaced Joe Jacoby at left tackle. While Lachey’s last three years in Washington were riddled with injuries, he was named All-Pro three times from 1989 to 1991 and helped the Redskins win their third Super Bowl. Now, Washington may be tempted again. If they use the franchise tag on Cousins, they can still let him go and get something back. San Francisco has the No. 2 pick this season and could have a top 10 pick in 2018. If the Redskins use the nonexclusive tag on Cousins from Feb. 15 to March 1, the 49ers would have to give up

two first-rounders to sign him away from them. Or, Washington could negotiate a more acceptable deal for San Francisco with a trade. In 2009, the Patriots tagged quarterback Matt Cassel, then traded him and linebacker Mike Vrabel to the Chiefs for a second-round draft pick. The Patriots used that pick on Patrick Chung, who’s started every game at safety for them this season. A year earlier, Kansas City tagged defensive end Jared Allen before sending him to Minnesota for a first-round pick and two thirdrounders, one of which was used on four-time Pro Bowl running back Jamaal Charles. In a trade, Cousins would likely command multiple picks that could be used to meet other needs. In that case, management would have to believe in backup Colt McCoy or find another cost-effective free agent. Unless Washington signs Cousins to a multiyear deal, history shows anything remains possible.

Read before you rent Your association might make it hard to rent your condo on Airbnb
LEGAL MATTERS If you have friends who keep bragging about how much they made by renting out their home during inauguration weekend, you might be curious about using Airbnb. There’s good news for dwellers in the many condo buildings near the White House and other tourist attractions: Those areas usually command higher prices than other neighborhoods. But there’s a problem. Condo owners must honor and abide by the bylaws of their association, and the bylaws in every condominium in the Washington area contain restrictions on leasing. Typical language in bylaws reads that no unit shall be rented for less than six or 12 months, and “under no circumstances can a unit owner permit unit to be used for a hotel or transient purposes.” There are two basic reasons that this language is found in
many condo legal documents across the country. First, the Federal Housing Administration — the predominant mortgage lender in this country — imposes restrictions on the number of renters that a condominium can have. Currently, there can be no more than 50 percent of tenants in any one complex, although that number can go down to 35 percent with certain guidelines. Condo associations also want to make sure the building is safe. If Airbnb customers come and go at will, and keys are widely distributed, there can be problems. If a unit owner is violating the community rules by renting with Airbnb, the condo can fine the owner. Some associations’ rules require the owner to turn over all of the Airbnb rent received to the association. Before a unit can be fined, the board must hold an informal hearing, during which the unit owner can present a case and try to get the fine abated or reduced. If a fine is imposed and not paid within a reasonable time, the

The court ruled that an Airbnb short-term lease violated the condo documents, which restricted the use of units to that of a single-family dwelling. The court’s language is instructive: “Single family use cannot be interpreted to include one’s operation of a hotel-like business with units being offered to complete strangers on the Internet on a repeated basis for durations as short as a single night. Single family use is incompatible with the concepts of ‘check in’ and ‘checkout’ times, ‘cancellation policies,’ ‘security deposits,’ ‘cleaning fees,’ ” etc. Although this is a Canadian decision, U.S. judges may take up the quoted language as more and more lawsuits involving Airbnb are filed. The proliferation of app-based transportation services, such as Uber and Lyft, has also eased the parking burden in the District. The return of Lady Antebellum After a brief break, the country trio is back for a new tour and album
MUSIC The short hiatus country vocal trio Lady Antebellum announced in 2015 kept them apart for longer than they had been in a decade. Hillary Scott and Charles Kelley went in different directions on their solo albums, while Dave Haywood honed his skills as a producer. So when they did reunite in the studio last year, they spent as much time together as possible. “We lived together for two months pretty much, half of it in Florida and half of the other time we wrote and recorded in Los Angeles,” Scott, 30, says. “Dave cooked for us,” Kelley, 35, says. “And all kinds of craft cocktails,” Haywood, 34, adds. “It was like adult summer camp,” Kelley says. Last Thursday, the Grammyg vocal g winning group released a
new single, “You Look Good,” from their forthcoming album “Heart Break,” out June 9 — their first new album since 2014’s “747.” The single mixes a dazzling horn section with a swaggering bass riff that reflects the band’s sun-filled days in the Hollywood Hills and white sand beaches of Florida. “I think we wrote half the record, the majority of half the record, in three or four days when we were down in Florida,” Kelley says. “Nine songs in four days,” Scott says. The time apart, however brief, was just the reset the band needed after a decade of grinding through five studio albums and numerous arena tours. Following major success early on with their multiplatinum hit song and album “Need You Now,” the trio that formed in their 20s became accustomed to writing songs together on the road and quickly recording during breaks at home in Nashville.

A creative awakening Thanks to busbee — a producer who makes pop and R&B-influenced country records — Lady Antebellum got to explore more challenging music material. “He just pushed us, vocally and lyrically,” Charles Kelley says. “I got really frustrated with him at times and that’s what he loves. “Writing while you’re touring, which we’ve done a lot, after a while can become a little tiresome,” Haywood says. “You’re always having to write in little chunks,” Kelley says. “So
you’ll start a song, then you’ll do the next verse after a little while and then you’ve got to go somewhere and do a meet-and-greet.” This year, they’ll embark on their next world tour, which starts in May in Bakersfield, Calif. For the first time, all three singers will be bringing their children for parts of the tour. But the band says it’s too early to tell if their kids have inherited their musical talents. Kelley’s son Ward is almost 1, while Scott’s daughter is 3. “Eisele can sing,” Kelley said of Scott’s daughter. “She’s got good pitch. I don’t know about Ward. He’ll be a roadie.” KRISTIN M. Like the song itself, the video for “Castle” is an ode to Ed Sheeran’s youth. A red-headed lad who plays teenage Ed gallivants with his friends around Sheeran’s real hometown in England. They drink, they drive, they dance, they have first kisses. Later, as Sheeran reveals in the song, adulthood swept in and many went on to live sad lives. Time for a long-lasting reset The 2017 Oscar nods reflect more diversity. Now let’s keep it up.
And the nominees are …
OSCARS Redemption — or at least a whiff of it — was in the air on Tuesday when nominations for the 89th Academy Awards were announced. That sense of cockeyed optimism propels the day’s most recognized movie, “La La Land,” which with 14 nominations tied “All About Eve” and “Titanic” for a record number of nods. But the most obvious sign of karmic evolution was that — in contrast with recent years when actors and filmmakers of color were barely represented — this year’s list of nominations showcases an inclusive spectrum of artists, genres and stories. Viola Davis broke her own record by becoming the first African-American actress to be nominated for three Oscars in the course of her career. She was nominated for best supporting actress for her role in “Fences,” and will compete alongside Octavia Spencer, who played a brilliant mathematician in “Hidden Figures,” and Naomie Harris, who delivered a searing turn as a crack-addicted mother in “Moonlight.” On that note, “Moonlight,” Barry Jenkins’ tender portrait of a young gay man coming of age amid poverty and crime in Miami, was just one of many films by and about people of color to be nominated many times over. Mahershala Ali was nominated for best supporting actor for his role as an improbably paternal drug dealer. “Moonlight,” which earned Jenkins first-time status as a black filmmaker nominated for both writing and directing, will also compete for best picture. History was also made in the craft categories. Joi McMillon became the first AfricanAmerican woman to be nominated for editing, for her work on “Moonlight.” And Bradford Young became the first AfricanAmerican cinematographer to be nominated for his contribution to a movie, in this case to the science fiction drama “Arrival.” In addition, four of the five nominees for best documentary were made by filmmakers of we

color: Ava DuVernay’s “13th”; Roger Ross Williams’ “Life, Animated”; Raoul Peck’s “I Am Not Your Negro,” about James Baldwin; and Ezra Edelman’s “O.J.: Made in America.” It’s clear that, unlike recent years, the 2017 Oscars will resemble the outside world much more vibrantly. Still, it bears noting that “La La Land” director Damien Chazelle was able to make his passion project just after his breakthrough film “Whiplash,” while eight years elapsed between Jenkins’ “Medicine for Melancholy” — a film just as promising as “Whiplash” — and “Moonlight.” In its usual one-stepforward, two-steps-back fashion, the film industry has made some headway in reflecting the larger

culture it purports to serve, but its gatekeepers are lagging. The best news is that none of these actors or filmmakers are going anywhere. Yet, considering Hollywood’s troubled history of racist imagery and professional exclusion, redemption can never be found in award nominations, no matter how plentiful. Winning an Oscar this year would take Miranda to EGOT level within just nine years, which would be the shortest time it’s taken for anyone to get there. How ‘O.J.: Made in America’ got an Oscar nod OSCARS “O.J.: Made in America,” the critically acclaimed five-part documentary that aired last summer on ABC and ESPN, earned a best documentary Oscar nomination Tuesday. As a result, “O.J.” has a chance to become the first TV show to win an Oscar, and has already been deemed a front-runner. How is that allowed? The short answer is that “O.J.” — whose five parts clock in at nearly eight hours long in total — is eligible because it briefly aired in theaters last May before it premiered on TV. However, it has inspired a debate. As the lines between television and film increasingly blur, it becomes a more complicated issue. In an interview with The New York Times, “O.J.” director Ezra Edelman said that when he was approached by ESPN’s “30 for 30″ creator Connor Schell about helming the project, he immediately saw it as a movie. “I told Connor from the start that I wouldn’t make a miniseries,” Edelman said. “The only reason I took this on was the challenge of making an epic film.” Schell, meanwhile, was quite candid about the fact that the only reason the movie screened in New York and Los Angeles theaters was to aim for an Oscar nomination.
