THE DISTRICT Ben’s Chili Bowl, a landmark in D.C. along the U Street NW corridor, had been among the last public supporters of Bill Cosby. Amid accusations that the performer sexually assaulted dozens of women and revelations in court documents that Cosby admitted he intended to give drugs to women with whom he wanted to have sex, the restaurant maintained a large, colorful mural of him on the facade of its flagship location. Despite pressure from many in the community, the restaurant has not commented on the revelations, only saying that Cosby is a longtime friend and his face would remain. But Ben’s Chili Bowl, which opened in 1958, announced on its website that it painted over the mural this week, and Cosby’s face is no longer a visible presence in the popular U Street corridor. Cosby, however, wasn’t singled out: Portraits of former president Barack Obama, Go-Go music legend Chuck Brown and DJ Donnie

Simpson were also painted over. The announcement did not explain why the mural was erased, but said it was painted in 2012 and that it was time for a refresh. “Now, after five years of braving the elements, it’s time to refresh and repaint the mural and we want your input!” the website reads. On its website, Ben’s Chili Bowl is asking the public to vote from a list of people whom they would like to see on the next mural. Cosby, Obama and Brown

are all contenders on the online ballot. Wale, Oprah Winfrey, Michelle Obama, Mayor Muriel Bowser and former mayor Marion Barry Jr. are also included. Cosby and the Obama family are famously the only people who eat free at Ben’s. It’s unclear whether those privileges still stand. Vida Ali, a member of the family that owns Ben’s, said in a 2014 interview that Cosby is “part of our family” and his privileges still stood at that time. Ben’s Chili Bowl became a

local landmark after the 1968 riots that followed the assassination of the Rev. Martin Luther King Jr., which decimated much of the U Street NW corridor and other parts of the city. Stokely Carmichael, leader of the Student Nonviolent Coordinating Committee, asked the restaurant to stay open during the riots and past curfew. It came with the hashtag #cuteanimaltweetoff. The Virginia Aquarium said in a Twitter message, “We see @NationalZoo’s seal pup, and raise an otter/osprey combo.” The National Zoo hit back with Redd, its Bornean orangutan infant. TRANSPORTATION House Republicans placed a roadblock in the path to creating a new Metro oversight body Thursday, but both GOP and Democratic leaders said there is plenty of time left in the legislative session to reverse the move. A House Transportation subcommittee voted along party lines for an amendment that would require Metro to weaken union protections and fix its pension deficit before the Metro Safety Commission is formed. If sustained, the amendment would derail a lengthy effort in Virginia, Maryland and the District — which must all approve identical legislation — to establish the federally mandated commission or risk losing millions of dollars in federal transit aid. The D.C. Council has approved the legislation, and it’s expected to pass in Maryland this legislative session. The amendment’s sponsor, Del. J. Randall Minchew, R-Loudoun, said the change is necessary to rein in Metro’s labor costs. Otherwise, he said, new investments ordered by the commission would add to Metro’s expenses and lead to a tax increase. “The Metro Safety Commission is a good idea, but this is the

which was given the responsibility over a year ago after federal officials determined that the former body responsible — the Tri-State Oversight Committee — was woefully inadequate. Virginia Transportation Secretary Aubrey Layne said GOP lawmakers might just be trying to draw attention to their ideas about how to fix Metro. He expressed hope that the commission would eventually win approval without conditions as the bill works its way through the General Assembly. “It’s a long process,” said Layne, who is part of the administration of Gov. Terry McAuliffe. “We have to see how much of this is political rhetoric and how much is their real stance.”

President Trump is threatening to take away federal funding from the nation’s capital for harboring illegal immigrants. But perhaps Trump shares one interest with his newly adopted city of D.C. When the president took one of his first excursions from the White House on Thursday, Trump’s armored limousine pulled up to a Philadelphia hotel sporting D.C.’s controversial “Taxation Without Representation” license plates. With each administration, residents watch to see if the occupant of the White House chooses the protest license plates, hoping they might gain a powerful ally in their quest for statehood. Man again accused after 20 sex abuse convictions A man who has been convicted 20 times for sexually assaulting women in D.C. was arrested again this week after police reported another attack — two weeks after the suspect had been charged with groping three other women in Northwest. A judge ordered Michael Hilliard, 57, detained until a hearing Friday. His latest arrest came about 2 a.m. Wednesday in the Shaw neighborhood. Police said in a report that Hilliard lunged at a woman as she walked by on a sidewalk and grabbed her in an inappropriate place. (TWP)

NATIONAL SECURITY The chief of the U.S. Border Patrol has resigned after only six months on the job, one day after President Trump announced plans to ratchet up immigration enforcement and build a wall along the U.S.-Mexico border, officials said Thursday. Officials familiar with the decision said that Mark Morgan — a career FBI official who was the first outsider to lead the agency — was removed by Kevin K. McAleenan, the acting commissioner of the U.S. Customs and Border Protection agency. Morgan’s resignation is effective Jan. 31, officials said. Morgan had clashed with the Border Patrol union, which endorsed Trump for president and whose leaders were present Wednesday at Department of Homeland Security headquarters for Trump’s announcement of his immigration crackdown. Gil Kerlikowske, former commissioner of U.S. Customs and Border Protection, which oversees the Border Patrol, said in an interview that the union never supported Morgan for the job and appeared to be behind his departure. During his short tenure, Morgan enforced new use-offorce policies in the agency’s training academy curriculum and was working with agents to help develop better intelligence on drug cartels. NATIONAL SECURITY A deep rift opened Thursday between the United States and its southern neighbor, as the Trump administration pressed forward with a plan for a giant border wall and insisted that Mexico would pay for it, possibly through a U.S. tax on imports. President Enrique Peña Nieto on Thursday called off a trip to Washington after restating that Mexico would not finance the wall. Hours later, Trump’s spokesman, Sean Spicer, said the wall could be funded by a 20 percent import tax on goods from Mexico. Spicer subsequently appeared to backtrack, telling reporters that the tax was “one idea” to pay for the wall and that his intent was not to “roll out” a new policy. Critics said that if implemented, such a tax would mean that the wall’s cost ultimately would be borne by U.S. consumers. Peña Nieto had been scheduled to meet with Trump on Tuesday to discuss immigration, trade and drug-war cooperation. He called off the visit after Trump tweeted that it would be “better to cancel the upcoming meeting” if Mexico would not pay for the wall. Trump’s moves have rekindled old resentments in Mexico, a country that has often felt bullied and threatened by its wealthier, more powerful neighbor. The treaty has allowed trade between the neighbors to mushroom. Every day, goods valued at $1.4 billion cross the border, and millions of jobs are linked to trade on both sides. nation+world Procedure is early step to use animals to grow organs for transplants SCIENCE Scientists have grown human cells inside pig embryos, a very early step toward the goal of growing livers and other human organs in animals to transplant into people. The cells made up just a tiny part of each embryo, and the embryos were grown for only a few weeks, researchers reported Thursday. Such human-animal research has raised ethical concerns. The U.S. government suspended taxpayer funding of experiments in 2015. The new work, done in

California and Spain, was paid for by private foundations. Any growing of human organs in pigs is “far away,” said Juan Carlos Izpisua Belmonte of the Salk Institute in La Jolla, Calif., an author of the paper in the journal Cell. He said the new research is “just a very early step toward the goal.” Even before that is achieved, he said, putting human cells in animals could pay off for studies of how genetic diseases develop and for screening potential drugs. Animals with cells from different species are called “chimeras.” Such mixing has been done before with mice and rats. Larger animals like pigs would be needed to make human-sized organs. That

Both were catapulted to power on the back of populist shocks in 2016. Both have promised to deliver radical change to their countries. And both now lead nations at the heart of a Western alliance facing its most serious identity crisis in decades. Yet beneath the similarities lie profound differences in style and substance that make the two leaders less the second coming of the Thatcher-Reagan transAtlantic lovefest and more a geopolitical odd couple. May is everything that Trump is not: a careful, low-key and pragmatic member of the political establishment with a decades-long career in elective office. She holds mainstream positions on critical issues such as trade and security that put her sharply at odds with Trump’s protectionism and isolationism. Fort Worth PD drops charges against family CRIMINAL JUSTICE Thursday, the same day that bodycam footage was released showing a white Fort Worth, Texas, police officer using his foot to push a 15-year-old girl into a police car, the Fort Worth police announced they were dropping charges against the family in the video. A separate video of the family’s arrest went viral last month. Mother Jacqueline Craig called police to report that a neighbor choked her 7-year-old son, and it developed into an altercation among white police officer William Martin, her and her daughters, ages 19 and 15. All three women were charged with resisting arrest, among other charges. The bodycam video shows Martin pushing the older daughter’s arms, which were handcuffed, above her head from behind when she won’t answer a question. It also shows him pushing another young female who approaches the police car, and using his foot to push the 15-year-old into the police car. Craig’s attorneys provided The Associated Press with the footage, and documents showing the officer had previously been disciplined for use of force involving a black teenager. Police spokeswoman Tamara Valle said the department could not authenticate the video or the disciplinary report at this time. Inside Verizon Center on Thursday, Wall was poked with needles that made his muscles twitch, stretched to the point that his body jerked on the trainer’s table, and positioned in a machine that keeps the blood flowing through his calves and thighs. Even after a light team practice, he must go through a physically rigorous routine. Wall underwent surgery on both knees in the offseason but recovered in time for the start of the regular season. The decorated pair, who have 29 major singles titles between them, will square off for the Australian Open title Saturday. Venus has already authored a remarkable story just by getting this far. At 36, the 13th-seeded Williams had become the oldest woman to reach the Australian Open semifinals. Once there, she dispatched unseeded American

‘Dog’s’ is a mixed breed Both heart-wrenching and hackneyed, this canine flick is not sure of its ‘purpose’ FILM REVIEW Part “Marley & Me” and part “Lassie Come Home,” in addition to possessing the cinematic DNA of several other caninethemed feel-good films, “A Dog’s Purpose” is an eager-to-please mutt of a family movie. It follows a single dog — or, for lack of a better word, a single dog’s soul — over several lifetimes. Amiably voiced by Josh Gad, whose highly food-motivated character takes the form of a retriever, a German shepherd, a corgi and a St. Bernard Australian shepherd mix, the film’s real hero is manifested in several furry forms. A fifth incarnation of the dog is seen, briefly, at the start of the film, before being presumably euthanized off camera. Other deaths, however, are not so discreet. One dog dying per movie is hard enough to watch. Having to sit through the shooting of a police dog and several

close-ups of an old dog’s eyes as he passes away on a veterinarian’s examination table is almost a form of audience abuse. Then there’s the shot of a puppy locked in a hot car. Adult animal lovers and sensitive children be warned: This movie will put you through the wringer. “A Dog’s Purpose,” which is based on the 2010 book by W. Bruce Cameron, has been in the news lately for leaked footage from the filming that shows a panicked dog struggling with a trainer who is trying to put the canine actor in a water tank meant to evoke a churning river. Although the film’s producer, Gavin Polone, has responded to calls for a boycott of the film with an apologia/defense in The Hollywood Reporter of the production’s humane treatment of its animal performers, the leaked video has the ironic effect of making the sequence

that appears in the finished film seem a bit fake. (A CGI shepherd was used in one short shot, Polone noted.) As a rule, “A Dog’s Purpose” is hokey but harmless bunkum. No animals were seriously injured, and audiences won’t be either. This is not the place to debate the theory of canine transmigration. Enjoyment of the film doesn’t require it anyway, and the movie can be read as a simple metaphor for the way we feel about the connection to our animal companions, not a literal exegesis of reincarnation. Director Lasse Hallstrom — whose “Hachi: A Dog’s Tale”

demonstrated the filmmaker’s skill and soft heart for dog tales — does a serviceable job of managing the action, which mainly concerns the bond between a dog and his master (played as a boy by Bryce Gheisar, as a teen by K.J. Apa and as a grown man by Dennis Quaid). The fact that one half of the relationship is rendered by two different dogs is a touch that is calibrated to tug hearts and jerk tears — at least for the more credulous viewers. As for the film’s somewhat grandiose title, “A Dog’s Purpose” opens with Gad, in character, wondering aloud about the meaning of life. Although the movie gets around to proposing an answer to that question, the one it delivers is about as deep as a dog’s water bowl. The purpose of “A Dog’s Purpose” isn’t to solve philosophical riddles but to warm the cockles of dog lovers’ hearts. That, it does — as well as a wet kiss from a slobbery tongue can. In 2010, after Mel Gibson was secretly recorded telling an exgirlfriend that it would be her fault if she was “raped by a pack of n-----s” and that she needed “a f---ing bat in the side of the head,” I wrote a column wondering when — not if — he’d be forgiven by Hollywood, both for that and for his 2006 misogynistic, anti-Semitic drunken rant during a DUI arrest. After all, it took less than four years after Roman Polanski pleaded guilty in 1977 to “unlawful sexual intercourse with a minor” (which normal people, who recognize that the victim was 13 at the time, would call “raping a child”) for him to be nominated for a best director

Oscar for “Tess” and 26 years for him to win the best director Oscar for “The Pianist.” Polanski wasn’t around to accept that award, because he ran from the punishment he got for raping a child, and the minute he sets foot on U.S. soil he’ll be arrested and subject to that punishment he got for raping a child. Now that last year’s “Hacksaw Ridge” has been nominated for best picture, and Gibson for best director, I guess we can assume that the statute of limitations for verbally and sadistically abusing the mother of one of your children is seven years. Good to know. The Oscars, of course, are not a measure of morality. Frankly, I don’t think they’re even a measure of how good a movie is, but I’m on the losing

end of that argument. Sometimes good movies win Oscars, and sometimes bad movies do. (Hey, 2006 best picture winner “Crash”! What are you up to lately? Actually never mind. I don’t care.) The same is true of the people who win them. Moviemaking is a business and, like all businesses, sometimes the successful people are jerks. Or racist. Or sexist, or antiSemitic … and sometimes they bundle all of them up in one handy package that you open by dousing it with alcohol. And, as a society, we’re probably too comfortable separating art from artist — assuming

it’s the right kind of artist. Best actor nominee Casey Affleck settled two sexual harassment suits in 2010. Woody Allen basically lives amid a storm of sexual misconduct accusations, but that hasn’t hurt his Academy chances over the years. I am deeply uncomfortable with the allegations of rape that surround director Nate Parker, who was acquitted of sexual assault in 2001. I am also uncomfortable that the allegations got heavy coverage just as his “The Birth of a Nation” was being released. The film, considered a lock for a best picture nomination before

the scandal made headlines, was snubbed by the Academy. If you’re going to be a bad boy, it helps to be a white one. If we’re going to agree — and it seems that at least the Academy has — that the passage of time gives you enough of a pass that you get a pat on the back and a shot at a trophy, then we need to overtly state what Gibson’s nomination has (AGAIN) implied: When it comes to certain kinds of behavior, Hollywood has a long tradition of having a very short memory.

LaBeouf faces a misdemeanor assault charge and is due in court April 4. The tussle happened on the seventh day of a live-stream that LaBeouf has had running since Donald Trump’s first day as president.
