Tribute a Long Time in the Making 50 years later, Obama to honor Maine victims of radar station wreck
ÉEbZ I^WaoÊ Donald Abbott’s father, David, was a welder and one of the 14 civilians and 14 airmen trying to fix and maintain the damaged tower. But the tower, known as “Old Shaky,” swayed too much for the welders to work, and the crew seemed to sense it was doomed well before its three legs snapped in a wild winter storm. Welder Vincent Brown relayed the growing terror of the final days to his wife, telling her of young airmen “forever kneeling and saying their rosaries.” (AP)
8eijed He fused its steel with his welder’s torch in a Maine shipyard. He was there when this Cold War radar station, known as “Texas Tower No. 4,” first stood 80 miles offshore. And when the tower collapsed, David Abbott went down with it, one of 28 men killed when the hurricaneweakened structure finally buckled under the North Atlantic’s pounding. Fifty years later, President Obama is recognizing the sacrifice of Abbott and those killed in the Jan. 15, 1961, collapse. Within the next week, Massachusetts Sen. John Kerry’s office, which lobbied for the honor, expects to deliver a letter from Obama to Abbott’s son, Donald, in a gesture intended to honor all of the victims and their families. It’s a tribute long coming, Abbott said, and he hopes it brings some peace. He was the last member of his family to see his father, when he dropped him off in New Bedford to catch the boat to the damaged tower. Weeks later, he awoke to his mother’s screams after a 2 a.m. call brought news her husband was dead. “A day hasn’t gone by in 50 years that I haven’t had real thoughts of my

President Obama was the first president to acknowledge the request. father,” said Abbott, 71, of Malden, Mass. The Air Force’s “Texas Towers,” named for their resemblance to oil rigs in the Gulf of Mexico, were fixed ocean platforms built sturdily enough to hold the heavy-duty, long-range radars normally used on land. Placing the powerful antennae at sea extended the Air Defense System’s radar coverage by an estimated 300 to 500 miles and increased the early warning time of a Soviet air attack on the East Coast by at least 30 minutes, according to Thomas W. Ray’s history of the towers. Tower No. 4 had stability problems from the start, partly because it stood in 185-foot depths, far deeper than the 56- and 80-foot waters that hosted the other towers. U.S. factories are closing. American manufacturing jobs are reappearing overseas. China’s industrial might is growing each year. And it might seem as though the United States doesn’t make world-class goods as well as some other nations. “There’s no reason Europe or China should have the fastest trains, or the new factories that manufacture clean energy products,” President Obama said in his State of the Union address last week. Yet America remains by far the No. 1 manufacturing country. It out-produces No. 2 China by more than 40 percent. U.S. manufacturers cranked out nearly $1.7 trillion in goods in 2009, according to the United Nations. The story of American factories essentially boils down to this: They’ve managed to make more goods with fewer workers. The United States has lost nearly 8 million factory jobs since man-

Guard Found Strangled At Wash. State Prison
Calif. Officer Wounded; Suspects on the Lam
Washington state corrections officials say a guard has been found strangled inside a prison chapel. Prison spokesman Chad Lewis said 34-year-old Jayme Biendl was found dead Saturday night in the chapel at Monroe Correctional Complex, where she worked. Lewis said Sunday that an inmate was found in the chapel lobby and told officers he had planned to escape. Teamsters 117 spokeswoman Tracey Thompson says Biendl had complained to her union shop steward and prison supervisors about being the sole guard working in the chapel and feeling unsafe. (AP)
Police searched on Sunday for as many as three men who were involved in the late-night shooting of an anti-gang detective wounded as he drove in a squad car with another officer, authorities said. About 60 to 70 officers spread out in the MacArthur Park area and looked for two, possibly three men, who fled in a car, spokesman Sgt. Rico Fernandez said. Two officers were driving at about 11 p.m. Saturday near Anaheim Street and Gundry Avenue when a gunman opened fire, hitting a detective in the upper body, Fernandez told The Associated Press. (AP)
NIH researchers seek depressed persons ages 18-55 to enroll in a research study evaluating the changes in brain chemistry that may cause depression. Participants will be given anti-depressant medication and receive two Positron Emission Tomography (PET) brain scans. This outpatient research study is conducted at the NIH Clinical Center in Bethesda, Maryland. Participation includes 10-15 visits over a 2-3 month period. To be eligible participants must be currently depressed, have no serious medical conditions, have never had any head trauma, and are not taking any psychiatric medications. After study completion participants receive short-term follow-up care while transitioning back to their own provider, or are referred to a mental health professional.

Civilians armed with knives, axes, golf clubs, firebombs, metal bars and makeshift spears watched over many neighborhoods in the capital of 18 million this weekend, guarding against widespread looting and lawlessness. Thugs had exploited the chaos created by the largest anti-government protests in decades. On Saturday, the army sent out an appeal for citizens to help, encouraging “neighborhood youth to defend their property and their honor.” The troubles began after days of protests calling for the ouster of President Hosni Mubarak reached a

Youth desperate for jobs lead the charge for change in Arab countries :kXW_" Kd_j[Z 7hWX ;c_hWj[i
Just days before f leeing Tunisia, the country’s embattled leader went on national television to promise 300,000 new jobs over two years. Egypt’s President Hosni Mubarak did much the same Saturday as riots gripped Cairo and other cities: offering more economic opportunities in a country where half the people live on less than $2 a day. The pledges under siege have something else in common: an acknowledgment that the unprecedented anger on Arab streets is at its core a long-brewing rage against decades of economic imbalances that have rewarded the political elite and left many others on the margins. The startling speed — less than two months since the first protests
in Tunisia — underscored the wobbly condition of the systems used by some Arab regimes to hold power since the 1980s or earlier. The once formidable mix of economic cronyism and hard-line policing — which authorities sometimes claim was needed to fight Islamic hard-liners or possible Israeli spies — now appears under serious strain from societies pushing back against the old matrix.

What feeds the flames is common Mubarak and other Arab leaders across much of the Arab world: have only to look to Cairo’s streets: a population of 18 million with about half under 30 years old and no longer content to have a modest civil servant job as their top aspiration. Tunisia’s mutiny that ousted One protestPresident Zine El Abidine Ben Ali was touched off by a struggling 26-year-old university graduate who lit himself on fire after police confiscated his fruit and vegetable cart in December. Apparent copycat self-immolations quickly spread to Egypt, Yemen and elsewhere.
Nobel Peace laureate Mohamed ElBaradei , Egypt’s most prominent reform advocate, called on Sunday for President Hosni Mubarak to resign, after the powerful military stepped up its presence across the anarchic capital, closing roads with tanks and sending F-16 fighter jets streaking over downtown. The army’s show of force appeared aimed at quelling looting, armed robbery and arson that broke out alongside prodemocracy protests and have turned the cultural heart of the Arab world into a tableau of once-unimaginable scenes of chaos. The military made no attempt to disperse about 5,000 protesters gathered at Tahrir Square, which protesters have occupied since Friday. “You are the owners of this revolution. You are the future,” ElBaradei told the downtown plaza crowd. “Our essential demand is the departure of the regime and the beginning of a new Egypt.” (AP)
young populations, a growing middle class seeking more opportunities and access to websites and international cable channels, such as Al-Jazeera, which have eroded the state’s hold on the media. There are no clear signs of whether more protests could erupt. Syria’s authoritarian regime remains in firm control and has taken gradual steps to open up the economy. Rulers in the wealthy Gulf states have the luxuries of relatively small populations that often receive generous state benefits and other largesse. Kuwait’s emir, for example, pledged this month 1,000 dinars ($3,559) and free food coupons for each citizen to mark several anniversaries, including the 1991 U.S.-led invasion that drove out Saddam Hussein’s army.
<;7H IFH;7:I Even high Arab officials have expressed unusual candor following Tunisia’s upheaval. Earlier this month, the head of the Arab League warned that the “Arab soul is broken by poverty, unemployment and general recession.” “The Tunisian revolution is not far from us,” Amr Moussa said in his opening address to the 20 Arab leaders and other representatives of Arab League members gathered in the Egyptian Red Sea resort of Sharm el-Sheikh. “The Arab citizen entered an unprecedented state of anger and frustration.” BRIAN MURPHY (AP)
On Friday in Jordan, thousands of marchers clogged streets to demand the resignation of Prime Minister Samir Rifai and call for measures to control rising prices and unemployment. Many chanted: “Rifai, go away, prices are on fire and so are the Jordanians.”
In Yemen, the poorest nation on the Arabian peninsula, sporadic riots have forced President Ali Abdullah Saleh into quick economic concessions, including slashing income taxes in half and ordering price controls on food and basic goods.

;nf[hjiÊ 7dWboi_i It’s hard to believe that could have been any more informative than looking out their windows. In the span of just three days, drivers contended with a water main break that shut down part of the Beltway and a snowstorm that royally snarled up the evening commute (even for the president!). So, I headed on over to the meeting to see how our visitors were dealing with our roads and rails. Because the activities were split between hotels in Woodley Park and Dupont, I quickly
found myself caught up in the expected expert debate: shuttle versus Metro versus walking. But one option I hadn’t expected to hear was Capital Bikeshare. Yep, these transportation buffs are familiar with our cherry red rides, and several had even taken them for a spin. When Jon Makler told me he was from Portland, Ore., I cringed

while waiting for him to bash our backward, non-Oregonian ways. But instead, it was all flattery — he especially likes the electric Metro platform signs. Not everyone was so cheery. Mary Lupa, from Chicago, arrived at Union Station after an epic train journey to find the escalator to the Metro station was broken and none of the fare card machines were taking credit cards. “I’ve never seen the system in such bad shape,” she said. But I heard plenty of ideas along with the gripes. Take Todd Litman, a Canadian researcher who was appalled by our bus system. His vision involves switching stops that are a pole in the ground with WMATA-owned coffee shops that alert you when a bus is coming, so you can pay up and hop aboard with your latte. Not sure that would matter if you’re stuck in the snow, but it does sound lovely.

Traffic crawls on K Street in D.C. Wednesday, when snow caused massive backups.
Officials: Storm Plans Inadequate Government leaders say region needs more cooperative strategy MWi^_d]jed The massive gridlock caused by Wednesday’s snowstorm was so alarming to government leaders across the Washington region that they say they will re-evaluate their winter-weather, evacuation and transportation plans. After commuters reported being stuck in their cars for hours Wednesday night, elected officials in both the city and the suburbs say the storm’s crippling impact indicates the region remains woefully unprepared not only for the next storm, but also for any serious event that could require large numbers of residents on the move at the same time. “To me, this is not about snow,” said D.C. Council member Phil Mendelson, D-At Large, vice chairman of the Metropolitan Council of Gov-
ernments. “It’s about emergency preparedness and even national security. ... We failed when it came to people leaving the city, and this wasn’t even an evacuation.” Areas that may be targeted for improvement include ongoing coordination through the course of weather or emergency events and frequency of communication with the public. In the District, efforts to clear downtown streets may have been slowed because Mayor Vincent C. Gray said the city used its 70 traffic control officers to help plow snow off city streets — meaning it was up to already burdened police to keep intersections moving freely. Gray said the city will have to re-evaluate that policy. “We have to put our minds together and see if we might be able to come up with some reasonable ways to deal with this,” said Ed McDonough, of the Maryland Emergency Management Agency.

FHE=H7C EH FHE<;II?ED7B5 E-filing is on the rise as more people forgo hiring financial help D[m Oeha Are you afraid to prepare your own tax return? Or do you wonder each year why you paid for someone else to do it for you? What’s the best way to decide whether you can handle your 1040 alone or whether you need some help? “I don’t know if there’s a bright
line test that applies to everyone,” said Melissa Labant of the American Institute of CPAs’ tax team. “It’s going to vary from individual to individual.” With the growth of tax prep software, the number of taxpayers e-filing their own returns is climbing. Last year, more than 35 percent of electronically filed returns were selfprepared, according to the Internal Revenue Service. Overall, nearly 70 percent of returns were e-filed. The decision comes down to a handful of factors: How complicated is your return, how confi-
dent are you in handling your own paperwork, and how much additional advice might you need? Then there’s the question of how much you’re willing to pay.
CWa_d] j^[ 9^e_Y[ It’s likely that most tax-prep software options will meet your needs, particularly if you have income from just one or two employers on W2 forms, a couple of 1099 forms listing interest earnings and a few simple deductions. “The fact that tax laws and the computations can be complex
If your financial life is complex, consider hiring a certified public accountant. “A lot of times, people just focus on doing something as cheaply as possible and getting it done,” said Scott Cheslowitz, a partner with the CPA firm of Rothenberg & Peters in Great Neck, N.Y. means it’s ideal for a computer,” said Bob Meighan, a vice president with TurboTax. Software can handle all of these matters, and the biggest titles now also offer online help through chat rooms and e-mail. So, the choice really comes down to how comfortable you are with the task. If the very thought of preparing your own taxes makes your head hurt, hiring someone makes sense. If the challenge of doing it yourself
Was there a significant change in your life in 2010? Maybe you got
married, divorced, had a child or switched jobs. Major life events can complicate a return. Perhaps a home energy or
education credit? Software will raise the most important issues, but if you aren’t sure you understand how these items work, it may be best to get some help. Are you self-employed? If so, you
may qualify for deductions such as the costs for a home office, but you may also need to set up a plan for paying quarterly estimated taxes for the rest of the year. It may be worth getting some advice on what deductions you qualify for and on tax strategy for 2011. (AP)

Strasburg sets out to rid himself of a dangerous habit long ingrained in the culture of baseball
Like many other high school kids, Stephen Strasburg wanted to emulate the major league baseball players he watched on television. He mimicked their actions down to the last details. He rolled his pants up to reveal high socks, wore wristbands at the plate and, during downtime, opened tins of chewing tobacco and pinched some in his lower lip. Years later, having developed a powerful addiction, Strasburg regrets ever trying smokeless tobacco. Last fall, Tony Gwynn — his college coach at San Diego State and one of those players he grew up idolizing — began radiation treatments for parotid cancer, a diagnosis Gwynn blamed on using smokeless tobacco. In the wake of Gwynn’s diagnosis, as he recuperates from Tommy John surgery, Strasburg has resolved to quit the habit. He doesn’t want to face the myriad health risks borne from tobacco use, and he doesn’t want kids who want to be like him to see him with a packed lower lip. “I’m still in the process of quitting, Strasburg said. “I’ve made a lot of strides, stopped being so compulsive with it. I’m hoping I’m going to be clean for spring training. It’s going to be hard, because it’s something that’s embedded in the game.

Smokeless tobacco has long been entrenched in baseball. In the 1980s, wads of it bulged out of batters’ cheeks. More recently, tins of what players call “dip form circular outlines on players’ back pockets. Managers, players and coaches use it occupy time during the lulls of a game and to feel the rush of nicotine it provides, a momentary buzz of energy that many come to believe — erroneously — benefits their performance. The habit carries a steep risk. Smokeless tobacco can lead to several forms of mouth cancer that require a series of disfiguring surgeries; many patients have their entire jaw removed. The juices swallowed contain heavy metals and can lead to esophageal and pancreatic cancer, two of the direst cancers to treat. White, precancerous lesions appear on the lips. Gums recede. Teeth become discolored and loosen. “It’s nasty stuff, said Gregory Connolly, a Harvard professor who has lectured major league players on the ills smokeless tobacco. “There’s no other way to look at it.

Smokeless tobacco uses a different delivery system than cigarettes. Its high concentration of nicotine reaches the brain through mucous membranes in the mouth. In level of addiction, smokeless tobacco is more similar to cocaine than cigarettes, experts say. And so quitting leads to a battery of side effects — sleep disruption, upset stomach, depression, headaches, lack of concentration. It is nearly impossible to play baseball under such conditions, which makes quitting during the season untenable and strengthens tobacco’s grip on players. (T WP)

Blame docu-opera on 1987’s “Nixon in China,” thought to be the genre’s first. James Maddalena stars in the Met’s production.
duction by American Opera Theater in Baltimore Feb. 4-13. A gimmick? Sure, to a point. “The fact of it being a docu-opera, more than anything else, helps you sell tickets,” says Tim Nelson, American’s founder. “It helps attract new audiences, which is a good thing, a valid thing.” Plus, “there’s the value of having the audience understand the characters before the overture starts.” Which isn’t true, he points out, of any of the mythological or historical subjects that used to be opera’s preferred subject matter. The tabloids, for better or worse, are our current cultural touchstone.

Ripped From the Headlines Today, some composers are moving toward literal documentaries rather than creating a libretto based more or less loosely on the facts. “The Gonzales Cantata,” written in 2008, sets congressional testimony to music. Ted Hearne’s “Katrina Ballads,” released last year as a CD, is based on transcripts, newspaper articles and television clips relating to Hurricane Katrina. The editorializing here is in the music, which casts the words in a new light. One of Hearne’s arias simply repeats George W. Bush’s infelicitous statement, “Brownie, you’re doing a heck of a job.” (T WP)

You’d think a bar whose main attraction is a rooftop pool would calm down in the winter, but the Donovan House’s ADC (1155 14th St. NW) is actually bringing out the big guns now: It’s installing an ice bar, which serves ice and is also made out of ice. Please do not dare your friends to lick it and get their tongues stuck, no matter how intoxicated they are. No one thinks it’s funny anymore. The bar will be in place Friday and Saturday nights through the end of February, and will be serving plenty of hot cocktails to make up for the fact that you’re on a rooftop in winter near a giant piece of frozen water.
This month, Richard Nixon will be singing on the stage of the Metropolitan Opera; Anna Nicole Smith at the Royal Opera House at Covent Garden; and Alberto Gonzales in Baltimore. They all appear as characters in the “docu-opera” genre, which has been variously hailed as an inspiration, a gimmick, a fad and on the way out. But whatever it is, it’s alive, well and here to stay. “Nixon in China” has certainly endured: It’s premiering at the Metropolitan Opera on Feb. 2, some 24 years after it was first performed. Since then, there has been a long list of biographical works, among them “X” (about Malcolm X, from 1986), “Harvey Milk” (1995) and “Jackie O” (1997). The newest addition to the canon will be “Anna Nicole,” which opens in London on Feb. 17 and is likely to be less eye-rolling than you might think: The score is by the very capable composer MarkAnthony Turnage. Another recent entry, “The Gonzales Cantata,” with an all-female cast and a libretto based on the congressional testimony of former U.S. attorney general Alberto Gonzales, is getting its first fully staged pro-

Valentine’s Day isn’t for two weeks, but you should make preparations now. Especially if you just started dating, you should probably make a grand gesture, like tattooing her face on your lower back. Everyone LOVES that. If you’ve already got enough tattoos, you need some other way to celebrate the holiday. Might I suggest — and stop me if this surprises you in a column 8o <_edW about drinks — some PkXb_d spirited conversation? Bartender Gina Chersevani and chef Andrew Markert will host a class at PS7 (777 I St. NW; 202-742-8550; Ps7restaurant.com) this Saturday, part of a monthly series. February’s offering is about foods rumored to be aphrodisiacs and how you can work them into the cocktails you love. The cost is $65, and the chance to observe Chersevani’s cheerful, off-the-wall mixology style is well worth the price.

Back in 2007, Adele Adkins was touted as the next Amy Winehouse. The 2011 version of Adele isn’t Amy. She’s much better, with a stronger voice and songs. Adele’s album “21” sets the tone right away — a bluesy “there’s a fire starting in my heart” delivered in Aretha Franklin-style gospel on “Rolling in the Deep.” The CD, due Feb. 22 in the U.S., is flying off the shelves in Adele’s native Britain, shifting about 100,000 copies in its first two days. It easily beats Duffy’s similarly retro “Endlessly.” Adele also rises above comparisons with Leona Lewis, another alumnus of the BRIT School, which fosters performing arts. Take her

song “Rumour Has It,” co-written with Ryan Tedder, the author of Lewis’s “Bleeding Love.” Adele’s track is a riot of crazy percussion with huge hit potential. The slower ballads are also winners, such as “Don’t You Remember,” one of four songs produced by Rick Rubin, and the piano-led closer “Someone Like You.” Adele’s heartache is touching as she comes to terms with a failed relationship: “Never mind, I’ll find someone like you.” Adele is still doing cover versions. Her tender take on Bob D yla n’s “Ma ke You Feel My Love” last time is followed here by a souped-up version of the Cure’s “Lovesong.” M A R K B E E C H (BLOOMBERG)

9ecfWh[ WdZ 9edjhWij Over the decades, cooking-show hosts have evolved from instructors to entertainers. The latter can be seen in the season-four premiere of “Cake Boss” (9 p.m., TLC), which mines sitcom-like laughs from the hijinks at Buddy Valastro’s Hoboken, N.J., bakery. By contrast, Martha Stewart’s “Martha Bakes” (11 a.m., Hallmark) is a throwback to when people watched cooking shows to learn something. KE VIN MCDONOUGH (UNITED FEATURE SYNDICATE)
