District still on bobcat alert THE DISTRICT Still missing: a 25-pound bobcat named Ollie from Washington’s National Zoo. Early Tuesday, zookeepers, police officers and rescue experts continued to search for the female cat around the facility’s property in Northwest D.C. Overnight, officials at the zoo said they received several calls from the public with “consistent information” that the animal may be in nearby Woodley Park or Cleveland Park. Officials warned that Ollie, while cute in pictures and inside her enclosure at the zoo, is not a house cat. Don’t call, “Here, kitty, kitty.” In fact, they warn, no one should approach the bobcat if they see her. Instead, take note of the time and her exact location. Anyone with information should call the zoo at 202-633-7362, officials said. On Tuesday morning, zoo officials said a crew was using heavy nets and protective gloves in the search, along with food to try to entice the big cat. Zoo officials said there is “no

D.C. schools spokeswoman Michelle Lerner said that 13 nearby schools were “on alert status, which includes moving recess indoors.” James Albright, the principal of Alice Deal Middle School, one of those affected, said in a message to school families: “While I don’t encourage vigilantism, please keep an eye out for Ollie.”

On Tuesday, the D.C. Humane Rescue Alliance said at least four experts who are trained in tracking animals humanely are helping to search for Ollie. One of the Humane Rescue Alliance’s experts was heavily involved in finding Rusty, a red panda that escaped from the zoo in 2013. Matt Williams, a spokesman with the rescue alliance, said his group is focusing on the area outside the zoo in Rock Creek Park. “They will do what they can to make sure the bobcat is returned safely,” he said. Keepers said that Ollie may come back to her familiar grounds for food and shelter. Food is waiting for her in her enclosure, which is surrounded by traps. It is believed that Ollie climbed out of her enclosure, which sits near Rock Creek Park, through a small opening in a mesh net around her area. In an inspection Monday, zookeepers noticed that one piece of the mesh was broken and that there was a hole that measured about 5 by 5 inches. THE DISTRICT Republicans on a House committee voted Tuesday to forge ahead with broad plans to review the District’s laws and local spending, signaling a potentially unprecedented level of involvement from Congress in the affairs of the nation’s capital. While some Republicans struck a conciliatory tone toward the city, Rep. Jason Chaffetz, RUtah, the chairman of the Oversight and Government Reform Committee, said members are bound by a constitutional “duty and obligation” to oversee the minutiae of District affairs. At one point, he suggested lopping off part of the District and folding it into Maryland, sending the committee into a tizzy. “I really would love to explore the idea of retroceding the residential areas into Maryland so that not only do you have a member of Congress, but you have two senators, a state legislature, a governor,” Chaffetz said. “If you want full representation, I’m very sympathetic to that. I think there’s actually a way to do that.” Eleanor Holmes Norton, the nonvoting delegate representing the District, interjected, “Has the chairman ever asked anyone from the state of Maryland how they feel about that?” Laughter broke out in the committee hearing room. Then, Rep. Gerry Connolly, D-Va., said Republicans have raised the idea in the past, but there are other considerations. “There’s that sort of nasty little problem of the will of the people of the District of Columbia and the will of the people of the state of Maryland,” said Connolly, who represents D.C. suburbs in Northern Virginia.

The committee’s two members from Maryland slammed the suggestion. Rep. Elijah E. Cummings, the top Democrat on the committee, called the idea a “frivolous proposal” that distracts from the need for Congress to honor the policies enacted by the District’s elected officials. Rep. Jamie Raskin, D-Md., whose district abuts the city, said the wishes of District residents should take priority. He noted that D.C. residents just voted overwhelmingly to petition Congress for statehood. The exchange came as the GOP-controlled Congress is poised to take up measures to remake the District’s gun laws, reverse its newly passed assisted suicide law and fiddle with its marijuana legalization. Last week, the House passed a law blocking the District from using local taxpayer dollars to subsidize abortion services for poor women.

The purpose of Tuesday’s session was to hear amendments to the committee’s plan for overseeing the executive branch for the next two years. In making her case, Norton referenced a recent op-ed written by Chaffetz and Jim DeMint, a former Republican senator from South Carolina who leads the Heritage Foundation, on their opposition to the District’s
“Death with Dignity” law. The law, passed by the city council and signed by the mayor last year, allows terminally ill residents to end their lives with assistance from physicians. The District is the seventh jurisdiction in the country with such a measure. “We will rage for the citizens of the District and ensure the seat of our federal government remains a place where the most basic right to life is protected for all residents,” Chaffetz and DeMint wrote. Norton called the general tenor of the piece condescending and said one bit of hyperbole made her smile. “If you want to rage for residents,” she said, “rage about the fact that they are number one per capita in taxes paid to support the government of the United States, but have no vote on the House floor.” JENNA PORTNOY (THE WASHINGTON POST)

A Montgomery County woman is accused of abusing her 4-year-old so severely that the girl had to be hospitalized. Police arrested Iris Hernandez Rivas, 20, on Thursday on one count of first-degree child abuse and one count of firstdegree assault. Police said Rivas had called 911 to report that she found her daughter unresponsive in the bathtub. Authorities said Rivas later admitted to police, she had kicked her daughter in the abdomen, causing the girl to fall backward and hit her head on a wall. Debunked rape story’s subject must yield files A judge said the woman at the center of a debunked Rolling Stone magazine story about a rape at the University of Virginia must hand over documents in a second defamation lawsuit. The Daily Progress reported that a judge Monday ordered the woman identified only as “Jackie” to comply with Phi Kappa Psi fraternity’s subpoena seeking documents related to the 2014 article, Jackie’s alleged assault and her relationship with a reporter. Phi Kappa Psi is seeking $26.4 million from Rolling Stone over the story detailing Jackie’s claims of being raped at the fraternity house. (AP) VIRGINIA
Police: Man charged in death of Arlington man Police in Arlington County said they’ve arrested and charged a man in the murder of another man. Heber Amaya-Gallo, 28, of Arlington was charged with first-degree murder in the death of Michael Wiggins, 55, who is also from Arlington. Police said the incident happened Monday around 2 p.m. at a home on Seventh Road South. When officers arrived they found Wiggins dead inside. (TWP)

Larry Hogan’s veto of a bill to boost the state’s renewable energy standards, a move environmentalists cheered as one of the first state legislative votes against the “anti-environmental” agenda of President Donald Trump. The Democrat-controlled House voted 88-51 for the override, three votes more than the three-fifths majority needed. The Senate is set to vote on the Republican governor’s veto Thursday. The measure would increase
requirements to use energy sources like wind and solar power to 25 percent by 2020. The state’s renewable energy standard goal now is 20 percent by 2022. Va. likely to ease pot rules VIRGINIA Virginia won’t be pulling a Colorado by decriminalizing marijuana this year. But the state might relax its penalties for possessing marijuana and its rules on who can use marijuana products for medical reasons. Legislators this session introduced more than a dozen marijuana-related proposals. A Senate committee last week killed two bills to decriminalize the substance, and a House bill likely will die this week. However, lawmakers seem amenable to making marijuana
products more available for medical purposes and to being more lenient with Virginians convicted of simple possession. Still, those bills have drawn opposition from certain legislators, highlighting a cultural divide within the General Assembly. Sen. Dick Black, R-Loudoun, recalled returning from serving in the Marines in Vietnam in the 1960s. “Pot was the biggest thing, and we had just simply had a collapse of good order and discipline,” Black said. “I know where we’re headed; I can see a slippery
slope. I do not want to see this country go back where it was in the ’60s and the ’70s, because believe me, it was not pretty.” Three bills before the General Assembly seek to expand medical uses of marijuana. The most expansive is HB 2135, introduced by Del. Mark Levine, D-Alexandria. It would allow a physician to recommend and a pharmacist to distribute marijuana or THC for treatment of any medical condition. U.S. botches online ISIS fight NATIONAL SECURITY A counter-propaganda program aimed at thwarting Islamic State recruiting over social media is plagued by incompetence and skewed data, an Associated Press investigation has found. Known as “WebOps,” the program was launched several years ago by a small group of civilian contractors and military officers assigned to the information operations division at U.S. Central Command’s headquarters in Tampa. But internal documents and interviews with more than a dozen people knowledgeable about WebOps suggest a program that appears aimed more at enriching contractors than thwarting terrorism.

Workers struggle with Arabic The WebOps contract is run by Colsa Corp., based in Huntsville, Ala., and a major challenge is finding people who can speak Arabic fluently and can also get security clearances to handle classified material. WebOps relies on dozens of Arabic-speaking analysts who scour Twitter and other social media platforms for people whose postings suggest they are vulnerable to ISIS’ siren call. Using fictitious identities, the civilian analysts then reach out to these potential recruits and urge them not to join the extremists. The problem, according to

six current and former Colsa employees, is that to engage with ISIS operatives, or their potential recruits, you need to be fluent in language, nuance and Islam — and while Colsa has some Arabic experts, those skills are not widely distributed. “People can tell whether you are local, or whether you are Sunni or Shia,” said a former worker, so poorly crafted messages are not effective. It’s hard to establish rapport with a potential terror recruit when — as another former worker told the AP — translators repeatedly mix up the Arabic
words for “salad” and “authority.” That’s led to open ridicule on social media about references to the “Palestinian salad.” “One of the things about jihadis: They are very good in Arabic,” said an Arabic specialist who previously worked on WebOps.
Skewing performance data To determine whether WebOps actually dissuades people from becoming radicalized, Colsa’s scoring team analyzes the interactions and tries to measure whether the subjects’ comments reflect militant views or a more tolerant outlook. Three former
members of its scoring team told the AP they were encouraged by a manager to indicate progress against radicalism in their scoring reports even if they were not making any. One employee, who said she left to find more meaningful work, recalled approaching a Colsa manager to clarify how the scoring was done shortly after starting her job. She said he told her that the scoring reports should show progress, but not too much, so that the metrics would still indicate a dangerous level of militancy online to justify continued funding for WebOps. “Until my dying day, I will never forget that moment,” she said.
Corruption in new deal’s bids? Early last year, the government opened bidding on a new counterpropaganda contract — separate from WebOps — that is worth as much as $500 million. Months after the AP started reporting about the bidding, the Naval Criminal Investigative Service told AP it had begun an investigation of the process. NCIS spokesman Ed Buice said the service is investigating a whistleblower’s “allegations of corruption” stemming from how the contract was awarded. The number of years, if current trends hold, until women become equal to men in economic power, according to a new Global Gender Gap report by the World Economic Forum. The annual review examined women’s employment and earnings in 142 countries. More women than ever are working, the study found in 2016, but they still are responsible for the bulk of household chores and caregiving for children and the elderly. Men do, on average, about 34 percent of the unpaid work that women do, the study said. Can federal workers defy Trump’s orders? When, if ever, do federal employees have the right to disregard a presidential order or administration policy? That question became relevant with the uproar over President Trump’s immigration order. Civil servants don’t make policy, they implement it. Deciding to defy even an illegal order is risky, as former acting Attorney General Sally Yates quickly learned. “The golden rule remains ‘comply now, complain later,’ even where there is substantial reason to believe that an order or policy is improper,” said Debra D’Agostino, of the Federal Practice Group, which offers feds legal counsel. “Under current [Merit Systems Protection Board] case law, the employee must obey an order, and then challenge its validity, except in ‘extreme or unusual circumstances.’ ” There are some safeguards for federal employees who refuse to carry out illegitimate orders. The Government Accountability Project’s Tom Devine noted that “the Government Employee Code of Ethics, on the wall of every agency, declares that government workers must put loyalty to the law and the country ‘above loyalty to persons, party, or Government Department.’ ” That includes loyalty to Donald Trump. POLITICS Democrats intensified their opposition to President Trump on Tuesday by further delaying the confirmation of several of his Cabinet nominees amid strong Republican objections. Hours after Trump fired acting attorney general Sally Yates for refusing to defend his executive order banning certain travelers and refugees, Democrats blocked a committee from approving the president’s choice for attorney general. Amid concerns about information provided by his picks to lead the departments of Health and Human Services and Treasury, Democrats did not show up at another Senate committee at all. The theatrics drew more attention to Trump’s recent decisions and the growing bipartisan concern over his executive order Friday to implement a travel ban with virtually no consultation with top government officials or senior lawmakers. But it also allowed Republicans to attack Democrats for holding up the formation of Trump’s government. Ultimately, Democrats lack the votes needed to block any of Trump’s nominees from eventually taking office — and there are no sure signs of Republican opposition to any of his picks. During a hearing of the Senate Judiciary Committee, Democrats criticized Trump for firing Yates and said that they would not support his nominee for attorney general, Sen. Jeff Sessions, RAla., because they do not believe he would ever stand up to Trump in a similar fashion. They also invoked an arcane rule to block the committee from holding a roll-call vote on Sessions’ nomination on Tuesday. The committee adjourned for the day, and Republicans said
they would reconvene today. Just down the hallway in the Dirksen Senate Office Building, the Senate Finance Committee met to vote on Steven Mnuchin’s nomination to serve as treasury secretary and Rep. Tom Price’s nomination to be secretary of health and human services — but Democrats boycotted the meeting, forcing Republicans to reschedule both votes. Meanwhile, Democrats tried and failed to stall a vote to advance Trump’s pick for education secretary, Betsy DeVos, to the full Senate, as Republicans prevailed on a party-line vote. Two Republicans, Sens. Susan Collins, Maine, and Lisa Murkowski, Alaska, made clear that they have not decided how they will vote on the floor, suggesting that DeVos’ confirmation is not assured. But Democrats must persuade at least three Republicans to break

Developments in the Judiciary and Finance committees, however, signaled how defiant Democrats remain in stalling Trump’s nominees. Sally Yates had to know that when she refused to enforce President Trump’s travel ban Monday, she was effectively resigning her post as acting attorney general. She was already a short-timer, a holdover from the Obama administration. It’s not that Yates was dismissed that’s important and telling. It’s how she was dismissed that matters. The real key here is the language in White House’s statement. There was the word “betrayed” used to describe Yates’ refusal to enforce the travel ban. Trump was well within his rights to jettison Yates. But, to describe what she did as a “betrayal,” considering that she spent nearly three decades in the Justice Department, seems like unnecessarily incendiary language. The statement goes on to claim that Yates is “weak on borders” and “very weak on illegal immigration.” There’s no evidence cited for that slam on Yates. Again, the condemnation of Yates comes off as rhetorically overboard and not terribly presidential. The Yates firing is yet another example of how Trump is different from the many people who have preceded him as president. It teaches us — or reteaches us — that he sees only two kinds of people in the world: loyal friends and disloyal, terrible enemies. CHRIS CILLIZZA

In prime-time event, president unveils Colorado judge as Supreme Court nominee COURTS President Trump selected Colorado federal appeals court judge Neil Gorsuch as his Supreme Court nominee Tuesday, opting for a highly credentialed favorite of the conservative legal establishment to fill the opening created last year by the death of Justice Antonin Scalia. Gorsuch prevailed over the other finalist, Thomas Hardiman of Pennsylvania, also a federal appeals court judge, and Trump announced the nomination at a televised prime-time event at the White House. “Judge Gorsuch has outstanding legal skills, a brilliant mind, tremendous discipline and has earned bipartisan support,” Trump said. Gorsuch, 49, and Hardiman, 51, emerged from a list of 21 as Trump’s most likely choices. A third person on the shortlist — U.S. Circuit Judge William H. Pryor Jr. of Alabama — saw his chances diminish as some Senate Republican leaders said his confirmation would be difficult. By comparison, Gorsuch was confirmed a decade ago to the U.S. Court of Appeals for the 10th Circuit in Denver on a voice vote. Gorsuch is seen as a less bombastic version of Scalia; he also believes in an “originalist” interpretation of the Constitution and would seem destined to be a solidly conservative vote on the ideologically split court. But friends and supporters describe Gorsuch as being more interested in persuasion than Scalia, who was just as likely to go it alone as to compromise. Signing day boils down to backyard MARYLAND Less than 24 hours after he was named head coach at Maryland in December 2015, DJ Durkin made a short drive from the College Park campus to Upper Marlboro to visit Riverdale Baptist, a small high school with a budding football program. In the months after, Durkin spoke about building a proverbial fence around the Washington area to lure homegrown prospects. Heading into National Signing Day today, Durkin and his staff have assembled what could end up being the highest-rated class in program history in large part by energizing a once-stale movement to attract local talent. That success, however, bumps up against the resurgent titan that has long overshadowed Maryland in its own backyard: Penn State.
Almost 14 months after first visiting Riverdale Baptist, Durkin is hoping to land its fourstar cornerback prospect, Tariq Castro-Fields, who would be one of Maryland’s top signings. But Penn State is considered the front-runner to land CastroFields, who is also considering Alabama and is expected to announce his decision today. Less than four months ago, Durkin had what appeared to be a rare opportunity to beat back Penn State in Washington-area recruiting. The Nittany Lions were rebuilding from NCAA sanctions in the wake of the Jerry Sandusky scandal, and coach James Franklin’s job security was questioned after two 7-6 seasons. When 4-0 Maryland traveled to 3-2 Penn State in October, the Terps were favored and had the higher-rated 2017 recruiting class. Then the Lions rolled to a 3814 victory, the second win in a stunning nine-game streak that culminated in a Big Ten title and a Rose Bowl berth.

WNBA The Mystics have reached an agreement in principle to acquire Elena Delle Donne, the MVP of the WNBA in 2015, from the Chicago Sky, according to people familiar with the negotiations. The deal involves Washington sending the Sky the No. 2 overall pick in the 2017 WNBA draft, center Stefanie Dolson and guard Kahleah Copper. Dolson was a first-time All-Star in 2015, and the Mystics drafted Copper with the No. 7 pick last year. Delle Donne, who was drafted No. 2 overall by Chicago in 2013,
is a restricted free agent, which allows the Sky to match any contract offer. But she has said she wants to play closer to her home in Delaware, suggesting she could sit out this season to facilitate a trade. WNBA free agency began Jan. 15, but players were not permitted to sign until today. Delle Donne, a 6-foot-5 guardforward, helped Chicago reach the playoffs in each of her four seasons. The power of silence The rappers Migos say the most in the moments when they’re saying nothing at all
ALBUM REVIEW Surely their hearts are pure, but Twitter-tweakers who won’t shut up about Migos being the greatest thing since The Beatles have it all wrong. Migos are the greatest thing since stand-up comedy, welterweight boxing, thunderclaps, birdsongs, fireworks, peekaboo, NBA pump fakes and microwave popcorn. Our increasingly fallible internet attributes the following quote to Wolfgang Amadeus Mozart, Claude Debussy and Miles Davis, but whoever actually uttered it saw these Georgia dudes coming: “Music is not in the notes, but in the silence between them.” That’s an excellent way to describe what’s become known as “Migos Mig gos flow,” flow, the th trio’s addiction
to rapping in delicious staccato triplets. It isn’t a flow so much as a sputter, and whenever they shut their mouths, the resulting pockets of dead air come alive with anticipation, anxiety, optimism and lust — sometimes all at once. On the group’s new album, “Culture,” it’s as if Migos are tapping out the meaning of life in one long swath of wildly pleasurable Morse code. It’s an upside-down kind of mastery they’ve achieved here. Migos first stammered their way across our national eardrums in the summer of 2013 with “Versace,” an intoxicating Mobius strip of fricative consonants, but as rappers, they’ve never sounded more deeply attuned to one another — or to the

… Smokin’ on cookie in the hot box …” Listen to the syllables dripping from his mouth and you’ll hear music that emulates the pitter-pat of rainfall. “Bad and Boujee” is a song about life on a pale blue dot. If you hear their rhymes as stiff or repetitive, your ears aren’t playing tricks on you. But stiffness isn’t the same thing as rigidity, and repetition isn’t the same thing as redundancy. There’s a confidence in those hard stops, and a generosity, too. Instead of aspiring to spout musty lyrical knowledge, Migos are exuding a different kind of musical wisdom. BOOK REVIEW Joyce Carol Oates’ new novel, “A Book of American Martyrs,” arrives splattered with our country’s hot blood. As the Republican Congress plots to cripple Planned Parenthood and the right to choose hinges on one vacant Supreme Court seat, “American Martyrs” probes all the wounds of our abortion debate. Indeed, it’s the most relevant book of Oates’ half-century-long career, a powerful reminder that fiction can be as timely as this morning’s tweets but infinitely more illuminating. The opening pages explode. The novel has room to trace the events that motivated Luther before that deadly morning and to explore the penumbra cast by Gus’ death over the next decade. We come to know both men’s wives and children: the well-educated, liberal Voorheeses and the poor, devout Dunphys. They are American families so separated by opportunity and ideology that they could be living in different countries, but Oates’ sympathetic attention
to the dimensions of their lives renders both with moving clarity. But is this a pro-choice novel or an antiabortion novel? Although Oates’ Twitter feed leaves little doubt about her personal views, as an artist, she’s far too good to allow her book to descend into such polemics, and gradually the story moves away from that endlessly cycling debate between evangelicals and civil libertarians. The Voorheeses may reflect her own ideals, but the Dunphys are treated with equal respect. Regardless of your own faith or politics, the real miracle of this masterpiece is how, even after 700 pages, we can still be racing along, steeling ourselves for the very last line, a line we’re desperate to reach — but not too soon.
