In two weeks, Washingtonians who use Airbnb to rent out homes or rooms will find that things have gotten more expensive for guests. On Feb. 15, the company will begin charging a 14.5 percent city tax and giving it directly to the city government. D.C. will join a handful of cities where Airbnb collects local hotel or occupancy taxes. They rolled it out first in San Francisco in July and Portland, Ore., in October.

Here is some good news for everyone cursed with a tiny bladder. An app called Airpnp is hoping to be the Airbnb of the bathroom world. Instead of slinking into the nearest Starbucks, you can pull up the app (which originally started as a joke), find a nearby toilet and pay a fee to pee in peace. So far, though, there is just one option in D.C., a “Full Service Creative Agency” that will charge you a hefty $100 for the privilege of using its loo. R.S.

Initial renderings envisioned an addition to be occupied by commercial or residential tenants whose rent payments would in theory subsidize the library’s renovation. However, an appraisal found that even the most lucrative use for the space would generate only paltry revenue and would present considerable complications to the whole project. Meanwhile, library advocates and members of the public

questioned why the public-private partnership was necessary. Activists raised concerns that the plan would leave too little space for the library and represent an unwise privatization of public space. The new plan will add one story to the library’s existing four, bringing the total usable space to 257,800 square feet. More radio problems found in Metro tunnels TRANSPORTATION In a recent test of radio equipment in Metro tunnels in Montgomery County, Md., firefighters underground were unable to communicate clearly with emergency workers on the surface, a problem similar to one that hampered D.C. first responders Jan. 12 during a fatal subway smoke incident near L’Enfant Plaza, officials said Sunday. The problem was discovered during a routine bi-monthly test of radio communication between firefighters in Red Line tunnels and others above ground, according to an email given to The Washington Post, dated Saturday and sent to “all personnel” in the county’s Fire and Rescue Service. The test found that radio communication between tunnels and the surface was “poor to non-existent,” according to the email, sent by Battalion Chief Michael Baltrotsky. Although radio-communication specialists are working to “remedy the problems,” Baltrotsky wrote, “there is no estimation on a time for complete repair.” Northwest of Friendship Heights on the MontgomeryD.C. border, there are seven Red Line stations in the county, in addition to four Montgomery stations at the line’s other end, from Silver Spring to Glenmont. “I’m surprised that they came up with these problems,” Pete Piringer, a spokesman for

Metro rushes to install ‘low-smoke’ cables The electrical malfunction that filled a Metro tunnel with smoke involved a type of power cable that the transit agency had planned to remove from the subway over the next decade, replacing it with cable that is designed to emit fewer noxious gases if it starts to burn. The work of installing “low-smoke” power cables began a few years ago and was projected to continue until the early 2020s. However, since the older kind of cable was involved in the fatal tunnel calamity, the project has taken on new urgency, with engineers scrambling to accelerate the process, according to top managers at Metro. Overhauling the mall REGION With the opening of the Landmark Regional Shopping Center, in 1965, Washingtonians finally had a mall to celebrate. As many as 30,000 people came. This was the heyday of mall construction in America. From the mid-1950s to 2005, about 1,500 malls were built in America. More than a dozen were built around the Beltway. It’s been a long slide since then. Experts predict that as many as half of America’s malls will be torn down or reconfigured. “There are 100 malls in this country that will always be dominant shopping destinations,” said Don Wood, chief executive of Federal Realty Investment Trust. “It’s Tysons Corner and Pentagon City in our area. … But there are 1,000 other malls in this country.” The dismantling of Washington’s lesser malls is already underway. The question is what to do with them. Once a prize, Landmark Mall is about 40 percent vacant and surrounded by so many parking spaces and road interchanges that it is virtually impossible to walk to from any angle. In its place, John Simon and Howard Hughes have proposed a 51-acre open-air neighborhood center with a 380-unit apartment building and a street grid lined with restaurants, sidewalks and trees. Simon said he envisions a “small-town, urban environment.” Other owners have made similar proposals to tear apart existing properties and turn them into streetscapes fashioned — however artificially — to look like Paris, Brooklyn or U Street. In Fairfax County, developer Edens had success turning a

former movie theater into the mixed-use Mosaic District. White Flint Mall’s owners began emptying the mall of tenants last year. In its place, they proposed offices, retail, residential units and a hotel. “It’s not going to be a mall,” Michael Cohen, an architect, said when he unveiled the plans in 2011. “It’s going to be more of a town, in a way.” But White Flint has become a cautionary tale. Like the vast majority of malls, it was built to accommodate department stores, and it did so by allowing them to own their own properties and have a say in any redevelopment plans. Now, 38 years after an agreement was struck with Lord & Taylor, it has badly stalled the White Flint Mall’s redevelopment. Even after dealing with such issues, there remains the question of whether turning a mall inside out will make it that much more successful. Real estate consultant Ronald Altoon said it does when the environment is welcoming enough that people are encouraged to walk past the stores. “The reason these open-air centers are doing so well is because people like being there. … It’s like walking in downtown Washington.” The owners of Springfield Mall aimed to create such an environment when they closed the mall in 2012 and began a two-year, $250 million renovation. Similarly, Laurel Mall has been replaced by the new Town Centre at Laurel, now 80 percent leased and growing. It might seem a lot like a mall, just outside. But no one opens malls anymore. Scratch-off tickets are coming back to D.C. For the first time in 18 months, the District of Columbia Lottery will soon have a dedicated supply of scratch-off tickets. The D.C. Council rejected the city’s last instant-ticket contract in July 2013 because not enough of the deal went to local businesses. The city’s ticket supply dwindled, resulting in $16 million in lost revenue. A city spokesman said Friday that the city has entered into new contracts with two companies. Actor urges U.K. to pardon gay men LONDON Oscar-nominated actor Benedict Cumberbatch has joined others in calling for the British government to pardon gay and bisexual men convicted in the past under the defunct “gross indecency” law. Their letter published Saturday in the Guardian praises the government for the 2013 pardon of World War II code breaker Alan Turing, whom Cumberbatch portrays in the movie “The Imitation Game.” Turing, who played a vital role in breaking the German wartime code, was praised by Winston Churchill as having made “the single biggest contribution” to the Allied victory in World War II. But Turing, a gay man in an era when homosexuality was illegal,

was convicted of gross indecency in 1952. Turing was pardoned by Queen Elizabeth II at the recommendation of the government, but the letter points out that 49,000 other men convicted under the same law also merit pardons. “The UK’s homophobic laws made the lives of generations of gay and bisexual men intolerable,” the letter said. Croatia is giving away ‘get out of debt free’ cards Starting today, thousands of Croatia’s poorest citizens will benefit from an unusual gift: They will have their debts wiped out. Named “fresh start,” the government scheme aims to help some of the 317,000 Croatians whose bank accounts have been blocked because of their debts. Prime Minister Zoran Milanovic, above, has persuaded multiple cities, companies, major telecommunications providers and banks to clear some of their citizens of their debt. The government will not refund the companies for their losses. To be eligible, a person’s debt must be lower than $5,100, and their monthly income should not be higher than $138. Deputy Prime Minister Milanka Opacic said 60,000 Croats would be eligible, according to Reuters. Some economists are skeptical. “If lenders think this can happen again, they will charge very high interest rates to low-income borrowers,” said Dean Baker, co-director of the Washington-based Center for Economic and Policy Research. Still, the Croatian government expects economic long-term benefits that will outweigh the short-term investment. Overall, the debt that is to be wiped out accounts for less than 1 percent of the debt of all Croats. In a shock to a country that can feel insulated from distant geopolitical problems, two of its own have reportedly been killed by Islamic radicals in Syria, the latest apparently beheaded in a video posted online this weekend by militant websites. This island nation closed itself to the outside world for two centuries under samurai rule. Then rising militarism and occupation of neighboring countries preceding World War II had disastrous consequences, driving Japan back into an isolationist mindset. It has ventured out in fits and starts for the past two decades, and Prime Minister Shinzo Abe is pushing for Japan to play a larger international role, most controversially by seeking to loosen constitutional restraints on its military. As Japan has learned before,

venturing out inevitably has risks. The question is whether those risks will drive Japan back into its shell. Analysts say it is too early to predict the impact of the Islamic State hostage crisis on government policy. ‘Fresh Off the Boat’: ABC navigates a sea of stereotypes TV is a land of ethnic stereotypes. Hello, oversexed Latina Sofia Vergara! Greetings, oversexed rapper son of “Empire!” Now we have the AsianAmerican Huang family of ABC’s “Fresh Off the Boat” (premieres Wednesday at 8 p.m., then moves to Tuesdays at 8 p.m.) The Huangs have left Washington, D.C., for

overwhelmingly Caucasian Orlando, Fla., where the hapless father (Randall Park, “The Interview’s” Kim Jong Un) has opened a steakhouse. He nods his head, grins a lot and foolishly believes his restaurant’s dismal business will pick up if he hires a white host. Overbearing Tiger Mom (Constance Wu) wants her kids to excel “so you can make a lot of money.” So, yes, kinda stereotypical. But not always. At middle school, a student calls eldest son Eddie (Hudson Yang) a

racial slur. Eddie curses him out and gets into a fight. The principal summons the Huangs to discuss how Eddie should be punished, but outraged mom and dad want to know how the slur slinger will be disciplined. That’s when “Fresh” goes beyond making jokes out of stereotypes, and taps into the pain of starting over in a notalways-welcoming land. Then dad offers the principal a coupon for a free onion blossom with any entree at the steakhouse. Will “Fresh” go deep or stick to shallow jokes? At one point, the father, speaking of his eatery, says, “I think we really have something here.” If the show can turn its cartoonish characters into real people, ABC might really have something here, too. Quick take Based on a memoir by restaurateur and D.C. native Eddie Huang, this single-camera sitcom from creator Nahnatchka Khan devotes its first few episodes to blunt examples of pop-culture absorption. The show seems determined to play up its most obvious jokes, terrified that viewers might get bored once the child actor stops doing cute things like swaggering around to 1990s rap. (Actually, Constance Wu’s character as the family matriarch with a strange Stephen King fixation has much more potential for laughs.) “Fresh Off the Boat” (which is narrated by the grown-up Eddie Huang himself) wants to be both “black-ish” and “The Goldbergs” — and it works fairly OK as a companion piece to either. But it’s a lot better show when it occasionally stops going for just the easy jokes and aims for a subtler, sharper line of comment. HANK STUEVER

TELEVISION Though he plays the slimy villain Penguin on Fox’s “Gotham,” Robin Lord Taylor is decidedly un-villainous. He’s not even aggressive. “I avoid conflict in my real life at all times,” he says. “My acting teacher called me ‘a fixer’: ‘You want to fix everything and make it OK.’ ” Yet since last fall’s premiere of “Gotham” (8 p.m. Mondays), Taylor has infused his role with toadying creepiness, ensuring he steals every scene he’s in. What Taylor delivers is a striver, schemer and survivor who had been bullied his whole life. His shimmying gait — said to look like a penguin’s — resulted when his then-boss, crime queen Fish Mooney (Jada Pinkett Smith), flew into a rage and bashed his right knee with a rod. Investigators in Los Angeles on Saturday were reviewing a video of an incident in which Marion “Suge” Knight struck two men with his pickup to help shed light on whether the rap mogul was a perpetrator or victim in the case. Police alleged Knight hit and killed his friend Terry Carter with his pickup Thursday, also injuring another man. Knight remains jailed on $2 million bail on suspicion of murder, and is scheduled to make a court appearance Tuesday. (AP)

The family of longtime actress Geraldine McEwan says she has died following treatment for a stroke. She was 82. McEwan was known for many roles including playing the famous Agatha Christie detective Miss Marple in 12 TV episodes. McEwan worked for many years in theater, television and films, sharing the stage with top British stars. She won a BAFTA Best Actress prize for her 1989 performance in “Oranges Are Not the Only Fruit.” (AP)

Aw — nope, it’s not even cute when kids do it Two 12-year-old girls snuck onto Justin Bieber’s Beverly Hills, Calif., property last Saturday, TMZ reported. The Bieber fans were celebrating a birthday by sneaking in through an open gate, where they encountered the singer and his friends at the pool. Bieber “berated them,” TMZ wrote, and took their cellphones. The girls left, and police were not called. The two retrieved the phones a few days later. (EXPRESS)

Justin Timberlake celebrated his birthday this weekend, but there was another birth date on his mind — that of his future son or daughter. The superstar shared a picture of himself kissing a bulging belly — presumably belonging to his wife, actress Jessica Biel — on Instagram on Saturday, his 34th birthday. He wrote that he was getting the greatest gift ever this year and added, “CAN’T WAIT.” In regards to the baby’s sex Timberlake wrote, “#BoyOrGirl #YouNeverKnow #WeDon’tEvenKnow #WeAreTaking Bets.” The Grammy-winning Timberlake married Biel in 2012, having dated since 2007. It will be the first child for both. Biel’s pregnancy has been rumored for months but Timberlake’s post is the first official confirmation from the couple. (AP)

Shakira announced Friday on Twitter that she has given birth to a boy, her second child with Spanish football star Gerard Pique. The singer said Sasha Pique Mebarak was born Thursday in Barcelona, adding that his name is of Greek and Russian descent and means “defender of mankind” and “warrior.” The couple’s first son, Milan, was born in 2013. A California shop owner who got celebrity help in hunting for her stolen dog has been reunited with the pooch. After surveillance video this week showed a pregnant woman snatching Julia Cohen’s Maltese, Cohen’s friend, actress Hilary Duff; comedian George Lopez; and singer Lance Bass took to social media to urge followers to help find the dog. Detectives found the dog on Friday. (AP)
