A former Royal Canadian Mint employee who stole 22 cookie-sized pieces of refined gold by hiding them in his rectum was sentenced Thursday to 30 months in prison. Leston Lawrence, 35, had been found guilty in November of stealing the gold and selling some of it. Ontario Court judge Peter Doody also ordered that Lawrence pay a fine of $145,900. Puppy Bowl’s local heroes If you haven’t been counting down the days, the Puppy Bowl returns for its 13th installment at 3 p.m. Sunday on Animal Planet. It will feature 78 puppies from 34 rescues from around the country, divided into “Team Ruff” and “Team Fluff.” Six of the pups (all on Team Ruff) are from two local rescues, Operation Paws for Homes, in Alexandria, and City Dogs Rescue in D.C. Suspensions, expulsions decline at D.C.’s schools THE DISTRICT Fewer students are being expelled or sent home for misbehaving in D.C. public schools and public charter schools, a study from the city government shows. In the 2015-2016 school year, 7,324 students in the District were suspended from school, according to the report from the Office of the State Superintendent of Education, or OSSE. That was down roughly 13 percent from about 8,400 students who received at least one out-ofschool suspension in the previous year.

The report analyzed data for 94,053 students who were enrolled in traditional public schools or public charter schools at any point during the school year. Of those who were suspended, a third received the punishment more than once. The total number of suspensions fell 24 percent, from 16,762 in 2014-2015 to 12,695 in the past school year. Mirroring national efforts, officials have worked to reduce the number of suspensions. Experts say there are links between punitive disciplinary actions and

A planning agency has approved the design of a taller, stronger fence around the White House. The Secret Service said Thursday’s approval by the National Capital Planning Commission means the agency can move forward with contracting to build the new fence. The changes were proposed after a series of people managed to scale the current 7-foottall barrier. In the most serious security breach, a man got over the fence in 2014 and ran deep inside the White House while carrying a folding knife before he was caught. No one was injured. The new metal fence will be 11 feet, 7 inches tall, and the Secret Service said it will have “anti-climb and intrusion detection technology.” The agency has not disclosed its cost. Two people have been arrested in London in the hacking of storage devices that record data from D.C. police surveillance cameras, law enforcement authorities said Thursday. IRS lawyer is charged in meth sale conspiracy An attorney with the IRS’ professional standards office in D.C. has been charged with conspiring to distribute 500 grams or more of methamphetamine, prosecutors said. Jack Vitayanon, 41, allegedly participated in a meth ring with others in Arizona and on Long Island between about September 2014 and January, according to a criminal complaint unsealed Wednesday in Brooklyn federal court. A search warrant of Vitayanon’s D.C. apartment seized additional amounts of the suspected drug, paraphernalia and drug ledgers, authorities alleged. (TWP) TRANSPORTATION

local MARYLAND Maryland Gov. Larry Hogan may have the approval ratings. But the Democrats who control both houses of the state legislature have the votes. Despite vigorous opposition from the Republican governor, the Maryland Senate voted 32to-13 on Thursday to override Hogan’s veto of a bill to boost the state’s use of renewable energy. The House of Delegates voted to reverse the veto earlier this week. That means the measure — which requires Maryland to obtain 25 percent of its energy from

wind, solar and other renewable sources by 2020, instead of 20 percent by 2022 — will become law. Legislative analysts estimate that the annual compliance costs for energy companies would average between $28 million and $111 million from 2017 through 2025, an expense that will likely be passed on to consumers. The governor, who campaigned on a pledge to keep taxes and fees from rising, has said those costs amount to a “tax increase that will be levied upon every single electricity ratepayer in Maryland.” After Thursday’s vote, Hogan

Maryland’s Senate voted Thursday to override Gov. Larry Hogan’s veto of a renewable energy bill.

Virginia’s Republican-controlled House of Delegates has passed legislation to require proof of U.S. citizenship before registering to vote in state and local elections. The GOP-sponsored bill passed Wednesday on a 64-33 vote along party lines. The bill would require state registrars to ask for proof of citizenship, instead of just a photo ID. Citizenship could be proved with a birth certificate, passport or other record accepted under federal law. If the bill passes the Senate, it would likely be vetoed by Democratic Gov. Uber’s top exec leaving Trump business council POLITICS Uber CEO Travis Kalanick has quit President Trump’s council of business leaders, according to an internal memo obtained by The Associated Press. Kalanick wrote to his employees that he’d spoken with Trump on Thursday to “let him know that I would not be able to participate on his economic council. Religious liberty vow raises equality fears

POLITICS President Trump is considering how to allow Americans to opt out of complying with federal policies and regulations on the grounds of religion, White House press secretary Sean Spicer said in his Thursday briefing, a move that critics said could open the door to discrimination on the basis of sexual orientation, gender or gender identity. “There’s clearly a lot of evidence in the last couple of years of the government coming in with regulations and policies that have, frankly, denied people the ability to live according to their faith,” Spicer said. POLITICS Donald Trump’s spats with U.S. allies as close as Mexico and as unlikely as Australia are leaving his new secretary of state and others in his Cabinet to clean up a lot of potential damage. It’s a good-cop, bad-cop dynamic that could define America’s foreign policy for the next four years. President Trump’s first two weeks on the job have rattled foreign friends and foes alike, starting with his order to temporarily halt all refugee admissions as well as immigration from seven mainly Muslim countries. Concern only escalated in recent days with his personal dust-ups with foreign leaders and declaration that Iran is now “on notice” for possible American action. “It’s time we’re going to be a little tough, folks,” Trump said at a National Prayer Breakfast on Thursday, as unseemly details circulated about his private phone calls with the leaders of Mexico and Australia. “We’re taken advantage of by every nation in the world virtually. It’s not going to happen anymore.” Trump’s blunt comments came a day after word emerged of a tense phone call with Australian Prime Minister Malcolm Turnbull, in which the new U.S. president lambasted an Obamaera deal to resettle some 1,250 asylum-seekers. Diplomatic dysfunction was clear. Minutes after the U.S. Embassy in Canberra said the deal was still on, Trump seemed to contradict that message, tweeting: “I will study this dumb deal!” On the other side of the globe, new details emerged about strained ties between the U.S. and its southern neighbor. There was already irritation on both sides following Mexican President Enrique Pena Nieto’s

The Pentagon and White House on Thursday defended a U.S. Special Operations raid in Yemen that killed civilians and a Navy SEAL, saying there was sufficient intelligence to carry it out and that it was planned for months. Pentagon spokesman Navy Capt. Jeff Davis said the civilians were killed Saturday by gunfire from aircraft needed to support the SEALs after they came under heavy gunfire by militants, among them women who ran to fighting positions. The SEALs were under immediate threat, he said. “The enemy had gone to a building and taken up fighting positions in that building to fire on our troops who were on the ground conducting this operation,” Davis said. “The enemy put potentially the civilians at risk in doing so.” Davis and White House press secretary Sean Spicer, above, disputed allegations that the mission was poorly planned and had lost the element of surprise. The New York Times reported that the SEALs learned that their mission had been compromised after intercepting a transmission that showed the militants were preparing for their arrival. “We have nothing to suggest that this was compromised,” Davis said. Bill Belichick, Tom Brady built a dynasty with a surprisingly impersonal relationship SUPER BOWL LI Given that Tom Brady and Bill Belichick have led New England to seven Super Bowls in 17 years, you might expect to find some emotional complexity at the heart of their partnership, if not a bond. But by all accounts, the relationship between the quarterback and coach is straightforwardly transactional. Belichick treats Brady the same way he does every other player, with that distant, flat, emotionless voice straight from the catacombs. “They have never even gone out to lunch or dinner,” according to Brady’s father Tom Sr. “That’s not what they do.” The repartee between Brady and Belichick has a lot of highly technical, heavily operational talk. Except when Belichick is blistering Brady for something in practice, which he does periodically for the benefit of the team. Their collaboration rests on two simple understandings.

First, they share a workaholic absorption in the tedium of football strategy, a love for cataloging tendencies, and almost mechanistic work habits. Last February, Brady had a digital clock installed at his home so he would know “that he had exactly 11,325 minutes and 14 seconds to go” until the Super Bowl, Brady’s father said. Second, they share an instinct that self-deprecation is the heart of real leadership. They have been able to fight the corrosions of stardom and build a culture that, for all of its disparate personalities, is essentially egoless. As Brady remarked on his weekly radio show, the Patriots are “brainwashed.” “[Belichick] never makes it about one player; he never makes it about one play,” Brady said. “And he never lets his foot off the gas pedal, so really, when you come to our team, it’s just, you’re brainwashed. It’s just the way it goes.”

Getting on Brady’s case In a book about Tom Brady and Peyton Manning, Gary Myers wrote that Bill Belichick resisted praising Brady for individual records and relented only when he surpassed 50,000 yards. Aqib Talib told ESPN about a practice in which Brady threw a pick on a seam route, and Belichick exploded: “You got 130 career interceptions and half of them are on this route. You keep doing the same s--- over and over and this is what happens.” Brady’s father said Belichick once told Brady after an incompletion, “You’re supposed to be an All-Pro, and I can go ... to the local high and find a quarterback who could complete that pass.” S.J.

Brady has told his father that he aims to be “the perfect soldier.” But he has struggled to understand some of Belichick’s cold-blooded roster decisions, how he could discard players who seemed essential or who were close to Brady, such as Lawyer Milloy, Deion Branch or Logan Mankins. The relationship works, observers say, because they have a mutual regard for the other as the absolute best in the NFL. A shared determination to build a faceless, ego-less organization has made each of them, in his own way, the unmistakable frozen-intime face of the franchise: Belichick, hooded and inscrutable on the sideline, Brady so poised under center he seems almost pensive.

FALCONS The Falcons’ high-powered offense has carried them to the Super Bowl, landed offensive coordinator Kyle Shanahan a head coaching job in San Francisco and could yield an MVP award for quarterback Matt Ryan. It has worked not only because of the on-field brilliance of Ryan and wide receiver Julio Jones, but also because of Shanahan’s scheme, a blend of the offenses he’s learned from bosses including Jon Gruden (Tampa Bay), Gary Kubiak (Houston) and his father, Mike (Washington), with original wrinkles. “What you see is an offense that has been developed over time and adapted to Kyle’s personality and the personnel that he has,” former Redskins quarterback Joe Theismann said Mike Shanahan’s offenses generally blended a traditional West Coast passing game — the quick-hitting, horizontally focused approach popularized by the Bill Walsh-coached 49ers — with a running game utilizing zone blocking and “stretch” plays. That system produced two Super Bowl triumphs for Denver. Kubiak, a Mike Shanahan coaching protégé who was Kyle Shanahan’s boss in Houston before winning last season’s Super Bowl with the Broncos, was particularly enamored with putting his quarterback on the

move with rollouts and bootlegs. When Mike Shanahan coached the Redskins and Kyle was the team’s offensive coordinator, they added college-style elements to their offense — the pistol formation and optionstyle running plays — for rookie passer Robert Griffin III in 2012. But the Falcons’ passing game is not your father’s — or, more precisely, Shanahan’s father’s — West Coast passing game, which is built on short completions that rely on receivers to make plays after the catch. FALCONS Last week, Dan Shaughnessy of The Boston Globe wrote that New England can’t get excited about facing Atlanta in the Super Bowl. He labeled the opposing fan base pitiable and called the Falcons a “meh” matchup. That brought up memories of 2012, when Rob Parker called Atlanta “the worst sports town in America” in an article for ESPN. Why does Atlanta get such a bad rap? Conversations with local media, pro sports fans and a former Falcons player reveal a city full of transplants with a complicated and often painful sports history. According to U.S. Census Bureau data collected from 20102014, 37 percent of residents in the Atlanta metro area were born outside of Georgia. Many of these transplants hold fast to their allegiances. And, pro sports aside, college football is king. Starting in 1991, the Braves won 14 straight division titles. They won one World Series. The Hawks won 60 games and made the Eastern Conference finals in 2014-15 only to get swept by the Cavaliers. The Falcons took a 17-0 lead on the 49ers in the 2013 NFC title game but lost 28-24. “There’s a little bit of this, fool me once, shame on you. Tough, truculent and, most of all, trusted, Edelman has topped 100 yards receiving in four of his last five playoff games. He put up 137 yards against Houston in the divisional round and posted 118 yards with a score against Pittsburgh. He returns kicks and can even throw it. The college quarterback had a 51-yard TD toss two years ago.

With top corner Malcolm Butler likely to trail Julio Jones throughout the game, expect the Falcons to target Ryan in coverage against Mohamed Sanu — his college roommate at Rutgers — and Taylor Gabriel, who have combined for 10 touchdown catches. In his fourth season, Ryan was New England’s leading tackler with 92 stops.

The second-year pro broke out this season, taking over as a starter in Week 10 and leading the Patriots with seven sacks. At 6 feet 2 and 265 pounds, he’s undersized for his position, but there’s a reason his teammates have nicknamed him “Technique.” Flowers has had an active postseason with 10 tackles in two games.

For an idea of his potential impact, look at Von MIller, who had 2.5 sacks and won MVP in the last Super Bowl. Beasley paced the NFL with 15.5 sacks this season. Along with tackle Grady Jarrett and corner Jalen Collins, he’s one of three 2015 draft picks to earn a starting role for a defense that’s emphasized youth and speed.

The most important free-agent addition to the Falcons this season will be responsible for adjusting Atlanta’s protections. In Kyle Shanahan’s zone running game, the center must be athletic enough to pull and run on any play. Atlanta made Mack the first center to earn $9 million per year for a good reason.

Devonta Freeman is Atlanta’s top back, but Coleman isn’t far behind. He’s logged 14 touches with a touchdown in each playoff game this year and is especially dangerous in the passing game. In the regular season, he averaged 13.6 yards per catch and scored three of his 11 touchdowns through the air.

NBA For the first two months of the regular season, the biggest question surrounding the Warriors was whether Stephen Curry could get back to the heights he reached over the past two seasons, both of which ended with him winning league MVP and leading the Warriors to the NBA Finals, claiming one of them. For the past six weeks, the biggest question surrounding the Warriors has been different: How could anyone have doubted him? Now, another question seems at least worth considering: Could he somehow work his way back into the conversation for a third straight MVP award? Wednesday night’s game against the Hornets served as the latest example of Curry’s reclaimed comfort level. He was sensational in Golden State’s 126-111 win, putting up 39 points while going 14-for-20 from the field and 11-for-15 from 3-point range. He is not a ‘has-been’ FILM Director Raoul Peck wanted his documentary “I Am Not Your Negro” to be about James Baldwin — and only James Baldwin. “How do I respect him?” Peck says he asked himself early on, when mapping out his film about the acclaimed African-American writer. “I didn’t want talking heads [interviews] because I didn’t want anybody to be the interpreter. I didn’t want to be an interpreter — I wanted to be a messenger.” “I Am Not Your Negro,” opening locally Friday, is Peck’s attempt to visually complete Baldwin’s unfinished work “Remember This House,” a study of race relations in America using the lives of Medgar Evers, Martin Luther King Jr. and Malcolm X as a lens. Baldwin, who knew all three men but never achieved their level of fame, died in 1987, leaving only about 30 pages of the work. The film combines those words (read by an off-screen Samuel L. Those speeches are talking about something very different — the fight against poverty, the fight against class in this country — and those speeches made him dangerous. It’s a sanitization of this history, to take whatever is clean and what doesn’t create problems. “Once you start building monuments,” Peck continues, “it’s a way to tell you, ‘This is now tradition, you don’t need to worry about it, all the problems are solved.’ And that’s the trap.” Bringing Baldwin’s words and works back into the national conversation about race is Peck’s way of preventing the civil rights movement from becoming locked in the past. Gone guy: Farhadi is a reminder of what art’s about Director Asghar Farhadi will not be attending the Oscars ceremony later this month to see if his film “The Salesman” wins best foreign language picture. The reason? At first it was because, as a citizen of Iran, Farhadi was subject to our new administration’s “definitely not a Muslim ban” Muslim ban. Now, the director (whose “A Separation” won in the same category five years ago) has said he wouldn’t come even if allowed, which makes a lot of sense. Why go where you’re clearly not wanted? I hope he wins, and I hope the presenters, instead of saying, “We accept this on his behalf,” simply stand there silently for the 45 seconds or however long the Academy allows people who aren’t A-listers to give their speeches. I hope nothing but

dead silence echoes through the auditorium. And then I hope there’s a standing ovation. “But celebrities should stick to making movies! Not talking about politics!” certain planets in the Twitterverse would say. First of all, there are very few occupations where it is inappropriate to use your professional platform to advance your personal beliefs — offhand, I can think of members of the military, government workers, journalists and kindergarten teachers. Second, we need artists to talk about politics because, many times, ART IS HOW WE TALK ABOUT POLITICS. More importantly, art is often how the political becomes the personal. Putting a face — even a fictional one — on an issue brings that issue out of the realm of the theoretical. Farhadi’s absence will put a human face on a political situation. Whatever happens at the Oscars, it’s ludicrous to think that the artists in attendance should shut their mouths and get back to work. ‘The Salesman’ slyly examines art vs. real life FILM REVIEW From the outset of “The Salesman,” Iranian director Asghar Farhadi announces his metaphorical intentions with blunt clarity. While a young, cosmopolitan husband and wife, Emad and Rana (Shahab Hosseini and Taraneh Alidoosti), rehearse their starring roles in an amateur production of “Death of a Salesman,” their apartment building begins to collapse. Relocated to a new dwelling, they discover that its recent occupant entertained a number of male visitors, a lingering, unsavory history that winds up haunting Emad and Rana. Farhadi juxtaposes Willy and Linda Loman’s relationship in the play with Emad and Rana’s domestic psychodrama, which similarly hinges on issues of masculine pride and a faltering sense of purpose. If the conceit feels obvious and strained, it still gives Farhadi and his actors room to explore the ambiguities of commitment, ethics and revenge in a society where mistrust in public servants runs deep. In the stunning third act, Farhadi’s occasionally shaky parallels between art and life are distilled into a brilliantly staged, searingly confrontational chamber piece. That’s when his Hitchcockian knack for psychological suspense kicks in, and the nominal protagonist of “The Salesman” comes into strange and ultimately confounding focus. FILM REVIEW There’s a fine line in comedy between the funny and the offensive, and it is the comedian’s job to find it. The only way to know where it lies without getting tripped up by it is to try to brush up against it. What makes this so hard is the subjectivity of humor. A joke that prompts a belly laugh for one person can leave others with sour stomachs. The title character in “The Comedian” is Jackie Burke (Robert De Niro), a washed-up shock comic who is coasting on the success of an old hit sitcom as he struggles to find work in the new landscape of viral comedy. In his stand-up act, Jackie doesn’t so much flirt with that line as deliberately trample it. The allure of transgressive humor is, apparently, one of the film’s themes. When Jackie meets a love interest named Harmony Schiltz (Leslie Mann), his natural instincts kick in: “What?” he asks, after learning her name. “Were your parents in a Nazi barbershop quartet?” What passes for a pickup line is actually one of the funnier jokes in the screenplay, which more often falls flat in its

attempt to suss out the sweet spot between what-was-he-thinking and sparkling wit. At times, the barrage of bad jokes seems to invite philosophical contemplation of what’s funny; at others, they just feel like misfires. The fact that the 40-ish Harmony finds Jackie, a foulmouthed flop nearing 70, not just funny but attractive also makes

the film something of a mystery. The movie is at heart a shaggydog story: long, pointless, inconsequential and filled with odd details. Although it hints at the unhappiness — and, occasionally, outright hostility — that underlies humor, “The Comedian” never really seems all that interested in probing the comic’s psychological wounds. Despite two comedy consultants having worked on the film, De Niro’s Jackie never comes across as especially funny on stage (or especially likable off).
